Abstract: Many governments, organizations, practitioners and researchers involved in collaboration on resilience in emergency management are agreed that this is a key aspect. The QuEP+R framework aims to improve resilience in an organization's emergency plan management, in which the stakeholders must be adequately prepared and trained for their responsibilities in the emergency plan, providing techniques that propose the improvement of the emergency plan besides resilience. However, for these techniques to be effective, organizations need the theoretical resilience proposed in QuE+R to be implemented. The CiET framework was designed for this purpose and has learning objectives and training contents related to QuEP+R techniques to train stakeholders. The CiET capability plan contents have been classified by resilience dimensions towards the optimization of resilience in emergency plan management. The integration is supported by I+R-Tool, which generates the capability plans automatically from the results of the QuEP+R assessment, which outcomes in a stakeholder's effective training, contributing to the optimization and improvement of the resilience, therefore, in improving the quality of emergency plans. Hence, the aim remains to search for the continuous improvement of the emergency plan management within organizations.

Abstract: Giving adequate attention to training personnel within an organization to perform an activity of any kind
determines its success or failure. Training in emergency management is a key point and the participants must have
adequate preparation for each activity they carry out. The different activities in each emergency management
phase generate the appropriate training according to the role performed by stakeholders. The training is provided
through techniques and IT support tools that consolidate the knowledge imparted by the trainer. This paper
describes the initial steps in creating a capability model to support the training of stakeholders and ensure the
effectiveness of the response teams, as well as the appropriate actions of workers and citizens in an emergency.
Knowledge is consolidated through training, evaluation and feedback from practice. The proposed model is being
integrated in the QuEP framework to guide organizations in assessing and improving the management of their
emergency plans.

Abstract: The resilience of increasingly interdependent Critical Infrastructure (CI) systems hugely depends on the stakeholder organizations’ ability to exchange information and coordinate, while CI’s cross-border dimension further increases the complexity and challenges. This paper presents the progress in the Lombardy Region (Italy) and Canton Ticino (Switzerland) on the joint capacity to manage disruptive events involving transportation CI between the two countries. We present a cross-border digital platform (Critical Infrastructure Platform – PIC) and its main functionalities for improved cross-border risk and resilience management of CI. A use case, based on a scenario of an intense snowfall along the transboundary motorway impacting both countries, demonstrates how PIC advances the exchange of information, its visualization and analysis in real-time. The use case also shows the practical value of the digital platform and its potential to support the management of cross-border events (and their cascading events) that require the cooperation of Italian and Swiss actors.

Abstract: Following two Major Incident Reviews and a request from WA's governing emergency management body, DFES WA acknowledged that their incident management processes were not supporting seamless communication and collaboration. After identifying their unique needs, DFES implemented two web-enabled platforms: WebEOC, a Crisis Information Management System and Whispir, a multichannel notifications solution. Both systems offer DFES and, in turn, WA communities a level of transparency, collaboration and accuracy not previously available. Recently, six of WA's key government agencies have connected their WebEOC platforms via a single information hub. Through this, they can share and disseminate crucial information within a common operating picture, have complete situational awareness, and rapidly and intelligently prepare for and respond to incidents. WA is the first Australian state to have such a platform implemented and, through these efforts, its agencies are ensuring increased efficiency, collaboration and resiliency for themselves and the wider WA population.

Abstract: Digital technologies have become an integral enabler of communication during various phases of emergency management (EM). A crucial prerequisite of effective communication between authorities and the public during EM is the establishment of adequate mutual trust. Trust, however, is an elusive concept which is not easily translatable into technical settings. In this paper we propose an integrative model of trust in digital communication and show how such model can be advantageous in assessing and improving trust relations in context of EM. Our interdisciplinary model, which is based on findings from psychology, sociology and computer sciences provides an abstraction which not only seizes both subjective and objective as well as personal and non-personal, \eg institutional or cultural, aspects of trust but at the same time is concrete enough to be applicable to real-life scenarios.

Abstract: The Automated Remote Triage and Emergency Management Information System (ARTEMIS) project seeks to provide situational awareness to all level of commands in order to increase patient survival rate during emergencies. By moving the burden of triage off of the medic and into an automated system, more time will be able to be spent on casualty care rather than assessment. Continual monitoring of responders and casualties will alert medics of critical changes in a patient's health that might normally have gone undetected after a patient is initially triaged. ARTEMIS employs a network of embedded sensors worn by responders and casualties to gather the data required for greater situational awareness and to relay the data back to appropriate levels of command both on the field and in remote locations.

Abstract: Industrial parks are economic drivers of the cities where they are located. These parks are constantly at risk of catastrophe due to the diversity of industries and the dangerous materials used in their production processes. Despite this constant threat, there is a digitization shortfall in the emergency management process in industrial parks. This research paper seeks to describe the importance of digital transformation in industrial parks, as well as, how information systems can contribute to proper emergency management. Based on the preliminary analysis of the literature, it was possible to determine how the implementation of an emergency system would facilitate the prevention of catastrophes according to the analysis of scenarios, simulation, management, and proper coordination of emergencies in real-time. However, the proper functioning of this system depends on the implementation of environmental innovation, exploration, and observation skills, without neglecting the commitment of organizations and their material, human and technological resources to achieve a significant change.

Abstract: The ubiquity of mobile internet-enabled devices combined with wide-spread social media use during emergencies is posing new challenges for response personnel. In particular, service operators are now expected to monitor these online channels to extract actionable insights and answer questions from the public. A lack of adequate tools makes this monitoring impractical at the scale of many emergencies. The TREC Incident Streams (TREC-IS) track drives research into solving this technology gap by bringing together academia and industry to develop techniques for extracting actionable insights from social media streams during emergencies. This paper covers the second year of TREC-IS, hosted in 2019 with two editions, 2019-A and 2019-B, contributing 12 new events and approximately 20,000 new tweets across 25 information categories, with 15 research groups participating across the world. This paper provides an overview of these new editions, actionable insights from data labelling, and the automated techniques employed by participant systems that appear most effective.

Abstract: The Text Retrieval Conference (TREC) Incident Streams track is a new initiative that aims to mature social
media-based emergency response technology. This initiative advances the state of the art in this area through an
evaluation challenge, which attracts researchers and developers from across the globe. The 2018 edition of the track
provides a standardized evaluation methodology, an ontology of emergency-relevant social media information types,
proposes a scale for information criticality, and releases a dataset containing fifteen test events and approximately
20,000 labeled tweets. Analysis of this dataset reveals a significant amount of actionable information on social
media during emergencies (> 10%). While this data is valuable for emergency response efforts, analysis of the
39 state-of-the-art systems demonstrate a performance gap in identifying this data. We therefore find the current
state-of-the-art is insufficient for emergency responders? requirements, particularly for rare actionable information
for which there is little prior training data available.

Abstract: Crisis responders need to locate events reported in social media messages that typically lack geographic metadata such as geotags. Toponyms, places names referenced in messages, provide another source of geographic information, however, the availability and granularity of toponyms in crisis social media remain poorly understood. This study examines toponym usage and granularity across six categories of crisis-related information posted on Twitter during a severe storm. Findings show users often include geographic information in messages describing local and remote storm events but do so rarely when discussing other topics, more often use toponyms than geotags when describing local events, and tend to include fine-grained toponyms in reports of infrastructure damage and service disruption and course-grained toponyms in other kinds of storm-related messages. These findings present requirements for hyperlocal geoparsing techniques and suggest that social media monitoring presents more immediate affordances for course-grained damage assessment than fine-grained situational awareness during a crisis.

Abstract: Emergency managers continue to struggle with a lack of staff, information processing tools, and sufficient trust in citizen-reported information to coordinate the use of social media in their communities. To understand possibilities for overcoming these barriers, we conduct interviews with emergency managers using scenarios describing the projective activities of community volunteers disseminating and monitoring social media. We find that coordinating social media use in communities requires alignments with local incident management systems and, in particular, existing sociotechnical infrastructure for managing citizen-reported information. These alignments open limited roles for community volunteers, notably coordinating the redistribution of official information; and stand to reshape the workflows and infrastructures of incident management systems by pushing emergency dispatchers to proactively process indirect reports of incidents obtained on social media, and integrate tools that can access hyperlocal data, curate incident and situational reports, and facilitate sensemaking among officials confronted with multiple information sources.

Abstract: Public-Safety Answering Points (PSAPs) coordinate emergency response by gathering critical information from 911 callers for dispatch to first responders. However, PSAPs fail to gather this information if 911 callers are unable, unwilling, or unavailable to report key details about an emergency. To address this problem, early-adopter PSAPs employ communication specialists to gather multimedia information from multiple sensing tools, including automated alarms, cameras, government databases, location systems, open-source websites, social media, and alternative communication channels such as text-to-911. Using preliminary usage data from an early- adopter PSAP, this study identifies 11 breakdowns in 911 call taking that create opportunities for multisensor integration. This study then characterizes use cases for multisensor tools based on usage patterns observed across five incident types. These findings highlight multisensor integration as a critical area for crisis informatics research.

Abstract: Continuity of Operations (COOP) planning helps ensure that municipal agencies maintain essential functions when disasters threaten critical infrastructures. COOP planning is especially important for Public-Safety Answering Points (PSAPs), which must continue to answer 911 calls and dispatch first responders during crises. However, COOP planning guidelines often focus on threats to cyber-physical infrastructures rather than outbreaks of infectious disease that threaten the human work arrangements—social infrastructures—agencies rely on to perform essential functions. This study reports preliminary findings from interviews with U.S. PSAP officials who developed plans to decentralize 911 facilities, networks, and personnel to maintain essential functions during the COVID-19 pandemic. These findings suggest revisions to COOP planning guidelines that consider requirements for redundant, diverse, and interdependent cyber-physical-social infrastructures.

Abstract: Continuous Auditing systems require that human judgment be formalized and automated, which can be a complex, costly and computationally intensive endeavor. However, Continuous Auditing systems have similarities with Emergency Management and Response systems, which integrate Continuous Auditing's detection and alerting functions with the tracking of decisions and decision options for the situations that could be more effectively handled by human judgment. Emergency Management and Response systems could be an effective prototype to help overcome some of the implementation obstacles that are impeding Continuous Auditing systems' implementation rate. Continuous Auditing has the potential to transform the existing audit paradigm from periodic reviews of a few accounting transactions to a continuous review of all transactions, which thereby could vastly strengthen an organization's risk management and business processes. Although Continuous Auditing implementations are occurring, their adoption is slower than expected. With the goal of providing an empirical and methodological foundation for future Continuous Auditing systems and possibly inspiring additional investigation into merging the Continuous Auditing and Emergency Management streams of research, this paper provides several definitions of Continuous Auditing, suggests possible architectures for these systems, lists some common implementation challenges and highlights a few examples of how Emergency Management research could potentially overcome them.

Abstract: Decision-making has been a subject actively investigated in several areas of knowledge such as Philosophy, Economics, Psychology, Computer Science, among others. This paper explores the potential opportunities offered by two methodologies to assess the team decision-making at the end of a simulated exercise (training). We present a case study showing how to measure the team decision-making combining both methodologies to assess a team of three experienced Officers from the Military Fire Brigade of the State of Rio de Janeiro. The simulated exercise was carried out within the Integrated Center of Command and Control of Rio de Janeiro. We intend this study provide a pathway that can be helpful in reducing the subjectivity generated during the observation of the team decision-making in Emergency Management environments.

Abstract: Nowadays, emergency planning is an intangible business asset that allows companies to better face the possible catastrophic events they may be exposed to. The aim of the present study was to determine what collaborative emergency planning is and which elements must be considered in it, taking into account that the purpose of this type of planning is to help several organizations to work together in any emergency. The data were gathered through focus groups in an industrial area of Southern Europe that comprises more than 2,500 companies. The results obtained in this work allowed defining the reach of Collaborative Emergency Planning in business parks, as well as its basic functionalities, emergency scenarios and aggravating scenarios. Lastly, it was determined that Collaborative Emergency Planning is a tool for the construction of Organizational Resilience.

Abstract: To optimize the search for trapped victims after building collapses, the authors participated in the development ofI a localization system based on an unmanned aerial vehicle. The objective of this study is to evaluate an approach to implement this system into the command and control structures during the emergency response after a building collapse. For this purpose, a tabletop exercise, based on a gas explosion scenario in an apartment building, was carried out with emergency response managers of the fire department and the German federal agency of technical relief. Observers have documented the exercise. Additionally, audio and video recordings were used. Thus, statements could be made about the implementation approach and the tabletop exercise method. Based on the results, the implementation approach can be considered appropriate. In addition, knowledge was gained about the appropriateness of tabletop exercises for the purpose of scientific evaluation.

Abstract: Virtual Communities of Practice (VCoP) refers to groups of people who share a concern about a specific domain or topic and use a virtual environment to share and increase their knowledge and expertise about this domain. This kind of social structure has intrinsic features suitable to support emergency management communities. Nevertheless, the design of specific technological platforms that support both the activity and the practice of the community is not a trivial task, especially in critical domains such as emergency management. This paper presents the inquiry process carried out over one and a half years for the purpose of generating insights about the application of VCoPs within the emergency management context. Based on a case study, a set of findings is presented about the guidelines that should be followed in order to develop suitable technological platforms that support the labor of VCoPs in the emergency management context. © 2012 ISCRAM.

Abstract: The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset.

Abstract: The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.
