Abstract: Local emergency-response organizations must maximize their use of existing resources. Therefore, emergencyresponse organizations need appropriate command-and-control (C2) systems to coordinate not only their own resources, but also to take advantages of other local actors. The local nature of response coordination imposes additional challenges for the development of C2 systems. In particular, the C2 systems must support coordination across organizational boundaries at the local level. Service-oriented architectures (SOA) provide new technologies for the development of C2 systems. This approach is based on a set of loosely-coupled services offered by multiple actors rather than a single monolithic system. This work reports the result of a prototype SOA implementation that builds on a previous requirements engineering study for service-oriented C2 systems for local emergency response. The results illustrate how it is possible to develop lightweight C2 systems using state-or-the art Web and SOA technologies. However, there are still remaining organizational and maintainability challenges.

Abstract: Emergency management is by its nature, and in some jurisdictions by its definition, an activity that requires a concerted effort by a number of governmental and non-governmental agencies. There is a growing appreciation that collaboration between these parties is best served through the use of interoperable standards for message formats for purposes such as alerting and resource exchange. However, it is also important to realize that, although much advantage can be drawn from standardizing certain aspects of communication, such as the structure of messages, different agencies will use different vocabularies. In this paper we discuss how ontologies can be used with standard messaging formats for resource messaging to enable intelligent decision support mechanisms in the presence of differing vocabularies across organizational boundaries. We also present a survey of the opportunities for using ontologies in emergency management, and the issues that must be addressed.

Abstract: Multi-agency coordination in emergency management presents many challenges. Agencies that normally operate independently have to assemble into a unified supra organization to achieve a common goal. To achieve successful multi-agency coordination organizations need to span organizational boundaries and provide linkages with multiple agencies. This requires interorganizational compatibility of information and communication systems. Necessary for this success are the stakeholders responsible for facilitating these organizational boundary spanning activities. This paper proposes that the preliminary research findings can create a typology of dimensions crucial to facilitating multi-agency emergency management coordination. It is envisaged that the typology will culminate into a diagnostic tool that will enable stakeholders to examine the breakdowns and successes of multi-agency emergency management coordination.
