Abstract: Spontaneous volunteers have always been a relevant factor in disaster management. Digitalization and modern technologies such as social media and mobile devices had a great impact on the quality of spontaneous volunteer engagement and their mobilization. However, their targeted integration into official disaster management measures remains often challenging. In the last decade, there were different scientific and practical approaches to develop information systems for coordination of spontaneous volunteers addressing different scopes and scenarios. In this article, we have analyzed the current state of the art and use a methodological approach to develop a taxonomy for classifying existing and emerging developments in the field. The taxonomy is intended to assist practitioners in selecting appropriate systems for their respective purposes as well as support researchers in identifying research gaps. The resulting research artifact has undergone an initial evaluation and can support maintaining a better overview in a growing subject area.

Abstract: The Emergency Situation Awareness (ESA) tool began as a research study into automated web text mining to support emergency management use cases. It started in late 2009 by investigating how people respond on Twitter to specific emergency events and we quickly realized that every emergency situation is different and preemptively defining keywords to search for content on Twitter beforehand would likely miss important information. So, in late September 2011 we established location-based searches with the aim of collecting all the tweets published in Australia and New Zealand. This was the beginning of over a decade of collecting and processing tweets to help emergency response agencies and crisis coordination centres use social media content as a new channel of information to support their work practices and to engage with the community impacted by emergency events. This journey has seen numerous challenges overcome to continuously maintain a tweet stream for an operational system. This experience allows us to derive insights into the changing use of Twitter over this time. In this paper we present some of the lessons we’ve learned from maintaining a Twitter monitoring system for emergency management use cases and we provide some insights into the changing nature of Twitter usage by users over this period.

Abstract: We are interested in rescue management in crises such as in terrorist attacks. Today, there are emergency plans that take into account all the stakeholders involved in a crisis depending on the event type, magnitude and place. Unfortunately, they do not anticipate the evolution of the crisis situation such as traffic and hospital overcrowding. In addition, decisions are taken after the information has been passed from the operational level to higher levels. This work focuses on the operational level of the emergency plan. What will happen if the actors at this level, can make certain decisions without escalating the information to higher levels? To answer this question, a multi-agent dynamic planning approach is proposed and it will be tested in two different architectures in order to see how much autonomy can be given to an agent and how they coordinate to save the victims.

Abstract: Over the years many different strategies, approaches and tools have been used in emergency response to connect information flows. In large-scale emergencies different tools, processes and structures are used to coordinate information. This is in part due to the differences in countries, emergencies, and local context, but also personal preferences, capabilities and resources play a role. Despite these differences, being able to compare and contrast various information structures, processes and systems would be beneficial to identify recurring structures and their performance. Modelling languages have been used in many other contexts to support these practices of describing, analyzing and comparing processes. This research examines the need and potential of a tailored modelling language to visualize information flow setups. In this study an initial set of requirements is developed from a literature study and further validated with expert in-depth interview. These requirements are compared with existing modelling languages to identify key building blocks of the language. The results provide key considerations for the development of a new modelling language to describe information flows in a consistent and structured manner.
