Abstract: The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors.

Abstract: This paper presents descriptive accounts from the work conducted at a Swedish fire and rescue service's command centre during a high risk protest. Sensemaking has been applied as a theoretical lens on the empirical data. Two specific episodes has been selected to demonstrate how the process of sensemaking is manifested in the context of the command centre. The paper also includes implications for design suggesting how information systems for this context should be designed to better support sensemaking.

Abstract: To overview the site of operation in case of an emergency is crucial for effective emergency management. This is a difficult task, in particular within large buildings or underground structures. Information about the whereabouts of the staff is a key element of effective disaster management. This paper presents an indoor positioning system which is able to track and locate people within buildings independent of any infrastructure (global navigation satellite system, WLAN installations, etc.). The system is based on inertial measurement units computing the track of its wearer and a component verifying this position estimates using floor plans of the building. This novel approach allows robust tracking and locating of action forces within buildings and underground structures.

Abstract: In the area of emergency response communication technologies, consideration of organization structure is critical in order to begin the understanding of user needs and optimize the development of effective technologies. User studies were carried out during the Wireless Deployable Network System European project-WIDENS. This paper discusses the information flow and spatial distribution of different European organizations involved in emergency response for various large-scale scenarios. The paper presents the operational view of emergency situation and related communication flows in several countries. Key results revealed that similarities exist in organizational roles, holding specific responsibilities in terms of location and task. Hierarchical arrangements and information flow may also be similar. However, difficulties lie in the efficient transmission of information due to slow information flow. Spatial distribution of personnel varies for scenarios. Future European studies are recommended for the advancement of our understanding of these newly addressed issues in public safety communication technologies and the needs of users in Europe.

Abstract: When disaster strikes, the emerging task environment requires relief agencies to transform from autonomous mono-disciplinary organizations into interdependent multidisciplinary decision-making units. Evaluation studies reveal that adaptation of information management to the changing task environment is difficult resulting in poor information quality, indicating information was incorrect, outdated or even unavailable to relief workers. In this paper, we adopt a theory-driven approach to develop a set of information management roles and dynamic capabilities for disaster management. Building on the principles of advance structuring and dynamic adjustment, we develop a set of roles and capabilities, which we illustrate and extend using two field studies in the Netherlands. By studying regional relief workers in action, we found that in tactical disaster response decisionmaking units, several information management roles are not addressed and that information managers are preoccupied with information gathering and reporting, whereas information quality assurance is not on the agenda.

Abstract: Remote sensing and Geographic Information Systems (GIS) have the potential to provide United Nations (UN) humanitarian agencies and their partners with much needed disaster related information and improved management of resources. However, the technical nature of these tools requires considerable expertise to fully benefit from satellite images and related geographic information. The UN Office for Project Services (UNOPS) is implementing the UNOSAT service on behalf of the UN Institute on Training and Research (UNITAR) together with several private actors. UNOSAT provides the UN and its partners with the expertise in Earth Observation (EO) and GIS applications. As a crisis is part of a spectrum of disaster related events, UNOSAT provides services in all phases of humanitarian assistance, including planning, crisis response, relief and development. UNOSAT's objectives are to facilitate the territory planning and monitoring processes of local authorities, local technicians, development project managers and humanitarian field operators working in coordination with or within the framework of UN activities, on issues such as disaster management, risk prevention, peace keeping operations, post conflict reconstruction, environmental rehabilitation and social and economic development. A key part of this work is to accelerate and expand the use of accurate geographic information derived from EO-satellite imagery. UNOSAT is also involved in several international initiatives aimed at improved crisis response and management, such as the International Charter “Space and Major Disasters”, an important asset in providing timely information to relief personnel on the ground. By working closely with its UN sister agencies, UNOPS/UNOSAT offers a one-stop-shop for satellite imagery and GIS services related to disaster response & management within the United Nations. © Proceedings ISCRAM 2004.

Abstract: The paper presents the results of interviews with representatives from Norwegian emergency management volunteer organizations on their current use of social media and their perception of the potential for extended use of social media in their operations. Our study shows that social media is currently mainly used for information to the public and for internal communication. The informants expressed some reluctance towards the concept of virtual operations support teams, and using social media to collect information from the public. Yet, based on the possible benefits reported in the literature from studies of early adopters of digital volunteer groups, we argue in this paper for establishing a similar service at the regional level in Norway that can support the local volunteer organizations.

Abstract: Social Media and micro-blogging is being used during crisis events to provide live up-to-date information as events evolve (before, during and after). Messages are posted by citizens or public officials. To understand the effectiveness of these messages, we examined the content of geo-located Twitter messages (“tweets”) sent during the Moore, Oklahoma tornado of May 20th, 2013 (+/-1day) to explore the spatial and temporal relationships of real-time reactions of the general public. We found a clear transition of topics during each stage of the tornado event. Twitter was useful for posting and retrieving updates, reconstructing the sequence of events as well as capturing people's reactions leading up to, during and after the tornado. A long-term goal for the research reported here is to provide insights to forecasters and emergency response personnel concerning the impact of warnings and other advisory messages.

Abstract: In the past crisis sensemaking activities have primarily been controlled by professional emergency responders and the media. Social media, however, has the potential to see a shift towards more grassroots and ad hoc citizen engagement. This paper sets out our vision and our progress in implementation of a new online platform called 'Majority Report', which aims to empower citizen sensemaking activities around crisis events. The concept is to facilitate citizen volunteers to draw together a range of digital media (photographs, Tweets, videos, etc.) to present stories of crisis events, and thus demarcate arguments about different understandings in terms of the temporal ordering of event narrative components and their relations to each other. Through collaborative usages of the platform, accounts may be improved by others, and variants may be presented and compared to challenge existing assumptions and beliefs.

Abstract: During the last decades there has been a lot of attention to issues of safety, emergency response and crisis management. Emergency response rooms (ERRs) are interesting public sector organizational arrangements in this respect. In our paper we pay attention to emergency response rooms in the Netherlands and especially in Amsterdam. Using an ethnographic approach, we studied the fire brigades (red), the medical services (white) and the police (blue) including their back-office organizations, their habits, and the systems in-use. As could be predicted, the (technical) integration of ERR systems in the Netherlands was not unproblematic. In our contribution we will make clear that the organization of the safety response in Amsterdam is rather fragmented. The latest discussion in the field is about the introduction of net-centric work, a concept based upon the interactive internet 2.0. Yet, it is not so much the technology, as well as the institutional arrangements that are at stake.

Abstract: This document describes the OASIS Common Alerting Protocol (CAP) standard, review its history and current status, and propose some directions for its future application and development. This XML content standard specifies a canonical data model for alerting, warning and notification messages. By abstracting the essential elements of effective warning messages from the underlying delivery technologies, CAP simplifies the integration of diverse warning delivery systems and provides a simple template for the creation of alerts and warnings. CAP is being used in a variety of warning systems and applications, but its full potential has yet to be exploited.

Abstract: Wireless Mesh Networks (WMNs) are formed by self-organized wireless nodes that use multi-hop wireless relaying. These networks are useable in a variety of situations ranging from fixed residential broadband networking based on rooftop wireless mesh nodes to emergency response networks for handling large scale disasters. Quick deployability, minimal configuration, broadband communication, and easiness of reconfigurability are the major characteristics that make WMNs a suitable choice for emergency applications. There exist several open research issues in using such WMNs for emergency response applications. We, in this paper, present a hybrid distributed wireless networking architecture, Extreme Networking System (ENS), and present large set of performance observations collected from a real distributed hybrid wireless mesh network used for supporting a medical emergency response application. We present the traffic behavior observed in our network when a client server medical emergency response application is employed. The performance observations on real-traffic scenarios for emergency response application underlines the need for focusing further research on topology control, reliability, service availability, and distributed management. We observed that though there are several challenges that need to be solved, a WMN is a favorable choice for emergency response networking.

Abstract: Federal, State, and local decision makers and public health officials must prepare and exercise complex plans to contend with a variety of possible mass casualty events, such as pandemic influenza. Through the provision of quick look tools (QLTs) focused on mass casualty events, such planning can be done with higher accuracy and more realism through the combination of interactive simulation and visualization in these tools. If an event happens, the QLTs can then be employed to rapidly assess and execute alternative mitigation strategies, and thereby minimize casualties. This can be achieved by conducting numerous “what-if” assessments prior to any event in order to assess potential health impacts (e.g., number of sick individuals), required community resources (e.g., vaccinations and hospital beds), and optimal mitigative decision strategies (e.g., school closures) during the course of a pandemic. In this presentation, we overview and demonstrate a pandemic influenza QLT, discuss some of the modeling methods and construct and visual analytic components and interface, and outline additional development concepts. These include the incorporation of a user selectable infectious disease palette, simultaneous visualization of decision alternatives, additional resource elements associated with emergency response (e.g., first responders and medical professionals), and provisions for other potential disaster events.

Abstract: The COVID-19 pandemic has tested Canada's readiness capacity as emergency health needs continue to exceed some communities' capacity to respond. To address this variance, the Canadian Red Cross (in collaboration with local, provincial, territorial, national, and Indigenous partners) have leveraged international experience in humanitarian response and preparedness, developing innovative new response services, delivery modalities, and protocol through which to mitigate and manage risk. This approach breaks down emergency management into two main streams – health interventions and disaster management – to innovatively and effectively cope with increasingly complex and frequent requests for support. Using internal data from within the Canadian Red Cross, this paper presents and discusses the services, roles and expectations of this two-stream approach which has been designed to (i.) support COVID-19 testing and vaccination, (ii.) support outbreak crisis management, especially through epidemic, prevention, and control interventions, and (iii.) support traditional emergency management responses in the midst of a pandemic. It concludes by reporting on the successes of the two-stream approach to date while scoping further the potential evolutionary track of some of these services, their underpinning methodology, and appetite for recovery operations in the near future. This approach may therefore be of value to other organizations or practitioners coping with emergency management challenges during a pandemic.

Abstract: This paper analyses the social media communications surrounding the 2015 – 2016 series of winter storms in the UK. Three storms were selected for analysis over a sustained period of time; these were storms Desmond, Eva and Frank which made landfall within quick succession of one another. In this case study we examine communications relating to multiple hazards which include flooding, evacuation and weather warnings using mainstream media content such as news stories, and online content such as Twitter data. Using a mixed method approach of content analysis combined with the application of a conceptual framework, we present (i.) the network of emergency responders managing events, (ii.) an analysis of crisis communications over time, and (iii.) highlight the barriers posed to effective social media communications during multi-hazard disasters. We conclude by assessing how these barriers may be lessened during prolonged periods of crisis.

Abstract: People with sensory disabilities, like anyone else, need access to timely emergency and weather warnings information. Primary information sources, radio and television broadcasts, do not consistently serve the needs of the 28 million people who are deaf or hard-of-hearing, or the 11 million people who are blind or have low vision. Alert systems, services and products are developing text and audio alert capabilities to serve these populations but many inconsistently support appropriate modalities and accessible interfaces. Funded by the US Department of Commerce, WGBH is uniting emergency alert providers, local information resources, telecommunications industry and public broadcasting representatives, and consumers to research and disseminate replicable approaches to make emergency warnings and community-based information accessible. Through research with consumers and the public warning community, and delivery and device testing, an information model is being developed with recommended accessibility extensions to emergency system protocols, technologies and services for cross-platform delivery. © 2006 WGBH Educational Foundation.

Abstract: The unique and dynamic changing nature in which a disaster unfolds forces emergency personnel involved with the mitigation process to be greatly flexible in their implementation of protocols. In past disasters the incapability of the disaster organization to swiftly adjust the workflow to the changing circumstances, has resulted in unnecessary delays and errors in mitigation. Addressing this issue, we propose and demonstrate a method for simulating disasters for work and protocol optimization in disasters response (TAID), based on the BRAHMS multi-agent modeling and simulation language. Our hypothesis is that this low fidelity simulation environment can effectively simulate work practice in dynamic environments to rearrange workflow and protocols. The results from an initial test simulation of the Hercules disaster at Eindhoven airport in the Netherlands look promising for future and broader application of our disaster simulation method.

Abstract: The dynamically evolving environment of the post-disaster scene?where unpredictable scenarios and uncertain data are commonplace?can bring about considerable complexity into response tasks. The multiplicity and interdependence of approaches to undertaking these tasks may yield many decision alternatives, further complicating the response effort. Additionally, because emergencies are evolving, expectations regarding the post-disaster scene may not match those that are actually encountered. Plans compiled before the disaster may therefore be judged as inadequate, requiring personnel to adjust or even redefine them during the response activities. This paper outlines and illustrates one approach?drawing upon the paradigm of improvisation?for providing management-level response personnel with information and tools to support on-the-fly adaptation of emergency response plans. Abstract: Emergency situations are characterized by their complexity and the heterogeneity of the available information. Emergency managers are frequently confronted with redundant or irrelevant information, causing the problem of information overload. Evidence of this problem was identified in an exploratory survey conducted in the Center for Integrated Command and Control of Rio de Janeiro (CICC-RJ). In this paper, we present a conceptual architecture that allows a user to handle this influx of information. From a set of available data, a manager can select those of interest, which can then be transformed and mapped into one or more views, and organized in a dashboard. The whole process is interactive, allowing the manager to redefine his/her dashboard as needed. In addition, we provide collaborative mechanisms, given that, at times, it is not possible for a single user to handle such large datasets alone.

Abstract: Works on Emergency Response Systems (ERS) tend to set aside-or discuss peripherally-the global nature of catastrophes and the unique conditions under which these systems have to operate. Major disasters either affect more than one country or require the help of more than one nation. Designing ERS to manage global crisis situations pose great challenges due to incompatible technologies, language and cultural differences, variations in knowledge-level and management styles of decision makers, and resource limitations in individual countries. In this paper, we outline theoretical foundations for designing global ERS. We develop a path model that identifies the elements and their interactions needed to ensure quality of outcomes and processes of emergency response. We also prescribe a Global Information Network (GIN) architecture to provide decision-makers with timely response to crises involving global intervention.

The project brings together broad-based participation from academia, industry, the military, and emergency responders from the City and County of San Diego.

Abstract: Emergency situations often play out over extended geographic regions and can present response personnel with numerous types of data at various level of detail. Such data may be displayed in mapping software tools that organize the data into layers. Sufficiently complex scenarios can result in dense, occluded, and cluttered map displays. We investigated a localized, detail-on-demand filtering strategy called semantic lensing that in certain situations provides a more efficient and desirable approach than filtering global layers for mitigating clutter and occlusion. An initial formal user study with these semantic lenses has shown their value in aiding decision makers during tasks that might occur during detection of and response to emergency situations. Completion times are significantly faster when using lenses, and workloads are significantly lower. Future work will evaluate additional features and task-specific applicability, and may support the distribution of such a lens tool to emergency preparedness and response personnel.
