Abstract: Decision making in extreme events presents a difficult challenge to emergency managers who are legally responsible for protecting life, property, and maintaining continuity of operations for their respective organizations or communities. Prior research has identified the benefits of gaining situation awareness in rapidly changing disaster contexts, but situation awareness is not always sufficient. We have investigated “option awareness” and the decision space to provide cognitive support for emergency managers to simulate computationally possible outcomes of different options before they make a decision. Employing a user-centered design process, we developed a computational model that rapidly generates ranges of likely outcomes for different options and displays them visually through a prototype decision-space interface that allows rapid comparison of the options. Feedback from emergency managers suggests that decision spaces may enable emergency managers to consider a wider range of options for decisions and may facilitate more targeted, effective decision making under uncertain conditions.

Abstract: Modeling the interaction between interdependent systems in dynamic environments represents a promising approach to enabling communities to assess and manage the recurring risk to which they are exposed. We frame the problem as a complex, adaptive system, examining the interaction between transportation and emergency response as a socio-technical system. Using methods of spatial and statistical analysis, we overlaid the engineered transportation system on the organizational emergency response system to identify the thresholds of fragility in each. We present a research design and preliminary results from a small-scale study conducted in the Pittsburgh Metropolitan Region that examined the interaction between the transportation and emergency response systems. These results informed the design of a Situational Assessment Module for emergency managers, currently under development at the University of Pittsburgh.

Abstract: The communications of emergency response managers were tracked during simulated catastrophic events at a university campus in the Washington, D.C. region. Local, state, and federal response managers interacted with each other and with students using a variety of communication media in order to investigate the utility of new communication channels for emergency response management. Students and emergency managers interacted using a Twitter-like platform and a portal built with Ushahidi crowd-sourcing software. The emergency managers also used a chat interface that included private instant messaging, telephone, and the county's existing emergency web portal. Their media use was analyzed along with the functions of their communications, and the patterns that emerged are described and quantified.

Abstract: User-generated content (UGC) on social media can act as a key source of information for emergency responders incrisis situations. However, due to the volume concerned, computational techniques are needed to effectively filter and prioritise this content as it arises during emerging events. In the literature, these techniques are trained using annotated content from previous crises. In this paper, we investigate how this prior knowledge can be best leveraged for new crises by examining the extent to which crisis events of a similar type are more suitable for adaptation tonew events (cross-domain adaptation). Given the recent successes of transformers in various language processing tasks, we propose CAST: an approach for Crisis domain Adaptation leveraging Sequence-to-sequence Transformers. We evaluate CAST using two major crisis-related message classification datasets. Our experiments show that ourCAST-based best run without using any target data achieves the state of the art performance in both in-domain and cross-domain contexts. Moreover, CAST is particularly effective in one-to-one cross-domain adaptation when trained with a larger language model. In many-to-one adaptation where multiple crises are jointly used as the source domain, CAST further improves its performance. In addition, we find that more similar events are more likely to bring better adaptation performance whereas fine-tuning using dissimilar events does not help for adaptation. To aid reproducibility, we open source our code to the community.

Abstract: Social media has enabled people to circulate information in a timely fashion, thus motivating people to post messages seeking help during crisis situations. These messages can contribute to the situational awareness of emergency responders, who have a need for them to be categorised according to information types (i.e. the type of aid services the messages are requesting). We introduce a transformer-based multi-task learning (MTL) technique for classifying information types and estimating the priority of these messages. We evaluate the effectiveness of our approach with a variety of metrics by submitting runs to the TREC Incident Streams (IS) track: a research initiative specifically designed for disaster tweet classification and prioritisation. The results demonstrate that our approach achieves competitive performance in most metrics as compared to other participating runs. Subsequently, we find that an ensemble approach combining disparate transformer encoders within our approach helps to improve the overall effectiveness to a significant extent, achieving state-of-the-art performance in almost every metric. We make the code publicly available so that our work can be reproduced and used as a baseline for the community for future work in this domain.

Abstract: A real-life exercise is a scientific method used by the TH Köln to generate data sets of new technologies and operational concepts derived from research projects. The Institute of Rescue Engineering and Civil Protection (German acronym: IRG) uses a real-time locating system (RTLS), video surveillance, observers and a mass casualty incident benchmark to generate motion profiles, information flows and information on the quality of care. In this practitioner paper these different methods will be discussed and the combination of different data is described. Furthermore, an outlook is given on the extent to which the method will be improved and expand-ed in the future. Concluding it can be said that the combination of all collected data is essential for the evalua-tion of a real-life exercise in security research or civil protection.

This paper frames the issue of information systems complexity by focusing on the types of complexities involved in emergency management phases and explaining each complexity type. Abstract: In emergencies, preparation is of paramount importance but it is not sufficient. As we know, emergency agencies develop extensive (text) plans to deal with accidents that could occur in their territories; their personnel train to enact such procedures, but, despite that, the unpredictable conditions that occur during an emergency require the ability to adapt the plan promptly. This paper deals with the last mile of a process we defined for enabling the adaptive execution of such emergency plans. In previous works, we discussed how to convert a free-text plan into a structured-text form, represent this plan using standard modelling notations, and extract goals that plans prescribe to be fulfilled. In this paper, we propose an approach for executing these plans with a workflow execution engine enriched by the capability to support runtime adaptation.

Abstract: The success of humanitarian relief efforts is contingent upon the quality and timeliness of information provided to both the decision making and coordinating functions. Poor or fragmented information can lead to inappropriate decisions or poorly coordinated activities. This research focuses on how the application of spatially aware technologies can allow the information dimension of the challenge to become more effective. This will be achieved through the development of a comprehensive framework for the organization of spatially referenced humanitarian information, and corresponding geospatial data model for practical application in the field. The development of a spatial data framework that is both comprehensive and scalable can unleash the power of GIS for humanitarian data managers, and facilitate the collection and sharing of information between agencies that share similar goals. The research involves the development of a framework based on a literature review of best-practices, which will be refined and tested through interaction with the humanitarian information management community.

Abstract: In the aftermath of disasters, information is of the essence for humanitarian decision makers in the field. Their concrete information needs is highly context-influenced and often they find themselves unable to access the right information at the right time. We propose a novel ICT-based approach to address these information needs more accurately. First, we select a group of in-field decision makers and collect their concrete information needs in the disaster aftermath. We then review to what extent existing data and tools can already address these needs. We conclude that existing solutions fall short in meeting important information needs of the selected group. We describe the design of an information system prototype to address these gaps more accurately. We combine data of the International Aid Transparency Initiative and the Humanitarian Data Exchange to form the data-backend of our system. We describe our implementation approach and evaluation plan.

Abstract: Space-based river monitoring can provide a systematic, timely and impartial way to detect floods of humanitarian concern. This paper presents a new processing method for such data, resulting in daily flood magnitude time series for any arbitrary observation point on Earth, with lag times as short as 4h. Compared with previous work, this method uses image processing techniques and reduces the time to obtain a 6 year time series for an observation site from months to minutes, with more accurate results and global coverage. This results in a daily update of major floods in the world, with an objective measure for their magnitude, useful for early humanitarian response. Because of its full coverage, the grid-based technique also allows the automatic creation of low-resolution flood maps only hours after the satellite passes, independent of cloud coverage.

Abstract: This paper discusses serious games developed as part of a training program developed for a Dutch crisis response group, which acts during a (potential) flooding crisis. Training in general contributes to a wide range of learning objectives and can address different target audiences. For each combination of learning objective and target audience, the proper form of education has to be selected, ranging from self-tuition to large scale multi-party training and exercises. Serious games can be a useful and educational addition to the set of existing training tools. For operational crisis response groups a high match with real-time warning systems is essential. Our approach shows how to integrate both serious games and early warning systems for effective training and exercises. We end with our lessons learned in designing serious games based on early warning systems, in the context of a training program for a crisis response group.

One way to bridge this gap is with an interactive simulation, which lets participants to test their ability to operate in a crisis. This paper describes the creation and implementation of an online crisis communication simulation developed for the Department of Homeland Security (DHS). The simulation uses a server-side software platform called ICONSnet?, which allows complexity in its design with both minimal overhead costs and human facilitation difficulties.

Abstract: Emergency organizations have contingency plans, which define responsibilities, resources, and actions to be performed in an emergency situation. However, unexpected incidents may arise and cause additional difficulty in the emergency control process. The knowledge that team members develop to deal with these incidents and keep the system ?functioning? improves resilience and response and is very valuable for such organizations. This research addresses the problem of how to capture the incidents and knowledge generated during the emergency response through a conceptual framework. The framework defines a structured process for preparation and capture of incidents during an emergency through direct observations, to assist in the capture and proper representation of the incidents to produce knowledge within other practitioners.

Abstract: Over the past few years, several standardized GIS data models have been developed to document “best practices” database designs for various application domains including the domain of emergency management. The majority of such models, however, have been developed in the context of developed countries as in the case of the Homeland Security geodatabase data model by ESRI®. These data models fail to be successful when transferred and used in the context of Least Developing Countries (LDCs) due to significant contextual differences in the domains of information systems and emergency practices. Therefore, developing GIS data models that are specifically designed for emergency response activities in LDCs are needed to improve existing emergency response practices in these countries. This paper reviews the state of development in GIS data models and the potential benefits and applications of building models that are specifically designed to support emergency response activities in LDCs. We first discusses why it is important to differentiate emergency response activities in LDCs from other contexts. We then present some theoretical considerations in developing GIS data models that can overcome contextual difficulties in LDCs in general and in the domain of information systenms. We finally attempt to provide key guidelines that may help designing a GIS Data Model, while is specifically referenced to the LDCs context.

Abstract: With the advancement and proliferation of technology, non-profit organisations have embraced social media platforms to improve their operational capabilities through brand advocacy, among many other strategies. The effect of such social media campaigns on these institutions, however, remains largely underexplored, especially during disaster periods. This work introduces and applies a quantitative investigative framework to understand how social media influence the behaviour of donors and their usage of these platforms throughout (natural) disasters. More specifically, we explore how on-line engagement – as captured by Facebook interactions and Google search trends – corresponds to the donors’ behaviour during the catastrophic 2019–2020 Australian bushfire season. To discover this relationship, we analyse the record of donations made to the Australian Red Cross throughout this period. Our exploratory study reveals that social media campaigns are effective in encouraging on-line donations made via a dedicated website. We also compare this mode of giving to more regular, direct deposit gifting.

Abstract: We have been investigating new decision support methods for emergency responders. Most recently, we have added to our decision support prototype the concept of “badges”: symbols that cue decision makers to the top-ranked option(s) that are the recommended alternatives for a particular decision. This paper provides the rationale for badges, a description of the initial implementation, results from our first experiment with badges, and a discussion of the next steps. As a report on work-in-progress, the primary contribution of this paper is the description of the concept of badges and its proposed use for emergency response decision making. © 2012 ISCRAM.

Abstract: Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM.

Abstract: While multilingual translation needs (from one or more language(s) to one or more others) in disaster events are a “perennial issue” among responders in crisis-affected communities (Crowley & Chan, 2011) and calls are being made to consider the access to (and translation of) information during crisis a human right (Greenwood et al., 2017), the literature that deals with intralingual translation in disaster is limited in places where it should thrive, such as crisis communication, translation studies, and rhetoric. Intralingual translation is of increasing relevance in disaster not only because of potential variability in literacy levels among those affected (O’Brien, 2020) but because responding to/planning for disaster requires an understanding of the ‘operational’ terms used (but not always shared) by other responding agencies in the field. This paper calls for increased attention to intralingual translation needs in disaster and introduces a translation technology (“Aphorme”) designed to mitigate those needs.

Abstract: The current Emergency Services landscape is characterized by a number of systems and networks that are isolated in nature, thus making information sharing impractical, if not impossible. Such an environment does not promote ease of information sharing, and each incident highlights the need for efficient collaboration and coordination, and the need for a holistic internetwork-a series of virtual interconnected networks-approach. In other words, it requires an overall framework that looks at safety as an overall enterprise, (albeit one with thousands of independent agency owners), with the strategic goal to facilitate greater collaboration and effectiveness of operations, and to ensure a streamlined and efficient prevention of, response to, and recovery from all-hazards. 1 Adopting a Service-Oriented enterprise approach is extremely useful and has number of advantages in such an environment. This paper defines a framework-in the context of an enterprise-an envisioned Emergency Services Enterprise Framework, and identifies the key elements of this framework.

Abstract: The purpose of this paper is to provide and recommend a strategic approach for implementation of information sharing initiatives. While such an approach offers a number of benefits, as a primary benefit, it provides a way to measure and monitor the performance of such initiatives, irrespective of their scope, whether they are regional, state, or federal efforts. The first section of the paper presents a framework for alignment among information sharing initiatives; the second section builds on this framework and outlines a roadmap for an assessment methodology for such initiatives.
