Abstract: Research in emergency response systems has produced significant literature in a very short span of time. We review a corpus of published works on how Information Communication Technology (ICT) is being utilized and the type of tasks ICT attempts to support in the event of a crisis due to disasters, whether natural or man-made. In our research, we have been able to distinguish eight types of tasks supported by technology during a disaster. We list some of these technologies used by the public, practitioners and researchers to illustrate the current trends of technology usage. We also identify gaps and technology needs that require our attention. Given the increasing frequency and severity of disasters, this research is timely as it (1) contributes to our understanding of the trends of development and technology use during times of crises and (2) identifies potential areas for future work to improve ICT's role during times of emergency. © 2012 ISCRAM.

Abstract: Continuous Auditing systems require that human judgment be formalized and automated, which can be a complex, costly and computationally intensive endeavor. However, Continuous Auditing systems have similarities with Emergency Management and Response systems, which integrate Continuous Auditing's detection and alerting functions with the tracking of decisions and decision options for the situations that could be more effectively handled by human judgment. Emergency Management and Response systems could be an effective prototype to help overcome some of the implementation obstacles that are impeding Continuous Auditing systems' implementation rate. Continuous Auditing has the potential to transform the existing audit paradigm from periodic reviews of a few accounting transactions to a continuous review of all transactions, which thereby could vastly strengthen an organization's risk management and business processes. Although Continuous Auditing implementations are occurring, their adoption is slower than expected. With the goal of providing an empirical and methodological foundation for future Continuous Auditing systems and possibly inspiring additional investigation into merging the Continuous Auditing and Emergency Management streams of research, this paper provides several definitions of Continuous Auditing, suggests possible architectures for these systems, lists some common implementation challenges and highlights a few examples of how Emergency Management research could potentially overcome them.

Abstract: Works on Emergency Response Systems (ERS) tend to set aside-or discuss peripherally-the global nature of catastrophes and the unique conditions under which these systems have to operate. Major disasters either affect more than one country or require the help of more than one nation. Designing ERS to manage global crisis situations pose great challenges due to incompatible technologies, language and cultural differences, variations in knowledge-level and management styles of decision makers, and resource limitations in individual countries. In this paper, we outline theoretical foundations for designing global ERS. We develop a path model that identifies the elements and their interactions needed to ensure quality of outcomes and processes of emergency response. We also prescribe a Global Information Network (GIN) architecture to provide decision-makers with timely response to crises involving global intervention.

Abstract: Building community resilience to natural disasters represents a major policy priority for the United States as hazards impact vulnerable urban regions with increasing frequency and severity. Applying network analysis techniques, we examine the dynamics of emergency response to Superstorm Sandy, which struck the United States east coast in late October 2012 and caused over $72 billion in damages. Drawing on a variety of data sources and analytical techniques, we document the storm's impact on a system of interacting private, public, and nonprofit organizations. We find that the storm's response network exhibited clear patterns of information gaps and flows among different types of organizations. Our findings suggest a general lack of communication between government agencies and businesses, an area of potential improvement in future regional-scale emergency response systems.

Abstract: Modeling the interaction between interdependent systems in dynamic environments represents a promising approach to enabling communities to assess and manage the recurring risk to which they are exposed. We frame the problem as a complex, adaptive system, examining the interaction between transportation and emergency response as a socio-technical system. Using methods of spatial and statistical analysis, we overlaid the engineered transportation system on the organizational emergency response system to identify the thresholds of fragility in each. We present a research design and preliminary results from a small-scale study conducted in the Pittsburgh Metropolitan Region that examined the interaction between the transportation and emergency response systems. These results informed the design of a Situational Assessment Module for emergency managers, currently under development at the University of Pittsburgh.

Abstract: This short insights paper examines IT Supported Emergency Response systems from the perspective of the digital divide and access for disabled people. It is argued that inclusive design is often overlooked in the development of emergency systems and this can lead to increased marginalisation of certain societal groups, such as disabled people and older people. Given the importance of equality of provision in relation to emergency responses there is a need to examine accessibility policy in this area to determine whether it enables the equal participation of all. This is important both in relation to the ability to access key information in an emergency situation and to participate in crowdsourced data generation to help in the targeting of resources, both at the time of an emergency and in subsequent planning. This insights paper takes both a practical and theoretical approach and focuses upon key policies emanating from the EU and UK.

Abstract: Emergency management situations are highly complex and require the collaboration of multiple parties for adequate responses to incidents. The design and validation of effective emergency response systems is critical in order to improve the overall effectiveness of teams tasked to manage emergency situations. We report ongoing work whose objective is to increase the efficiency of emergency response solutions through iterative cycles of human in-the-loop simulation, modeling, and adaptation. Ultimately, this cycle could either be achieved offline for complex adaptation (e.g., development of a novel interface), or online to provide timely and accurate decision support during an emergency management event. Abstract: Current process support technology for crisis management is often limited to either sharing of information or hard-coded process support through dedicated systems. Workflow management systems have the potential to improve crisis response operations by automating coordination aspects. Unfortunately most contemporary systems can only support static workflows, hence yielding inflexible support systems. Recent work on the use of functional programming techniques for workflow modeling has led to the development of the iTask system. It uses function combination to model dynamic data-driven processes and generates executable workflow support systems. Because of its focus on dynamic processes it appears promising for development of flexible crisis response systems. In this paper we present an initial discussion of the potential of the iTask system for crisis management applications. We give an overview of the iTask system, and discuss to what extent it meets the requirements of the crisis management domain.

Abstract: The STATPack is a telemedicine consultation and emergency response system which was developed to increase statewide laboratory responsiveness to public health emergencies. Although several emergency response management information systems have been created for diagnostic laboratories at the national level, most states in the U.S. do not have the capability to share critical public health microbiology laboratory information at local levels, especially in rural communities. This paper offers a description and preliminary assessment of the STATPack as it is being deployed by the Nebraska Public Health Laboratory and should be recognized as research in-progress. Initial experiences with this emergency response system have been encouraging.

Abstract: Emergency Managers face a number of critical problems related to the compilation, validation, and use of Emergency Procedures. Traditional approaches do not provide enough expressiveness to accurately specify emergency procedures covering each possible scenario. As a result of this situation, Emergency Procedures are not as useful as they should be, neither in prevention nor during resolution of an emergency. In this work, we present an approach that merges two techniques to provide the broad expressiveness required when specifying Emergency Procedures. To represent sequences on actions performed by different participants we use workflow techniques. On the other hand, we use rules to represent available or mandatory actions according to the state of the system during the emergency. These rules are expressed in dynamic logic as the underlying formalism. Our approach provides more expressiveness and precision for the specification of Emergency Procedures, offering better conditions for their verification and validation. As a case study we have used part of a city subway Emergency Procedure.

Abstract: The present paper introduces a scenario-based framework design for connecting emergency response system with human behavior analysis and social information processing, which aims at improving its comprehensive capability in dealing with unexpected situations caused by physical, social and psychological factors during a crisis. The overall framework consists of four function modules: Scenario awareness, scenario analysis, scenario evolvement and scenario response. A detailed function design for each module is presented as well as the related methodologies used for integration of four modules. The contribution of this paper includes two aspects. One is realizing the integration of incident evolution, information-spreading and decision-making by taking account of physical, social and psychological effects during emergency. The other is improving the efficiency of decisionmaking through dynamic optimization process.

Abstract: Flexibility, variously known as adaptability, tailorability, and customizability, has long been recognized as important in information system (IS) success. Reliability has known value in IS for the resulting predictability it bestows on a system. However increasing flexibility can increase possible paths for system breakdown, and so contribute to failure, i.e. increasing flexibility can reduce reliability. Reliability and flexibility seem in design “tension”, as one creates change and the other resists it. The combination of reliability and flexibility has been called “ robustness”, and it seems a desirable integration particularly for emergency response systems. However typically these two areas are studied separately. Our approach to evaluating the combination of reliability and flexibility is to define two distinct requirements that neither overlap nor contradict, and can be assessed by system users. Abstract: When a disaster occurs it is critical that emergency response information systems share a common ontology to support their disaster management alerting functions and notifications. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so it is crucial, for emergency systems, to be able to transmit them to all kinds of recipients. An ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages and contents over different emergency response information systems and to be accessible under different conditions and for different kind of users.

Abstract: This paper examines inter-organizational governance within the context of a County wide Emergency Medical Services (EMS) system. Through a case study approach that included an action research methodology, this paper reports research findings on how one multi-organizational EMS system in California designed a process to establish an inter-organizational IT governance structure. The process resulted in EMS stakeholders defining architectural qualities that could be used to drive the EMS enterprise to a higher level of architecture maturity. That is, away from inherent business silos and towards greater levels of standardization and integration of information and technology across all stakeholder groups. The San Mateo County, CA Emergency Medical Services (EMS) system provided the case study context to better understand characteristics of a high performing emergency response system. The unique governance structure of this case allowed researchers to formulate a preliminary understanding of what IT governance is within this context and how it plays a role within private and not-for-profit sector large-scale, inter-organizational, emergency response systems. We applied the time critical information services (TCIS) framework to the specific setting of the San Mateo EMS strategic redesign initiative. The TCIS framework was used to drive roundtable discussions and in addition to obtaining a better understanding of the governance dimension, much was also learned about the operational and organizational dimensions of a high performing emergency response system. From these discussions, a set of 11 key findings were developed in order to guide the county's procurement strategy and future strategic direction. The impact of these findings is that they will be used to formulate public and private sector service contracts that will remain in effect for the next 10 years.

Abstract: This paper explores the design of training environments in which emergency response professionals can use information technologies to train for responding to unplanned-for situations. This approach – designing for improvisation – is fundamentally different than designing for plan execution. In this paper, we identify three dimensions of this difference and outline a set of research questions that are intended to lead to a better understanding of the role of improvisation in emergency response, as well as how it can be trained for and supported. The different roles, tasks and responsibilities these actors have in response operations and the legal frameworks they work within influence their needs for proper information system support. There is thus a substantial need to study and systemize the concept of “new actors” before providing them with technical solutions. In this study, a framework is constructed showing 14 dimensions of new actors that need to be considered when new actors are studied in more detail.

Abstract: Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept.

Abstract: The current humanitarian system is based on institutions created during the Industrial Age. It was built when connectivity was a very scarce resource and information sharing was something that only happened during meetings. The increased resiliency of mobile communication networks and the proliferation of satellite based network connectivity have lead to information being much easier to share. At the same time the rise of social networks and the explosive growth of mobile ownership amongst the affected communities has lead to a new way of communicating. Furthermore the large institutional humanitarian response organizations are no longer the only responders, with multiple smaller organizations responding. This paper looks at the opportunities new technologies have provided in rethinking the humanitarian response system and how new approaches may address some of the key issues faced in large-scale disasters in recent years. © 2012 ISCRAM.

Abstract: This paper describes the WIPER system, a proof of concept prototype, and progress made on its development to date. WIPER is intended to provide emergency response managers with an integrated system that detects possible emergencies from cellular communication data, attempts to predict the development of emergency situations, and provides tools for evaluating possible courses of action in dealing with emergency situations. We describe algorithms for detecting anomalies in streaming cellular communication network data, the implementation of a simulation system that validates running simulations with new real world data, and a web-based front end to the WIPER system. We also discuss issues relating to the real-time aggregation of data from the cellular service provider and its distribution to components of the WIPER system.

Abstract: This paper describes the proposed WIPER system. WIPER is intended to provide emergency planners and responders with an integrated system that will help to detect possible emergencies, as well as to suggest and evaluate possible courses of action to deal with the emergency. The system is designed as a multi-agent system using web services and the service oriented architecture. Components of the system for detecting and mitigating emergency situations can be added and removed from the system as the need arises. WIPER is designed to evaluate potential plans of action using a series of GIS enabled Agent-Based simulations that are grounded on realtime data from cell phone network providers. The system relies on the DDDAS concept, the interactive use of partial aggregate and detailed realtime data to continuously update the system and allow emergency planners to stay updated on the situation. The interaction with the system is done using a web-based interface and is composed of several overlaid layers of information, allowing users rich detail and flexibility.

Abstract: Most information systems (IS) research into emergency management (EM) consists of case studies of prior disasters, social behavior research, and planning or preparedness research. This study fills a gap in EM and IS research as it aims to better understand the nature of coordination during crisis response; investigate the functions and capabilities of existing coordination systems; and identify the desired functions to manage multi-agency coordination response. Grounded theory is the methodology adopted for this study. Firsthand interview and observational data will be collected from agency command centers, ride-outs with police, fire, and emergency medical services (EMS) agencies, and from multi-agency training exercises. This study is expected to make a theoretical contribution to crisis response system design as it will develop a theory to better understand the information requirements for context-aware multi-agency real-time coordination responses to crises.

Abstract: Automated coordination is regarded as a novel approaches in Emergency Response Systems (ERS), and especially resource allocation has been understudied in former research. The contribution of this paper is the introduction of two variants of a novel resource allocation mechanism that provide decision support to the centralized Emergency Operations Center (EOC). Two quantitative models are computationally validated using real-time, data-driven, Monte-Carlo simulations promoting reliable propositions of distributed resource allocations and schedules. Various requirements are derived through a literature analysis. Comparative analyses attest that the Monte-Carlo approach outperforms a well-defined benchmark.
