Abstract: This paper discusses serious games developed as part of a training program developed for a Dutch crisis response group, which acts during a (potential) flooding crisis. Training in general contributes to a wide range of learning objectives and can address different target audiences. For each combination of learning objective and target audience, the proper form of education has to be selected, ranging from self-tuition to large scale multi-party training and exercises. Serious games can be a useful and educational addition to the set of existing training tools. For operational crisis response groups a high match with real-time warning systems is essential. Our approach shows how to integrate both serious games and early warning systems for effective training and exercises. We end with our lessons learned in designing serious games based on early warning systems, in the context of a training program for a crisis response group.

Abstract: When a crisis occurs, people from different organizations, on different hierarchical levels have to deal with unexpected situations that require coordinated effort. The goal of this research is to improve multidisciplinary cooperation for crisis management teams. We developed a tool, the Multi-mono guide, which helps team members to share information at the right time, with the right person, in the right way. A pre-test post-test intervention experiment was conducted with 8 professional teams to evaluate the effect of the tool on individual competencies, team situation awareness and process satisfaction. The experimental group was more satisfied with the meetings and about the way they shared information. Participants reported that the Multi-mono guide makes them aware of sharing information. We didn't find significant differences for individual competencies and team situation awareness. This is may be because the teams that participated were very experienced. Participants did find the Multi-mono guide useful for trainees.

Abstract: The EU FP7 project DRIVER is conducting a number of experiments to assess the feasibility of addressing known deficiencies in crisis management. In this paper, we introduce experiments that investigate two-way communication solutions between crisis managers and citizens or unaffiliated volunteers. In the so-called ?Interaction with Citizens? experiments we are testing the usability and acceptance of the various methods and tools that facilitate crisis communication at several levels. This includes: informing and alerting of citizens; micro-tasking of volunteers; gathering of situational information about the crisis incident from volunteers; and usage of this information to improve situation awareness. At the time of writing this paper, our ?Interaction with Citizens? experiments are still under way. Therefore, this paper reports the lessons learned in the first two experiments along with the experimental setup and expectations for the final experiment.

One way to bridge this gap is with an interactive simulation, which lets participants to test their ability to operate in a crisis. This paper describes the creation and implementation of an online crisis communication simulation developed for the Department of Homeland Security (DHS). The simulation uses a server-side software platform called ICONSnet?, which allows complexity in its design with both minimal overhead costs and human facilitation difficulties.

Abstract: The performance of early warning activities involves the management of complex situations as uncertainty is common, information is frequently scattered and the number of stakeholders affected is large. In this context, the performance of early warning activities is distinguished by the significance of internalized experience as well as the generalized use of cultural knowledge, internalized domain knowledge and tacit knowledge. A suitable and well-known way to endorse the creation and exchange of this kind of knowledge -usually called soft knowledge- is the application of communities of practitioners. Based on the review of the communities of practice approach, its principles and rationale, this paper proposes a set of design guidelines aimed at addressing the technological design of technological platforms that support the creation, exchange and acquisition of soft knowledge for its application in early warning activities.

Abstract: The most popular micro blogging platform Twitter has been the topic of a variety of research papers related to disaster and crisis management. As an essential first step and basis for a real-time methodology to exploit Twitter for event detection, localization and ultimately semantic content analysis, a functional model to describe the amount of tweets during a day has been developed. It was derived from a corpus of messages in an exemplary area of investigation. To satisfy the different daily behavior on particular days, two types of days are distinguished in this paper. Moreover, keyword-adjusted data is used to point out the potential of semantic tweet analysis in following steps. The consideration of spatial event descriptions in relevant tweets could significantly improve and accelerate the perception of a disaster. The results from the conducted tests demonstrate the capability of the functional model to detect events with significant social impact in Twitter data.

Abstract: Crisis management (CM) is an aspect of command and control characterized by complexity, uncertainty, and severe time pressure. To address these challenges, CM teams can use collaborative work support systems (CWSS) to help plan their intervention and coordination activities. However, the use of CWSS is not necessarily beneficial and in some cases, can impede more than augment performance. Hence, it is essential to understand the impact of a CWSS on team performance and CM teamwork. We have developed a methodology to assess the effectiveness of CWSS by comparing the use of an interactive Smartboard with that of a traditional topographic map during team planning activities. To do so, a dynamic CM situation is simulated using a forest firefighting functional simulation – the C3Fire microworld. We compared two groups of participants on the basis of performance, communication, coordination efficiency, and planning quality. Based on a preliminary analysis, in comparison to maps, the use of a CWSS seems to be beneficial to planning activities and CM coordination. At this point the main contribution of the current on-going project is to provide a method and metrics for the objective assessment of new technology in the context of CM.

Abstract: While multilingual translation needs (from one or more language(s) to one or more others) in disaster events are a “perennial issue” among responders in crisis-affected communities (Crowley & Chan, 2011) and calls are being made to consider the access to (and translation of) information during crisis a human right (Greenwood et al., 2017), the literature that deals with intralingual translation in disaster is limited in places where it should thrive, such as crisis communication, translation studies, and rhetoric. Intralingual translation is of increasing relevance in disaster not only because of potential variability in literacy levels among those affected (O’Brien, 2020) but because responding to/planning for disaster requires an understanding of the ‘operational’ terms used (but not always shared) by other responding agencies in the field. This paper calls for increased attention to intralingual translation needs in disaster and introduces a translation technology (“Aphorme”) designed to mitigate those needs.

Abstract: Cooperation and interaction demands digital skills. In an agile context, there is no time for learning while doing, implicating that many of the skills need to be practiced beforehand. Since exercises are one way of enhancing skills needed in crisis situations, it is important to know what skills are practiced during the exercises. This review aims to understand what skills have been practiced during exercises conducted in Sweden between 2010 and 2014. Data was obtained from 15 evaluations of exercises including multiple actors. Most exercises practiced collaboration, communication, information and shared situation awareness skills. Results showed that 4 out of 15 had a specific goal in terms of technology use. Exercises with explicit technology goals are effective as a way to change opinions about the tool in question. The participants requests additional exercises specifically targeting routines and the use of technological tools.

Abstract: Effective risk management begins with successful risk identification. Unfortunately, traditional approaches may lead to haphazard and incomplete results. To overcome this, we present a new integrative approach to improve risk identification that sequentially investigates protector-views and narrow scopes using literature review, ethnography, and subject matter expertise. This paper illustrates this approach by identifying man-made and natural threats to mass-gathering events in general, and stadium security as an example. Improving risk identification enhances resilience to known risks by enabling planning and development of targeted response strategies. Working from a more complete portfolio of risk resilience strategies may also improve flexibility and agility to respond to new and emerging risks.

Abstract: One of the most critical challenges faced by authorities during the management of a climate-related crisis is the overwhelming flow of heterogeneous information coming from humans and deployed sensors (e.g. cameras, temperature measurements, etc.), which has to be processed in order to filter meaningful items and provide crisis decision support. Towards addressing this challenge, ontologies can provide a semantically unified representation of the domain, along with superior capabilities in querying and information retrieval. Nevertheless, the recently proposed ontologies only cover subsets of the relevant concepts. This paper proposes a more “all-around” lightweight ontology for climate crisis management, which greatly facilitates decision support and merges several pertinent aspects: representation of a crisis, climate parameters that may cause climate crises, sensor analysis, crisis incidents and related impacts, first responder unit allocations. The ontology could constitute the backbone of the decision support systems for crisis management.

Abstract: In the preparedness activity for disasters and emergency management, serious games can help in training medical first responders by providing emergency simulations which are always available, safer and cheaper than real-world simulations. However, serious games for training emergency medical services (EMS) must take into account the presence of different actors in crisis situation like police and firefighters and the high volume of (medical as well as non-medical) expert knowledge. The aim of our approach is not only to acquire technical skills but also to develop the capability to act, to cooperate and coordinate in non-procedurally previewed emergency situations. This paper proposes both (i) a detailed prototype of a serious game's scenario that supports instructors in the training in EMS and (ii) an adaptive infrastructure A.R.G.I.L.E (Architecture for Representations, Games, Interactions, and Learning among Experts). We illustrate our ideas on an example of a complex road accident. This work is done with the collaboration of a Hospital Emergency Department implied with us in a R&D project.

Abstract: This empirical analysis examines the use of the live-streaming application Periscope in three crises that occurred in 2015. Qualitative analyses of tweets relating to the Amtrak derailment in Philadelphia, Baltimore protests after Freddie Grey?s death, and Hurricane Joaquin flooding in South Carolina reveal that this recently deployed application is being used by both citizens and journalists for information sharing, crisis coverage and commentary. The accessibility and immediacy of live video directly from crisis situations, and the embedded chats which overlay on top of a video feed, extend the possibilities of real-time interaction between remote crowds and those on the ground in a crisis. These empirical findings suggest several potential challenges and opportunities for responders.

Abstract: Emergency managers rely on formal and informal communication channels to identify needs in post-disaster environments. Message retransmission is a critical factor to ensure that help-seekers are identified by disaster responders. This paper uses a novel annotated dataset of Twitter posts from four major disasters that impacted the United States in 2021, to quantify the effect that expressed emotions and support typology have on retransmission. Poisson regression models are estimated, and the results show that messages seeking instrumental support are more likely to be retransmitted. Expressions of anger, fear, and sadness increase overall retweets. Moreover, expressions of anger, anticipation, or sadness increase the likelihood of retransmission for messages that seek instrumental help.

Abstract: Partial or total horizontal evacuation of populations in urban areas is an important protection measure against a natural or technological risk. However, casualties during massive displacement in a context of stress and in a potentially degraded environment may be high due to non-compliance with instructions, accidents, traffic jams, incivilities, lack of preparation of civil security or increased exposure to hazards. Working in evacuation plans is therefore fundamental in avoiding casualties caused by improvisation and in promoting self-evacuation whenever possible. Since it is impossible to re-create the conditions of a crisis on the ground to assess such evacuation plans, there is a need for realistic models in order to evaluate them using simulations. In this paper, we present the ESCAPE software framework that helps in the development of such plans and testing them. In particular, ESCAPE, which uses the GAMA open-source platform as a core component, provides an agent-based simulation tool that supports simulation of the evacuation of a city's population at fine temporal and Geographical scales. The framework was developed such that it works for a wide range of scenarios, both in terms of hazards, geographical configurations, individual behaviors and crisis management. In order to show its adaptability, two applications are presented, one concerning the evacuation of the city of Rouen (France) in the context of a technological hazard and the other pertaining to the evacuation of the district of Hanoi (Vietnam) in the event of floods.

Abstract: Post-crisis analysis of transboundary crises in Sweden is problematic due to limited documentation. We believe that there is a need to find tools to better understand the command and control, and to understand how the information sharing that takes place during larger crises works. This paper presents the results of an ongoing research, as well as findings about how the TETRA system is used for information sharing in transboundary crises. The data used was collected from two large emergency exercises, where Swedish, Finnish and Norwegian TETRA systems were merged. Communication in 10 shared talk groups was recorded, transcribed and analyzed. The communication in shared TETRA-talk-groups mostly focused on information about the accident, the recourses and first respond units, as well as the actions of each unit. The research also exemplifies and shows that communication within TETRA-talk-groups in transboundary crisis can give new insight into how command and control works.

Abstract: What happens when an organization requires its employees to work from home during a pandemic that needs to be managed? This research in progress article focuses on TELCOALPHA and their transition of the emergency operation centre (EOC) to be digital and distributed. A qualitative research method approach was applied and liminality has been used as lens to investigate the passage from analog to digital. Focus has been on understanding the transition and how they handled ambiguity within the organization when their crisis management moved online. The transition was successful, and two areas were identified as important to this success: 1. TELCOALPHA used IT that the staff in the crisis organization already had experience of working with prior to the Covid-19 pandemic; 2. TELCO_ALPHA ran crisis management team meetings as they would run regular business meetings. There was no new “crisis management structure” at the meetings.

Abstract: Twitter is used for spreading information during crisis events. In this paper, we first retrieve event-related information
posted in English and Russian during six disasters and sports events that received wide media coverage in both
languages, using an adaptive information filtering method for automating the collection of about 100 000 messages.
We then compare the contents of these messages in terms of 17 informational and linguistic features using a
difference in differences approach. Our results suggest that posts in each language are focused on different types
of information. For instance, almost 50% of the popular people mentioned in these messages appear exclusively
in either the English messages or the Russian messages, but not both. Our results also suggest differences in the
adoption of platform mechanics during crises between Russian-speaking and English-speaking users. This has
important implications for data collection during crises, which is almost always focused on a single language.

Abstract: Multimedia content in social media platforms provides significant information during disaster events. The types of information shared include reports of injured or deceased people, infrastructure damage, and missing or found people, among others. Although many studies have shown the usefulness of both text and image content for disaster response purposes, the research has been mostly focused on analyzing only the text modality in the past. In this paper, we propose to use both text and image modalities of social media data to learn a joint representation using state-of-the-art deep learning techniques. Specifically, we utilize convolutional neural networks to define a multimodal deep learning architecture with a modality-agnostic shared representation. Extensive experiments on real-world disaster datasets show that the proposed multimodal architecture yields better performance than models trained using a single modality (e.g., either text or image).

Abstract: Crisis management exercises require a lot of preparation and planning to ensure that the training objectives are met. This is often a time consuming and expensive process and can be a major barrier to setting up frequent crisis management training sessions. The introduction of virtual training environments to supplement the live exercises enables the development of tools to support the instructors in their planning, management, observation and analysis of training exercises. This can simplify the planning process, and give instructors control over the configuration of the exercises to tailor them to the needs of individual trainees. In this paper we present a tool that supports instructors in the planning of virtual exercises, and can be used to provide templates for live exercises. This tool has been developed with ongoing feedback from instructors and crisis management personnel and forms part of a crisis management virtual training system. © 2012 ISCRAM.
