Abstract: In this paper we present the Reconstruction and Exploration approach (R&E) and F-REX tool and their applications in a field exercise with the Swedish Rescue Services Agency with the purpose of investigating features needed for a computer supported approach for evaluation of large scale crisis management operations. After the exercise several interviews and one seminar were held to evaluate R&E as a representative for computer supported evaluation approaches for crisis management operations. Initial results indicate that multimedia presentation of key events from an operation can be very valuable not only to stimulate the participants to reflect on their own performance, but also to document and share lessons learned to non-participants.

Abstract: In this article the focus is how to train collaboration and communication between emergency authorities in two countries (Norway and Sweden) by using a web-based tool supporting tabletop like exercises. The exercises are accomplished in three steps: Scenario design; exercise design and realization; and evaluation to examine the results of the exercises and for feedback to new scenario designs. The software ties all three steps together. The process is iterative, and involves users from each emergency authority. The preliminary results after two years show that the approach is promising. To be able to better foresee what will happen during an exercise the need for a simulator has appeared as one desirable and possible direction for further research.

more and more systems are developed as web-based applications, maps have also become a common sight in such
applications. The de-facto solution to add maps to web-based applications is to integrate a third-party service.
For web-based crisis management information systems, this approach has two disadvantages. First, the third-party
service must be available and reachable. Second, by using third-party services you implicitly share what you are
viewing, with the risk of unintentionally exposing sensitive location information. In this Tool Talks paper, we show
how to create a robust and private alternative for web-based maps using open source tools and open data.

Abstract: Can populations self-organize a crisis response? This is a work in progress report on Exercise 24, X24, Mexico, a follow up to the first two exercises, X24 and X24 Europe The X24 exercises used a variety of free and low-cost social media and web 2.0 tools to organize, plan, and manage local and international expertise and organizations in the response to a preset disaster scenario. The first X24 focused on Southern California, while the second X24, X24 Europe, focused on the Balkan area of Eastern Europe. These exercises involved over 12,500 participants for X24 while X24 Europe had over 49,000 participants. This paper presents an overview of the recently completed X24 Mexico exercise, as well as the preliminary results. © 2012 ISCRAM.

Abstract: Federal, State, and local decision makers and public health officials must prepare and exercise complex plans to contend with a variety of possible mass casualty events, such as pandemic influenza. Through the provision of quick look tools (QLTs) focused on mass casualty events, such planning can be done with higher accuracy and more realism through the combination of interactive simulation and visualization in these tools. If an event happens, the QLTs can then be employed to rapidly assess and execute alternative mitigation strategies, and thereby minimize casualties. This can be achieved by conducting numerous “what-if” assessments prior to any event in order to assess potential health impacts (e.g., number of sick individuals), required community resources (e.g., vaccinations and hospital beds), and optimal mitigative decision strategies (e.g., school closures) during the course of a pandemic. In this presentation, we overview and demonstrate a pandemic influenza QLT, discuss some of the modeling methods and construct and visual analytic components and interface, and outline additional development concepts. These include the incorporation of a user selectable infectious disease palette, simultaneous visualization of decision alternatives, additional resource elements associated with emergency response (e.g., first responders and medical professionals), and provisions for other potential disaster events.

Abstract: Upon developing a software agent-based simulator for training roles in emergency response scenarios, the PARVAC team at the University of Washington has pursued building a tool for better investigative review and insight generation on the performance of an emergency response game session team. While our RimSim Response software included the opportunity to re-run a simulated team performance in order to review player and agent behavior, we did not provide our trainees the ability to visually query their performance outside of a sequential review of the emergency response effort. By integrating our RSR visualization components with an existing visual query software package called Improvise, we were able to construct highly-coordinated visualizations of our data model for the ability to apply a sense making approach in the investigation of live player and software agent-based behavior – both as individual players and as combinations of players working on tasks associated with an emergency response scenario. The resultant tool is now our primary visualization tool for discussing first responder team performance and supports the overall RSR objective of training teams to make the most effective, recognition-primed decisions when a real emergency crisis occurs in their community. This paper reviews our visualization tool and demonstrates its use.

Abstract: Despite the significant advances that software and hardware technologies have brought to the emergency management field, some islands remain where innovation has had little impact. Among them, emergency plan management is of particular relevance due to their key role in the direction of teams during responses. Aspects like coordination, collaboration, and others are spread in plain text sentences, impeding automatic tool support to improve team per-formance. Moreover, administrative management of plans becomes a mere document management activity. In this paper, we present SAGA, an architecture that supports the full lifecycle of advanced emergency plan management. By advanced we mean plans that include new types of interaction such as hypermedia and advanced process definition languages to provide precise specification of response procedures. SAGA provides all the actors involved in plan management a number of tools supporting all the stages of the plan lifecycle, from its creation to its use in training drills or actual responses. It is intended to be instantiated in systems promoted by civil defense agencies, providing administrative support to plan management; additionally, editing tools for plan designers and tools for analysis and improvement of such plans by organizations are provided. Plan enactment facilities in emergency response are also integrated. To our knowledge, it is the very first proposal that covers all the aspects of plan man-agement. © 2012 ISCRAM.

Abstract: Natural hazards can generate damages in large inhabited areas in a very short time period. Crisis managers must
plan interventions very quickly to facilitate the arrival of the first emergency. In a crisis unit, experts visualize
heterogeneous visual representations of spatio-temporal information, in order to facilitate decision-making,
based on various types of screens, i.e. laptops, tablets, or wall screens. Visualizing all this information at the
same time on the same interface would lead to cognitive overload. In this paper, we assume that it could be of
interest to provide innovative co-visualization models and tools, to bring hazard, geospatial and climate
information together, in a shared interface. We propose to explore spatial and temporal multiplexing tools within
a dedicated geovisualization environment, in order to help expert decision-making. The proposition is
implemented with the case study of a tsunami event in the Caribbean sea.

Abstract: Multi-agency coordination in emergency management presents many challenges. Agencies that normally operate independently have to assemble into a unified supra organization to achieve a common goal. To achieve successful multi-agency coordination organizations need to span organizational boundaries and provide linkages with multiple agencies. This requires interorganizational compatibility of information and communication systems. Necessary for this success are the stakeholders responsible for facilitating these organizational boundary spanning activities. This paper proposes that the preliminary research findings can create a typology of dimensions crucial to facilitating multi-agency emergency management coordination. It is envisaged that the typology will culminate into a diagnostic tool that will enable stakeholders to examine the breakdowns and successes of multi-agency emergency management coordination.

Abstract: This paper discusses serious games developed as part of a training program developed for a Dutch crisis response group, which acts during a (potential) flooding crisis. Training in general contributes to a wide range of learning objectives and can address different target audiences. For each combination of learning objective and target audience, the proper form of education has to be selected, ranging from self-tuition to large scale multi-party training and exercises. Serious games can be a useful and educational addition to the set of existing training tools. For operational crisis response groups a high match with real-time warning systems is essential. Our approach shows how to integrate both serious games and early warning systems for effective training and exercises. We end with our lessons learned in designing serious games based on early warning systems, in the context of a training program for a crisis response group.

Abstract: Collabbit is an open source web-based application that aims to increase emergency management efficiency through distributed asynchronous information sharing. The software is targeted to loosely coupled non-profit disaster relief agencies that coordinate response to and recovery from disasters. Disaster relief agencies create a common operating picture of an emergency incident through remotely posted incident updates. Individual users subscribe to topics of interest and receive near-instantaneous updates on those topics. Where information is lacking, users may access a topically organized contact registry. This report describes the development and deployment of the Collabbit project.

Abstract: While multilingual translation needs (from one or more language(s) to one or more others) in disaster events are a “perennial issue” among responders in crisis-affected communities (Crowley & Chan, 2011) and calls are being made to consider the access to (and translation of) information during crisis a human right (Greenwood et al., 2017), the literature that deals with intralingual translation in disaster is limited in places where it should thrive, such as crisis communication, translation studies, and rhetoric. Intralingual translation is of increasing relevance in disaster not only because of potential variability in literacy levels among those affected (O’Brien, 2020) but because responding to/planning for disaster requires an understanding of the ‘operational’ terms used (but not always shared) by other responding agencies in the field. This paper calls for increased attention to intralingual translation needs in disaster and introduces a translation technology (“Aphorme”) designed to mitigate those needs.

Abstract: A central part of the work in Incident Commands (ICs) deals with handling messages that contain relevant information. Classification schemes for messages can be exploited by command staff and assisting tools to support this work, given that a common understanding of the scheme is shared among participants. We present user studies on two such classifications, which imply some disagreement among participants. Interpretations of the studies and a revised scheme are presented. All users in our studies are highly trained experts and represent the state of the art in german IC work.

Abstract: The need for better team measurement in realistic environments has been recognized as one of the key challenges that characterize the field of team work studies (Salas, Cooke, & Rosen, 2008). This challenge is particularly hard to address in the context of emergency response, due to the inherent complexity and dynamism of the domain. Emergency response is part of the emergency management cycle, and refers to the mobilization of the adequate actors and resources to mitigate the impact of an incident on the public and on the environment (Abrahamsson, Hassel, and Tehler, 2010). Emergency response often requires the cooperation of multiple agencies such as police, medical, and fire services, consequently increasing the complexity of such operations. We report of how SYnRGY – a human-centered emergency response technological tool – is embedded with extensive measurement and simulation capabilities to allow tracing of experts' task models in a silent and reliable way. We describe how these capabilities; combined with an innovative modeling technique – dynamic cognitive task modeling – can be used to extract experts' representations of the task. We discuss the importance of such a model for training, improvement of emergency response procedures and development of emergency response tools. © 2012 ISCRAM.

Abstract: We discuss decision support tools used for more efficient planning of fire and rescue services. The methodology considers small and flexible units and includes dynamic utilization of the existing resources. We develop a quantitative measure for preparedness and use it as a basis for decision support. By constantly accounting for the current situation and using intelligent strategies to locate and allocate resources that support good preparedness, response times can be shortened. The tools will be tested using an experimental setup that includes human-in-the-loop simulations, and the results will compare situations that occur when the decision makers have and do not have access to the developed tools. © 2012 ISCRAM.

Abstract: Disasters trigger the need for relief items. The flows of relief items to the beneficiaries in the disaster area are determined by humanitarian logistics networks. The setup and operations of such networks can be supported by employing Operations Research models. Several models, based on different methodologies are available to support decision-making in the field of humanitarian logistics. This work-in-progress analysis suggests a structure of a methodological tool kit for humanitarian logistics. With its help, practitioners in the field of humanitarian logistics should be better equipped to find, compare, and apply available analytical models for their individual decision problem. To serve as an illustration, one OR model is presented in detail according to the proposed structure of the methodological tool kit.

Abstract: The US has not yet developed adequate models for estimating hazard generated needs, the necessary first step for developing useful decision support systems needed to estimate the capability and capacity of the response forces required. Modeling and technology required to support the decisions made by humanitarian relief organizations requires scenario driven catastrophic planning. This paper documents the lack of effective decision support tools and systems for humanitarian aid and describes the current state of models and methods used for determination of hazard generated needs. The paper discusses work performed on a catastrophic earthquake preparedness project. It outlines how the results of this project will be used to advance the modeling and decision support capabilities of federal, state and local disaster planners and emergency responders.

Abstract: Security of network assets is a high priority with little traditional return on investment. Increasingly, cyber attacks are being used by both terrorist and unfriendly government organizations. The HACKING Game, a Cross Impact Analysis planning tool, can be used to plan security resource allocation in computer networks. Cross Impact Analysis provides a mathematical basis to determine the interrelationships of one event with a set of other events. Output from the HACKING Game's Cross Impact Analysis model can be used to help justify security expenditures, with an added benefit of being a training tool for employees learning to protect networks. This paper presents details of the Hacking Game's design and its capabilities. Cross impact modeling can be used to develop games for any situation characterized by a set of offense and defense events to produce an individual or collaborative model for such things as natural and man-made disasters.

Abstract: In this contribution, we introduce a prototype of a decision support tool for cost-optimal response in security management. The threat situation of a closed infrastructure, exposed to multiple threats, and the corresponding response actions are modeled by a continuous-time Markov decision process (CMDP). Since the CMDP cannot be solved exactly for large infrastructures, the response actions are determined from a heuristic, based on an index rule. The decision support tool's user interface displays the infrastructure's current threat state and proposes the heuristic response actions to the decision maker. In this way, global situation awareness can be enhanced and the decision maker is able to initiate an almost cost-optimal response action in short time.

Abstract: Many crisis response and recovery efforts require choosing locations in order to deliver needed materials and services. Automated methods can help choose optimal locations for relief camps, field hospitals, command centers, and other critical relief infrastructure. However, current information technology tools for siting relief infrastructure suffer from exposing too much complexity to the user. We are developing a tool, CR-Site, which we hope will serve as an exemplar of an emergency siting tool that eliminates unnecessary complexity, while exposing necessary parameters. In this paper, we describe the technical design and user workflow for CR-Site and provide a case study for the functionality provided by CR-Site. © 2012 ISCRAM.

Abstract: The paper provides an overview of past, present and future development in the program to implement a Flood Forecasting and Decision-Support System (DSS) for the SAIH network in some Spanish basins. These tools represent a significant advance by embedding the decision-making components for management of hydraulic infrastructure into the flood forecasting and flood early warning procedures. The DSS has been implemented based on an open-shell platform for integrating various data sources and different simulation models. So far, it covers the Segura, Jucar, Tajo, Duero and Miño-Sil basins, which represent 42% of Spanish territory. Special attention is paid to the decision-support for the operation of the 66 major reservoirs as a fundamental part of flood management.

Abstract: The explosion of an improvised nuclear device (IND), in any American city, would cause devastating physical and social impacts. These impacts would exceed the response capabilities of any city, state or region. The potential loss and suffering caused by an IND detonation can be dramatically reduced through informed planning and preparedness. By incorporating estimates of the impacts associated with the detonation of an IND into the planning process, jurisdictions can estimate the scale and scope of their response requirements. A prototype, computer-based tool was developed to quantify the human impacts associated with an IND detonation. Using various types of information such as the approximation of the prompt radiation footprint, blast footprint, and thermal footprint of the detonation, along with an estimation of the level of protection provided by building structures the system calculates the number and type of injuries that can be expected in a monocentric urban area.

Abstract: This paper presents the design of a decision support tool for crisis response applications. We propose a system to replace emergency contact calling trees with a multi-modal personnel contact architecture. This architecture consists of a centralized notification framework using existing enterprise e-mail, Web site, instant messaging, and voice over IP (VOIP) infrastructure. Response and audit data is collected and stored for analysis, and can be reviewed using a variety of methods in real time. Details of our prototype implementation are discussed. Specifically, we address multi-modal communication techniques and their benefits, enterprise deployment challenges, and opportunities for further research.

Abstract: In the field of information systems for disaster management there is a large variety of data formats, specifications and standards. Most of these standards only cover a specific part of this area, for example formats for geospatial data or message exchange. This diversity of isolated solutions, however, prevents those systems from interacting and exchanging data. To improve the interoperability in this sector there is a strong need for an integrated interoperable system architecture that is suitable for stand-alone systems as well as for the communication in a distributed heterogeneous system environment. This paper shows an approach for such a system architecture. It presents the Disaster Management Markup Language (DMML), which provides an architecture of data structures, services and service interfaces for crisis response systems. Furthermore, the Disaster Management Interoperability Framework (DMIF) is introduced, which supplies a software-engineering layout for DMML. Finally, the implementation of the DMMapML module is presented, which handles data involved in the situation report. The basic structure of this implementation is described and its potential contribution to the interoperability of crisis response systems.
