Abstract: The project CIM, started in 2003, addresses the problem of automated support for incident management. In this paper some intermediate results are shown, especially on automated support of analysis of errors in traces of incident management. For such traces it can be checked automatically which dynamic properties hold or fail. The potential of the approach is shown in the formal analysis of a given empirical trace. Abstract: Information about location and geographical coordinates in particular, may be very important during a crisis event, especially for search and rescue operations ? but currently geo-tagged tweets are extremely rare. Improved capabilities of capturing additional location from Twitter (up to 4 times improvement) are crucial for response efforts given a vast amount of messages exchanged during a crisis event. That is why authors have designed a tool (Text Analysis TWeet lOcator ? TAT2) that relies on existing open source text analysis tools with additional services to provide additional hints about people location. Validation process, complementing experimentation and test results, included involvement of end-users (i.e. Public Protection and Disaster Relief services and citizens during a realistic crisis exercise showcase. In addition, the integration of TAT2 with external tools has also been validated.

Abstract: Micro-blogging site like Twitter, over the last decade, has evolved into a proactive communication channel during mass convergence and emergency events, especially in crisis stricken scenarios. Extracting multiple levels of information associated with the overwhelming amount of social media data generated during such situations remains a great challenge to disaster-affected communities and professional emergency responders. These valuable data, segregated into different informative categories, can be leveraged by the government agencies, humanitarian communities as well as citizens to bring about faster response in areas of necessity. In this paper, we address the above scenario by developing a deep Convolutional Neural Network (CNN) for multi-label classification of crisis related tweets.We augment deep CNN by several linguistic features extracted from Tweet, and investigate their usage in classification. Evaluation on a benchmark dataset show that our proposed approach attains the state-of-the-art performance.

Abstract: On-line websites and applications are increasingly playing a role in disaster response and recovery. Yet with the wide variety of on-line grassroots activities that occur in such situations, it can be difficult to make sense of them. In this paper, we describe on-line behavior as socially convergent activity, interpreting it within existing sociological understandings of behavior in disaster events. We discuss seven types of convergent behavior and give examples of on-line activities for each type. By seeing these activities as an essential part of the disaster social arena, we can begin to think about how to support socially convergent phenomena in new and creative ways.

Abstract: With the increase of terrorist attacks and spreading extremism worldwide, countermeasures advance as well. Often
social media is used for recruitment and radicalization of susceptible target groups. Counter narratives are trying
to disclose the illusion created by radical and extremist groups through a purposive and educational counter
statement, and to initiate a rethinking in the affected individuals via thought-provoking impulses and advice. This
exploratory study investigates counter narrative campaigns with regard to their fight and prevention against
terrorism in social media. Posts with strong emotions and a personal reference to affected individuals achieved
the highest impact and most reactions from the target group. Furthermore, our results illustrate that the impact of
a counter narrative campaign cannot be measured solely according to the reaction rate to their postings and that
further analysis steps are therefore necessary for the final evaluation of the campaigns.

Abstract: Social media are increasingly used by emergency responders as part of the communication infrastructure during crisis. As such, it is important to understand how these new technologies offer opportunities and barriers to information access for population affected during crisis events. In particular, this project explores the extent to which Twitter is used to provide emergency-related information to vulnerable populations both during routine and crisis contexts. We look longitudinally, across four years, at the online information and communication behaviors of official emergency responders in the United States. Our results demonstrate a notable lack of cross-language crisis communication on social media. We discuss the practical implications of these results, and offer directions for future work and improvement of practices.

Abstract: This paper presents the learning experiences from the development of a mobile-based communication platform, called OrdningsVaktsCentralen (OVC). OVC can be translated to Security Guard Central. OVC is designed to enable the Swedish Police Force (SPF) to comply with new legal requirements and enhance their collaboration with Appointed Security Guards (ASG). The focus of this paper is on the early phases of development; in particular on the specific technical issues such as interoperability and standards used in the development of mobile based systems. The learning experiences are as follows: firstly, when developing mobile based systems we suggest and recommend that the analysis phase should be enhanced and it should address the interoperability between mobile phones on one hand and operators on the other hand. Secondly, global and national standards, such as the MMS7 for sending multi-media messages, are not always standardized. It seems that operators and mobile phone manufacturers make minor alterations and interpretations of the standard and thereby some of the benefits found in standards disappear. Thirdly, mobile based communication platforms have a large potential for contributing to the field of emergency management information systems since they can be based on open and nationally accepted standards.

Abstract: In this paper we present the Reconstruction and Exploration approach (R&E) and F-REX tool and their applications in a field exercise with the Swedish Rescue Services Agency with the purpose of investigating features needed for a computer supported approach for evaluation of large scale crisis management operations. After the exercise several interviews and one seminar were held to evaluate R&E as a representative for computer supported evaluation approaches for crisis management operations. Initial results indicate that multimedia presentation of key events from an operation can be very valuable not only to stimulate the participants to reflect on their own performance, but also to document and share lessons learned to non-participants.

Abstract: Many observers heralded the use of social media during recent political uprisings in the Middle East even dubbing Iran's post election protests a “Twitter Revolution”. We seek to put into perspective the use of social media in Egypt during the mass political demonstrations in 2011. We draw on innovation diffusion theory to argue that these media could have had an impact beyond their low adoption rates due to other factors related to demographics and social networks. We supplement our social media data analysis with survey data we collected in June 2011 from an opportunity sample of Egyptian youth. We conclude that in addition to the contextual factors noted above, the individuals within Egypt who used Twitter during the uprising have the characteristics of opinion leaders. These findings contribute to knowledge regarding the role of opinion leaders and social media, especially Twitter, during violent political demonstrations. © 2012 ISCRAM.

Abstract: Mobile Instant Messaging platforms like WhatsApp are becoming increasingly popular. They have expanded access to digital text, audio, picture, and video messaging. Integrating them into existing crisis monitoring and response platforms and workflows can help reach a wider population. This paper describes a first attempt to integrate WhatsApp into Aggie, a social media aggregating and monitoring platform. We report on the deployment of this integration during Ghana's 2016 election, along with Twitter, Facebook, and RSS. The WhatsApp messages collected by Aggie during the election improved the eectiveness of the monitoring eorts. Thanks to these messages, more incidents were found and escalated to the Electoral Commission and security forces. From interviews with people involved in monitoring and response, we found that the WhatsApp integration helped their coordination and monitoring activities.

Abstract: This paper details the creation of a massive (over 32,000 messages) artificially constructed 'Twitter' microblog stream for a regional emergency preparedness functional exercise. By combining microblog conversion, manual production, and a control set, we created a web-based information stream providing valid, misleading, and irrelevant information to public information officers (PIOs) representing hospitals, fire departments, the local Red Cross, and city and county government officials. Addressing the challenges in constructing this corpus constitutes an important step in providing experimental evidence that complements observational study, necessary for designing effective social media tools for the emergency response setting. Preliminary results in the context of an emergency preparedness exercise suggest how social media can participate in the work practice of a PIO concerning the assessment of the disaster and the dissemination of information within the emergency response organization and to the public.

Abstract: Social media can be a highly valuable source of information during disasters. A crisis' development over time is of particular interest here, as social media messages can convey unfolding events in near-real time. Previous approaches for the automatic detection of information in such messages have focused on a static analysis, not taking temporal changes and already-known information into account. In this paper, we present a novel method for detecting new topics in incoming Twitter messages (tweets) conditional upon previously found related tweets. We do this by first extracting latent representations of each tweet using pre-trained sentence embedding models. Then, Infinite Mixture modeling is used to dynamically cluster these embeddings anew with each incoming tweet. Once a cluster reaches a minimum number of members, it is considered to be a new topic. We validate our approach on the TREC Incident Streams 2019A data set.

Abstract: Social media sources can be helpful in crisis situations, but discovering relevant messages is not trivial. Methods
have so far focused on universal detection models for all kinds of crises or for certain crisis types (e.g. floods).
Event-specific models could implement a more focused search area, but collecting data and training new models for
a crisis that is already in progress is costly and may take too much time for a prompt response. As a compromise,
manually collecting a small amount of example messages is feasible. Few-shot models can generalize to unseen
classes with such a small handful of examples, and do not need be trained anew for each event. We show how
these models can be used to detect crisis-relevant tweets during new events with just 10 to 100 examples and
counterexamples. We also propose a new type of few-shot model that does not require counterexamples.

Abstract: Data represents an essential resource to the management of emergencies: organizations have been growingly investing in technologies and resources to lever data as an asset before, during, and after disasters and emergencies. However, research on data usage in emergency management remains fragmented, preventing practitioners and scholars from approaching data comprehensively. To address this gap, this research in progress consists of a systematic review of the literature in a two-steps approach: we first propose a socio-technical framework and use it in an exploratory mapping of the main topics covered by the literature. Our preliminary findings suggest that research on data usage primarily focuses on technological opportunities and affordances and, hence, lacks practical implementation aspects in organizations. The expected contribution is double. First, we contribute to a more comprehensive understanding of data usage in emergency management. Second, we propose future avenues for research on data and resilience.

Abstract: We report initial findings around the Facebook and Twitter adoption trends of 840 fire and police departments affected by Hurricane Sandy. The data show that adoption increased during the time period directly surrounding Hurricane Sandy. Despite this increase, the creation of new online accounts since that time has been declining and overall adoption rates seem to be stabilizing. Lastly, the data report Facebook to be significantly more popular than Twitter as a form of online communication for these fire and police departments.

Abstract: Large-scale crisis events require coordination between the many responding stakeholders to provide timely, relevant, and accurate information to the affected public. In this paper, we examine how social media can support these coordinated public information efforts. This research considers how emergency responders mentioned different organizations, institutions, and individuals by examining the social media communications of police and fire departments during Hurricane Sandy. We find that these departments use mentions to reference other sources of information, recommend credible information and sources, and rebroadcast information. These mentions offer insight into how emergency responders fit within a broader crisis information network and the types of entities that responders trust and recommend to provide information to the public.

Abstract: Crisis Named Resources (CNRs) are the social media accounts and pages named after a crisis event. CNRs typically appear spontaneously after an event as places for information exchange. They are easy to find when searching for information about the event. Yet in most cases, it is unclear who manages these resources. Thus, it is important to understand what kinds of information they provide and what role they play in a response. This paper describes a study of Facebook and Twitter CNRs around the 2016 Fort McMurray wildfire. We report on CNR lifecycles, and their relevance to the event. Based on the information provided by these resources, we categorize them into 8 categories: donations, fundraisers, prayers, reactions, reports, needs and offers, stories, and unrelated. We also report on the most popular CNR on both Facebook and Twitter. We conclude by discussing the role of CNRs and the need for future investigation.

Abstract: Over the last decade, the disaster response landscape is increasingly complemented by voluntary citizen initiatives on digital platforms. These developments have opened up opportunities for response agencies and NGOs to organize local community involvement. In this paper we focus on the question how citizen involvement can be proactively organized toward disaster relief and what kind of dilemmas may arise in this process. We studied Ready2Help, an online platform developed by the Dutch Red Cross. Bringing together 36.000 volunteers, the platform plays a significant role in addressing the current refugee crisis. In our analysis we demonstrate the platform?s potential, but also note a tension between control and cooperation. Our results indicate that, in contrast to their initial objective, during the crisis the Red Cross falls back on principles of control to organize citizen response efforts. We end by discussing our future research agenda aimed at bridging formal and emergent citizen responses.

Abstract: This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives.

Abstract: In this paper, we introduce Tweedr, a Twitter-mining tool that extracts actionable information for disaster relief workers during natural disasters. The Tweedr pipeline consists of three main parts: classification, clustering and extraction. In the classification phase, we use a variety of classification methods (sLDA, SVM, and logistic regression) to identify tweets reporting damage or casualties. In the clustering phase, we use filters to merge tweets that are similar to one another; and finally, in the extraction phase, we extract tokens and phrases that report specific information about different classes of infrastructure damage, damage types, and casualties. We empirically validate our approach with tweets collected from 12 different crises in the United States since 2006.

Abstract: Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. However, there is a general lack of understanding about how to describe and assess the complex and dynamic nature of emergency management tasks and how knowledge integration help managers improve emergency management task performance. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance. The overall research agenda, approaches, challenges and the advantages of utilizing a virtual Emergency Operations Center (vEOC) for this line of research are discussed.

Abstract: Cooperation and mutual assistance in emergency situations is one of the main objectives of the Latin-American Association of Governmental Organisms of Civil Defense and Protection. To promote such collaboration m-ARCE has been developed; an ubiquitous mobile office for disaster mitigation where users can send and receive information anywhere and anytime. When a catastrophe happens in a country, and almost all infrastructure is destroyed, mobile technology, such as mobile devices and wireless networks, offers the user resources to ask for help and to manage it. Latin-American Countries often suffer catastrophes that provoke numerous human losses and major economic and social problems. International assistance and collaboration with the affected country is necessary to help in its recovery. The Web, like Internet, offers static office services to users who can access information using an infrastructure in indoor environments. On the other hand, mobile computing and networking use the Internet, together with mobile physical devices linked to it, and software platforms built upon it, to design and coordinate systems across countries. In the ubiquitous mobile office design, we describe how services, such as chat, email and wireless communication, should be configured for emergency situation. We make use of ubiquitous hypermedia -linked nodes in ubiquitous spaces- to ensure mobility and accessibility to the mobile device interface, such as PDAs and smartphones.

Abstract: The possibility of crowdsourced information, multi-geographical and multi-organisational information flows during emergencies and crises provided by web 2.0 tools are providing emergency management centres with new communication challenges and opportunities. Building on the existing emergency management and social media literature, this article explores how institutions are using and adopting social media for emergency communication. By examining the drivers and barriers of social media adoption in two European governmental agencies dealing with emergencies, the paper aims to establish a framework to examine whether and how institutional resilience could be improved.

Abstract: The paper presents the results of interviews with representatives from Norwegian emergency management volunteer organizations on their current use of social media and their perception of the potential for extended use of social media in their operations. Our study shows that social media is currently mainly used for information to the public and for internal communication. The informants expressed some reluctance towards the concept of virtual operations support teams, and using social media to collect information from the public. Yet, based on the possible benefits reported in the literature from studies of early adopters of digital volunteer groups, we argue in this paper for establishing a similar service at the regional level in Norway that can support the local volunteer organizations.
