Abstract: This work-in-progress paper presents preliminary findings of ongoing research into alternative peer-to-peer (P2P) communication methods for earthquake early warning (EEW) systems. It expands upon previous work (Prasanna et al., 2022) that explores a network architecture for a decentralised EEW system. This paper explores using Quick UDP Internet Connections (QUIC) over a hole-punched UDP tunnel as a potential alternative to a Software-Defined Wide Area Network (SD-WAN) for peer-to-peer networking in an experimental EEW network architecture. The performance of QUIC is tested and compared to TCP over ZeroTier, an SD-WAN chosen as a P2P communication method in the previous work, over a realistic network topology. The results show that QUIC can outperform TCP over ZeroTier. Future work is needed to produce a method suitable for actual use in an EEW system. This paper contributes to the EEW literature by introducing a new method of communication tailored for EEW.

Abstract: The most effective way to design an emergency management system matching user needs is to perform a User-Centered Design; it relies on continuous interactions with end-users in order to understand better and better how organizations are arranged during emergencies, which data are exchanged and which steps are performed by organizations to face disastrous events. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems.

Abstract: Ontology matching is a key problem in many metadata intensive application domains, including emergency response, data integration, peer-to-peer information sharing, web service composition, and query answering on the web. In this paper we present an emergency response scenario based on the organizational model as used in Trentino region, Italy. We provide a formalization of this scenario with the help of lightweight coordination calculus. Then, we discuss an automatic approximate structure preserving matching algorithm which we applied within the emergency response scenario. The evaluation results, though preliminary, are encouraging.

Abstract: Efficient communication on base of consistent and up to date information is the key factor to cope with hard rescue missions. With the new generation of mobile devices local peer-to-peer communication in conjunction with geolocated information is promising to improve information's quality. Thereby, the routing of information in ad-hoc networks is very dynamic. This contribution, based on work of the SpeedUp project, analyses protocols and presents an approach which combines mobile software agents, routing in ad-hoc networks, and geolocated information to build up a reliable communication infrastructure. The 2MANS simulator allows efficient graphical model building. Geolocated information will be utilized as a map representation to improve the overall situation for unified rescue forces management.

Abstract: In this paper, we present a system that enables people to post and receive tweets despite disruptions of existing network infrastructure. Our system opportunistically deploys mobile ad hoc networks (MANETs) based on Wi-Fi in which people can communicate with each other in a peer-to-peer fashion. A MANET per se constitutes an isolated island, but as people carry devices around that can join other MANETs, eventually people can transport previously collected data to the online world. Compared to other systems that aim to enable communication in crisis, our system differs in two ways: it does not rely on existing network infrastructure, and it exploits established protocols and standards allowing it to run on off-the-shelf, commercially available smartphones. We evaluated our prototype with a group of students and practitioners. Overall, we received positive feedback on the potential of our technology, but also were pointed to limitations requiring future work.
