Abstract: Experiments in crisis management are expensive and difficult to realize. There is also a lack of training facilities in real crisis environments. Serious games and simulation can provide an alternative. We developed a system which enables interactive simulation for crisis management. It is called IMACSIM (Interactive Multi Agent Crisis Simulator Interpreter and Monitor). It is composed of the following components: First a software based platform for dynamic simulating of disasters. Next an event generator which can generate different crises situations. We designed a communication infrastructure that allows agents participants in the simulation to exchange messages. Every agent is able to observe the results of crisis events, process these events and initiate appropriate actions via a waypoint system. The decision making process is distributed among autonomous agents. Some actions may have an impact on the event generator, so there is an interaction between agents and event generator. We developed a first prototype. The design and test results will be described in this paper.

Abstract: Emergency response in disaster management using wireless sensor networks has recently become an interest of many researchers in the world. This interest comes from the growing number of disasters and crisis (natural or man-made) affecting millions of lives and the easy-use of new and cheap technologies. This paper details another application of WSN in the post disaster scenario and comes up with an algorithm for localization of sensors attached to mobile responders (firefighters, policemen, first aid agents, emergency nurses, etc) while assisted by a mobile vehicle (fire truck, police car, or aerial vehicle like helicopters) called mobile anchor, sent to supervise the rescue operation. This solution is very efficient and rapidly deployable since no pre-installed infrastructure is needed. Also, there is no need to equip each sensor with a GPS receiver which is very costly and may increase the sensor volume. The proposed technique is based on the prediction of the rescuers velocities and directions considering previous position estimations. The evaluation of our solution shows that our technique takes benefit from prediction in a more effective manner than previous solutions. The simulation results show that our algorithm outperforms conventional Monte Carlo localization schemes by decreasing estimation errors with more than 50%.

Abstract: Contact tracing mobile applications were used in several countries as the exclusive means of reducing the spread of the COVID-19 virus. In the United States (US), such mobile applications were not nationwide; several states adopted and developed mobile applications for use by the local citizenry. Previous research indicated that the use and adoption of such applications might be correlated to individual demographics. Using the Antecedent Privacy Concerns and Outcomes (APCO), this study assesses individuals' use, adoption, and privacy considerations when using the contact tracing mobile application in New York State. Focus group participants were interviewed to determine if age or race/ethnicity were confounding factors related to their use of these mobile applications. This qualitative study will contribute to the body of knowledge by operationalizing and expanding on the APCO model to further understand the service, privacy, and perception of mobile apps used during COVID-19.

Abstract: Complex information and communication systems present a special challenge to system designers because these are generally deployed as large, distributed systems with diverse user groups. Crisis response and management organizations in particular expect systems to be interoperable, resilient, flexible and provide lasting benefit. Currently, systems such as Virtual USA (Department of Homeland Security) and WatchKeeper (United States Coast Guard) seek to create common situational awareness for all participating agencies in security and incident response operations. We propose adaptive development as a system development model to build upon the ideas of systems such as Virtual USA and WatchKeeper in order to create sustainable and adaptable systems. Adaptive development supports ongoing improvement through user-driven design and modification in the target environment. An internet-based dashboard demonstrated during a United States Coast Guard Sector Seattle incident response exercise serves as an emergent case study for the adaptive model.

Abstract: Disaster management and risk prevention in Algeria have undergone many changes in the recent years. Important efforts have been provided on the legal and organizational sides to set the right conditions for an integrated and collaborative framework for disaster management in the country. The aim is to address the lack of information sharing, coordination and collaboration among the involved organizations. However, although the enhancement of the organizational arrangements, several problems persist mainly related to the implementation of these measures. Abstract: There is considerable interest in advance technologies to support crisis and disaster management as they face the challenges of designing, building, and maintaining large-scale distributed systems able to adapt to the dynamics and complexity of crises. Candidate technologies include Service Oriented Architecture (SOA), related Semantic Web technology, agent-based architecture and cognitive architectures. Each embodies some principles of the Adaptive Architecture-including modularity, openness, standards-based development, runtime support and importantly explicitness. However, truly adaptive architectures for crisis management will require some deepening the knowledge architecture's content and not just its representation. Light and more robust ontological models of situations are discussed to show how better formalization of conceptual patterns like “participation” can be developed to support cognitive architectures. The feasibility of an ontological design pattern approach is described as an avenue for future research and development describing specific types of situations.

Abstract: Many organizations train and educate their staff to prepare for crisis. One approach is train-the-trainer (ToT; Training of trainers) concept. It is based on the idea that someone can be trained as a trainer, who in turn train their colleagues. The philosophy resembles a pyramid scheme that allows for a fast and efficient spread of knowledge and skills. This study focused on perceptions of the ToT concept through interviews with ToT trainers. Two learning theories, organizational learning (4I) and experiential learning theory (ELT) were used to conceptualize the ToT-concept. It was found that the ToT-concept can be used as the method to conduct ELT to achieve organizational learning and knowledge (4I). Furthermore, the study also presents how participants perceives ToT using thematic analysis. This resulted in four themes: Common understanding of ToT, Learn-by doing, No grounding in ToT, and Difficult to ensure quality.

Abstract: The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors.

Abstract: In this paper we take a system theoretic perspective to the process of security risk identification in the context of city councils. Based on this approach, we construct a framework that helps to identify risks. We analyze why this methodological framework is suitable for the risk identification process. Research in fifty Flemish city councils reveals the usefulness of our approach of combining a perceived vs. objective perspective with a technical vs. organizational one. We believe such a framework offers a workable tool for dealing with IS security risks in a systems thinking way.

Abstract: Water distribution Networks (WDNs) are critical infrastructures that are exposed to deliberate or accidental contamination. Until now, no monitoring system is capable of protecting a WDN in real time. In the immediate future water service utilities that are installing water quantity and quality sensors in their networks will be producing a continuous and huge data stream for treating. The main objective of the project SMaRT-OnlineWDN is the development of an online security management toolkit for water distribution networks that is based on sensor measurements of water quality as well as water quantity and online simulation. Its field of application ranges from detection of deliberate contamination, including source identification and decision support for effective countermeasures, to improved operation and control of a WDN under normal and abnormal conditions.

Abstract: To overview the site of operation in case of an emergency is crucial for effective emergency management. This is a difficult task, in particular within large buildings or underground structures. Information about the whereabouts of the staff is a key element of effective disaster management. This paper presents an indoor positioning system which is able to track and locate people within buildings independent of any infrastructure (global navigation satellite system, WLAN installations, etc.). The system is based on inertial measurement units computing the track of its wearer and a component verifying this position estimates using floor plans of the building. This novel approach allows robust tracking and locating of action forces within buildings and underground structures.

Abstract: In the area of emergency response communication technologies, consideration of organization structure is critical in order to begin the understanding of user needs and optimize the development of effective technologies. User studies were carried out during the Wireless Deployable Network System European project-WIDENS. This paper discusses the information flow and spatial distribution of different European organizations involved in emergency response for various large-scale scenarios. The paper presents the operational view of emergency situation and related communication flows in several countries. Key results revealed that similarities exist in organizational roles, holding specific responsibilities in terms of location and task. Hierarchical arrangements and information flow may also be similar. However, difficulties lie in the efficient transmission of information due to slow information flow. Spatial distribution of personnel varies for scenarios. Future European studies are recommended for the advancement of our understanding of these newly addressed issues in public safety communication technologies and the needs of users in Europe.

Abstract: Post hoc evaluations made of crisis situations and exercises often point at communication as an important reason for the failure of the management and coordination of the crisis. Crisis managers have to deal with the problem that they (and all other actors in the field) don't have the right information to coordinate the efforts and solve the crisis situation. This paper examines the relation between the information available – more specifically the richness of the information and the distribution of the information – And the management and coordination of a typical man-made fast-burning crisis. The literature on decision making and situation awareness is reviewed and an experiment is conducted with 40 crisis managers in Belgium to assess the impact of the information. Initial results indicate a relationship between the ways a crisis team receives information and the achieved level of situation awareness, the difficulty of making decisions and the perceived complexity of the crisis.

Abstract: The resolution of complex decision situations in crisis and remediation management following a man-made or natural emergency usually requires input from different disciplines and fields of expertise. Contributing to transparency and traceability of decisions and taking subjective preferences into account, multi-criteria decision analysis (MCDA) is suitable to involve various stakeholder and expert groups in the decision making process who may have diverse background knowledge and different views, responsibilities and interests. The focus of this paper is to highlight the role of MCDA in nuclear emergency and remediation management on the basis of a hypothetical case study. Special emphasis is placed on the modelling of the decision makers' preferences. The aim is to explore the sensitivity of decision processes to simultaneous variations of the subjective preference parameters and consequently to contribute to a facilitation of the preference modelling process by comprehensibly visualising and communicating the impact of the preferential uncertainties on the results of the decision analysis.

Abstract: When disaster strikes, the emerging task environment requires relief agencies to transform from autonomous mono-disciplinary organizations into interdependent multidisciplinary decision-making units. Evaluation studies reveal that adaptation of information management to the changing task environment is difficult resulting in poor information quality, indicating information was incorrect, outdated or even unavailable to relief workers. In this paper, we adopt a theory-driven approach to develop a set of information management roles and dynamic capabilities for disaster management. Building on the principles of advance structuring and dynamic adjustment, we develop a set of roles and capabilities, which we illustrate and extend using two field studies in the Netherlands. By studying regional relief workers in action, we found that in tactical disaster response decisionmaking units, several information management roles are not addressed and that information managers are preoccupied with information gathering and reporting, whereas information quality assurance is not on the agenda.

Abstract: This paper investigates the relevance and assurance of information and system quality as requirements for information systems success during disaster management. Despite the many examples of poor information quality and poor system quality, research on the relevance and assurance of these requirements is sparse. In order to design successful information systems for disaster management, a context related understanding of the organizational and technical measures for achieving these requirements is necessary. Accordingly, the goal of this paper is to identify and confirm information and system quality requirements for the design of information systems for disaster management. The results of our interviews with information architects indicate that while information quality requirements are considered to be very relevant, these are hard to measure and assure, and that currently much effort is being put into improving system quality requirements such as interoperability and ease of use.

Abstract: Failures in coordination and information sharing between relief agencies have increased the number of calls for innovative information system (IS) designs. While both the academic and the industrial communities have proposed many IS designs, methodologies for the ex-ante evaluation of such IS designs are scarce. Consequently, disaster IS architects are offered little guidance in the ex-ante evaluation process. Not only is it difficult to evaluate IS designs in practice, it is also difficult to include the conditions of disaster situations in the evaluation process. This paper explores the difficulties of ex-ante evaluation and discusses the suitability of the gaming-simulation methodology for the evaluation of principle-based IS designs. Gaming-simulation entails the use of professionals, scenarios and prototypes and can be adapted to a quasi-experimental form enabling researchers to control contextual interferences and rule out alternative explanations. This paper concludes with some discussions on the advantages and pitfalls of employing gaming-simulation for IS evaluation.

Abstract: Integrating information technology (IT) in crisis management networks is a difficult and long-term endeavor. First responders must establish situational awareness and take decisions under time pressure with incomplete information. Partly, this can be mitigated by adopting more advanced IT, however practice shows that adoption is hampered because of the required change in routines and procedures. We believe that we can moderate a change in routines and stimulate the adoption of technology by introducing a new role: the information manager (IM). This paper presents some results of the first round of field observations. The main conclusion is that the IM is instrumental where it concerns, speeding up the process of establishing situational awareness and improving the information structures. In order to further improve the production of situational awareness we suggest that further research should address the issues of the internalization of process guidelines and enhancing the adaptability of information systems.

Abstract: Effective responsiveness to disasters requires the management of information in a network of autonomous response agencies. Yet, the information quality is often insufficient. Information is scattered throughout the network and needs to be collected from heterogeneous information sources. As such, adaptive information orchestration is the key to effective response. The aim of this paper is to develop a prescriptive, conceptual architecture guided by architectural principles for orchestration aimed at improving information quality. Information orchestration refers to an information architecture in which multiple orchestrators match information supply according to the information demand in order to assure a high information quality for relief workers. A primarily element is that information needs to be 'enriched' before it is provided to relief workers and necessary resources (human, information and technology) should be available to accomplish this. This should ensure that the right information will be delivered to the right persons at the right moment. Future research is aimed at detailing the concept of information orchestration.

Abstract: This paper presents a system dedicated to support crises managers that is focused on the collaboration issues of the actors involved in the response. Based on context knowledge, decision makers' objectives and responders' capabilities, the system designs in a semi-automatic way a set of collaborative process alternatives that can optimize coordination activities during an ongoing crisis resolution. The technical design of the system mixes optimization algorithms with inference of logical rules on an ontology. Candidate processes are evaluated through multi-criteria decision analysis and proposed to the decision-makers with associated key performance indicators to help them with their choice. The overall approach is model driven through a crisis meta-model and an axiomatic theory of crisis management.

Abstract: The analysis and forecasting of eminent air quality play a significant role in municipal regulatory planning and emergency preparedness. In this paper, a FS-GA-BPNN model forecasting the daily average Air Quality Index (AQI) is proposed. Special procedures for feature extraction to find more potential significant variables and feature selection to remove redundant information and avoid overfitting are conducted before modelling. Three different models – BPNN, GA-BPNN and FS-GA-BPNN are established to compare the prediction accuracy, generalization ability and reliability. 17 parameters involving pollutant concentration, meteorological elements and surrounding factors are found essential for the method effectiveness. The result shows that the FS-GA-BPNN model generally performs superior to ordinary BPNN, suggesting the necessity of extensive data mining and feature extraction for successful machine learning. The results of this paper can help to conduct air quality pre-warning system and improve the emergency planning process of extreme weather events.

Abstract: Remote sensing and Geographic Information Systems (GIS) have the potential to provide United Nations (UN) humanitarian agencies and their partners with much needed disaster related information and improved management of resources. However, the technical nature of these tools requires considerable expertise to fully benefit from satellite images and related geographic information. The UN Office for Project Services (UNOPS) is implementing the UNOSAT service on behalf of the UN Institute on Training and Research (UNITAR) together with several private actors. UNOSAT provides the UN and its partners with the expertise in Earth Observation (EO) and GIS applications. As a crisis is part of a spectrum of disaster related events, UNOSAT provides services in all phases of humanitarian assistance, including planning, crisis response, relief and development. UNOSAT's objectives are to facilitate the territory planning and monitoring processes of local authorities, local technicians, development project managers and humanitarian field operators working in coordination with or within the framework of UN activities, on issues such as disaster management, risk prevention, peace keeping operations, post conflict reconstruction, environmental rehabilitation and social and economic development. A key part of this work is to accelerate and expand the use of accurate geographic information derived from EO-satellite imagery. UNOSAT is also involved in several international initiatives aimed at improved crisis response and management, such as the International Charter “Space and Major Disasters”, an important asset in providing timely information to relief personnel on the ground. By working closely with its UN sister agencies, UNOPS/UNOSAT offers a one-stop-shop for satellite imagery and GIS services related to disaster response & management within the United Nations. © Proceedings ISCRAM 2004.

Abstract: In crisis management, units from different organizations collaborate for achieving a common goal. The success of such collaborations depends partly and not insignificantly on the composition of the network of collaborating units. In the initial phases of a crisis management operation, there is often a great deal of uncertainty about the nature and the extent of the crisis. The uncertainty may lead to contradictory and otherwise imperfect information sharing among the organizations and agencies that are responsible for engaging the crisis. This in turn, may lead to suboptimal and inefficient compositions of the collaborating network. This paper suggests the use of contracts for information sharing for ensuring that the information sharing indeed facilitates efficient formation of collaborating networks.

Abstract: One of the most important infrastructures for society is the payment system. If this system malfunctions, it can lead to disruptions in other critical infrastructures. By developing resilience i.e. the ability to recover or resist different disruptions in complex dynamic systems, as well as analyzing and raising awareness about it, such events can hopefully be handled better. The purpose of this study is to gain an insight into the different sectors' ways of dealing with disturbances in the payment system. Six participants from the food, fuel and bank sectors were interviewed using semi-structured questions. The interviews were conducted and data was analyzed using a thematic analysis approach. The results indicate a low level of resilience maturity among these organizations when it comes to handle long-term disruptions in the payment systems. The results provide valuable input to the project and a better understanding of payment infrastructure resilience.
