The Smart Mature Resilience Project is a European research Project aimed at developing a Resilience Management Guideline. The guideline is composed of five tools developed in the project. They help to determine the level of resilience of a city and how to improve it. The Resilience Information Portal, one of these five tools, must support and integrate the different tools. It is also used as an engagement and communication tool. The tool had to be built before the finalization of the requirements, so a double approach was pursued in this project. First, a fast prototype was built based on a CMS, and second, a solution was built from scratch. The paper explains this process, compare both approaches, and how the long way can be more efficient. The final version has shown to be easy to use, and powerful enough to respond to the requirements of the users of the portal.
