Abstract: Since the Aurora, Colorado movie theater shooting of 2012, the web aggregation community Reddit has been an enthusiast-driven, public-facing source of information about crisis response efforts. We describe the evolution of Reddit's software from the Boston Marathon Bombing of 2013 to the Ferguson unrest throughout 2014. Initially, Reddit was built to aggregate verified news but beginning with the Aurora movie theater shooting, Reddit began to aggregate and verify breaking news. In response to criticism of Reddit's actions during the Boston Marathon Bombing, Reddit re-designed their software in an effort to more accurately mimic crisis response professionals by fostering rigor, information control, and tighter bureaucracy. Reddit's ability to swiftly change its software serves as an example of the possibilities of crisis informatics in practice. We highlight the processes that Reddit has taken to maintain its efficacy even within the current issues surrounding information verification and automated spreading of rumors and falsehoods.

Abstract: Despite intense research on decision-making in action, we still know little about when decision-makers rely on deliberate vs. intuitive decision-making in decision situations under complexity and uncertainty. This paper studies decision-making modes (deliberate vs. intuitive) in complex task environments contingent on perceived complexity, experience, and decision style preference. We find that relatively inexperienced decision-makers respond to increases in subjective complexity with an increase in deliberation and tend to follow their decision style preference. Experienced decision-makers are less guided by their decision preference and respond to increases in subjective complexity only minimally. Our paper contributes to a developing stream of research linking decision-making with intra-personal and environmental properties and fosters our understanding of the conditions under which decision-makers rely on intuitive vs. deliberate decision modes. In doing so, we go one step further towards a comprehensive theory of decision-making in action.

Abstract: The application of Information and Communication Technologies in emergency management environments is a challenging research topic; particularly, the applicability of C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) systems specifically designed for these environments. A key aspect in emergency management is the training of operatives at all levels, from intervention to operational, including tactical command and control. Virtual reality is widely used for training and learning purposes, but the interaction of real and virtual worlds with new standards (i.e. MPEG-V), going a step further from the traditional approach to create virtual environments based in expensive simulation dedicated equipment and allowing data streaming between both worlds, has not yet been exploited in training for emergency management. This paper proposes an architecture for a C4ISR training system providing interoperability between real and virtual worlds using the MPEG-V standard and allowing simultaneous and real time training of both real and virtual units.

Abstract: In this paper we present a role-playing workshop in a firefighting scenario conducted within the frame of a multidisciplinary consortium. Our work focuses on developing a navigation ubicomp infrastructure leveraging the cognitive skills of firefighters. Technology for navigation must understand existing navigation practices in order to provide adequate support. To deal with the complexity of this process, we use a participatory design approach based on a strong synergy among partners. We argue that a key aspect for the creation of this synergy is the construction of a bond of empathy allowing technology experts to understand the needs of the users of technology and also allowing firefighters to understand the role and activities of technology developers in the process. We present an account of the workshop conducted and some insights of the role that this method can play for complex, multidisciplinary teams working on developing safety-critical technology.

Abstract: An important aspect of working in an emergency operations center (EOC) is determining what information is credible and what actions to take based on that information. Information during an emergency may come from various sources and EOC workers may not know the information providers personally. Information may come from electronic sources where the exact source of the information may be unknown and credibility may be affected. For this study, we conducted ethnographic interviews with emergency management subject matter experts to gain insights on credibility. The interviews included a series of questions to learn about the current processes of an EOC, what sources generally provide information about the situation and what factors determine credibility. These interviews are ongoing and this paper provides a summary of the interviews completed at this point. The expected outcome of this study is a potential software system with features to enhance credibility despite weak source information.
