Abstract: Ontology matching is a key problem in many metadata intensive application domains, including emergency response, data integration, peer-to-peer information sharing, web service composition, and query answering on the web. In this paper we present an emergency response scenario based on the organizational model as used in Trentino region, Italy. We provide a formalization of this scenario with the help of lightweight coordination calculus. Then, we discuss an automatic approximate structure preserving matching algorithm which we applied within the emergency response scenario. The evaluation results, though preliminary, are encouraging.

Abstract: The preparation of high quality emergency plans to guide operational decisions is an approach to mitigate the emergency management complexity. In such multidisciplinary scenario, teams with different perspectives need to collaborate towards a common goal and interact within a common understanding. In this scenario, the characterization of the variability of the elements involved in these plans is an important issue, which is addressed by the emergency plans generation methodology Document Product Line for Emergency Plans (DPL(EP)). To increase common understanding of plans, we propose an adaptation of this methodology by applying a well-founded emergency ontology, termed OntoEmergePlan, which supports the domain engineering phase. It is grounded in a foundational ontology, which ensures a higher consistency degree to the process of plans generation.

Abstract: In emergency management, communication between the emergency management team and the outer world is essential. When using an emergency management system, such communication is often IT-based. To disburden the emergency management team, structured “B2B” messages may be used that correspond to the (foreseen) lifecycle of relevant entities in the emergency, such as threats and measures. The paper introduces an approach for the realization of a B2B messaging protocol and the corresponding integration engine, which maps message content to service calls, in the context of an emergency management system. The approach is light-weight and model-based, as protocols and integration engine are based on merely modeling the states and state transitions of objects in the system representing essential entities in the emergency. As the model is described in non-technical terms, this can be done by a non-IT expert.

Abstract: Available medical resources are the basis of efficient disaster medical relief. The medical resources assignment for disaster medical relief forces is usually fixed. However, the injury condition distribution changes in different disaster and so does the demand for the medical resources. So the assignment of medical relief forces should be more flexible and based on the injury. We analyzed the component parts and rules of disaster medical relief, defining the related concepts and rules. Then, we constructed the describing rules of injury-treatment-medical-technique-resource-assignment process. Based on these, we established the ontology of disaster medical relief system and the injury-driven medical resources assignment ontology model (MRAOM). We used the model to describe the medical relief situation after earthquake to demonstrate the model could describe complicated situations. We also used the model to describe and forecast the medical resource assignment of treating batch wounded to demonstrate the model's validity.

Abstract: One of the most important components of recovery and speedy response during and immediately after an earthquake disaster is a communication and tracking which possibly capable of discovering affected peoples and connects them with their families, friends, and communities with first responders and/or to support computational systems. With the capabilities of current mobile technologies, we believed that it can be a smart earthquake disaster tools aid to help people in this situation. Ontologies are becoming crucial parts to facilitate an effective communication and coordination across different parties and domains in providing assistance during earthquake disasters, especially where affected locations are remote, affected population is large and centralized coordination is poor. Several existing competing methodologies give guidelines as how ontology may be built, there are no single right ways of building an ontology and no standard of Disaster Relief Ontology exist, although separated related ontologies may be combined to create an initial version. This article discusses the on-going development of an ontology for a Communication and Tracking System (CTS), based on existing related ontologies, that is aimed to be used by mobile phone applications to support earthquake disaster relief at the real-time.

Abstract: A comprehensive ontology has been developed to model the operational domain knowledge and provide information management for a light fieldable laboratory (LFL) performing molecular microbiological analyses. LFL is considered as a toolbox where all operational functions and tools used to execute these functions are incorporated into a single system. The ontology is used to facilitate the LFL mission preparation and management, to provide technical compatibility of sharable information between tools, and to align the terminology and definitions between tools while complying with standards, best practices and procedures. The LFL domain is a formalised and structured modelling the LFL concepts, procedures, functions, prescribing the necessary functions and delimiting those which are incompatible with the given mission or scenario. Such consistent logical modelling allows to efficiently plan and configure the LFL mission selecting only the necessary functions and tools from the whole collection and to activate them appropriately in due time.

Abstract: Widespread crises require the deployment of a crisis team, to coordinate the disaster assistance. Because of their low frequency of occurrence and the extensive assignment of volunteers, often only less practical knowledge in managing widespread crises are available on demand. If such a crisis occurs, the gained knowledge must be quickly shared within the team. Current crisis management systems are designed to manage big amounts of situation facts, crisis teams based their work on. But very often these systems are not able to manage information about the linkage of these facts causing the problems. KIS is the first prototype of a crisis team information system, able to combine an ontology based data model for situation representation with the ability to forecast causal chained and spatially related problems derived on situation facts. KIS is able to store and manage this knowledge so that it can easily be shared with others.

Abstract: The semantics of things represent the central problem of the heterogeneous domain of emergency response. Both the communication between human actors and the interface between information systems face this hurdle with high impact on the efficiency in mission and time critical command and control processes. The integration of applications and information sharing based on semantic technologies promise added value for a solution to this problem. Therefore a model of the domain is essential; this paper contributes a domain ontology for fire protection. The scientific discussion as well as expert interviews built the basis for a new modeling approach. The selection of ontology languages is one of the important design issues presented in this paper.

Abstract: This paper describes an ontology created for the RESCUER[1] (Reliable and Smart Crowdsourcing Solution for Emergency and Crisis Management), a project funded by the European Union and the Brazilian Ministry of Science, Technology and Innovation, it uses crowdsourcing information for supporting Industrial Parks (InPa) and Security Forces during an emergency situation. The proposal, EDXL-RESCUER ontology, is based on EDXL (Emergency Data Exchange Language), and it aims to be the RESCUER conceptual model related to the coordinating and exchanging of information with legacy systems. The ontology was evaluated with end users during a workshop and the results show that EDXL-RESCUER is adequate for Emergency and Crisis domain in InPa and Security forces contexts.

Abstract: Epidemic spreading simulation in social networks denotes a set of techniques that allow to assess the temporal evolution and the consequences of a pandemic. They were largely used by governments and International health organizations during the COVID-19 world crisis to decide the appropriate countermeasures to limit the diffusion of the disease. Among them, the existing simulation techniques based on a network model aimed at studying the infectious disease dynamics have a prominent role and are widely adopted. However, even if they leverage the topological structure of a social network, they disregard the intrinsic and individual features of its members. A semantic social network is defined as a structure consisting of interlinking layers, which include a social network layer, to represent people and their relationships and a concept network layer, to represent concepts, their ontological relationships and implicit similarities. Here, we propose a novel epidemic simulation framework that allows to describe a community of people as a semantic social network, to adopt the most commonly used compartmental models for describing epidemic spreading, such as Susceptible-Infected-Susceptible (SIS) or Susceptible-Infected-Removed (SIR), and to enable semantic reasoning to increase the accuracy of the simulation. Finally, we show how to use the framework to simulate the impact of a pandemic in a community where the job of each member is known in advance.

Abstract: This paper presents our work on developing a system for Internet monitoring and knowledge extraction from different web documents which contain information about disasters. This system is based on ontology of the disasters domain for the knowledge extraction and it presents all the information extracted according to the kind of the disaster defined in the ontology. The system disseminates the information extracted (as a synthesis of the web documents) to the users after a filtering based on their profiles. The profile of a user is updated automatically by interactively taking into account his feedback.

Abstract: This paper describes the work that is being done within the EU research project DISASTER to solve interoperability issues in cross-border emergency operations by applying a technical solution that is able to create a common operational picture. To that end a twofold solution is proposed: The development of a common and modular ontology shared by all the stakeholders taking into account different countries cultural, linguistic and legal issues. And, from that point, bearing in mind that most legacy EMSs (Emergency Management Systems) rely on Service-Oriented-Architectures (SOA), the implementation of transparent SOA mediation algorithms compliant with current data formats and existing solutions. That way, a mediation solution is provided by the DISASTER Mediator, which plays the role of gateway for each EMS enabling a communication based in Web Services. In order to avoid a misunderstanding of shared information it is necessary to create a solution that offers more than a plain translation of terms but rather a concept mediation so the corresponding user is able to understand the situation in its own framework of reference.

Abstract: We propose an OWL/SWRL enabled ontological environment which can play a role in reporting and decision making in Humanitarian Crises (HC). We use (5WH): WHO, WHAT, WHERE, WHEN, WHY and HOW, as the main vehicle for gathering information for decision making. Abstract: With the frequent occurrence of emergency incidents in recent years, developing intelligent and effective decision support systems for emergency response and management is getting crucial to the government and public administration. Prior research has made many efforts in constructing crisis databases over the decades. However, existing emergency management systems built on top of these databases provide limited decision support capabilities and are short of information processing and reasoning. Abstract: Successful and effucient crisis management depends on the availability of all accessible relevant information on the incidents during a crisis. The sources of this information are very often multiple and manifold – in particular in the case of environmental crises such as wild fires, floods, drought, etc. For the staff of the control centres it can be a challenge to follow up on all of them. In this paper, we present work in progress on an automatic multilingual incident report generator that produces summaries of all environmental incidents communicated by citizens or authorities in a given time range for a given region in terms of a text message, an audio, a video or an image and analyzed by dedicated modules into uniform knowledge representation structures.

Abstract: The situation with the hurricane Katrina showed that the conventional tiered response to disaster event, whereby state and local officials are responsible for the first few days, does not work well in case of megadisasters (massive hurricanes, earthquakes, large-scale acts of terrorism, etc.). Such situations require application of new technologies for preparing the operation, interoperability between the operation participants, and decision support for officials. Here presented approach proposes a context-driven decision support schema based on integration of such technologies as context & ontology management and constraint satisfaction. The application of the approach is illustrated via a case study of a portable hospital arrangement.

Abstract: Emergency management is by its nature, and in some jurisdictions by its definition, an activity that requires a concerted effort by a number of governmental and non-governmental agencies. There is a growing appreciation that collaboration between these parties is best served through the use of interoperable standards for message formats for purposes such as alerting and resource exchange. However, it is also important to realize that, although much advantage can be drawn from standardizing certain aspects of communication, such as the structure of messages, different agencies will use different vocabularies. In this paper we discuss how ontologies can be used with standard messaging formats for resource messaging to enable intelligent decision support mechanisms in the presence of differing vocabularies across organizational boundaries. We also present a survey of the opportunities for using ontologies in emergency management, and the issues that must be addressed.

Abstract: To reduce a crisis, heterogeneous actors must coordinate their actions and exchange information. The ISyCri project aims at facilitating this collaboration by providing a Mediation Information System (MIS), which change the set of partners into a system of systems. The design of this MIS is based on the characterization of the crisis and services of actors. The first step of MIS design consists in deducing a collaborative process involving partners of the crisis reduction (from the characterization of the crisis and services of actors). This step is based on a metamodel, which allows to build models (consistent with each other) and ontologies. The inference of the collaborative process is not a trivial issue: The deducing approach uses ontologies and models transformation to organize services according to characteristics of the crisis. This paper discusses this global approach and an illustrative case of study.

Abstract: Handling highly dynamic scenarios as they arise in mass casualty incident (MCI) situations requires lots of information about the situation and an extremely flexible IT infrastructure that can assist in managing the inci-dent. Normally, rescue workers from different organisational cultures do not communicate across their organisa-tional boundaries, but in an MCI they have to efficiently collaborate in order to successfully manage the inci-dent. In this paper we argue that qualitative cultural analysis can provide important insights into the design of techno-logical systems that are to be deployed in inter-organisational settings like an MCI. We will show how the engi-neering of complex knowledge based systems for such scenarios can profit from the results of such an analysis.
