Abstract: The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.

Abstract: Social media analytics provide a generalized picture of situational awareness from the conversations happening among communities present in social media channels that are that are, or risk being affected by crises. The generalized nature of results from these analytics leaves underrepresented communities in the background. When considering social media analytics, concerns, sentiment, and needs are perceived as homogenous. However, offline, the community is diverse, often segmented by age group, occupation, or language, to name a few. Through our analysis of interviews from professionals using social media as a source of information in public service organizations, we argue that practitioners might not be perceiving this segmentation from the social media conversation. In addition, practitioners who are aware of this limitation, agree that there is room for improvement and resort to alternative mechanisms to understand, reach, and provide services to these communities in need. Thus, we analyze current perceptions and activities around segmentation and provide suggestions that could inform the design of social media analytics tools that support inclusive public services for all, including persons with disabilities and from other disadvantaged groups.

Abstract: Effective training methods are key to successful crisis management in close protection. This paper discusses the outcomes of a project on the development of a serious game, a virtual training environment for close protection. The aims of the game are to improve situational awareness and communications skills at the individual and team level. Two game designs, developed with two different game engines, are presented and discussed in relation to the project's objectives. Comparison of the two designs shows that several trade-offs are encountered when developing a training game with the available technology. Technological features of the game engines, and differences in time invested in the development of different aspects of the games, make that the two designs meet different project objectives. Simultaneously reaching all project objectives in a single design seems impossible with the two game engines. This paper discusses the different trade-offs that were encountered in the project and presents the major challenges that lie ahead. © 2012 ISCRAM.

Abstract: We describe a co-design method for emergency response scenario creation, to support the evaluation of new information technologies. The aim of our use of the method were to achieve scenarios that could be used in experiments or training sessions with professional emergency response personnel. We have analyzed how the method facilitated the design of scenarios (events, resource demands, communication between players), and the description of constraints in a resource management matrix. Our research indicates that the resource management matrix could be an important complement to function-centric analysis methods such as Functional Resonance Analysis Method (FRAM). We also illustrate how the interplay between play and situation description allowed us to simultaneously design and validate the scenarios with respect to playability versus resource demands. We discuss how the resource matrix can be used to adjust the validated scenarios after the design sessions. © 2012 ISCRAM.

Abstract: The present paper introduces a scenario-based framework design for connecting emergency response system with human behavior analysis and social information processing, which aims at improving its comprehensive capability in dealing with unexpected situations caused by physical, social and psychological factors during a crisis. The overall framework consists of four function modules: Scenario awareness, scenario analysis, scenario evolvement and scenario response. A detailed function design for each module is presented as well as the related methodologies used for integration of four modules. The contribution of this paper includes two aspects. One is realizing the integration of incident evolution, information-spreading and decision-making by taking account of physical, social and psychological effects during emergency. The other is improving the efficiency of decisionmaking through dynamic optimization process.

Abstract: In this paper we present an ontology-based system for managing emergency alert notifications. Our purpose is to generate emergency alerts that are accessible to different kinds of people, paying special attention to more vulnerable collectives like impaired people. By adapting alerts to different devices and users we can allow Emergency Management Systems (EMS) to communicate with collectives like blind or deaf people whom otherwise will be unreachable by usual channels. Moreover, if we consider the constrains imposed by the nature of the emergency situations we can also improve the information transmission to cope with situational disabilities (e.g. smoke during a fire can cause low vision problems). We centered our system architecture on two characteristics: The first one is an ontology that codifies knowledge about accessibility, devices, disabilities, emergencies and media so the alert notification can be tailored according to different parameters; the second one is the use of an open standard like the CAP (Common Alerting Protocol) that enables our system to interoperate with other existing systems.

Abstract: This paper applies a Game-based Learning Evaluation Model (GEM) to assess whether the early warning ? early action serious game ?Ready!? is an effective component to add to existing Disaster Risk Reduction (DRR) training curricula, facilitated by NGO staff and applied at the community level. We developed a paper-based survey with 17 five-level Likert items and 15 open questions addressing the different GEM indicators to question 16 NGO staff, and used a simplified set of five questions with emoticons for 58 community people. The results showed that the staff saw great potential in embedding Ready! in DRR processes and that the community highly appreciated the game. The GEM was found to be a useful methodology to evaluate the effectiveness of this serious game. However, in the context of a lower educated and partly illiterate community, the importance of designing an individual, largely visual assessment instrument instead of a paper-based survey was acknowledged.

Abstract: Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. Our research compares the capabilities of two popular systems used to collect and visualize such information – Project Epic's Tweak the Tweet (TtT) and Ushahidi. Our research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. We compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, we categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of our comparisons we identify key design considerations for future social media mapping tools to support crisis management. © 2012 ISCRAM.

Abstract: This paper describes the development of a public emergency messaging system in Western Australia. A set of design criteria were identified by a review of relevant published literature, a survey of current practice in Australia, and consultation with local stakeholders. The system should support: Multiple Recipients, Multiple Channels, Multiple Hazards, Multiple Stakeholders, Multiple Senders, Multiple Platforms, and Write Once Message Composition. A prototype system was built according to these design criteria, based on the Common Alerting Protocol version 1.0. The design was validated in trials simulating messages sent during a tropical cyclone and a bushfire. A total of 56 trial participants from identified stakeholder groups were surveyed with regard to their experience of the prototype system. Overall, the prototype system functioned successfully and participants reported high levels of satisfaction. The paper describes this research project and the initial stages of the subsequent development of a production system, called APECS.

Abstract: A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. Abstract: In the safety- And time-critical context of pre-hospital medical care, usability is a major challenge that needs to be addressed, because interaction problems or errors may have serious consequences for patients as well as employees of Emergency Medical Services (EMS). In this regard, a user-centered human-computer interface is a crucial factor for efficient usage as well as user acceptance. Well-established design principles can serve as directives throughout the analysis, design, implementation, and evaluation of applications. For standard PCbased applications the ISO standard 9241-110 serves as a practical guide since many years. However, new types of devices, especially mobile systems impose new challenges and ways of interpreting usability standards and guidelines. In this paper, we apply the ISO-Standard 9241-110 dialogue principles to mobile applications in EMS, considering the challenges of designing a system suitable for supporting users in both regular day-to-day services as well as rare Mass Casualty Incidents (MCIs).

Abstract: The latest EU funding framework, ?Horizon 2020?, has moved consideration of ethical and societal implications of technology development to the fore. Yet, there is little guidance on how to do such research in practice, let alone how to innovate in ethically and socially sound ways. This paper addresses these issues in the context of a large scale EU funded project developing system of system innovations in IT supported emergency response. Building on collaborative design and a range of other approaches, the paper argues that just like ?usability?, ethics cannot be invented or decided by experts, but has to be the product of engagement with the technology by directly or indirectly implicated publics. Facilitating such publics is a central element of what we call ?ELSI Co-Design?. The paper outlines the theoretical and methodological underpinnings of this approach.

Abstract: Information delivery and sharing are vital for survival during and following a disaster. Information and communication technology (ICT) is supposed to support these processes effectively. To promote information delivery and sharing, the primary actors in charge of conducting a disaster relief operation at all levels of government have invested in developing a supposedly disaster-proof communication channel to be used exclusively when catastrophes hit. In 2011, the biggest earthquake on record hit Japan. ICT services were suspended because of a huge tsunami. This made it impossible for officials to respond as per the existing disaster management plan. The plan turned out not to be useful in response to such an unexpected event. This paper shows how municipal governments responded to the disaster and leads us to propose that unpredictable, large-scale disasters need communication systems that are founded in familiar contexts rather than technological complexity.

Abstract: Even though there are approaches for responsible research and innovation and recommendations on how to use IT, there is a lack of standardisation and guidance that integrates the perspectives of researchers, technology developers, end users, and society at large. In this paper we describe is-IT-ethical?, a European knowledge and service hub we are developing for diverse parties involved in crisis and disaster risk management with a commitment to European values and fundamental rights. The overarching rationale of the initiative is to support European societies' need to effectively balance the benefits of IT with values of democracy and fundamental rights, especially privacy and data protection. The initiative builds on more than seven years of research with practitioners, academic, and commercial IT designers. This paper describes our motivations and a prototype.

Abstract: Societal threats such as global warming and terror attacks make crisis preparedness and crisis training a major priority in governments worldwide. Unfortunately, training is limited, partly due to complex and resource-demanding planning of traditional exercises. Several crisis training software have been developed as a complement. However, reports in research on their usage are rare, which indicates that the diffusion is limited. A potential explanation is that the systems fail to meet important needs in the organizations and/or sound information systems (IS) design principles. This paper describes the first phase of a design science research (DSR) project aiming at developing information systems for disaster management (ISDM) training, and accompanying training methods in local and regional governments. The purpose of this paper is to investigate perceived problems in current crisis training and identify opportunities for ISDM training in the application domain. Another purpose is to outline expected artifacts in the project.

Abstract: This paper describes SIGAME, a web-based application for national cooperation in case of disaster. The main motivation of SIGAME is to provide a quick, flexible, reliable, many-to-many, updated communication channel for improving and coordinating the response of assistance suppliers (located at several territories) when an emergency occurs. In order to make communication as efficient as possible and taking into account the organizational diversities of the suppliers, the political implication and the characteristics of the future users, a user centered design method for web-based interactive systems seems to be the best solution for attending the designer through the different phases and products of the design process. In particular, we will focus on the techniques used both to involve stakeholders in the design and to collect requirements.

Abstract: This paper contributes to the literature on information systems in crisis management by providing an overview of emerging technologies for sensing and recording sociological data about disasters. These technologies are transforming our capacity to gather data about what happens during disasters, and our ability to reconstruct the social dynamics of affected communities. Our approach takes a broad review of disaster research literature, current research efforts and new reports from recent disasters, especially Hurricane Katrina and the Indian Ocean Tsunami. We forecast that sensor networks will revolutionize conceptual and empiricial approaches to research in the social sciences, by providing unprecedented volumes of high-quality data on movements, communication and response activities by both formal and informal actors. We conclude with a set of recommendations to designers of crisis management information systems to design systems that can support social science research, and argue for the inclusion of post-disaster social research as a design consideration in such systems.

Abstract: In this paper, we describe the work on the system architecture that is being developed in the EU FP7 project TRIDEC on “Collaborative, Complex and Critical Decision-Support in Evolving Crises”. One of the two decision support use cases in the project deals with Tsunami Early Warning. A modern warning system that follows a system-of-systems approach has to integrate various components and subsystems such as different information sources, services and simulation systems. Furthermore, it has to take into account the distributed and collaborative nature of warning systems. Working on the architecture of such a system, you need to deal with a lot of current computer science and information technology problems as well as state-of-the-art solutions from the areas of Big Data and Human Sensors. In this paper, we present the seven main challenges we needed to solve and describe the necessary design decisions we made to tackle them.

Abstract: Simulation exercises as a training tool for enhancing preparedness for emergency response are widely adopted in disaster management. This paper addresses current scenario design processes, proposes an alternative approach for simulation exercises and introduces a conceptual design of an adaptive scenario generator. Our work is based on a systematic literature review and observations made during TRIPLEX-2016 exercise in Farsund, Norway. The planning process and scenario selection of simulation exercises impact directly the effectiveness of intra- and interorganizational cooperation. However, collective learning goals are rarely addressed and most simulations are focused on institution-specific learning goals. Current scenario design processes are often inflexible and begin from scratch for each exercise. In our approach, we address both individual and collective learning goals and the demand to develop scenarios on different layers of organizational learning. Further, we propose a scenario generator that partly automates the scenario selection and adaptively responds to the exercise evolvement.

We present three lessons learned over a three-year period with a public facing information system devoted to early warning and event detection that will benefit designers of similar systems. First, we urge those creating information systems inside of crisis response to look for proxy events that will serve as an inexpensive means through which to pursue proof-of-concept or to explore pre-existing fully tested products. Second, we urge information system designers to engage the communities and gatekeepers of enthusiast communities surrounding the event that information system is meant to serve. It will not only help development, but also increase the chances of that system?s success. Finally, aiming for self-interest rather than event-interest will allow users to feel involved; ultimately aiding participation and retention.

Abstract: The interaction design for web emergency management information systems (WEMIS) is an important aspect to keep in mind due to the criticality of the domain: decision making, updating available resources, defining a task list, trusting in proposed information. A common interaction design strategy for WEMIS seems to be needed but currently there are few references in literature. Our aim is to contribute to this lack with a set of interactive principles for WEMIS. From the emergency point of view, existing WEMIS have been analyzed to extract common features and to design interaction principles for emergency. Furthermore, we studied design principles extracted from the Turoff's model relating them to emergency phases and features. In particular, in this paper, we choose to follow the current trend in the definition of emergency life cycles. In our approach, referring to general policies in literature, the emergency management process is divided into two different sub cycles: back-end and front-end. From the interaction point of view, a formalization process based on the interactive PIE model has been defined. The result we propose here is a set of design principles for supporting interactive properties for WEMIS.
