Abstract: As of 26 December 2016, seventeen electronic triage systems for disaster triage have been proposed in the ACM, IEEE, and ISCRAM publication databases. Most of these systems have remained inside the laboratory; the rest have disappeared entirely. Responders still prefer to do triage with paper tags from the 1960's, while no research has been presented on why the proposed e-triage systems have not found acceptance and use in the field. Based on exhaustive literature research and on the findings from the four-year long, EU research project BRIDGE , this paper presents e-triage acceptance dimensions, analyzes the main reasons why proposed systems have been rejected, and guides designers towards upcoming, well-accepted e-triage systems.

Abstract: When a disaster occurs it is critical that emergency response information systems share a common ontology to support their disaster management alerting functions and notifications. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so it is crucial, for emergency systems, to be able to transmit them to all kinds of recipients. An ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages and contents over different emergency response information systems and to be accessible under different conditions and for different kind of users.

Abstract: Networked collaboration and information exchange technologies have transformative potential for PPDR and risk governance. However, it is difficult to shape these transformations in a way that supports real world practices of collaboration and sense-making, and it is even more difficult to do so in ways that are ethically, legally and socially sensitive and proactive. This paper presents efforts to construct Ethical, Legal and Social Issues or ?ELSI? Guidelines for Networked Collaboration and Information Exchange in PPDR. The Guidelines would facilitate Risk Governance and serve as a living community resource to support the design and use of IT for PPDR and Risk Governance.

Abstract: Technological advances, such as software tools for citizen reporting, first responder support, and online collaborative information management and mapping, are enabling new or improved forms of volunteering in humanitarian crisis. However, the change is largely driven by the technical community and many proposed solutions are never integrated into community response efforts, indicating mismatches between designs and real world needs. This paper offers readers with a technical background insight into roles, goals and constraints of humanitarian crisis response. In particular, we present three seemingly conflicting views regarding how citizens can contribute to response activities as spontaneous volunteers. With examples from two field studies and grounded in literature review, we integrate the three viewpoints into a framework explaining how the roles of volunteers and trained professionals shift with increasing severity and scale of a crisis. Based on this framework, we also discuss high-level opportunities for supporting crisis response with new software tools.
