Abstract: Although they can make a significant contribution to crisis response and management, citizens tend to be underestimated and under-integrated by official crisis responders. There is a necessity to take citizen contribution into crisis management tools, both for the information they can provide (information-focused volunteers) and the actions they can carry out (action-focused volunteers). Therefore, professionals need to be aware of the diverse ways citizens can help them to manage a critical situation: obviously by improving the situational awareness, but also by spontaneously performing tasks to meet specific needs on the ground.
After presenting the RIO-Suite software, a crisis management tool based on collaboration of stakeholders, this paper suggests ideas about how to make the most of action-focused volunteers to improve the orchestration of the crisis response. Given a volunteer action, four possible decision types are identified: Ignore, Stop, Consider and Support, and their consequences on 1) the crisis response and 2) the collaboration process are presented.

Abstract: Information and Communication Technologies (ICT), and particularly Social Media, drastically changed communication channels and organization during a crisis response. In this context, new forms of citizen initiatives appear, contributing to situational awareness, providing new profiles of stakeholders and broadening the scope of volunteerism in disaster situations. Thus, given the increasing need to understand and take citizen initiatives into account, this article provides a taxonomy of volunteerism types in crisis contexts, based on a literature review on the subject. Mapped on two main dimensions: the status (who they are) and the focus (what they are doing), multiple types of volunteers are presented on this taxonomy. Then, the article deals with possible use of this taxonomy towards integration of citizen initiatives into the crisis response.

Abstract: This paper proposes an agent-based simulation system for Dam Break Emergency Plan validation. The proposed system shows that integrating GIS data with an agent-based approach provides a successful simulation platform for the emergency plan validation process. Possible strategies to emergency plan modeling and representation are discussed, proposing a close relation with the actual workflow followed by the entities responsible for the plan's specification. The simulation model is mainly concerned with the location-based and location-motivated actions of the involved agents, describing the likely effects of a specific emergency situation response. The simulator architecture is further described, based on the correspondence between the representation of the plan, and the simulation model. This includes the involving characteristics of the simulation, the simulation engine, the description of the resulting data (for the later evaluation of the emergency plan) and a visualization and interaction component, enabling the dynamic introduction of changes in the scenario progression.

Abstract: Covid-19 demonstrated the vulnerability of various systems and showed, however, that digital tools and data can serve not only to stop infections but also to detect viruses before or immediately after a zoonosis has occurred, thus preventing a potential pandemic. Although several pandemic early warning systems (P-EWS) and German pandemic-related projects (G-PRP) exist, they often use a limited data range or rely on third-party data. Here, we present a concept of an integrative pandemic early warning system (IS-PAN) applied to Germany using various data such as health data (e.g., clinical/syndromic) or internet data (e.g., social media/apps). Based on a systematic literature research of P-EWS and G-PRP on scientific and public health platforms, we derived indicators that help to detect virus threats with a system consisting of modules monitored in parallel. By integrating various pre collected digital data, this approach can help to identify a potential health threat efficiently and effectively.

Abstract: Crises and disasters are becoming more frequent, long-lasting, complex, and interdependent. This can lead to negative psychosocial consequences in vulnerable population groups, increasing the need to (1) monitor psychosocial indicators and (2) make information on psychosocial topics available to decision-makers, the scientific community, and the public. In this WiPe paper, we present a way to systematically visualize, research, and document different types of psychosocial data in crises and disasters by developing a “Multi-Functional Crisis Information Platform for Psychosocial Situations”, called CIP-PS. The CIP-PS has three components, i.e., an information dashboard (CIP-DAB), a research platform (CIP-REP), and a documentation (CIP-DOC) component which together help visualize, research and document psychosocial topics, such as the psychosocial situation picture in Germany. The platform is a valuable tool for presenting relevant psychosocial information in the context of disaster public health. Its strength lies in an extensive connection between the three components related to healthcare informatics.

Abstract: The current work describes and evaluates an early warning system for meteorological risk in Lisbon that has been functioning in SMPC since February 2008. The system aims to integrate multiple sources of information and facilitate cross checking observations, forecasts and warnings, allowing for an efficient and timely evaluation of the alert level to issue. Currently, it comprises hourly weather and tide level forecasts and automated warnings for Lisbon city, given by MM5 and WRF models running at IST. Results show MM5 performing better than WRF except for warm weather. The overall skill of the warning system is 40% with some false alarm ratios, mainly for forecasts with more than 3 days in advance. This is a reasonable characteristic for early warning since a potentially problematic situation can be anticipated and checked avoiding unnecessary economic expenditures if the warnings do not persist.
