Abstract: Crisis management frameworks are typically associated with concepts related to command and control or ?hierarchical? decision-making. However, advancements in communication technologies and new media platforms have brought new prospects to the design of crisis management frameworks. Social media platforms, for example, enable volunteering citizens to actively take part in crisis response efforts. In our paper we explore comparing and contrasting two forms of crisis management frameworks: a formal, the well-tested Incident Command System of the US, and an informal example, the Community Emergency Response Teams (CERT) program. The goal of the paper is to outline potential ways to examine the disparities in network structure and collaboration linkages in different forms of crisis management frameworks.

Abstract: Several researchers and contingency agencies have suggested good practices for crisis management exercises. Resource-constrained practitioners in the field report difficulties finding cost-efficient ways to maintain exercise cycles. This paper draws on experiences from working with professional crisis response coordinators who adapted material for table-top exercises to learning management systems, executed the exercises and evaluated team performance. This paper discusses the elimination of bottlenecks and unexpected benefits arising from more flexible exercise designs in terms of synchrony, continuity, and location. While these concepts capture the essence of the various opportunities for flexibility, they need some supporting features in the design of digital exercises. This paper argues for putting emphasis on the writing/speech dichotomy when analysing exercise designs from the perspective of the entire exercise life cycle, including evaluations and preparations for further exercises. Additionally, how requests for individual answers are planned appears to be an effective instrument for efficient exercise design and evaluation during the conducting of an exercise.

Abstract: Our research is aimed at investigating whether social media has a role to play in military Command & Control. Since social media is peer-to-peer, it could facilitate Network-Enabled Capabilities. A useful theoretical development is Reuter, Marx, and Pipek's (2011) proposal of a two-by-two matrix for social software infrastructure. Their framework assumes one-way communication and monolithic organizations. However, to operate in a real-time, dynamic environment, crisis management organizations must close the decision-making loop. Moreover, they must be structured into an action part that handles the crisis on-site, and a control part that monitors and directs operations in real time. The purpose of this work-in-progress paper is to present our extension of Reuter et al's framework. The paper outlines Reuter et al's framework, summarises the basic theory of Command & Control, describes how we extended Reuter et al's framework, and outlines further research. © 2012 ISCRAM.

Abstract: Due to Covid-19, many of the traditional food chains did not able to fulfill their customers due to the sanitary measures: quarantines, border lockdowns, capacity facilities reduction, etc. This situation generated increased use of alternative means such as delivery service, online stores, and traveling fairs. The latter is part of the short food supply chains, SFSC, which at the beginning of the pandemic was used to respond to the shortage of products and crowded markets. This work tackles new food supply habits by consumers in Lima, the capital of Perú, and the e-commerce role. Before the pandemic, SFSC exists mainly in rural zones, now it has a 16% preference, and e-commerce increased its utilization by 13,84 times, mainly by A/ B /C socio-economical young population. The most valuable characteristics recognized are the use of protocols to prevent the spread of viruses, quality products, and delivery speed.

Abstract: Mortality statistics tend to be inaccurate because of the imperfections related to individual deaths' recording. Recently, the COVID-19 pandemic has brought controversies regarding the quantification of deaths in many countries. Mainly, controversies were fueled by the sudden change of the criteria being applied, the limited testing and tracing capacities, and the collapse of the healthcare system. This work analyses the case of Spain, which constitutes one of the European countries with the highest number of cases and deaths during the 'first wave'. It provides a discussion about the coherence, traceability and limitations of quantitative data sources, as a basis to improve the quality of the data and its comparability between different countries and over time. Official data sources and non-official data sources are considered. Finally, suggestions of improvement and research needs are gathered, for the reliability of mortality data as a way to enhance learning and resilience for future crises.

Abstract: This paper presents a domain-level user, task and context analysis for response technology, based on sociological studies of disaster and disaster response. The analysis examines three dimensions of disaster-scale, kind and anticipability-that have been linked to differences in response characteristics, including differences in individual and organizational responders and behaviors. It yields a number of implications for design, and reveals five domain-specific design requirements. It also offers systematic characterizations of users, tasks and contexts of response technology, that begin to structure the user interface design space, laying a foundation for a theory of design. This work provides a conceptual basis to help researchers and designers recognize and address possible limitations of design decisions, leading, ultimately, to more usable and effective response technologies.

Abstract: The field of crisis informatics now has a decade-long history of designing tools that leverage social media to support decision-makers situation awareness. Despite this history, there remains few examples of these tools adopted by practitioners. Recent fieldwork with public safety answering points and first responders has led to an awareness of the need for tools that gather actionable information, rather than situational awareness alone. This paper contributes to an ongoing discussion about these concepts by proposing a model that embeds the concept of actionable information into Endsley's model of situation awareness. We also extend the insights of this model to the design implications of future information processing systems.

The development of the architecture was based on a needs analysis, including interviews with crisis management at a local community level. Abstract: Social media are rich information sources during crisis events such as earthquakes and terrorist attacks. Despite myriad challenges, with the right tools, significant insight can be gained to assist emergency responders and related applications. However, most extant approaches are incomparable, using bespoke definitions, models, datasets and even evaluation metrics. Furthermore, it's rare that code, trained models, or exhaustive parametrisation details are openly available. Thus, even confirming self-reported performance is problematic; authoritatively determining state of the art (SOTA) is essentially impossible. Consequently, to begin addressing such endemic ambiguity, this paper makes 3 contributions: 1) replication and results confirmation of a leading technique; 2) testing straightforward modifications likely to improve performance; and 3) extension to a novel complimentary type of crisis-relevant information to demonstrate it's generalisability.

Abstract: This paper introduces Social Coverage Maps (SCM) as a visual representation of the societal impact of localized disruptions in urban areas. Incited by the recent deliberate interruption of wireless services for the purpose of crowd control in San Francisco, we focus on the use of SCMs for representing emergent effects of electronic warfare. As a prequel we discuss maps and other visualizations as representations of human behaviour and relations. The SCM concept is defined and grounded in simulation-based parameters. Using an experimental scenario based on cell phone jamming in a city we show how SCMs are generated using an agent-based population simulator. We find that Social Coverage Maps could become a useful tool for analysing emergent effects of actions and events including electronic warfare, roadblocks, smoke, teargas, chemical and radioactive contamination with applications in operational and emergency planning as well as crisis management.

Abstract: Black markets that develop after disaster events have potential to disrupt recovery efforts, and the Dark Web is the perfect facilitator of these markets. Lack of knowledge about the Dark Web: how to access it, how to safely, efficiently navigate the space, and prevailing myths about its dangers likely lead to this deficiency of research. To date, this area is a critically unexplored area of the Internet in the crisis research literature. This work examines this area of the Internet for utility and insight relevant to crisis managers. A pilot study on Puerto Rico in the months following Hurricane Maria reveals possible indicators of the development of black markets for prescription drugs, food, and water, which can impact long-term recovery and reconstruction efforts when these items are diverted from legal supply chains. As more people adopt this hidden part of the Internet, researchers and managers must do more to pay attention to activities that occur in this space.

Abstract: Social media during the prodromal phase of the crisis lifecycle is critically understudied in the academic literature, as is the understanding of the role of engagement in these mediums by crisis responders and managers in helping the public prepare for a crisis event. This study analyzed 2.8 million tweets captured prior to the landfall of Hurricane Sandy. Risk communicators were identified and their tweets assessed for characteristics in the strategic use of Twitter and their levels of engagement with the general public. This work in progress provides a foundation for a longitudinal studyanalyzing future crisis events and measuring the growth of expertise and engagement in social media by crisis communicators.

Abstract: This paper examines the relationship between collaborative disaster mapping and conceptions of risk. It looks at improvised mapmaking during the 2007 wildfires in Southern California to identify and analyze social and technological issues in creating a shared understanding through collaboration. By comparing and contrasting two different, yet intertwined, mapping practices this paper focuses on how the distribution of social and technological actors change how risk, threat, and uncertainty are approached. One, more centralized mapmaking collaboration produced risks related to managing authority and security. The other, more distributed collaboration, produced risks related to public trust and safety. This paper argues that map-making is characterized as a messy, distributed network of knowledge production in which the meaning of risk emerges through the unplanned collaborations that evolve as those involved work to make sense of the wildfires, not as an a-priori definition.

Abstract: The COVID-19 pandemic hit societies all over the world deeply. Since it has affected societies worldwide and compromised socio-technical systems across geographical, judicial and administrative borders it can be considered a cross-border, transboundary crisis. This dimension has exposed the global medical supply chain's vulnerability. Due to its 'lean and mean' characteristics the supply chain was unable to function adequately during the crisis and formal authorities struggled to restore it, causing serious problems in the response to the pandemic. At the same time, numerous initiatives from below tried to give a (partial) answer on how to restore the broken supply chain. This paper presents a case study about a Dutch social enterprise (i.e. the Refugee Company) engaged with the cross-border dimension of the COVID-19 crisis. The Refugee Company set up a supply chain, operation and (domestic) production of personal protection equipment (PPE) materials, in particular face masks. The paper draws on data collected through qualitative methods, including document analysis (secondary sources), interviews and observations. The conclusion is that social entrepreneurs and enterprises played a crucial role in restoring the supply chain. The paper provides valuable lessons for both policy makers and crisis managers: there is great potential in recognizing the entrepreneurial activities from below in strengthening supply chains at times of crisis, potentially making them more sustainable and resilient.

Abstract: In March 2009, a novel influenza A (H1N1) virus emerged from Mexico. The pandemic resulted in a surge of media attention in which a large volume of information was communicated via multiple sources and channels, both traditional and new. In order to better understand the publics perceptions and utilization of health information provided, California residents were surveyed using a mailed questionnaire. Results showed most respondents felt they had received enough information about the outbreak. The study also found participants preferred conventional communication sources, such as television and newspapers, over new media, such websites. Although, there were some statistically significant differences between information source usage by age as well as by education. Even though respondents reported using a variety of sources, as a whole, they were unsure of their accuracy, trustworthiness or usefulness. Further study is needed to understand if these results are representative of experiences in other states and countries.

Abstract: Over the years many different strategies, approaches and tools have been used in emergency response to connect information flows. In large-scale emergencies different tools, processes and structures are used to coordinate information. This is in part due to the differences in countries, emergencies, and local context, but also personal preferences, capabilities and resources play a role. Despite these differences, being able to compare and contrast various information structures, processes and systems would be beneficial to identify recurring structures and their performance. Modelling languages have been used in many other contexts to support these practices of describing, analyzing and comparing processes. This research examines the need and potential of a tailored modelling language to visualize information flow setups. In this study an initial set of requirements is developed from a literature study and further validated with expert in-depth interview. These requirements are compared with existing modelling languages to identify key building blocks of the language. The results provide key considerations for the development of a new modelling language to describe information flows in a consistent and structured manner.

Abstract: When wide-scale flooding occurs in a community not accustomed to floods, health concerns emerge. While official organizations tasked with communicating emerging health information exist, the proliferation of social media makes it possible for average citizens to participate in this conversation. This study used a combination of semi-structured interviews and photo elicitation techniques to explore how citizens used private social media sites to share health information. We found two main categories of health concerns: existing medical conditions and water-created. We further identified six themes that describe the common approaches average citizens used to share health information: Narrating a personal experience, presenting it as a Public Service Announcement, downplaying the contribution, bringing a credible source into the conversation, including external links and sources, and using humor. Together, these findings suggest that citizens need health information during a flood disaster, and when they do not have it available from official sources, they use their private social media to tap into a shared community identity and carefully help one another.

Abstract: The analysis of cascading effects in crisis situations can enhance crisis managers? understanding of how crises unfold and what prominent triggers of cascading effects are. By identifying and categorising triggers of cascading effects, a greater understanding of critical points in crisis situations can be reached, which can contribute to strengthening practices of crisis management, including preparedness and response. Accordingly, this paper provides an insight into triggers of cascading effects, gained through the analysis of six case studies of crises that took place between 1999 and 2014. The analysis produced six categories of triggers, which are discussed here: the disruption of pre-existing relations of information, organisation, and supply, disturbance relations, pre-disaster conditions, and the malfunctioning of legal and regulatory relations. Authors argue that the categorisation of triggers aids anticipating cascading effects, along with predicting risks and planning for potential bottlenecks in crisis management.

Abstract: Recent terrorist attacks and natural disasters have forced humanity to respond to crisis situations effectively as possible. In these situations especially the first hours rescue workers cannot always rely on existing communication infrastructure. Knowledge about the situation is to be gathered to obtain an aggregate world model of the situation. Decisions can be taken based on this world model. The solution we propose consists of using a Mobile Ad-Hoc Network (MANET), in which the nodes are organized in a topology in order to facilitate the necessary functionalities. Communication between the nodes takes place via a distributed blackboard structure. This architecture supports services developed with the purpose of assisting rescue workers. The agents (humans/sensors) in the network provide data as input to the network. Our approach takes care of processing of this input data to provide users with appropriate information and to obtain a shared world model. As a proof of concept we implemented a prototype of our approach on a number of mobile devices and tested the idea in real life.

Abstract: Crisis response authorities have to deal with the unpredictability of their population's behavior. One of the complex challenges is to understand the people's reaction after an official alert in a crisis situation has been issued. This paper elaborates a knowledge base to describe impacting factors on human reactions in alerting situations. For this purpose, a literature review in the theme of human behavior after warnings was conducted and augmented with information gathered in a series of interviews in German-speaking countries. The outcome is phrased as factors that might impact the human reaction to a warning. This knowledge base shall support crisis management practitioners in the elaboration of alerting strategies as well as allow researchers to systematically structure human behavior aspects for the purpose of modeling and simulating alert effects. © 2012 ISCRAM.

Abstract: This paper presents the development and evaluation for a graphical user interface (GUI) of a simulation tool in crisis management, which follows a User-Centered Design (UCD) approach. UCD places the focus of the development on the needs, abilities and the background of end users, by passing iteratively through four development phases: (1) the analysis of the end users' personal background and work context; (2) the specification of requirements; (3) the design of the system; and (4) the final evaluation of the design with end users. This approach is particularly suited for crisis management systems, since their efficient usage has profound impacts on the execution of crisis response actions, and in turn on the well-being of citizens. Our work gives valuable insights into the characteristics and the working environment of crisis management practitioners. Furthermore, it sheds light on the design issues which should be taken into account when developing GUIs in crisis management.

Abstract: Simulator-based training is often more information-intensive and mentally overloading―both for the trainees
and for the exercise staff―than a corresponding live exercise would be. In particular, massive amounts of data
are produced from the simulation core, and these data are often too detailed, and too low-level to be of direct use
for the human eye. The present paper describes a decision support system aimed at helping exercise instructors
maintain an overview of how the exercise is progressing and how the trainees are performing. The paper describes our experience with implementing a real-time, low-key decision support system employing complex event processing, with focus on meeting the special technical challenges that are associated with the novel approach of implementing high-end, real-time processing on a low-power, 6-inch, mobile Android platform.
