Abstract: The elaboration of statistics after a catastrophic situation allows us not only to analyze the economic, ecological and social impact of the event but also to improve the emergency management process. One compelling example of data collection for statistics is forest fires. The agencies involved in providing data have its own systems to collect data and mechanisms to send them, as well as, its data format for storing. Since such mechanisms are usually proprietary, and in order to normalize the exchange of data with statistics generating systems, a data transfer protocol should be used. In this paper we present a data transfer protocol called Forest Fire Statistics Protocol (FFSP). This protocol aims at transmitting consolidated forest fire data between independent agencies. The data transferred are based on the Forest Fire Report Data Model. Both mechanisms are based on open standards providing both technical interoperability and a solution that might be developed once and fit the needs of all. FFSP has been implemented as a web service over SOAP, SSL/TLS and TCP protocols.

Abstract: Virtual Communities of Practice (VCoP) refers to groups of people who share a concern about a specific domain or topic and use a virtual environment to share and increase their knowledge and expertise about this domain. This kind of social structure has intrinsic features suitable to support emergency management communities. Nevertheless, the design of specific technological platforms that support both the activity and the practice of the community is not a trivial task, especially in critical domains such as emergency management. This paper presents the inquiry process carried out over one and a half years for the purpose of generating insights about the application of VCoPs within the emergency management context. Based on a case study, a set of findings is presented about the guidelines that should be followed in order to develop suitable technological platforms that support the labor of VCoPs in the emergency management context. © 2012 ISCRAM.

Abstract: Natural disasters occur infrequently, limiting our ability to develop an inclusive knowledge base concerning such events. The ability to study, interpret, and document findings immediately following a damaging seismic event, is a critical step in furthering our understanding of events, allowing for effective awareness, mitigation, response, and recovery efforts. In the central United States, a Post Earthquake Technical Information Clearinghouse (PETIC) Plan has been developed to coordinate research activities, and to facilitate collaboration between the emergency management and research communities. Because a damaging earthquake in the central U.S. will impact several states, a Multi-State Technical Information Clearinghouse (MSTIC) Coordination Plan to link state technical information clearinghouses (STICs) is proposed. This paper describes beginning efforts to define the role and functions of a MSTIC as well as formalize plans with emergency management agencies to facilitate collaboration and coordination between STICs, the MSTIC.

Abstract: Semi-structured interviews were conducted with U.S. public sector emergency managers to probe barriers to use of social media and reactions to possible software enhancements to support such use. The three most frequently described barriers were lack of personnel time to work on use of social media, lack of policies and guidelines for its use, and concern about the trustworthiness of pulled data. The most popular of the possible technological enhancements described for Twitter are filtering by category of user/contributor, and display of posts on a GIS system with a map-based display.

Among the approaches that have improved the ability to find the most relevant information are the social conventions of creating topic groups and tags and of “retweeting;” the use of trained volunteers to filter and summarize posts for responders; automated notifications of trending topics; natural language processing of posts; techniques for identifying posts from the disaster site; and the use of GIS and crisis maps to visually represent the distribution of incidents.

Abstract: Control center staff is used to working with software applications for e.g. surveillance of production processes, for controlling and timing of industrial logistics, and for recording and filing incidents and actions. Yet, decision-support systems for emergency situations pose additional demands on employees in this domain. This paper reports first findings for psychological requirements for decision support systems in the rise of emergencies as identified in a federal German research project in the domain of public transportation. In control centers both the humans on duty who have to intervene during an emergency, and the technical system which provides decision-alternatives for supporting the action are considered. Based on findings of the project, psychological, technical and organizational requirements identified in interviews, observations, document analysis and additional relevant literature are generalized.

Abstract: Due to the shared focus of disaster response management (DRM) and business process management on activities as well as the obvious similarity of disaster response processes (DRP) and business processes, the application of workflow management systems (WfMS) has been discussed as a promising approach to manage DRP. However, the application of WfMS in DRM has not yet been realized in practice. One reason for this is the lack of methods and tools in WfMS for taking interdependencies between activities, time, resource, and place into consideration. This considerably restricts the variety of DRP. Therefore, a novel architecture for a disaster response workflow management system is discussed. A special focus lies on the management and analysis of interdependencies that is seen as very promising to improve future DRM.

Abstract: Efficient hazard prevention and disaster control depend on situational awareness. Situational information is – among others – provided by citizens on the ground. Disaster managers are often reluctant to use such information on a large scale or in a systematic way for fear of being overwhelmed by information overload in a stressful crisis. New information technologies for crisis management are strongly dependent on the acceptance of the people using them and can only be successful as socio-technical systems. Therefore, 354 employees of public and private emergency operation centres as well as members of crisis management teams were asked to assess different information sharing technologies. 504 people from the public responded to an online survey about their willingness to use such technologies. The results indicate a high level of acceptance by both user groups for bi directional communication technologies for situation management and the improvement of situational awareness.

Abstract: In this paper we overview the ongoing research into the application of case-based reasoning in emergency management, based on which we propose a new approach for representation of large-scale disaster cases. The approach takes the environmental factors into account, and the case is organized according to key scenes, rather than disaster types. Each scene consists of inherent attributes, which are concerned with the disaster type, and environment attributes, which usually facilitate the adjustment of the decision-making, and sometimes play crucial role. To describe the environment attributes, the fuzzy sets are employed to take use of the non-quantitative information. The nearness of the fuzzy sets is used to retrieve the similar case. Based on this approach, the case retrieval could even extract the case with different type but similar environment, supposing the inherent attribute is analogous. © 2012 ISCRAM.

Abstract: This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity.

Abstract: This paper offers a descriptive account of Twitter (a micro-blogging service) across four high profile, mass convergence events-two emergency and two national security. We statistically examine how Twitter is being used surrounding these events, and compare and contrast how that behavior is different from more general Twitter use. Our findings suggest that Twitter messages sent during these types of events contain more displays of information broadcasting and brokerage, and we observe that general Twitter use seems to have evolved over time to offer more of an information-sharing purpose. We also provide preliminary evidence that Twitter users who join during and in apparent relation to a mass convergence or emergency event are more likely to become long-term adopters of the technology.

Abstract: In this paper we address the problem of pre-positioning emergency supplies prior to a disaster onset. The goal is to ensure a fast and effective response when the disaster strikes. Pre-positioning of emergency supplies is a strategic decision aimed at determining the number and location of local distribution centers as well as their inventory levels for emergency supplies. These decisions must be made in a highly disruption-prone environment where a timely response is vital and resources are scarce. We present and discuss a scenario-based model that integrates location, inventory and routing decisions.

Abstract: Triage in emergency response refers to determining the priority of victims based on their need for treatment and medical intervention. Today, triage is performed by the use of paper-based triage tags. Communication about patients? status is mainly carried out over radio or through handwritten notes. This practice makes it challenging for emergency personnel to keep an overview of the number, location, and medical status of victims, and to distribute information between personnel. Although technological solutions to ease the triage process exist, the methods used to test these solutions are somewhat limited. This paper reports our plans and preparations for a practitioner-centered, long-term testing of an ICT-based triage system. The system uses electronic devices to tag patients and communicate their status to relevant incident operators, providing a common operational picture for both on- and off-site personnel. The technologies (eTriage and Master) that are to be used during the testing are presented.

Abstract: Crucial to improving the management of emergency situations is the definition of suitable Emergency Plans and training of participants in the application of such plans. In order to design a good Emergency Plan, experts from different areas need to work collaboratively to identify all the events and the relationships among such events. The main purpose of this project is to study different information technology techniques that can be used in the elaboration of and training for Emergency Plans, based on the use of scenarios. The use of such techniques will support collaborative development of Emergency Plans, the use of rich formats that provide different perspectives on a plan, the exportation and sharing of plans in order to increase their evolution and improvement, the instruction of participants, as well as better interaction, participation and exchange of knowledge. Key aspects of the plans for this recently begun project are described in this paper.

Abstract: Simulation and serious games (SSG) are advocated as promising technologies supporting training in emergency management (EM). Based on an investigation of SSG use for fire fighter training in nine countries, this paper is examining key elements and success factors that can counteract potential obstacles and challenges of SSG implementation. Data comes from interviews and observations with users and responsible managers from user organizations. By contrasting the different incentives and views regarding the SSG use, this paper contributes to a better understanding of SSG integration into organizational practices. Only by connecting the local, organizational strategies and user requirements with technical values and concrete examples can the SSG usage be experienced as successful. This connection requirement is by far not obvious since values are formulated differently by the main stakeholders and the benefits at one organization are not necessarily the same as at another. In this context, the added values of SSG solutions need to be more explicitly connected to the goals of traditional classroom and live training.

Abstract: Microblogging sites such as Twitter can play a vital role in spreading information during “natural” or man-made disasters. But the volume and velocity of tweets posted during crises today tend to be extremely high, making it hard for disaster-affected communities and professional emergency responders to process the information in a timely manner. Furthermore, posts tend to vary highly in terms of their subjects and usefulness; from messages that are entirely off-topic or personal in nature, to messages containing critical information that augments situational awareness. Finding actionable information can accelerate disaster response and alleviate both property and human losses. In this paper, we describe automatic methods for extracting information from microblog posts. Specifically, we focus on extracting valuable “information nuggets”, brief, self-contained information items relevant to disaster response. Our methods leverage machine learning methods for classifying posts and information extraction. Our results, validated over one large disaster-related dataset, reveal that a careful design can yield an effective system, paving the way for more sophisticated data analysis and visualization systems.

Abstract: Local emergency-response organizations must maximize their use of existing resources. Therefore, emergencyresponse organizations need appropriate command-and-control (C2) systems to coordinate not only their own resources, but also to take advantages of other local actors. The local nature of response coordination imposes additional challenges for the development of C2 systems. In particular, the C2 systems must support coordination across organizational boundaries at the local level. Service-oriented architectures (SOA) provide new technologies for the development of C2 systems. This approach is based on a set of loosely-coupled services offered by multiple actors rather than a single monolithic system. This work reports the result of a prototype SOA implementation that builds on a previous requirements engineering study for service-oriented C2 systems for local emergency response. The results illustrate how it is possible to develop lightweight C2 systems using state-or-the art Web and SOA technologies. However, there are still remaining organizational and maintainability challenges.

Abstract: Is your organisation ready to cope with underground infrastructure condition assessment data collected after an earthquake? Drawing on lessons from the 2010-2011 Canterbury and 2016 Kaikoura earthquakes, we provide guidance on how to make small differences in how your organisation currently collects and stores the necessary condition data to prepare for emergencies, especially for small- and medium-size councils without sophisticated asset management systems. Key questions to address include: Are you receiving condition assessment data in electronic format? Are your contractors providing XY coordinates when repairs are undertaken, or when providing photographs as part of visual assessment? Do you have an asset management system able to prioritise critically damaged underground infrastructure? Do you have easy access to your current network condition for insurance purposes? Simple business-as-usual improvements will provide enhanced preparedness and resilience capability in the event of an earthquake. In addition, we provide a framework for future data collection processes.

Abstract: Emergencies are management challenges, and emergency exercises that involve multiple collaborating parties is a means towards mastering them. Such exercises are often conducted in a virtual training environment based on complex disaster scenarios. The reported study was carried out using a requirement-focused design approach. The aim was to describe and discuss a relevant design for lean, dynamic, and cost-efficient emergency management exercise systems. Data were gathered from a literature study and analyses of earlier emergency management projects in which the authors had participated. Despite the complexity of many current emergency management exercises, the scenarios usually involve only the response phases and have a linear structure that hinders both didactic aspects and the software structure. The conclusion drawn from the study is that an emergency management exercise model should focus on managing the activities that correspond to alternatives that unfold from a dynamic scenario. Finally, the authors recommend the principles of alternate reality games as a way towards more dynamic and cost-efficient emergency exercise systems.

Abstract: Resilience has become a concept extensively used by several areas of knowledge. However, there is no method, widely recognized capable of measuring resilient behavior. Therefore, this exploratory work aims to present a set of dimensions capable of delimiting metrics in order to measure a resilient attitude. For that, we analyzed some scientific papers considered relevant by the academic community. In this work we follow an analytical flow seeking to conceptualize resilience and situate it in the context of complex systems. This analysis allowed the discovery of some characteristics regarding resilience, fundamental for the proposition of the presented dimensions. Finally, we present a conceptual map that brings together the elicited dimensions.

Abstract: With the Hurunui (HDC), Mackenzie (MDC) and Kaikoura (KDC) District Councils sharing their Geographic Information Systems (GIS) and Information Technology (IT) resources since 2017 it was decided to work on a GIS strategy for Emergency Management (EM) that would be applicable for all three councils as in the past geospatial skills and tools did not get equally utilised at all three councils during emergency and training events. ArcGIS Online (AGOL) was chosen as a common platform for a fully cloud based approach to the new Emergency Management Applications. The core modules of these applications are Story maps, WebApp Builder, Survey123, Operations Dashboard, Workforce and AppStudio. The development of these applications is a work-in-progress situation which is driven by the constant conversation and testing between the GIS person and the Emergency Management (EM) officers and a work flow is being developed to integrate these applications into the existing Emergency Operations Centre (EOC) picture. We believe once finalised this set of applications will add great functionality to New Zealand's Coordinated Incident Management System (CIMS) by providing interactive and cloud based visual geospatial information, situational awareness, forecasting, task management and task tracking.

Abstract: Successful decision making and task execution in emergency management require appropriate levels of situation awareness (SA). This paper proposes an ontology-based model for the design of a computer-based system, Situation Aware Vigilant Emergency Reasoner (SAVER) that supports the individual, shared and team SA of managers in emergency situations. SAVER is evaluated in simulated experiments that demonstrate the improvements in SA performance. The paper provides a complete description of the SAVER design, implementation, evaluation and its proposed extension from a proof-of-concept to a production environment.

Abstract: This paper is directed primarily to investigating the information needs of emergency managers following recognition of a risk of volcanic eruption. These needs include type of information required during the collection, integration, synthesis, presentation, and sharing of information. This will identify and model the processes underpinning the design of an emergency decision support system (EDSS). Exploration of the information needs, flows, and processes involved in emergency decision making can improve the design of EDSS both in terms of their content and the all-important human-system interfaces that determine their usability.The information attributes and flows then lead to the development of a prototype system that can be evaluated to test and refine the concepts.
