Abstract: In this paper, we propose the use of an ontology-based and semantic technologies approach to improving shared situation awareness amongst teams dealing with emergency situations. We have also identified that shared and team situation awareness tends to be viewed only in terms of cooperative task completion and so we have tried to describe their important relationship with team decision making. The applicability of our approaches is demonstrated by a case study of mass evacuation in the case of a tsunami event. We show how ontology can be used to represent context-based situations and how the axioms and rules can improve team situation awareness.

Abstract: Large scale emergencies are usually responded to by a team of emergency managers or a number of sub teams for safety and efficiency. Team coordination has attracted considerable research interest, especially from the cognitive, human factors, and ergonomic aspects because shared situation awareness (SSA) and team situation awareness (TSA) of team members are critical for optimal decision making. This paper describes the development of an information system (SAVER) based on SSA and TSA oriented systems design. Abstract: Responders and decision makers can be trained through simulation tools where participants learn how to deal with an ongoing crisis and make decisions through a realistic, simulated environment using a game or gamification approach. Training through a simulated, virtual crisis tool would be a more affordable way of conducting a drill, as a supplement to field drills. In this paper, we describe the requirements' elicitation process for co-design of a virtual training tool for emergency management. The cooperative design process included researchers and end-users together to generate potential solutions for a defined problem. The elicitation process involved brain-storming, interviews and a workshop together with representatives from emergency stakeholders. A systematic qualitative data analysis was conducted. The paper reports our analysis results which serve as a basis for further development of an emergency management virtual training tool using an extreme weather scenario.

Abstract: The 2004 tsunami has generated a call for a global early warning system. Political issues may prevent this from occurring soon or at all. This paper explores previous experience with informal early warning systems from the Year 2000, Y2K, rollover. Informal early warning systems, IEWS, are cooperative systems formed outside of direct government control, usually from nonprofit or industry organizations. The two discussed utility Y2K IEWS were formed through an industry group and within a single multinational corporation. The paper concludes with lessons learned from the design and implementation of these systems.

Abstract: We designed two decision support tools and employed them during a one-week, simulation-driven experiment that included emergency responders acting in their real-life roles. Each tool visualized a “decision space”: A diagrammatic depiction of the relative desirability of one option versus another, including the inherent uncertainty in the potential outcomes. One requirement was to develop a tool accounting for the impacts of decisions on others, so that emergency responders can make “sympathetic decisions.” For example, one decision space enabled responders to request resources from surrounding jurisdictions while also considering the potential negative effects on the lending organizations. Another decision space enabled responders to engage in a strategic dialogue with the public: “listening” to the public's greatest concerns by mining social media to measure emotion, and thereby suggesting strategic communications addressing those concerns. We report how we designed the decision spaces and the qualitative results of using these spaces during the experiment.

Abstract: This paper introduces the latest state of the interoperable Sensor Web and Web Processing standards specified by the Open Geospatial Consortium. Based on these components it becomes possible to share, integrate and analyse observation data across political and administrative borders as well as across multiple thematic domains. We present the 52°North open source implementations of the OGC SWE and WPS standards and introduce an outlook how this technology could be applied in the field of crisis management. Thus, this paper aims at providing a perspective how currently existing technology can be combined and applied to solve problems in emergency management rather than describing an already finished product. Special consideration will be given to the combination of Sensor Web and Web Processing technology which opens up new possibilities by having near real-time data flows that can be linked on-demand to different processing services.

Abstract: People who own animals are faced with complex decision making in evacuations. In the US, the Emergency Operations Center is often inundated with calls from animal owners who are aware they are under pre- or mandatory evacuation, but are unsure of what to do about evacuating their animals. Often animal evacuation is a highly improvised activity for owners and responders, though there is a now a general push toward streamlining procedures because of the high impact the matter of animals has on society?s welfare during times of emergency. This paper reports on the use of participatory design methods in a mapping project to support the range of people involved in animal evacuation during mass displacement events. The work provides insight into both procedures and standards for creating evacuation maps that communicate clearly with the public and across the range of emergency responders.

Abstract: In the past few years, volunteered geographic information (VGI) has emerged as a new resource for improving the management of emergencies. Despite the growing body of research dedicated to the use of VGI in crisis management, studies are still needed that systematically investigate the incorporation of VGI into practical emergency management. To fill this gap, this paper proposes a research design for investigating and planning the incorporation of VGI into work practices and decision-making of emergency agencies by means of simulation exercises. Furthermore, first lessons are drawn from a field study performed within a simulation exercise of an urban fire in Coimbra, Portugal, implemented together with local civil protection agents. Emergency management practitioners identified a high potential in the pictures taken in-situ by volunteers for improving situational awareness and supporting decision-making. They also pointed out to challenges associated to processing VGI and filtering high-value information in real-time.

Abstract: This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research.

Abstract: Infrastructures?both technical and human?are critical components of emergency response, helping to facilitate and shape both formal work practices and the improvisational work that individuals and organizations take part in as they address emergent challenges during unpredictable events. This research explores the relationships between infrastructure and collaborative work in this context, at a time when the infrastructures themselves are rapidly changing and/or under pressure to change due to the introduction of new technology. We interviewed 17 emergency workers from region that had recently experienced a major emergency response. These interviews illuminate weaknesses in some of the systems designed to support the information and communication needs of emergency workers, and demonstrate emergency workers assembling their own ICT infrastructures using familiar off-the-shelf tools like social media platforms and shared Google documents. These findings also highlight the importance of human infrastructure in supporting improvisation and collaboration among emergency workers.

Abstract: The STATPack is a telemedicine consultation and emergency response system which was developed to increase statewide laboratory responsiveness to public health emergencies. Although several emergency response management information systems have been created for diagnostic laboratories at the national level, most states in the U.S. do not have the capability to share critical public health microbiology laboratory information at local levels, especially in rural communities. This paper offers a description and preliminary assessment of the STATPack as it is being deployed by the Nebraska Public Health Laboratory and should be recognized as research in-progress. Initial experiences with this emergency response system have been encouraging.

Abstract: This paper presents preliminary analysis from a validation study of a novel emergency medicine command and control training and evaluation simulator: DIGEMERGO®. The simulated emergency scenario was a surge capacity event at a generic emergency department, in which the participants took on a management role as the emergency department?s coordinating head nurse. A between group validation design with medical expert and novice participants was used. Initial analysis examined three triage measures associated with surge capacity management performance: time to triage, amount of patients triaged, and triage accuracy. The results show that experts were significantly more accurate at triaging in-hospital patients, but not incoming trauma patients. No significant differences in time or number of patients triaged was found. These initial results partially indicate simulator validity, but trauma patient triage accuracy suffered from a confounding variable in the triage system used. Analysis of additional measures is undergoing to further investigate validity claims.

Abstract: In one of the most influential papers in the history of Software Engineering, L.Osterweil analyzed the nature of both software and software development processes to conclude that the latter shared many characteristics with the former and, as a consequence, software development principles and techniques could be applied in the definition and exploitation of processes. Here, we do an imitation exercise to claim that emergency plans are advanced software artifacts and, hence, modern software development principles, methods, techniques and tools can be used in their development and enactment. We advocate for a change of paradigm in which the idea of emergency plans as text-based documents is replaced by that of active, complex digital objects with state and behavior that drive emergency response processes, and also several preparedness activities such as drills and training exercises. These new plans are the result of a systematic process we call Emergency Plan Engineering.

Abstract: This paper presents a domain-level user, task and context analysis for response technology, based on sociological studies of disaster and disaster response. The analysis examines three dimensions of disaster-scale, kind and anticipability-that have been linked to differences in response characteristics, including differences in individual and organizational responders and behaviors. It yields a number of implications for design, and reveals five domain-specific design requirements. It also offers systematic characterizations of users, tasks and contexts of response technology, that begin to structure the user interface design space, laying a foundation for a theory of design. This work provides a conceptual basis to help researchers and designers recognize and address possible limitations of design decisions, leading, ultimately, to more usable and effective response technologies.

Abstract: This paper introduces Social Coverage Maps (SCM) as a visual representation of the societal impact of localized disruptions in urban areas. Incited by the recent deliberate interruption of wireless services for the purpose of crowd control in San Francisco, we focus on the use of SCMs for representing emergent effects of electronic warfare. As a prequel we discuss maps and other visualizations as representations of human behaviour and relations. The SCM concept is defined and grounded in simulation-based parameters. Using an experimental scenario based on cell phone jamming in a city we show how SCMs are generated using an agent-based population simulator. We find that Social Coverage Maps could become a useful tool for analysing emergent effects of actions and events including electronic warfare, roadblocks, smoke, teargas, chemical and radioactive contamination with applications in operational and emergency planning as well as crisis management.

Abstract: Building construction and building layout represent two key critical pieces of information for a fire suppression operation. However, fireground incident commanders (FGCs) frequently do not have access to critical, updated information about a structure, including details that could potentially support more effective response. This gap in the information pipeline has led to significant injuries and fatalities for both civilians and first responders. Towards this end, this paper focuses on evaluating the efficacy of a user interface prototype for supporting decision-making during a simulated commercial structure fire. Sixty-four firefighters (n = 64) from North America participated in this study. Overall, there were no statistical differences in the performance of the firefighters between the two experimental conditions (2D vs. 3D). This study provides preliminary support for the use of 3D models in pre-incident planning practices. More importantly, this initial data serves as a baseline for the development of evidence-based standards for displaying pre-incident planning information to FGCs digitally.

Abstract: Many proposed technological solutions to emergency response during disasters involve the use of cellular telephone technology. However, cell phone networks quickly become saturated during and/or immediately after a disaster and remain saturated for critical periods. In this study, we investigated cell phone use by Virginia Tech students, faculty and staff during the shootings on April 16, 2007 to identify patterns of communication with social network ties. We administered an online survey to a random sample from our pool to capture communications behavior with social ties during the day of these tragic events. The results show that cell phones were the most heavily used communication technology by a majority of respondents (both voice and text messaging). While text messaging makes more efficient use of bandwidth than voice, most communication on 4/16 was with parents, since the majority of the sample is students, who are less likely to use text messaging. Our findings should help in understanding how cell phone technologies may be utilized or modified for emergency situations in similar communities.

Abstract: Making a decision in a changeable and dynamic environment is an arduous task owing to the lack of information, their uncertainties and the unawareness of planners about the future evolution of incidents. The use of a decision support system is an efficient solution for this issue. Such a system can help emergency planners and responders to detect possible emergencies, as well as to suggest and evaluate possible courses of action to deal with the emergency. We are interested in our work to the modelling of a monitoring preventive and emergency management system, wherein we stress the generic aspect. In this paper we propose an agent-based architecture of this system and we describe a first step of our approach which is the modeling of information and their representation using a multiagent system.

Abstract: This paper summarises the contribution of EURATOM research to off-site emergency management in Europe over the past two decades. Effort initially focused on the development of methods and software that could be used to underpin the nature and extent of emergency management arrangements and policy. With time, and partially in response to accidents at TMI and Chernobyl, effort shifted to the development of a comprehensive decision support system that could find broad use in real time across Europe in order to better inform decisions on emergency management. The deployment of the developed system across Europe, largely so far at a pre-operational level, is described together with the opportunities this offers for more coherent response to any accident that may in future affect Europe and for better use of scarce resources, both human and otherwise. Indications are given of where further effort or initiatives should be directed with a view to ensuring that the major research achievements are fully and effectively exploited.

Abstract: A crucial aspect for large-scale disaster management is an efficient technology support for communication and decision-making processes in command and control centers. Yet, experiences with the introduction of novel technologies in this setting show that field professionals tend to remain attached to traditional workflows and artifacts, such as pen and paper. We contribute the results of a comprehensive field study which analyzes how the information flow is currently performed within different units and persons in the command and control center. These findings provide insights into key aspects of current workflows which should be preserved by novel technological solutions. As our second contribution, by using a participatory design approach and based on our findings, we present a novel approach for computer support in command and control centers. This relies on digital pens and paper and smoothly integrates traditional paper-based workflows with computing, thereby combining the advantages of paper and those of computers.

Abstract: With a coastline touching upon the Pacific and Atlantic Oceans, the Great Lakes and the Arctic Sea, the Canadian MSOCs are faced with a daunting task. They are responsible for both routine duties, including patrolling coastal areas and collecting satellite data, as well as critical missions, such as emergency response and crime intervention. Both kinds of mission require the fusion of data from a variety of sources and the orchestration of myriad heterogeneous resources over great physical distances. They must deal with uncertainty, both in terms of what can be known and also in the outcomes of actions, and must interact with an environment prone to dynamic change. We present the architecture and core mechanisms of a decision support system for marine safety and security operations (Glässer, Jackson, Araghi, When and Shahir, 2010). The goal of this system is to enhance complex command and control tasks by improving situational awareness and automating task assignments. This system concept includes adaptive information fusion techniques integrated with decentralized control mechanisms for dynamic resource configuration management and task execution management under uncertainty. Autonomously operating agents employ collaboration and coordination to collectively form an intelligent decision support system. © 2012 ISCRAM.
