Abstract: Information about incidents within a conflict, e.g., shelling of an area of interest, is scattered amongst different data or media sources. For example, the ACLED dataset continuously documents local incidents recorded within the context of a specific conflict such as Russia’s war in Ukraine. However, these blocks of information might be incomplete. Therefore, it is useful to collect data from several sources to enrich the information pool of a certain incident. In this paper, we present a dataset of social media messages covering the same war events as those collected in the ACLED dataset. The information is extracted from automatically geocoded Twitter text data using state-of-the-art natural language processing methods based on large pre-trained language models (LMs). Our method can be applied to various textual data sources. Both the data as well as the approach can serve to help human analysts obtain a broader understanding of conflict events.

Abstract: Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Also, the coordination bodies identify a lack of standardization, capacity and information availability and analysis as challenges to improved coordination.

Abstract: “Disaster management” a key topic these days due to the enormous amount of disasters occurring all over the world tends to focus mainly on the individuals victimized as human lives and living conditions are in jeopardy. During such a disaster scenario there are many different volunteer organizations and volunteers willing to support victims but due to the lack of robust and reliable human computer systems developed for responding and managing disaster aftermaths the efficiency tends to suffer thus crushing down the volunteer efforts drastically. So developing an effective disaster management solution is vital and a computerized registry that captures and handles information on disaster victims can be called the heart of the system due to the significant bearing it has on human lives. Thus one could say that disaster victim registries have a higher significance in a disaster management context. Due to this reason, three such registries have been developed and integrated into the Sahana Disaster Management System namely the Disaster Victim Registry, Missing Person Registry and the Children Registry.

Abstract: Nepal is one of the most popular travel destinations because of its natural beauty and Himalayas. Tourism industry contributes significantly to the nation's GDP. However, the 2015 earthquake has created great havoc causing loss of more than 9,000 lives, damaging many buildings including World heritage sites and trekking trails. Despite a substantial amount of foreign aid, overall recovery programs have not been effective. This empirical study focuses on the use of ICT tools for the recovery works in the tourism industry and uses mixed methods engaging tourism associations and organisations. Four 'areas of concerns' regarding ICT use, are identified by using the qualitative analysis and validated through a survey of 198 tourism organisations. The findings show that the earthquake has significantly impacted the industry and the government has not adequately used ICTs in the recovery activities. This study strongly advocates using ICT tools for the post-disaster tourism resilience.

Abstract: Mass gatherings have been defined as events where more than 1,000 people are present for a defined period of time. Such an event presents specific challenges with respect to medical care. First aid is provisioned on-site at most events in order to prevent undue strain on the local emergency services. In order to allocate enough resources to deal with the expected injuries, it is important to be able to accurately predict patient volumes. This study used machine learning techniques to identify which variables are the most important in predicting patient volumes at mass gatherings. Data from 201 mass gatherings across Australia was analysed, finding that event type is the most predictive variable, followed by the state or territory, heat index, humidity, whether it is bounded, and the time of day. Variables with little bearing on the outcome included the presence of alcohol, whether the event was indoors or outdoors, and whether it had one point of focus. The best predictive models produced acceptable predictions of the patient presentations 80% of the time, and this could be further improved using optimization techniques.

Abstract: Disturbing crowd disaster incidents have been witnessed in every corner of the planet, which often lead to extensive difficulties, especially when they involve mass multi-nation casualties. When conducting Disaster Victim Identification (DVI) tasks, starting from finding the missing, curing the injured, and identifying the deceased, the challenge in such disasters is the lack of information to provide Emergency Medical Services (EMS) and conduct DVI in a timely manner. The literature presents fragmented solutions that can equip either post-mortem DVI or EMS with solutions to facilitate data collection and dissemination, but they do not consider a holistic solution that allows access to the victims' right information when needed. In this paper, we analyze information needs across multi-disciplines, as well as the requirements for technical support that can help manage the identification process. Recommendations should lay a sound foundation for future multi-disciplinary research in the areas of DVI, EMS, crowd disaster, health informatics, information security and software engineering in the health sphere.

Abstract: Information and communication technology (ICT) and digitalization are often seen as enablers of co-production. But if its potential is not implemented, technology will rather act as a barrier. In Sweden, new types of “hybrid” co-production initiatives that engage civil citizen volunteers as first responders emerged a decade ago. Even though the benefits are recognized, the initiatives’ expansion are hampered by the ICT solutions. In this study, we explore why, by comparing the perspectives of national authorities, needs-owners, suppliers, and end-users. We describe the barriers, e.g., insufficient geofencing, to develop ICT for various mobile platforms, unavailability of a joint API, competitiveness and double roles among stakeholders, and ICT costs. We suggest how to address the barriers and argue that digitalized co-production of the type presented will likely increase. Here our study can contribute to the successive accumulation of knowledge.

Abstract: This study proposes a framework for double-loop learning from crises, using common operational pictures (COP). In most crises, a COP is of outmost importance to gain a common understanding among inter-organizational response. A COP is typically expressed through a map visualization. While the technologies to support COP progress rapidly, the corresponding practice of evaluating the COP and situational awareness is not yet established. Tools that enable responders to learn after the crisis, look back in time on the COP devel-opment and detect the barriers that prevent the COP establishment, still seem absent. Double-loop learning is an organizational practice to learn from previous actions widely adopted in the safety domain, and lately used in crisis management. This paper addresses the perceived gap by presenting the technical, organizational and structural requirements derived from document analysis, observation, and a workshop with multiple crisis management stakeholders, and integrating them to an initial framework.

Abstract: The tourism sector is not new to disruptions from natural disasters or human induced crises and has been recalibrating the way they operate and sustain. The scale and impact of the COVID-19 pandemic has highly impacted global tourism and the economies that rely on tourism. It has brought phenomenal challenges to humankind and many tourism organisations are on the brink of collapse and this will have a cascading effect on countries and their citizens for years to come. This paper presents the systematic literature review on the adoption of ICTs in tourism when preparing for and managing disasters. This review was conducted using the Preferred Reporting Items for Systematic reviews and Meta-Analyses (PRISMA) Flow diagram. Out of 585 articles from four databases, 35 peer-reviewed journal and conference articles were included for analysis. Research on potential adoption of ICT and associated tools for tourism disaster management, remains scarce. With the world coming to terms with the “new normal” of social distancing and increased use of ICT tools such as virtual reality, virtual guides, chatbots, social media and contact tracing apps due to pandemic, the investigation of adoption of such tools is long overdue. Within limited empirical studies, this review shows some trends and opportunities for the development of a critical research agenda in this area. Other innovative tools such as AI, GIS, IoTs, and visual story telling have been adopted for managing disasters related to tourism. This research demonstrates the potential adoption of ICT tools for effective disaster management and the subsequent support of global tourism. To counter the catastrophic effect on the tourism industry from COVID-19 pandemic, it is paramount to recognise cultural sensitivities and study how advancement in technology can be harnessed in all contexts. In addition to this, further exploratory research should be conducted to better understand crisis as an opportunity to develop and adopt foundational and critical ICT systems for the tourism industry.

Abstract: Social media posts contain an abundant amount of information about public opinion on major events, especially natural disasters such as hurricanes. Posts related to an event, are usually published by the users who live near the place of the event at the time of the event. Special correlation between the social media data and the events can be obtained using data mining approaches. This paper presents research work to find the mappings between social media data and the severity level of a disaster. Specifically, we have investigated the Twitter data posted during hurricanes Harvey and Irma, and attempted to find the correlation between the Twitter data of a specific area and the hurricane level in that area. Our experimental results indicate a positive correlation between them. We also present a method to predict the hurricane category for a specific area using relevant Twitter data.

Abstract: There is a growing need to understand how mobile devices are used to reach people in a crisis. This study focuses on how work organizations play a gatekeeping role in how their employees receive crisis information. Relying on research in the digital divide and organizational justice, this study compares two different types of organizations and their policies banning or allowing mobile devices at work. Three major themes emerged: having omnipotent supervisors, being powerless workers, and experiencing information holes. These themes highlight the burden placed on organizations to create more inclusive digital policies to ensure that employees do not fall through the net of crisis management systems. Additionally, these findings necessitate new discussions among crisis and emergency management scholars that include the current understanding of the digital divide, specifically as it relates to digital inequality in the workplace.

Abstract: This study contributes an understanding of how ICTs and varying information sources work together during emergency alerts. It builds on the prior work on campus active shooter events by examining an organization that used a range of ICTs including mobile devices, social media, organizational tools, and news media, to notify their stakeholders about an emergency. The study design used a survey to capture the responses from a random sample of over 1000 stakeholders-students, faculty, and staff-who were notified of an active shooter emergency. The findings from the first three notifications suggest that messages reaching the most stakeholders were (a) sent by official sources through ICTs like mobile phones; (b) official email communication, and (c) messages that included face-to-face communication. While 11 different ICTs were included in the study, mass media (i.e., television and radio), and social media (Twitter and Facebook) did not function substantially in the emergency alert process.

Abstract: Covid-19 demonstrated the vulnerability of various systems and showed, however, that digital tools and data can serve not only to stop infections but also to detect viruses before or immediately after a zoonosis has occurred, thus preventing a potential pandemic. Although several pandemic early warning systems (P-EWS) and German pandemic-related projects (G-PRP) exist, they often use a limited data range or rely on third-party data. Here, we present a concept of an integrative pandemic early warning system (IS-PAN) applied to Germany using various data such as health data (e.g., clinical/syndromic) or internet data (e.g., social media/apps). Based on a systematic literature research of P-EWS and G-PRP on scientific and public health platforms, we derived indicators that help to detect virus threats with a system consisting of modules monitored in parallel. By integrating various pre collected digital data, this approach can help to identify a potential health threat efficiently and effectively.

Abstract: Crises and disasters are becoming more frequent, long-lasting, complex, and interdependent. This can lead to negative psychosocial consequences in vulnerable population groups, increasing the need to (1) monitor psychosocial indicators and (2) make information on psychosocial topics available to decision-makers, the scientific community, and the public. In this WiPe paper, we present a way to systematically visualize, research, and document different types of psychosocial data in crises and disasters by developing a “Multi-Functional Crisis Information Platform for Psychosocial Situations”, called CIP-PS. The CIP-PS has three components, i.e., an information dashboard (CIP-DAB), a research platform (CIP-REP), and a documentation (CIP-DOC) component which together help visualize, research and document psychosocial topics, such as the psychosocial situation picture in Germany. The platform is a valuable tool for presenting relevant psychosocial information in the context of disaster public health. Its strength lies in an extensive connection between the three components related to healthcare informatics.

Abstract: Information and communication technologies (ICT) are becoming increasingly important in emergency management and crisis communication. ICT tools are developed and adopted in all phases of the emergency management cycle. On the one hand, these tools contribute to better disaster preparedness and effective response. On the other hand, the lack of consideration of universal design in these tools also creates new barriers for different stakeholders, particularly the elderly and people with disabilities. The primary objective of this paper is to give an overview of the current state of the emerging research field of Universal Design of ICT for emergency management and provide a Research Agenda to highlight ways to uncover how the increasing introduction of ICT in emergency management can contribute to removing barriers instead of adding more barriers.

Abstract: In this paper, we show that the text-image relationship of disaster tweets can be used to improve the classification of tweets from emergency situations. To this end, we introduce DisRel, a dataset which contains 4,600 multimodal tweets, collected during the disasters that hit the USA in 2017, and manually annotated with coherence image-text relationships, such as Similar and Complementary. We explore multiple models to detect these relationships and perform a comprehensive analysis into the robustness of these methods. Based on these models, we build a simple feature augmentation approach that can leverage the text-image relationship. We test our methods on 2 tasks in CrisisMMD: Humanitarian Categories and Damage Assessment, and observe an increase in the performance of the relationship-aware methods.

Abstract: CURSOR (Coordinated Use of miniaturized Robotic equipment and advanced Sensors for search and rescue OpeRations) is an ongoing European H2020 project with the main objective to enhance the efficiency and safety of Urban Search and Rescue (USaR) operations on disaster sites. CURSOR's approach relies on the integration of multiple mature and emerging technologies offering complementary capabilities to an USaR system, so as to address several challenges and capability gaps currently encountered during first responder missions. The project's research and development are structured around an earthquake master scenario. CURSOR aspires to advance the state-of the-art in several key aspects, including reduced time for victim detection, increased victim localization accuracy, enhanced real-time worksite information management, improved situational awareness and rescue team safety.

Abstract: The COVID-19 pandemic followed by the energy crisis in Europe demonstrates how complex crises can be. Being embedded in a digital media environment and global interdependencies, complex crises elude straightforward interpretations and explanations. Nonetheless, crises require fast and coordinated response from multiple public authorities. In recent years, advances in computational methods and information technology have influenced the field of crisis and disaster management, and diverse technical approaches have been developed to enhance authorities’ response to crises. Drawing on a relational approach to crises, we investigate the socio-technical affordances emerging in Finland to facilitate multi-actor collaboration in crises. Based on our analysis, we argue that contemporary practices and technologies do not match with the complexity of recent crises. Taken together, we consider the role of digital technologies and socio-technical practices to better support multi-actor sensemaking and collaboration in future crises.

Abstract: The term semi-professional can be used to denote occupational groups that do not have emergency response as their primary profession but who get additional responsibilities within rescue and response, e.g. by performing a first response or assisting the professional emergency services. In this study, four different groups of possible semi-professional resources are analyzed and compared. Similarities and differences between the four groups are discussed. Factors, important for the successful implementation of a cross-sector collaboration of this kind, are highlighted. The preliminary results show that all four groups have the potential to act as semi-professional resources within emergency response. Interestingly, the basic requirements are the same for all groups, despite different prerequisites.

Abstract: Common operational picture (COP) map-based interfaces display operational information to support integration of emergency responders. Such interfaces integrate different subsystems and present the resulting information into an overview for enabling situation awareness. Literature shows that they are often developed from non-user-centric perspectives and are defined in technological terms that are not adequately capturing the users' needs. Therefore, the aim of this particular work in progress is to get insight into the features and the role of COP map-based interfaces currently being used in Norway to (1) examine their content, functionality, and design; and (2) to understand how such displays are incorporated into the service context. This study structures the knowledge on map displays that constitute part of the COP services. Using workshop and interviews with the developers and users of existing COP map services, we identify requirements for a common operational symbology and common operational functionality to improve such map services and make them interoperable.

Abstract: Inter-organizational issues are very challenging in emergency management (EM). In this paper, aspects of information and communication technologies (ICT), geographical information systems (GIS) and geospatial data (GSD) in the Swedish EM system, an EM system involving a large number of EM organizations, are reported based on a case study. The issues concerned include separated ICT & GIS development between organizations and formation of technological coalitions, problems of identification and access of GSD, located through the large number organizations, as well as uncoordinated launching of web-based GIS service. Possible implications of this situation for command and control are discussed. Additionally, areas for further research are suggested.

Abstract: Twitter is a very important source for obtaining information, especially during events such as natural disasters. Users can spread information in Twitter either by crafting new posts, which are called ?tweets,? or by using retweet mechanism to re-post the previously created tweets. During natural disasters, identifying how likely a tweet is to be highly retweeted is very important since it can help promote the spread of good information in a network such as Twitter, as well as it can help stop the spread of misinformation, when corroborated with approaches that identify trustworthy information or misinformation, respectively. In this paper, we present an analysis on retweeted tweets to determine several aspects affecting retweetability. We then extract features from tweets? content and user account information and perform experiments to develop models that automatically predict the retweetability of a tweet in the context of the Hurricane Sandy.
