Abstract: This paper aims to lead a discourse on distributing mobile applications while having no access to cloud services. While in daily life people acquire applications via application stores, the access to those stores can be severely hampered in disasters. Instead of wishful thinking, i.e. hoping that people or manufactures would pre-install an (emergency) app before a disaster, we have started to investigate into Internet-less deployment mechanisms. We discuss five potential approaches of deploying apps in an ad-hoc fashion. Each approach is assessed against six criteria, while taking a stance that the smartphone is the minimally required deployment platform. This paper concludes with the observation that current mobile operating system providers do not provide “Internet-less” deployment mechanisms, although platforms as Android allow for this. This said, we hope that this contribution can spark further interest into the discussed problematic.

Abstract: Cooperation and mutual assistance in emergency situations is one of the main objectives of the Latin-American Association of Governmental Organisms of Civil Defense and Protection. To promote such collaboration m-ARCE has been developed; an ubiquitous mobile office for disaster mitigation where users can send and receive information anywhere and anytime. When a catastrophe happens in a country, and almost all infrastructure is destroyed, mobile technology, such as mobile devices and wireless networks, offers the user resources to ask for help and to manage it. Latin-American Countries often suffer catastrophes that provoke numerous human losses and major economic and social problems. International assistance and collaboration with the affected country is necessary to help in its recovery. The Web, like Internet, offers static office services to users who can access information using an infrastructure in indoor environments. On the other hand, mobile computing and networking use the Internet, together with mobile physical devices linked to it, and software platforms built upon it, to design and coordinate systems across countries. In the ubiquitous mobile office design, we describe how services, such as chat, email and wireless communication, should be configured for emergency situation. We make use of ubiquitous hypermedia -linked nodes in ubiquitous spaces- to ensure mobility and accessibility to the mobile device interface, such as PDAs and smartphones.

Abstract: Distributed teams increasingly rely on collaboration environments, typically including chat, to link diverse experts for real time information sharing and decision-making. Current chat-based technologies enable easy exchange of information, but don't focus on managing those information exchanges. Important cues that guide face-to-face collaboration are either lost or missing. In some military environments, operators may juggle over a dozen chat rooms in order to collaborate on complex missions. This often leads to confusion, overload, miscommunication and delayed decisions. Our technology supports chat management. A summary display bar reduces the number of chat rooms operators need open by providing high level situational awareness pointers, in real-time, to: a) rooms with increasing message activity levels, b) rooms in which important collaborators are participating (those in the operator's social network), and c) rooms in which operator-selected keywords are used. This ability to peripherally monitor less critical chat rooms reduces operator overload, while enhancing the ability to rapidly detect important emerging discussion threads. © 2008 The MITRE Corporation. Abstract: Successful disaster relief operations call for responsive and flexible movements of goods in order to make the relief items available when and where they are needed by the affected communities. The objective of this explorative research is to investigate the applicability of the Physical Internet to emergency relief operations. The Physical Internet is a groundbreaking logistical system in which standardised, modular packages are automatically routed from origin to destination through a hyperconnected network of logistics providers and facilities. Although the concept is receiving growing attention from academics, practitioners and policy makers, research in the disaster management context is virtually non-existent. Based on a review of the relevant academic literature and publicly available information from emergency responding agencies and the media, we firstly use the Kaikoura earthquake that occurred in the South Island of New Zealand on 14th November 2016 to identify six key requirements that support the efficient movement of relief items in the aftermath of a disaster. We then identify six characteristics of the Physical Internet and explore how these characteristics can support the requirements of emergency response operations. We conclude that the Physical Internet principles have the potential to enhance the speed, flexibility and reliability of emergency responses. In other words, a fully integrated and collaborative logistics system in which relief items and information move seamlessly across a web of interconnected transport modes and operators can increase the efficient deployment of urgently needed relief items. This study extends the Physical Internet principles to emergency relief operations and identifies new ways of improving and optimising the logistics of emergency responses. In doing so, this research aims to stimulate debate within the disaster relief sector.

Abstract: Based on interviews with European crisis managers and other stakeholders, we identified specific learning requirements regarding psycho-social support in disaster management. This paper describes the process of developing a learning environment specifically for disaster managers with strategic responsibilities. Focusing on competence development, the underlying concept emphasizes peer-like exchanges and self-directed learning rather than passive, externally organized training methods. For that purpose a web-based learning platform is being developed in combination with competence development modules tailored to the needs of crisis managers. The envisioned learning platform utilizes blended learning and social learning concepts and technologies to facilitate knowledge building, adapted and customized to the needs of the crisis managers. End-user requirements will be individually assessed in order to generate up-to-date content while considering the wider EU-context.

Abstract: In this paper, we describe the design, implementation, and evaluation of a mesh network based messaging application for the One Laptop Per Child XO laptop. We outline the creation of an easy-to-use OLPC Activity that exchanges Ushahidi-style messages with nearby OLPC users through the Internet or a mesh network. Our contributions are to implement an epidemic messaging scheme on mesh networks of OLPC XO laptops, to extend the Ushahidi web application to efficiently exchange messages with nodes in mesh networks, and to allow the Ushahidi server to distribute cures, notifications of message delivery, for each received message. Testing and analysis revealed substantial overhead is introduced by the OLPC's use of Telepathy Salut for activity sharing.

Abstract: Modern early warning systems (EWSs) use Internet-of-Things (IoT) technologies to realize real-time data acquisition, risk detection and message brokering between data sources and warnings? destinations. Interoperability is crucial for effective EWSs, enabling the integration of components and the interworking with other EWSs. IoT technologies potentially improve the EWS efficiency and effectiveness, but this potential can only be exploited if interoperability challenges are properly addressed. The three main challenges for interoperability are: (1) achieving semantic integration of a variety of data sources and different representations; (2) supporting time- and safety-critical applications with performance and scalability; and (3) providing data analysis for effective responses with personalized information requirements. In this paper, we describe the ?SEmantic Model-driven development for IoT Interoperability of emergenCy serviceS? (SEMIoTICS) framework, which supports the development of semantic interoperable IoT EWSs. The framework has been validated with a pilot performed with accident use cases at the port of Valencia. The validation results show that it fulfils the requirements that we derived from the challenges above.

Abstract: In every disaster and crisis, incident time is the enemy, and getting accurate information about the scope, extent, and impact of the disaster is critical to creating and orchestrating an effective disaster response and recovery effort. Decision Support Systems for disaster and crisis situations need to solve the problem of facilitating the broad variety of sensors available today. This includes the research domain of the Internet of Things and data coming from social media. All this data needs to be aggregated and fused, the semantics of the data needs to be understood and the results must be presented to the decision makers in an accessible way. Furthermore, the interaction and integration with risk and crisis management systems are necessary for a better analysis of the situation and faster reaction times. This paper provides an insight into the sensor to decision chain and proposes solutions and technologies for each step.

Abstract: In this document we describe enhancements made to the prototype for emergency services in VoIP originally proposed and implemented in (Mintz-Habib, Rawat, Schulzrinne and Wu, 2005). In particular, we describe alternative methods of acquiring the physical location of an emergency caller and a novel way of using location information to determine call destination. We also introduce psapd, an enhanced third party call controller at the public safety answering point (PSAP), and discuss new features made possible by psapd. Preparations are underway in Texas and Virginia to install and test the enhanced prototype.

Abstract: In public safety communications the first responders are getting directions about the tactical action plan with multicast voice whereas they can report back to the dispatcher with unicast voice. In this paper, the aim is to find the maximum number of voice calls for situation reporting in the presence of multicast voice for tactical coordination. In order to increase the reliability of our analysis we verify our simulator against a test bed prototype consisting of three 802.11 terminals. The simulation study is applied within a mobile cell. The proposed mobility model applies for initial deployment in emergency scenarios. We investigate the statistical properties of the model by simulations.

Abstract: People depend on human infrastructure for a range of activities in their daily lives, such as work and socializing. In this paper we consider three different intertwined types of infrastructures of a society that may be affected in crisis situations: The physical, technological, and human infrastructures. We argue that when the human infrastructure is damaged, e.g. in a natural catastrophe or war, then people can switch reliance to the technological infrastructure to be resilient. We conducted an empirical study of 85 people who lived in war zones during the 2006 Israeli-Lebanon war and the ongoing Gulf war in Iraq. In this paper, we report how information technology is used by our informants in new ways in their attempt to maintain social relationships and continue working. Our informants also used technology to help navigate safe routes for travel and for psychological support. We discuss implications of our results for disaster research.

Abstract: This short paper briefly introduces the beamCitizen, a next-generation public safety mobile communications technology. It provides a mobile cloud communication platform that allows sharing of live video, voice, text, photo, location and other critical information among citizens, dispatchers and responders. It aims to connect people, information, and sensors. Our approach was to apply and implement ?Internet of Things? for development of the beamCitizen. To evaluate the beamCitizen, we used the University of Maryland as a pilot to create an end to end public safety communication and response service among the citizens, the 911 center and the first responders in order to help connect and protect close to 20000 students, faculty and visitors. Abstract: This paper presents the design of a decision support tool for crisis response applications. We propose a system to replace emergency contact calling trees with a multi-modal personnel contact architecture. This architecture consists of a centralized notification framework using existing enterprise e-mail, Web site, instant messaging, and voice over IP (VOIP) infrastructure. Response and audit data is collected and stored for analysis, and can be reviewed using a variety of methods in real time. Details of our prototype implementation are discussed. Specifically, we address multi-modal communication techniques and their benefits, enterprise deployment challenges, and opportunities for further research.

Abstract: The French Blood Establishment (EFS) is the only one in France allowed dealing with the blood supply chain. The EFS centers are scattered in France and blood products are transported over hundreds of kilometers, from collection sites to hubs and from the hubs to distribution sites. The strong constraints on lifetime and storage conditions imply a traceability of transportation steps very accurate, which is necessary in case of unexpected and unwanted events. To make “good” decisions, we propose in this research work to use the Physical Internet philosophy. Thanks to sensors in containers and Complex Event Processing modules to aggregate and filter the data collected, we would be able to create a real time “field model”. In case of crisis this model would be helpful and perfectly adapted to help the crisis unit to make “good” decisions and maybe propose solutions based on the past events.

Abstract: Information on the Web has become increasingly important in disaster response. Yet much of this information is redundant. We are creating a suite of electronic knowledge management (eKM) tools that can be used to reduce by an order of magnitude the information that people need to read in order to gain and maintain awareness of web content during emergencies. In this paper, we describe research-in-progress on developing these tools and applying them to web content from organizations' websites and individuals' blogs. Results so far indicate that organizations' websites and individuals' blogs provide redundant coverage of general issues and that each provides additional information about specific issues. By using the tools we are developing, responders and victims will be able to quickly gather an overview of general issues derived from many websites, then learn more about specific issues by navigating to a few websites.

Abstract: Natural and manmade disasters pose a myriad of challenges, which are more severe for individuals with disabilities. Ordinarily to perform daily activities, the disabled get support from assistive technological devices and services; these are commonly disrupted during and after disasters. A proposed solution to support those with visual impairment is a cost-effective wearable 'Smart Cap'. The Smart Cap provides narratives about the surrounding environment while establishing communication between the user (the visually impaired) and a rich online reservoir of knowledge base system capable of vocalising narratives. As a proof-of-concept, this study is implemented using Raspberry Pi, the Amazon Web Services and a P-Cap fitted with a camera. The aim of this research work is to provide an assistive technology to help the visually impaired navigate their way out of any potentially disastrous situation like other citizens would. The proposed system and its usage in disaster situations is an innovative, cost-effective solution specifically addressing the needs of visually impaired persons.

The system disseminates the information extracted (as a synthesis of the web documents) to the users after a filtering based on their profiles. The profile of a user is updated automatically by interactively taking into account his feedback.

Abstract: Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004.

Abstract: Public officials have the responsibility of giving public directions and issuing warnings in the event of an emergency. Traditionally, siren systems, radio and television have been used as the primary means for issuing public alerts. Recently, there has been increased interest in evaluating the Internet's suitability for issuing public alerts during times of emergency. This paper presents a Canadian experience with the design and trials of an Internet-based emergency public alerting system (IPAS). We discuss a proposed set of requirements and system architecture. We also include a discussion of the challenges to be overcome in developing such systems and report on experiments and field trials using the IPAS system developed during this project. Our objective is to provide motivation for future research and industry work in this area.

Abstract: Advancements in technology have provided new opportunities for the delivery of emergency messages. However, some of the issues concerning data security and technical solutions are quite different from the problems of the traditional means of communication. The Internet poses its own set of challenges. This paper presents a few emergency messaging system proposals made by other researchers and also introduces a new proposition put forward by the authors of this paper. This will demonstrate how to use client-server architecture to deliver emergency alert messages in IP-based networks. The proposed system uses Atom feeds to deliver alert messages and also provides a feedback channel for client data. In this scenario clients could have any kind of device from mobile terminals to desktop computers.

modeling to illustrate how using internet-based information sources since the political uprisings in Egypt influence
perceptions of information satisfaction. Consistent with expectations we find that content and process gratifications
constructs combine to explain information satisfaction, while social gratifications do not significantly influence
satisfaction in the context of a crisis. This suggests that UGT is useful for evaluating the use of information
technology in a context where information is limited in quantity and reliability.

Abstract: The Common Alerting Protocol (CAP) is an open standard, which is universally used for early warning systems and other emergency information systems. Future early warning systems will also disseminate CAP warning messages to location aware Internet devices, such as notebooks, Internet phones or Internet-enabled television sets. These Internet devices have the option to acquire their current location as a Presence Information Data Format – Location Object (PIDF-LO) document by the protocols and means developed by the Internet Engineering Task Force (IETF). When an Internet device receives a CAP message, determination of whether this alert is relevant to the user at the current location is crucial. However, the civic address format of PIDF-LO is not interoperable with CAP. This paper describes these interoperability issues, which were collected during a prototype implementation and proposes a mapping of PIDF-LO location elements to CAP to achieve interoperability.
