Abstract: Natural and man-made hazards are increasingly threatening modern societies. Therefore Turoff, Hiltz, Bañuls and Van Den Eede (2013) highlight the need for boosting efforts in planning for emergencies. Advanced early warning systems (EWS) provide opportunities to increase the resilience of societies. Warning via mobile phones is considered to be the best way of alerting but few public authorities already use this warning channel. EWS also help to protect property but their implementation requires significant investments. Cost-benefit estimations are needed for public authorities, insurance companies and the users, particularly private households and enterprises. This paper contributes a disaster-independent formula to disaster research with specific applications for hydrological hazards. Illustrated by a heavy rain scenario, it shows, in particular, the benefits of EWS for companies. A specific focus is put on lead time aspects.

Abstract: Natural disasters are destructive events, but can also give opportunities for learning in crisis management for organizational information technology (IT) functions. In their role as stewards of company data and IT, it is important that IT managers participate in crisis management activities. However, the role of IT managers in crisis management is not well understood, particularly in crisis response. An understanding on how IT managers lead during crisis situations, not only on how they prepare for these events, can help in devising recommendations and training that improves IT manager crisis response.

Abstract: Taiwan is located in the collision zones between two continental plates collide. From the perspective of plate tectonics, the paleo-tectonic environment of the Taiwan and its surrounding areas are rather complex and active due to the tectonic compression of the Eurasian Plate and Philippine Sea Plate. This has resulted in frequent earthquakes in Taiwan. In addition, the tropical and subtropical climate drives not only weathering and erosion of surface rocks, but also typhoon or monsoon triggered torrential and heavy rains in summer and autumn. For downstream land subsidence areas with poor discharge capacity, it is therefore often to have serious floods and resulted in large-scale disasters that endanger citizens' lives and property. Affected by climate change, high urban density and overexploitation of land resources, Taiwan has a substantial increase in natural disasters over the last couple of years. As the country is confronted by unfavorable environment and climate conditions, how disaster alerts and information are accurately and timely released has become an important topic for facilitating the evacuation of citizens and dispatch of disaster relief personnel. This study has combined the mobile communications technology to enable our government to, with the Cell Broadcast Service (CBS), instantly send messages to all 4G and 3G (WCDMA) mobile users within the coverage of designated base stations and without being affected by the network congestion through independent channels. This will help timely notify citizens to evacuate and reduce casualties.

Abstract: The usage of non-authoritative data for disaster management provides timely information that might not be available through other means. Wikipedia, a collaboratively-produced encyclopedia, includes in-depth information about many natural disasters, and its editors are particularly good at adding information in real-time as a crisis unfolds. In this study, we focus on the most comprehensive version of Wikipedia, the English one. Wikipedia offers good coverage of disasters, particularly those having a large number of fatalities. However, by performing automatic content analysis at a global scale, we also show how the coverage of floods in Wikipedia is skewed towards rich, English-speaking countries, in particular the US and Canada. We also note how coverage of floods in countries with the lowest income is substantially lower than the coverage of floods in middle-income countries. These results have implications for analysts and systems using Wikipedia as an information source about disasters.

Abstract: Greene County in Dayton, OH houses Wright Patterson Air Force Base (WPAFB), whose estimated 2009 economic impact within its Metropolitan Statistical Area (MSA) is $5.17 million. Despite its military/strategic importance as the largest base in the U.S. Air Force, literature search did not uncover a published comprehensive risk analysis for WPAFB, or even Greene County, across the entire spectrum of hazards from natural to technological to man-made (including terrorism). This paper presents a summary report on risk determination and economic impact data for Greene County and WPAFB (within Greene County) in the context of riverine flooding, using FEMA's HAZUS-MH tool. It is hoped that the results will further the regional compilation of data and thus prove of use to the local disaster management community while generally growing the overall body of work in risk analysis. Future work aims to expand regional risk determination to other natural disasters and terrorism scenarios.

Abstract: Accessibility is an essential indicator for measuring the functions and equity of urban services, and could be harnessed to provide insights into the social disparities in urban residents’ interaction with urban services. In this study, we attempt to measure urban residents’ accessibility patterns to urban services during natural disasters using an improved gravity model method. Firstly, by analyzing human digital trace data in the Wilmington metropolitan area over three months, we assessed the residents’ accessibility levels of grocery stores and restaurants before, during and after Hurricane Florence, and captured the diverse trends of residents’ responses to the hurricane. Then, we identified and statistically tested the social disparities in residents’ accessibility behaviors in response to the hurricane. The findings may provide new insights for city planners and policymakers in terms of equity evaluations of resource accessibility and resource allocations among different communities and improvement of their resilience against natural disasters.

Abstract: Effective decision-supporting visualization is critical for strategic, tactic, and operational management before and during a large-scale climate or extreme weather emergency. Most emergency management applications traditionally consist of map-based event and object visualization and management, which is necessary for operations, but has small contribution to decision makers. At the same time, analytical models and simulations that usually enable prediction and situation evaluation are often analyst-oriented and detached from the operational command and control system. Nevertheless, emergencies tend to generate unpredictable effects, which may require new decision-support tools in real-time, based on alternative data sources or data streams. In this paper, we advocate the use of dashboards for emergency management, but more importantly, we propose an intelligent mechanism to support effective and efficient utilization of data and information for decision-making via flexible deployment and visualization of data streams and metric displays. We employ this framework in the H2020 beAWARE project that aims to develop and demonstrate an innovative framework for enhanced decision support and management services in extreme weather climate events.

Abstract: Society is faced with a growing amount of property damage and casualties from man-made and natural disasters. Developing societal resilience to those disasters is critical but challenging. In particular, societal resilience is jointly determined by federal and local governments, private and non-profit sectors, and private citizens. We present a sequence of games among players such as federal, local, and foreign governments, private citizens, and adaptive adversaries. In particular, the governments and private citizens seek to protect lives, property, and critical infrastructure from both adaptive terrorists and non-adaptive natural disasters. The federal government can provide grants to local governments and foreign aid to foreign governments to protect against both natural and man-made disasters. All levels of government can provide pre-disaster preparation and post-disaster relief to private citizens. Private citizens can also make their own investments. The tradeoffs between protecting against man-made and natural disasters – specifically between preparedness and relief, efficiency and equity – and between private and public investment, will be discussed. © 2012 ISCRAM.

Abstract: Information technologies and other critical infrastructures are interconnected in ways that can lead to vulnerabilities in the ability of these infrastructures to perform during natural disasters and acts of terrorism either to reduce adverse consequences or provide needed emergency response services. This research applies and adapts a number of indicators of infrastructure interdependency based on the authors' earlier research to determine where weak points and strengths occur in the interconnections between infrastructure technology and other infrastructure support services such as electric power and transportation, and where weak points create vulnerability that can be improved for more effective response in emergencies.
