Abstract: Managing crises is considered as one of the most complicated organizational and managerial task. Indeed, dealing with such situations calls for many groups from different institutions and organizations to interact and collaborate their efforts in a timely manner to reduce their effects. However, response organizations are challenged by several problems. The urgent need of a shared and mutual situational awareness, information and knowledge about the situation are distributed across time and space and owned by both organizations and people. Additionally, decisions and actions have to be achieved promptly, under stress and time pressure. The contribution outlined in this paper is suggesting a crowdsourcing-based approach for decision making in collaborative crisis management based on the literature requirements. The objective of the approach is to support situational awareness and enhance the decision making process by involving citizens in providing opinions and evaluations of potential response actions.

Abstract: Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept.

Abstract: It is a well-known fact that a lack of information will lead to suboptimal decisions. But even when actors jointly have all the information they need to make a well-informed decision, they may fail to find a superior alternative. This hidden profile paradigm would cause misrepresentations of crisis situations and lead to ineffective response. In this research-in-progress paper, we present the first stage of our experimental study on group decision making in humanitarian disaster response, in which we want to find out how teams can be supported to share more information, make better sense, and ultimately avoid such misrepresentations of crisis situations. First results reveal that humanitarian disaster response teams are able to share significantly more information if they would make use of more advanced information and communication systems. However, none of the teams in the experimental setup managed to find the optimal decision.

Abstract: Currently social media are largely used in interactions, especially in crisis situations. We note a big volume of interactions around events. Observing these interactions give information even to alert the existence of an incident, event, or to understand the expansion of a problem. Crisis management actors observe social media to be aware about this type of information in order to consider them in their decisions. Specific organizations are founded in order to observe social media interactions and send their analysis to rescue and crisis management actors. In our work, an experience feedback of this type of organizations (VISOV, a crisis social media analysis association) is capitalized in order to emphasize from one side, main dimensions of this analysis and from another side, to simulate some aspects using TextMining that help to explore big volume of data.

Abstract: A crisis can involve multiple organizations during high pressure events, and it is up to the Command & Control (C2) unit to provide direction and coordination for the response (Brehmer, 2006). Hard as this problem is, there is still no ?one-solution?. Dissimilar organizations with very different methods seem to be able to master the problem. This paper presents the initial development of a new evaluation method for C2 in the context of multi-organizational crisis response. The data is collected at an emergency water exercise series conducted in several cities in Sweden. Each exercise involves multiple agencies and organizations, with up to 76 participants from 15 unique organizations/units. The analysis is brief, but presents the possibility of observing Sensemaking as it unfolds, and that generic behavioral patterns can be found. The existence of generic and observable behavior patterns suggests the possibility of assessing, and maybe even quantifying, Sensemaking performance in C2.

Abstract: In this document, we describe the need for providing a uniform common picture that is missing in several crisis management decision support tools. Through research, we have reviewed some existing crisis management support systems in use and noted key user requirements that these tools are missing. A significant point of this research is to stress the importance of developing a decision support system that would improve the way an ideal support system would collect, analyze and disseminate necessary information to a crisis management decision maker. We also note the importance of ensuring that such a tool presents information to its user over a user friendly interface. The structure thus developed should be a standalone application that could be incorporated into existing platforms (Rinkineva, 2004) such as cell phones, PDAs and laptops.

Abstract: Decision making in case of any emergency is associated with uncertainty of input data, model data and changing preferences in the decision making process. Uncertainty handling was from the beginning an integral part of the decision support system RODOS for the off-site emergency management following nuclear or radiological emergencies. What is missing so far is the visualisation of the uncertainties in the results of the model calculations. In this paper we present the first attempt to visualise uncertain information in the early and late phase of the decision making process. For the early phase, the area of sheltering was selected as example. For the later phase, the results of the evaluation subsystem of RODOS were selected being used for the analysis of remediation measures such as agricultural management options. Both attempts are still under discussion but the presentation of the early phase uncertainty will be realised in the next version.

In the event of a nuclear or radiological accident in Europe, the real-time on-line decision support system RODOS provides support from the early phase through to the medium and long-term phases. This paper describes the demands to a Decision Support System from a user-centred view as well as experiences gained from conducting moderated decision making workshops based on a hypothetical accident scenario focusing on the evaluation of long-term countermeasures using the simulation capabilities of the RODOS system and its recently integrated evaluation component Web-HIPRE, a tool for multi-criteria decision analysis (MCDA).

While inevitably bringing some positive capability to the environment, if C3 systems are not consciously aligned with desired practices and decision-making, the implications will not always be for the better. This is especially true of C3 systems in the border security environment because these systems are intimately intertwined with complex and critical workflow and decision-making processes, often in the context of complex and, at times, competing missions.

Abstract: Disaster recovery operations rarely proceed smoothly and disruptions often require the redistribution of relief items. Such a redistribution has to be carried out taking into account both the current disruption and the uncertainty regarding possible future incidents in the respective area. As decisions have to be made fast in humanitarian operations, extensive optimization runs cannot be conducted in such a situation. Nevertheless, sensible decisions should be made to ensure an efficient redistribution, considering not only satisfaction of needs but also operational costs, as the budget is usually scarce in the recovery phase of a disaster. In this work, different scenarios are generated and then solved with a multiobjective optimization model to explore possible developments. By evaluating the results of these scenarios, decision rules are identified which can support the decision maker in the actual disaster situation in making fast, but nevertheless well-founded, decisions.

Abstract: Terrorism is defined by a philosophy of revolutionary violence and a commitment to the destruction of government power. Of course, one way to reduce vulnerability to these impacts is heightened security. However, we must be a step ahead of terrorists: we must prevent their intended actions whenever possible. Most measures of decision-making competence focus on “content,” i.e. on “what” decision makers know, on what their thought processes are, and on whether the decisions they make are correct. However complex, volatile, ambiguous task environments involving uncertainty and delayed feedback provide challenges and generate levels of stress, which interfere with appropriate decision making. A “correct” decision may not be easily available. Many well-trained individuals will be at a loss and may make errors (e.g., because they may select the most immediately evident, yet not the most appropriate options). Abstract: Building up proper situation awareness is one of the most difficult tasks in the beginning stages of large-scale accidents. As ambiguous information about the events becomes available, decision makers are often tempted to quickly choose a particular story to explain the events. Subsequent information that contradicts the initial story may easily be discarded and cognitive tunnel vision takes over. Our approach, as part of the COMBINED Systems project, is to prevent tunnel vision by providing critical thinking support. In a laboratory experiment with 60 participants, we tested this hypothesis by comparing the Critical Thinking tool with a 'no support' control condition and a 'minimal support' condition. Participants acted as crisis managers determining the likely cause of an accident based on different pieces of information. The results show a positive impact of the tool on both the decision making process and decision making effectiveness.

Abstract: Previous research claimed that organizational stress, due to task complexity and time pressure, leads to considerably negative effects on the decision-making performance of individuals and organizations. At the same time, intellectual capital (IC), in providing intangible internal and external organizational assets has a positive effect on organizational decision-making performance. This paper develops a structural equation model to analyze the relationships among IC, task complexity, time pressure and decision-making performance. Empirical data are collected from 374 participants, who are from universities, institutes, enterprises, government, with different occupations and expertise. We present two conclusions. First, IC consisting of internal capital, human capital and external capital leads to a reduced complexity of tasks and reduced time pressure and hence reduced organizational stress. Second, reduced organizational stress results in higher levels of performance for organizational decision-making.

Abstract: The situation with the hurricane Katrina showed that the conventional tiered response to disaster event, whereby state and local officials are responsible for the first few days, does not work well in case of megadisasters (massive hurricanes, earthquakes, large-scale acts of terrorism, etc.). Such situations require application of new technologies for preparing the operation, interoperability between the operation participants, and decision support for officials. Here presented approach proposes a context-driven decision support schema based on integration of such technologies as context & ontology management and constraint satisfaction. Abstract: Crisis detection can help enterprises to make full preparation to respond real crisis, so it is an important field to promote enterprises' competition and keep them develop continuously. Crisis in enterprises may be caused by many factors and most of them are very common and necessary parts in normal operating procedure. This paper takes these parts as crisis signals indicated in many managing books. Group decision-making strategy is put forward to help enterprises to analyze crisis signals based on the characteristics of the decision-making procedure. To get a meaningful and credible result, AHP is used to support the whole procedure. To exhibit the role of managers, system cluster is used to classify experts involved in decision-making procedure. An example to analyze a key engineer's dismissing is given to illustrate the decision-making procedure and to prove the efficiency of this idea and AHP method.

Abstract: The complex and changeful system of coal mine increases the difficulty and importance of its decision-making. Individual decisions sometimes can not bring satisfactory outcomes since the decision need broad knowledge and experience which is not in single field but related to many domains of economics, sociology, logic, etc. To improve the validity and objectivity of decision-making, the group decision-making method is feasible and necessary since it can collect more intelligence to choose and judge together. This paper synthetically analyzes the content and characteristic of decision-making in the field of coal mine safety. A methodology for group decision-making using analytic hierarchy process (AHP) with cluster analysis is proposed accordingly. Then a case study using the method indicates that it is effective and helpful to improve the level of decision-making in the field of coal mine safety management in China.

Cognitive/behavioral complexity theory has successfully predicted human decision making characteristics on a number of dimensions and for a variety of settings. Moreover, theory based training technologies have been successful. The advent of meta-complexity theory as well as the increased stressor levels generated by terrorism and other contemporary challenges, however, require that we review and extend theoretical predictions for decision processes. Abstract: Emergency planning is an ongoing activity in which a multidisciplinary group of experts intermittently collaborate to define the most appropriate response to risks. One of the most important tasks of emergency planning is risk reduction. Such a task compiles the analysis of capabilities to face an emergency, the prioritizing of activities, and the definition of procedures and strategies. It is therefore a reflection process based on exchanging information between planners and exploring alternatives. Despite the exploration of alternatives is an especially relevant activity to design better plans, recent research on computer-mediated collaborative tools for planning do not usually offer support for this activity. Thus, with the purpose of supporting reflection during the development of risk reduction tasks, this paper presents an exploratory design tool that allow planners to assess the space of alternatives and the underlying information related those alternatives. This planning tool will help planners to examine and contextualize information, allowing them to define more suitable response strategies.

Abstract: Increasing data heterogeneity, fragmentation and volume, coupled with complex connections among specialists in disaster response, mitigation, and recovery situations demand new approaches for information technology to support crisis management. Advances in visual analytics tools show promise to support time-sensitive collaboration, analytical reasoning, problem solving and decision making for crisis management. Furthermore, as all crises have geospatial components, crisis management tools need to include geospatial data representation and support for geographic contextualization of location-specific decision-making throughout the crisis. This paper provides an introduction to and description of Geovisual Analytics applied to crisis management activity. The goal of Geovisual Analytics in this context is to support situational awareness, problem solving, and decision making using highly interactive, visual environments that integrate multiple data sources that include georeferencing. We use an emergency support function example to discuss how recent progress in Geovisual Analytics can address the issues a crisis can present.
