Abstract: In the preparedness activity for disasters and emergency management, serious games can help in training medical first responders by providing emergency simulations which are always available, safer and cheaper than real-world simulations. However, serious games for training emergency medical services (EMS) must take into account the presence of different actors in crisis situation like police and firefighters and the high volume of (medical as well as non-medical) expert knowledge. The aim of our approach is not only to acquire technical skills but also to develop the capability to act, to cooperate and coordinate in non-procedurally previewed emergency situations. This paper proposes both (i) a detailed prototype of a serious game's scenario that supports instructors in the training in EMS and (ii) an adaptive infrastructure A.R.G.I.L.E (Architecture for Representations, Games, Interactions, and Learning among Experts). We illustrate our ideas on an example of a complex road accident. This work is done with the collaboration of a Hospital Emergency Department implied with us in a R&D project.

Abstract: In the new millennium new technologies (should) play an ever more prominent role in the management of mass casualty incidents (MCI). Drawing on empirical data from a four-year research project (SOGRO), the article reflects on the impact of information technologies (IT) on the organisation of emergency response and on rescue services against the backdrop of broader organisational shifts and contemporary demands. Because IT strengthens a particular way of MCI management, it is firstly described as expressing and reifying specific considerations of emergency response experts. Secondly, the benefits of an IT-based emergency response are critically reviewed. IT collects and makes available data about the rescue operation. Thus, it makes a formerly blurred rescue operation transparent. Although its operational benefit remains vague for on-scene executives, the visualisation reduces uncertainties among them. Thirdly, the article points out the inherent logics of IT. Its implementation not only satisfies newly evolved information needs, but also increases the control density.

Abstract: This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases.

Abstract: Community-based disaster response is gaining attention in the United States because of major problems with domestic disaster recovery over the last decade. A social network analysis approach is used to illustrate how community-academic partnerships offer one way to leverage information about existing, mediated relationships with the community through trusted actors. These partnerships offer a platform that can be used to provide entré into communities that are often closed to outsiders, while also allowing greater access to community embedded physical assets and human resources, thus facilitated more culturally appropriate crisis response. Using existing, publically available information about funded community-academic partnerships in Wisconsin, USA, we show how social network analysis of these meta-organizations may provide critical information about both community vulnerabilities in disaster and assist in rapidly identifying these community resources in the aftermath of a crisis event that may provide utility for boundary spanning crisis information systems.

Abstract: One problem for public safety organizations in a disaster is the management of response activities and their dependencies on an intra-and inter-organizational level. Our interviews with end users have shown that current solutions for managing activities are complicated to use in the crisis by teams in the field and also in operation centers, when facing continuous unexpected events and cross-organizational activities. We propose an activity centric system for managing crisis response activities for such situations. We give an example how this system is used in a crisis within one organization and cross-organizations. Afterwards, we explain the evaluation of the solution. This research contributes not only to the crisis management domain, but also to the business process management domain by providing an alternative view on activities in highly dynamic scenarios.

Abstract: The need for better team measurement in realistic environments has been recognized as one of the key challenges that characterize the field of team work studies (Salas, Cooke, & Rosen, 2008). This challenge is particularly hard to address in the context of emergency response, due to the inherent complexity and dynamism of the domain. Emergency response is part of the emergency management cycle, and refers to the mobilization of the adequate actors and resources to mitigate the impact of an incident on the public and on the environment (Abrahamsson, Hassel, and Tehler, 2010). Emergency response often requires the cooperation of multiple agencies such as police, medical, and fire services, consequently increasing the complexity of such operations. We report of how SYnRGY – a human-centered emergency response technological tool – is embedded with extensive measurement and simulation capabilities to allow tracing of experts' task models in a silent and reliable way. We describe how these capabilities; combined with an innovative modeling technique – dynamic cognitive task modeling – can be used to extract experts' representations of the task. We discuss the importance of such a model for training, improvement of emergency response procedures and development of emergency response tools. © 2012 ISCRAM.

Abstract: Today, despite the obvious need, pre-hospital providers cannot send real-time electronic patient care information from the field to a receiving hospital. This lack of field awareness and inability to plan for the arrival-or anticipate the needs-of seriously ill or injured patients can lead to the misdirection of patients and the loss of valuable time in the early phases of resuscitation. We believe, however, that current technology can address these shortcomings and that is the focus of our research efforts. This paper discusses how several countries, including Israel, Sweden, Britain and the United States, are addressing the need to better triage patients from the field to an appropriate hospital or trauma center. It also introduces a potential solution, called iRevive, which uses emerging technology such as sensors, wireless WAN data transport, web services, artificial intelligence, and mobile devices to meet the dynamic needs of first responders and the hospitals they serve.

Abstract: This paper describes the basic communication analysis performed in a research project with an ambition to investigate the impact of geographical information system (GIS) on crisis management organizations. The goal is to compare the communication between command and control teams that have access to a GIS with geographical position information (GPS) capability in its command post with teams that only have access to paper maps. The method used is controlled experiments using the C3Fire micro-world. A total of 108 professionals, forming 18 teams, participated in the study. The participating professionals were members of Swedish municipal crisis management organizations. The result shows that the communication pattern connected to giving orders have a different distribution depending on if the teams used GIS or paper maps. The result also shows that the communication volume is reduced if the teams use GIS.

Abstract: Emergency response managers often try to prepare plans in advance of foreseeable crises. However, pre-prepared plans almost never fit the precise situation when an actual crisis arises. This paper focuses on what can be done once the plan has been found to be a mismatch with the actual situation, and particularly on sensemaking and its integration into generating a response to a crisis situation. This paper proposes planning operator induction as a suitable technique. The Air Traffic Control and military air defence situation over the continental US on September 11, 2001, serves as the illustrative application. Since the paper reports research in progress, it closes by outlining the additional functionality that will have to be added to the existing POI implementation to produce a sensemaking tool.

Abstract: The Christian Regenhard Center for Emergency Response Studies at John Jay College, CUNY, has begun work on developing best practices for hazardous material pipeline emergency response plans. The approach involves modeling a generic goal-based interagency emergency communications system using a two-step process. First, a situational awareness information requirements analysis will describe the informational requirements essential to an effective emergency response. The requirements analysis involves a goal decomposition approach where the information requirements are related to actionable decisions, goals and emergency response roles. Second, an information flow analysis will informational sources and means to provide required information. The same panel of experts will complete both analyses. Abstract: Groups in emergency response environment may be confronted with problems that cannot be solved by following predefined procedures. They must therefore engage in a collective search for relevant information, cooperating and collaborating as they move towards the deadline. Information technologies and expertise may help shape group information seeking and determine its effectiveness. By understanding how response personnel search for information in emergencies and extending the findings to determine demands on information systems, we may begin to understand how to support and train for skillful information seeking in emergency situations. Accordingly, this research evaluates the impact of decision support systems and member expertise on group information-seeking behavior in a simulated emergency response environment. The results of the evaluation are then used to identify how information technologies may further support information seeking in emergency response.

Abstract: The “walking wounded” is a category of disaster victims that can help themselves in finding their way to safety. The problem we address here is how first responders, walking wounded, and other rescue personnel can coordinate their joint activities more efficiently in order to accomplish the evacuation as quickly as possible. We focus our design on the “coordination loops” in the disaster response organization, both vertically across levels of authority, and horizontally among responders in the same echelon. In our envisioned scenario of a chemical accident we identify the most important interactions through which activities are coordinated that are crucial for a successful evacuation. We propose three different “coordination devices” that can be used by the walking wounded, the rescuers in the fields, and the people in the command center. We believe our approach, explicitly designing support systems for coordination first, will lead to important improvements in the daily practice of disaster response.

Abstract: Despite the growing awareness of the untapped potential of the affected population in a disaster situation, their inclusion in a disaster management is extremely limited. This study aims to survey the literature to see whether utilizing the affected people and prevalent mobile technology can be used during disaster response. The idea is to provide the affected with a way to lead themselves to safety and empower them to serve as distributed active sources of information. This way, those people will reach safety by themselves, while at the same time helping to construct a clear image of the disaster situation without burdening the already overwhelmed emergency services. This study examines knowledge derived from disaster sociology, draws on experience from recent disasters, and extrapolates current technological solutions. Abstract: This paper describes work-in-progress regarding STORMI, an agent-based simulation environment for evaluating the response by the emergency services to hypothetical major incidents in the UK. At present, STORMI consists of two main components: a Scenario Designer and a Simulator. The Scenario Designer enables the setting up of a hypothetical multi-site mass casualty incident anywhere in the UK, along with the resources which may be considered for responding to it. This provides input to the Simulator, which through its Multiple Program Multiple Data architecture, models the agents and their environment at a higher level of detail inside incident sites than it does outside, thus focusing attention on the areas of most interest. Abstract: As part of ongoing research into optimizing the response to large-scale emergencies, an agent-based simulation (ABS) is being developed to evaluate different rescue plans in silico. During the development of this software, decisions regarding its design have been required in order to best satisfy the following specific application requirements: (1) the construction of a sufficiently detailed virtual environment, representing a real geographical area; (2) the programming of a wide variety of agent behaviors using a minimal amount of code; (3) the computational handling of the “large-scale” nature of the emergency; and (4) the presentation of a highly visual user interface, to encourage and facilitate use of the software by practitioners involved in the project. This paper discusses the decisions made in each of these areas, including the novel use of policy-based class design to efficiently program agents. Future developments planned for the software are also outlined.

Abstract: This paper describes an approach to training emergency responders for mass casualty incidents. The approach is derived from a methodology and supporting software system called Summit. The Summit approach uses an integration of scenarios, hierarchical task analysis, interaction modeling, and expected utility theory to represent how actors engage in complex tasks; here we model mass casualty incident (MCI) activities supported by interactive technologies. Our goal is to ground MCI training in realistic scenarios and to demonstrate required response capabilities through associated hierarchical task analyses (HTA). The terminal nodes in an HTA are interactions, that provide a fine-grained model of the actors, technologies, data, and methods involved in realizing the required capability. The components of an interaction may have associated utility factors (benefits, costs, and risks) that provide learners with a rationale-based resource for understanding how different technologies are used to support MCI response efforts. Assessment of the approach is underway within a local EMS organization.

The compilation of action data and the elaboration of statistics based upon those data allow drawing relevant information about forest fires emergencies and fire extinction services. The creation of action statistics requires the exchange of heterogeneous data, with different granularity and detail, among scattered sources. This paper introduces a Forest Fire Report Data Model devoted to be a data reference model for sharing and exchanging forest fire reports in order to achieve syntactic interoperability among independent systems. The definition of the model has been based on the review of forest fire statistics made by different agencies as well as the experience gained in developing an information system, called SIU6, for the creation of action reports of.

Abstract: Due to the shared focus of disaster response management (DRM) and business process management on activities as well as the obvious similarity of disaster response processes (DRP) and business processes, the application of workflow management systems (WfMS) has been discussed as a promising approach to manage DRP. However, the application of WfMS in DRM has not yet been realized in practice. One reason for this is the lack of methods and tools in WfMS for taking interdependencies between activities, time, resource, and place into consideration. This considerably restricts the variety of DRP. Therefore, a novel architecture for a disaster response workflow management system is discussed. A special focus lies on the management and analysis of interdependencies that is seen as very promising to improve future DRM.

Pre-positioning of emergency supplies is a strategic decision aimed at determining the number and location of local distribution centers as well as their inventory levels for emergency supplies. These decisions must be made in a highly disruption-prone environment where a timely response is vital and resources are scarce. Abstract: Microblogging sites such as Twitter can play a vital role in spreading information during “natural” or man-made disasters. But the volume and velocity of tweets posted during crises today tend to be extremely high, making it hard for disaster-affected communities and professional emergency responders to process the information in a timely manner. Furthermore, posts tend to vary highly in terms of their subjects and usefulness; from messages that are entirely off-topic or personal in nature, to messages containing critical information that augments situational awareness. Finding actionable information can accelerate disaster response and alleviate both property and human losses. In this paper, we describe automatic methods for extracting information from microblog posts. Specifically, we focus on extracting valuable “information nuggets”, brief, self-contained information items relevant to disaster response. Our methods leverage machine learning methods for classifying posts and information extraction. Our results, validated over one large disaster-related dataset, reveal that a careful design can yield an effective system, paving the way for more sophisticated data analysis and visualization systems.

Abstract: Local emergency-response organizations must maximize their use of existing resources. Therefore, emergencyresponse organizations need appropriate command-and-control (C2) systems to coordinate not only their own resources, but also to take advantages of other local actors. The local nature of response coordination imposes additional challenges for the development of C2 systems. In particular, the C2 systems must support coordination across organizational boundaries at the local level. Service-oriented architectures (SOA) provide new technologies for the development of C2 systems. This approach is based on a set of loosely-coupled services offered by multiple actors rather than a single monolithic system. This work reports the result of a prototype SOA implementation that builds on a previous requirements engineering study for service-oriented C2 systems for local emergency response. The results illustrate how it is possible to develop lightweight C2 systems using state-or-the art Web and SOA technologies. However, there are still remaining organizational and maintainability challenges.

Delft: Information Systems for Crisis Response and Management, ISCRAM.
Abstract: Strong Angel III was a civilian military disaster response demonstration held in San Diego in /August, 2006. This demonstration resulted in the generation of a great deal of knowledge that can potentially benefit disaster response efforts world wide. This paper attempts to capture this knowledge and to reflect on the demonstration for its value to the community.

Abstract: We designed two decision support tools and employed them during a one-week, simulation-driven experiment that included emergency responders acting in their real-life roles. Each tool visualized a “decision space”: A diagrammatic depiction of the relative desirability of one option versus another, including the inherent uncertainty in the potential outcomes. One requirement was to develop a tool accounting for the impacts of decisions on others, so that emergency responders can make “sympathetic decisions.” For example, one decision space enabled responders to request resources from surrounding jurisdictions while also considering the potential negative effects on the lending organizations. Another decision space enabled responders to engage in a strategic dialogue with the public: “listening” to the public's greatest concerns by mining social media to measure emotion, and thereby suggesting strategic communications addressing those concerns. We report how we designed the decision spaces and the qualitative results of using these spaces during the experiment.
