Abstract: To face the urgent need to train strategic and operational managers in dealing with complex crises, we are researching and developing an innovative decision support system to be used for crisis management and interactive crisis training. Abstract: The proliferation of unmanned aerial systems (i.e., drones) can provide great value to the future of search and rescue. However, with the increase adoption of such systems, issues around hybrid human-drone team coordination and planning will arise. To address these early challenges, we provide insights into the development of testbeds in the form of mixed reality games with simulated drones. This research presents an architecture to address challenges and opportunities in using drones for search and rescue. On this architecture, we develop a mixed reality game in which human players engage with the physical world and with gameplay that is purely virtual. We expect the architecture to be useful to a range of researchers an practitioners, forming the basis for investigating and training within this unique, new domain.

Abstract: Today, during compartments fire, the decision-making of the rescue teams is mainly based on human decisions, which are the results of gathered experiences. However, a perfect knowledge of the situation, its evolution over time and the dangers that may appear is impossible. The transition between a localized fire and a generalized fire can take several forms. One of the most important vectors in the propagation of combustion for compartment fires is smoke due to its high temperature and the large amounts of energy it contains. Despite its extreme danger, smoke remains important to study because it convey valuable information, especially on the appearance of thermal phenomena feared by firemen. To carry out this study, a large scale experimental cell is used. A burner fueled with propane produces hot fumes in a so-called “real fire” configuration. All the measurements carried out are compared with LES (Large Eddy Simulation) simulations of the experiment using FDS. The numerical component allows defining scenarios (fire fully developed, fire under ventilated ...), which are verified by the experiments. The dual competence numerical /experimental data is essential in this type of study since the experimental data suffer from a lack of resolution (spatial, temporal) but nevertheless represent information necessary for validating the codes.

Abstract: Experiments in crisis management are expensive and difficult to realize. There is also a lack of training facilities in real crisis environments. Serious games and simulation can provide an alternative. We developed a system which enables interactive simulation for crisis management. It is called IMACSIM (Interactive Multi Agent Crisis Simulator Interpreter and Monitor). It is composed of the following components: First a software based platform for dynamic simulating of disasters. Next an event generator which can generate different crises situations. We designed a communication infrastructure that allows agents participants in the simulation to exchange messages. Every agent is able to observe the results of crisis events, process these events and initiate appropriate actions via a waypoint system. The decision making process is distributed among autonomous agents. Some actions may have an impact on the event generator, so there is an interaction between agents and event generator. We developed a first prototype. The design and test results will be described in this paper.

Abstract: Federal, State, and local decision makers and public health officials must prepare and exercise complex plans to contend with a variety of possible mass casualty events, such as pandemic influenza. Through the provision of quick look tools (QLTs) focused on mass casualty events, such planning can be done with higher accuracy and more realism through the combination of interactive simulation and visualization in these tools. If an event happens, the QLTs can then be employed to rapidly assess and execute alternative mitigation strategies, and thereby minimize casualties. This can be achieved by conducting numerous “what-if” assessments prior to any event in order to assess potential health impacts (e.g., number of sick individuals), required community resources (e.g., vaccinations and hospital beds), and optimal mitigative decision strategies (e.g., school closures) during the course of a pandemic. In this presentation, we overview and demonstrate a pandemic influenza QLT, discuss some of the modeling methods and construct and visual analytic components and interface, and outline additional development concepts. These include the incorporation of a user selectable infectious disease palette, simultaneous visualization of decision alternatives, additional resource elements associated with emergency response (e.g., first responders and medical professionals), and provisions for other potential disaster events.

Abstract: Simulation is an interdisciplinary science applicable to many branches of knowledge. One field in which simulation is relevant is decision making support (DMS), in which we use computers to run models of real or possible scenarios in order to evaluate alternative actions before carrying them out. We will obtain a useful simulation system only when the model (engine of the simulation process) has been made accurately to represent reality. Thus it is necessary to use a methodology that helps us to construct a simulation system. This paper presents some classifications of simulation systems and an introduction to the Monte Carlo method, with the objective of creating a framework of application of this method for the construction of simulation systems for decision making support in crisis management. One area of applicability is scenario-based simulations for training for cross-national teams to cooperate in large scale disasters. The final aim of this research will be the recommendation of standards and methodologies to build simulation systems in crisis management, specifically in decision making support. © 2012 ISCRAM.

Abstract: We investigate an approach that allows exercise managers to design simulations with an explicit focus on building skills, rather than having to focus on all the objects and interactions that a simulation must have. Exercise managers may design exercises at various levels of abstraction and always independently of how those sessions are implemented in simulations, while simulation components that implement the design are assembled and to some extent, automatically, behind the scenes. We outline (1) how Answer Set Programming can assist exercise managers in exercise planning and (2) how automated stage and content generation may be used to invoke appropriate simulation components to realize the design. For deliberate and recurrent training of decision-making skills, stages and content must vary to avoid familiarity (testing effects). We conclude by distilling a main research hypothesis that stipulates how (1) and (2) represent two modes of automated reasoning (so-called deductive versus abductive) and how that distinction clarifies the planning task.

Abstract: Crisis management (CM) is an aspect of command and control characterized by complexity, uncertainty, and severe time pressure. To address these challenges, CM teams can use collaborative work support systems (CWSS) to help plan their intervention and coordination activities. However, the use of CWSS is not necessarily beneficial and in some cases, can impede more than augment performance. Hence, it is essential to understand the impact of a CWSS on team performance and CM teamwork. We have developed a methodology to assess the effectiveness of CWSS by comparing the use of an interactive Smartboard with that of a traditional topographic map during team planning activities. To do so, a dynamic CM situation is simulated using a forest firefighting functional simulation – the C3Fire microworld. We compared two groups of participants on the basis of performance, communication, coordination efficiency, and planning quality. Based on a preliminary analysis, in comparison to maps, the use of a CWSS seems to be beneficial to planning activities and CM coordination. At this point the main contribution of the current on-going project is to provide a method and metrics for the objective assessment of new technology in the context of CM.

Abstract: The characteristics of a crisis cannot be predicted and no two crises are alike. The responders in a crisis also vary creating two axis of uncertainty that inhibit rapid and accurate scope definition of a crisis. How and what a responder chooses to communicate in a crisis can impact subsequent response efforts placing importance on the clarity and cohesion of information exchange. Training and increased practice of clear and accurate message content between responders is proposed to improve the situation details needed for rapid scope identification. SMS text-messaging is one viable, mobile interoperable communication technology, accessible for everyday use. This research studies message content exchanged between responders and begins with the message-prompt to message-response relationship during crisis response training. A web-enabled training application has been designed to simulate two-way SMS text-message exchange and captures communication responses based on defined task prompts. Leveraging Speech Act Theory and the use of plain language protocols for communication exchange, the SMS text-message responses are assessed for ongoing training and practice.

Abstract: Achieving interoperable communication across governmental agencies and jurisdictions remains a challenge and is simply taking time to implement. Initiatives to support agency interoperability continue. However, community responders remain in need of two-way device quick response tactics. SMS text-messaging is one viable interoperable communication technology that provides a bottom-up approach while offering benefits for everyday use. This research in progress studies the use of a web-based SMS text-message training application, designed to simulate two-way SMS text-message exchange. Speech Act Theory and the Theory of Planned Behavior are leveraged to carefully measure SMS text-message exchange. The overarching crisis scenario takes the role of the local community responder. Initial qualitative pilot results are presented and discussed, including next steps for this ongoing research.

Abstract: Crisis response relies on information dissemination and decisions made from real-time data. Sensor networks, especially in an environmental context, are a source of real-time data and used in both military and industrial applications for information gathering. However, sensor data usage for more pervasive system applications, especially mobile applications outside the battlefield, is limited. Mobile devices play key roles in crisis management, but little research exists on their effectiveness under duress. This research extends a previous study on user (responder) preparation in crisis management to mobile device readiness and real-time data acquisition. This paper steps beyond application use to focus on mobile device capabilities and the interface with wireless sensor networks towards an integrated mobile system framework that provides information and real-time decision data for crisis management. In particular, the approach being proposed incorporates novel strategies for maintaining battery life and connectivity among sensors and portable communication devices that are ideally suited for crisis management applications where “staying connected” is critical.

Abstract: This paper describes the basic communication analysis performed in a research project with an ambition to investigate the impact of geographical information system (GIS) on crisis management organizations. The goal is to compare the communication between command and control teams that have access to a GIS with geographical position information (GPS) capability in its command post with teams that only have access to paper maps. The method used is controlled experiments using the C3Fire micro-world. A total of 108 professionals, forming 18 teams, participated in the study. The participating professionals were members of Swedish municipal crisis management organizations. The result shows that the communication pattern connected to giving orders have a different distribution depending on if the teams used GIS or paper maps. The result also shows that the communication volume is reduced if the teams use GIS.

Abstract: Planning processes, including simulations and games, can help emergency workers to prepare for the unexpected. Rehearsal using software based gaming techniques not only helps planning, but is also cost effective. Computer-based groupware systems can make experts available regardless of location. A new approach, Virtual Simulation (VS), uses networking to create a flexible learning and planning environment. To date two prototype trials of this approach have been implemented at NJIT with major revamps between each one. This paper gives the results of the latest prototype trial, a simulation of attacks on university computer centers. The insights from this second prototype trial of virtual simulation will help us to improve the design and approach for future offerings.

Abstract: Preparation for mass casualty incidents (MCIs) is highly important but difficult to accomplish. Incidents are rare, often complex, and training is costly. However, with the development of consumer grade virtual reality (VR) hardware, immersive training simulations have become affordable for competency training. To make simulations effective, users have to be immersed and feel present in the simulation. We have developed a VR training system for MCIs in a user centered design process with emergency personnel and further improved the system to increase immersion and presence. In an evaluation with eighteen paramedic trainees, we compare six hypothesized design improvements between the two simulations, such as using a menu or a simulated emergency bag for interaction. Results indicate clear user preferences of interaction styles related to immersion and presence in MCI VR simulations.

Abstract: This paper introduces Social Coverage Maps (SCM) as a visual representation of the societal impact of localized disruptions in urban areas. Incited by the recent deliberate interruption of wireless services for the purpose of crowd control in San Francisco, we focus on the use of SCMs for representing emergent effects of electronic warfare. As a prequel we discuss maps and other visualizations as representations of human behaviour and relations. The SCM concept is defined and grounded in simulation-based parameters. Using an experimental scenario based on cell phone jamming in a city we show how SCMs are generated using an agent-based population simulator. We find that Social Coverage Maps could become a useful tool for analysing emergent effects of actions and events including electronic warfare, roadblocks, smoke, teargas, chemical and radioactive contamination with applications in operational and emergency planning as well as crisis management.

Abstract: In most nations, continued concern exists regarding the potential for acts of terrorism. Healthcare providers, specifically those in Emergency Medicine, will find themselves in the forefront of responding to such events. Training for Emergency Preparedness for all potential hazards is critical. Many approaches to training in individual for All Hazard Preparedness exist. The authors describe a multifaceted approach to training for All Hazards Preparedness and planning for terrorism. The approach includes classroom exercises designed specifically at understanding hazardous material threats, high fidelity patient simulation, strategic management simulation, and simulated care exercises in a non-hospital based emergency department facility. The authors believe that this multifaceted training will provide the broadest most potentially useful training and evaluation for emergency providers to ensure optimal response in times of any and all future terrorist attacks.

Abstract: Disaster exercises are intended to improve disaster responses effectiveness. Exercises exist in a wide variety, ranging from table-top scenarios to full-scale disaster simulations, offering participants different learning experiences. However these exercises can be overwhelming to newcomers, especially when involving large scale simulations, reducing the effectiveness of the learning experience. In order to make the learning experiences more effective to newcomers, researchers or professionals, a new exercise is proposed. This exercise, designed as a serious game, provides a new way to introduce people to the field of disaster management in general and information management in particular. The first version of the game was played during the 2012 ISCRAM summer school where it yielded positive reactions from both novice participants and experienced professionals.

This approach – designing for improvisation – is fundamentally different than designing for plan execution. In this paper, we identify three dimensions of this difference and outline a set of research questions that are intended to lead to a better understanding of the role of improvisation in emergency response, as well as how it can be trained for and supported. Abstract: This paper describes the WIPER system, a proof of concept prototype, and progress made on its development to date. WIPER is intended to provide emergency response managers with an integrated system that detects possible emergencies from cellular communication data, attempts to predict the development of emergency situations, and provides tools for evaluating possible courses of action in dealing with emergency situations. We describe algorithms for detecting anomalies in streaming cellular communication network data, the implementation of a simulation system that validates running simulations with new real world data, and a web-based front end to the WIPER system. We also discuss issues relating to the real-time aggregation of data from the cellular service provider and its distribution to components of the WIPER system.

Abstract: Large public events such as sporting events, concerts, fairs and street festivals are quite common in metropolitan areas. Because of the high frequency of such events and the increasing number of involved parties, those being responsible for the organization and execution have to cope with increasing complexity and shortening time frames for planning and preperation. Because of the high concentration of passengers, unplanned incidents that occur during these public events can have devastating effects and can lead to crises and disasters. Emergency management systems that utilize mobile communication infrastructures can provide prompt information delivery to save human lives. In this paper we propose a system design for mobile emergency management and outline our approach of evaluating this system design using multi-agent based simulation. To make our simulation of passenger movements as realistic as possible we gathered empirical data for a large event as well as for normal rush hour traffic.

Abstract: Measuring situation awareness (SA) and situation understanding (SU) is an important topic for Command & Control research. Virtual simulations (VS) have been proposed as a suitable method for measuring SA/U, but, there is little research into how to build scenarios for VS so that SA/U can be measured reliably. In this study, we used two different VS scenarios and the Quantitative Analysis of Situation Awareness (QASA) method to measure, and provide feedback on, actual and perceived SA/U. Two VS scenarios were tested in Estonia with 36 trainees. The results of the different scenarios were compared to establish whether the scenario storylines and authoring process resulted in differences in SA or SU. We conclude that reliable assessment results were produced with both authoring processes, and further suggest that the Collaborative Authoring Process Model for Virtual Simulations (CAPM) be used for VS creation.

Abstract: Agent-based simulations enable the simulation of social phenomenon by representing human behaviors using agents. Human actions such as evacuating to safe havens or extinguishing fires in disaster areas are important during earthquakes. The inclusion of human actions in calculating the damage at disaster sites provides useful data to local governments for planning purposes. In order to practically apply these simulation results, these results should be tested using actual data. Further, these results should be analyzed and explained in a manner that people who are not agent programmers can also understand easily. First, the possibility of applying agent-based approaches to social tasks is shown by comparing the simulation results with those obtained from other methods. Next, we propose a method to present agent behaviors using a probability model and discuss the results of applying this method to the RoboCup Rescue simulation data. These will delve into future research topics for developing agent based social simulations to practical ones.

Abstract: This paper describes the field tests of a simulation based game aiming at raising awareness and creating a deeper understanding of the dynamics of the comprehensive approach (CA). The setting of this game is that of a failed state where an UN intervention takes place after massive conflict that requires a CA to stabilize the situation. That is, the civil and military actors need to collaborate effectively, taking into account their respective strengths, mandates and roles. Underlying the game is the Go4it CA simulation Model (GCAM2.0). GCAM2.0 was extensively field-tested in eight sessions with about 16 persons each, aiming at assessment of the perceived realism and learning effects. It was found to provide a sufficiently authentic experience to obtain awareness of the CA in novices. With regard to improving the deeper understanding of the dynamics and complexity of the CA, in a cooperation-oriented setting only deeper learning can be reached.

Abstract: Automated coordination is regarded as a novel approaches in Emergency Response Systems (ERS), and especially resource allocation has been understudied in former research. The contribution of this paper is the introduction of two variants of a novel resource allocation mechanism that provide decision support to the centralized Emergency Operations Center (EOC). Two quantitative models are computationally validated using real-time, data-driven, Monte-Carlo simulations promoting reliable propositions of distributed resource allocations and schedules. Various requirements are derived through a literature analysis. Comparative analyses attest that the Monte-Carlo approach outperforms a well-defined benchmark.

Abstract: This paper describes some of the lessons learned from the FireGrid project. It starts with a brief overview of the project. The discussion of the lessons learned that follows is intended for others attempting to develop a similar system, where sensor data is used to steer a super-real time simulation in order to generate predictions that will provide decision support for emergency responders.
