Abstract: Ontology matching is a key problem in many metadata intensive application domains, including emergency response, data integration, peer-to-peer information sharing, web service composition, and query answering on the web. In this paper we present an emergency response scenario based on the organizational model as used in Trentino region, Italy. We provide a formalization of this scenario with the help of lightweight coordination calculus. Then, we discuss an automatic approximate structure preserving matching algorithm which we applied within the emergency response scenario. The evaluation results, though preliminary, are encouraging.

Abstract: Early Warning Systems (EWS) are crucial to mitigating and reducing disaster impacts. Furthermore, technology and information systems (IS) are key to the success of EWSs. This systematic literature review investigates the research topics and themes from the past six years of Information Systems for Crisis Response and Management (ISCRAM) conference proceedings and seeks to identify the research developments and directions for EWSs to steer a discourse to advance the research in this field. Findings from a sample size of 60 papers show that there are technical, social, and topical considerations to using and advancing technology for EWSs. While technology has advanced EWSs to new levels, it is important to consider the influence of technology in the successful operation of EWSs. The results are based on the ISCRAM proceedings literature and may be broader or have different prioritization if a wider disciplinary body of literature was explored. This will be considered in the future.

Abstract: When planning and modeling disaster response processes (DRP), the unpredictability of disasters precludes accounting for all eventualities in advance. DRPs are thus typically concretized and adapted after the disaster and during the process?s run-time. Since time is critical and uncertainty typical, planning of DRPs requires methods and tools that support disaster managers in process analysis, process adaptation, and decision making. This contribution presents an approach for identifying concurrent activities that, in needing identical resources at the same time in different locations, are jeopardized by such place-related conflicts. As solution, the approach allows managers to calculate valid execution sequences, eliminate place-related conflicts, and prioritize activities by total execution time. Results are shown to form a novel, reliable basis for contributing to disaster managers? decision support.

Abstract: Between 2018 and 2021, the Incident Streams track (TREC-IS) developed standard approaches for classifying information types and criticality of tweets during crises. While successful in producing substantial collections of labeled data, TREC-IS as a data challenge had several limitations: It only evaluated information at type-level rather than what was reported; it only used Twitter data; and it lacked measures of redundancy in system output. This paper introduces Crisis Facts and Cross-Stream Temporal Summarization (CrisisFACTS), a new data challenge piloted in 2022 and developed to address these limitations. The CrisisFACTS framework recasts TREC-IS into an event-summarization task using multiple disaster-relevant data streams and a new fact-based evaluation scheme, allowing the community to assess state-of-the-art methods for summarizing disaster events Results from CrisisFACTS in 2022 include a new test-collection comprising human-generated disaster summaries along with multi-platform datasets of social media, crisis reports and news coverage for major crisis events.

Abstract: In the safety- And time-critical context of pre-hospital medical care, usability is a major challenge that needs to be addressed, because interaction problems or errors may have serious consequences for patients as well as employees of Emergency Medical Services (EMS). In this regard, a user-centered human-computer interface is a crucial factor for efficient usage as well as user acceptance. Well-established design principles can serve as directives throughout the analysis, design, implementation, and evaluation of applications. For standard PCbased applications the ISO standard 9241-110 serves as a practical guide since many years. However, new types of devices, especially mobile systems impose new challenges and ways of interpreting usability standards and guidelines. In this paper, we apply the ISO-Standard 9241-110 dialogue principles to mobile applications in EMS, considering the challenges of designing a system suitable for supporting users in both regular day-to-day services as well as rare Mass Casualty Incidents (MCIs).

Abstract: The latest EU funding framework, ?Horizon 2020?, has moved consideration of ethical and societal implications of technology development to the fore. Yet, there is little guidance on how to do such research in practice, let alone how to innovate in ethically and socially sound ways. This paper addresses these issues in the context of a large scale EU funded project developing system of system innovations in IT supported emergency response. Building on collaborative design and a range of other approaches, the paper argues that just like ?usability?, ethics cannot be invented or decided by experts, but has to be the product of engagement with the technology by directly or indirectly implicated publics. Facilitating such publics is a central element of what we call ?ELSI Co-Design?. The paper outlines the theoretical and methodological underpinnings of this approach.

Abstract: This paper proposes a capital model for disaster resilience. A central notion to this effect is viewing an organization as a capital conversion and capital creation system (Mandviwalla et al. 2014). Systems resilience was originally defined as the measure of a system?s persistence and ability to absorb disturbances (Holling 1973). Our approach corresponds to ?resilience-1; Resilience as rebound from trauma and return to equilibrium as,? which according to Woods (2015) is one of the four main categories of disaster resilience. We develop a system dynamics model expressing the main features observed in selected municipalities affected by the Great East Japan Earthquake. We show that the model is able to describe qualitatively the processes of capital destruction by the earthquake with the associated tsunami and the subsequent capital recreation. We discuss how the system dynamics model can be used to further increase our understanding of capital conversion processes in disaster resilience.

Abstract: Even though there are approaches for responsible research and innovation and recommendations on how to use IT, there is a lack of standardisation and guidance that integrates the perspectives of researchers, technology developers, end users, and society at large. In this paper we describe is-IT-ethical?, a European knowledge and service hub we are developing for diverse parties involved in crisis and disaster risk management with a commitment to European values and fundamental rights. The overarching rationale of the initiative is to support European societies' need to effectively balance the benefits of IT with values of democracy and fundamental rights, especially privacy and data protection. The initiative builds on more than seven years of research with practitioners, academic, and commercial IT designers. This paper describes our motivations and a prototype.

Abstract: This paper contributes to the literature on information systems in crisis management by providing an overview of emerging technologies for sensing and recording sociological data about disasters. These technologies are transforming our capacity to gather data about what happens during disasters, and our ability to reconstruct the social dynamics of affected communities. Our approach takes a broad review of disaster research literature, current research efforts and new reports from recent disasters, especially Hurricane Katrina and the Indian Ocean Tsunami. We forecast that sensor networks will revolutionize conceptual and empiricial approaches to research in the social sciences, by providing unprecedented volumes of high-quality data on movements, communication and response activities by both formal and informal actors. We conclude with a set of recommendations to designers of crisis management information systems to design systems that can support social science research, and argue for the inclusion of post-disaster social research as a design consideration in such systems.

Abstract: Abstractive summarization is intended to capture key information from the full text of documents. In the application domain of disaster and crisis event reporting, key information includes disaster effects, cause, and severity. While some researches regarding information extraction in the disaster domain have focused on keyphrase extraction from short disaster-related texts like tweets, there is hardly any work that attempts abstractive summarization of long disaster-related documents. Following the recent success of Reinforcement Learning (RL) in other domains, we leverage an RL-based state-of-the-art approach in abstractive summarization to summarize disaster-related documents. RL enables an agent to find an optimal policy by maximizing some reward. We design a novel hybrid reward metric for the disaster domain by combining \underline{Vec}tor Similarity and \underline{Lex}icon Matching (\textit{VecLex}) to maximize the relevance of the abstract to the source document while focusing on disaster-related keywords. We evaluate the model on a disaster-related subset of a CNN/Daily Mail dataset consisting of 104,913 documents. The results show that our approach produces more informative summaries and achieves higher \textit{VecLex} scores compared to the baseline.

Abstract: During the COVID-19 health crisis, local public offcials expend considerable energy encouraging citizens to comply with prevention measures in order to reduce the spread of infection. During the pandemic, mask-wearing has been accepted among health offcials as a simple preventative measure; however, some local areas have been more likely to comply than others. This paper explores methods to better understand local attitudes towards mask-wearing as a tool for public health offcials' situational awareness when preparing public messaging campaigns. This exploration compares three methods to explore local attitudes: sentiment analysis, n-grams, and hashtags. We also explore hashtag co-occurrence networks as a starting point to begin the filtering process. The results show that while sentiment analysis is quick and easy to employ, the results oer little insight into specific local attitudes towards mask-wearing, while examining hashtags and hashtag co-occurrence networks may be used a tool for a more robust understanding of local areas when attempting to gain situational awareness.

Abstract: There is general consensus that subsurface wastewater injections associated with unconventional oil and gas operations are responsible for the rapid increase of earthquake activity in the mid-U.S. Understanding the public response to these earthquakes is crucial for policy decisions that govern developing situational awareness and addressing perceived risks. However, we lack sufficient information on the reactive and recovery response behavior of the public tending to occur in the spatiotemporal vicinity of these events. Here, we review the spatiotemporal distribution of public response to the September 3, 2016, M5.8 earthquake in Pawnee, Oklahoma, USA, via a social media network (Twitter). Our findings highlight a statistically significant correlation between the spatial and temporal distribution of public response; and suggest the possible presence of a spatial distance decay, as well as a temporal far-field eect. Understanding the underlying structure of these correlations is fundamental to establishing deliberate policy decisions and targeted response actions.

Abstract: Disaster recovery in urban environments is a complex process. Because of high population densities and the presence of many societal and infrastructural dependencies, urban areas are prone to severe loss of self-reliance in case of a disaster. Rebuilding such areas to a self-sustaining state is a daunting task, and requires a high degree of community effort and comprehensive knowledge about the affected environment. All too often, these requirements are not properly met, leading to a long recovery trajectory and misalignments between recovery efforts and community needs. We suggest that most issues in disaster recovery stem from 'collaboration gaps': Flawed organisational structures between stakeholder parties that exist between levels of operation and between phases in the recovery process. We introduce two innovation pathways to close these gaps, and present the COBACORE project that will explore these pathways, and create a collaborative platform for effective community-based comprehensive disaster recovery.

Abstract: People increasingly use social media at the time of crisis, which produces a social media data deluge, where the public may find it difficult to locate trustworthy and credible information. Therefore, they often turn to authoritative sources: official individuals and organizations who are trusted to provide reliable information. It is then imperative that their credible messages reach and engage the widest possible audience, especially among those affected. In this study, we explore the role of metadata and linguistic factors in facilitating three types of engagement — retweets, replies, and favorites— with posts by authoritative sources. We find that many factors are similarly important across models (popularity, sociability, activity). However, some features are salient for only a specific type of engagement. We conclude by providing guidance to authoritative sources on how they may optimize specific types of engagement: retweets for information propagation, replies for in-depth sense-making, and favorites for cross-purpose visibility.

Abstract: The importance of situation awareness systems in crisis-management scenarios cannot be emphasised enough. These systems enable entire disaster situations to be mapped out in a real-time fashion thereby aiding significantly in human decision-making and the necessary positioning, management and deployment of resources. As a result of the core role these systems play in responding to crises, it is vital that they are highly usable and optimized for human cognition and experience. In this paper we consider this reality in the context of an initial evaluation of the visualisation interface of a situation-awareness tool called Secure Situation Awareness (SSA). Our evaluation seeks to gather useful feedback from potential end-users on the usability of the tool's interface to feed into the design and development of interfaces for similar systems. © 2012 ISCRAM.

Abstract: A comprehensive ontology has been developed to model the operational domain knowledge and provide information management for a light fieldable laboratory (LFL) performing molecular microbiological analyses. LFL is considered as a toolbox where all operational functions and tools used to execute these functions are incorporated into a single system. The ontology is used to facilitate the LFL mission preparation and management, to provide technical compatibility of sharable information between tools, and to align the terminology and definitions between tools while complying with standards, best practices and procedures. The LFL domain is a formalised and structured modelling the LFL concepts, procedures, functions, prescribing the necessary functions and delimiting those which are incompatible with the given mission or scenario. Such consistent logical modelling allows to efficiently plan and configure the LFL mission selecting only the necessary functions and tools from the whole collection and to activate them appropriately in due time.

Abstract: This exploratory study examines how fire and police departments used online media during the 2012 Hurricane Sandy and how these media can be used to affect trust with members of the public during such an event. Using trust theory, we describe how online communications provide a means for emergency responders to appear trustworthy through online acts of ability, integrity, and benevolence. We conclude with implications and recommendations for emergency response practice and a trajectory of future work.

Abstract: Collaborative information foraging refers to the collective activities of seeking and handling information in order to meet information needs. This paper delineates requirements for modeling salient factors that shape collaborative information foraging behavior of groups. Existing modeling approaches are assessed based on their adequacy for measuring identified salient factors that shape collaborative information foraging behavior. A view of information foraging behavior as a dynamic process is presented. Consequently, this paper purports that modeling methods employed to aid understanding of foraging behavior must allow for plausible explanation of the inherent dynamism in foraging activities. This work therefore provides an initial roadmap to defining salient factors that need to be addressed in order to adequately model collaborative information foraging behavior within teams that operate in extreme environments. Implications of this work in practice and research are discussed.

Abstract: The increasing number of victims from disasters in recent years results in several challenges for authorities aiming to protect and provide support to affected people. Humanitarian logistics represents one of the most important fields during preparedness and response in cases of disaster, seeking to provide relief, information and services to disaster victims. However, on top of the challenges of logistical activities, the successful completion of operations depends to a large extent on coordination. This is particularly important for developing countries, where disasters occur very often and resources are even scarcer.
This paper assumes a multi-agency approach to disaster preparedness that combines geographical information systems (GIS) and multi-objective optimization. The purpose of the tool is to determine the location of emergency facilities, stock prepositioning and distribution allocation for floods. We illustrate the application and the results using a case study centred on Acapulco, México.

Abstract: The Canadian Multi-Agency Situational Awareness System (MASAS) is rapidly becoming Canada's national system for exchanging emergency management incident-relevant information amongst multiple agencies and jurisdictions. Through the use of structured information aligned with open standards, and a centrally managed open architecture, MASAS provides a trusted virtual community with the ability to seamlessly exchange emergency management information. MASAS offers an information exchange architecture that is based around a highly resilient system of data aggregation hubs that are easily accessible directly or through third party commercial tools by emergency management officials at all levels, from the smallest community in the most remote areas of Canada's north to key federal stakeholders such as the federal Government Operations Centre or the Canadian military. This paper highlights the key design principles, experimental activities, and technology implementation strategies that are positioning MASAS as a Canadian success story in the making – from coast to coast to coast. © 2012 ISCRAM.

Abstract: After a natural disaster or other crisis, humanitarian organizations need to know where affected people are located
and what resources they need. While this information is difficult to capture quickly through conventional methods,
aggregate usage patterns of social media apps like Facebook can help fill these information gaps.
In this paper, we describe the data and methodology that power Facebook Disaster Maps. These maps utilize
information about Facebook usage in areas impacted by natural hazards, producing aggregate pictures of how the
population is affected by and responding to the hazard. The maps include insights into evacuations, cell network
connectivity, access to electricity, and long-term displacement.
In addition to descriptions and examples of each map type, we describe the source data used to generate the maps,
and efforts taken to ensure the security and privacy of Facebook users. We also describe limitations of the current
methodologies and opportunities for improvement.

Abstract: Communication between first responders is vital to the success of large scale disaster management. But communication technologies used by first responders today do not scale well due to heterogeneity, point-topoint connections, and centralized communication structures. As the popularity of devices equipped with Wi-Fi grows, the number of access points (APs) in city centers increases as well. This communication infrastructure exists and should be used in city wide disasters as it is readily available in areas with high population density. In this paper, we investigate Wi-Fi access points in 5 major cities deployed in stores, bars, and restaurants. We want to answer the question if these APs can be used as a mesh networking backbone in disaster response. The main contributions of this paper are (i) the surveyed and analyzed public Wi-Fi layout of five major cities and (ii) the connectivity analysis of the city wide network topology.

Abstract: Despite the outpouring of social support posted to social media channels in the aftermath of disaster, finding and managing content that can translate into community relief, donations, volunteering, or other recovery support is difficult due to the lack of sufficient annotated data around volunteerism. This paper outlines three experiments to alleviate these difficulties. First, we estimate to what degree volunteerism content from one crisis is transferable to another by evaluating the consistency of language in volunteer-and donation-related social media content across 78 disasters. Second it introduces methods for providing computational support in this emergency support function and developing semi-automated models for classifying volunteer-and donation-related social media content in new disaster events. Results show volunteer-and donation-related social media content is sufficiently similar across disasters and disaster types to warrant transferring models across disasters, and we evaluate simple resampling techniques for tuning these models. We then introduce and evaluate a weak-supervision approach to integrate domain knowledge from emergency response officers with machine learningmodelstoimproveclassification accuracy andacceleratethisemergencysupportinnewevents. This method helps to overcome the scarcity in data that we observe related to volunteer-and donation-related social media content.

Abstract: The semantics of things represent the central problem of the heterogeneous domain of emergency response. Both the communication between human actors and the interface between information systems face this hurdle with high impact on the efficiency in mission and time critical command and control processes. The integration of applications and information sharing based on semantic technologies promise added value for a solution to this problem. Therefore a model of the domain is essential; this paper contributes a domain ontology for fire protection. The scientific discussion as well as expert interviews built the basis for a new modeling approach. The selection of ontology languages is one of the important design issues presented in this paper.

Abstract: Recent research has identified a correlation between increasing Twitter activity and incurred damage in disasters. This research, however, fails to account for localized emergencies occurring in areas in which people have lost power, otherwise lack internet connectivity, or are uncompelled to Tweet during a disaster. In this paper, we analyze the correlation between daily Tweet counts and FEMA Building Level Damage Assessments during Hurricane Harvey. We find that the absolute deviation of Tweet counts from steady state is a potentially useful tool for the evolving information needs of emergency responders. Our results show this to be a more consistent and persistent metric for flood damage across the full temporal extent of the disaster. This shows that, when considering the varied information needs of emergency responders, social media tools that seek to identify emergencies need to consider both where Tweet counts are increasing and where they are dropping off.
