Abstract: The purpose of this paper is to describe the development of a regional crisis competence centre in Sweden. The overall research approach utilizes action research methodology to support the development process. The overall development process is divided into three steps; early need finding, the organizational platform, and business development. This paper is devoted to the first phase – early need finding – which deals with the specific needs and demand of four municipality organizations and how these requirements can be converged into a organizational setting that correspond to national crisis management strategies as well as regional responsibilities in crisis management. The research approach is action based and the theoretical considerations to support progress in development activities are from the Actor Network Theory (ANT). The main conclusion from the research is that the formation of a crisis competence centre revolves around sharing competences, and compromising between internal and external objectives in the progress towards a common goal.

Abstract: This paper describes the Disaster Portal, a multi-faceted information portal for use by citizens and emergency personnel during disasters and emergency response. This portal is the result of a collaboration between the RESCUE project at UC-Irvine and the City of Ontario, California Fire Department (OFD). The portal provides a wide range of real-time information in disaster situations, such as situation summaries, announcements, shelter information, and aggregated services such as family reunification and donation management. A first version of this portal was developed and deployed by the City of Ontario in September 2007. The current system serves as a base to develop and refine results from several areas of research which are being incorporated into the existing system to provide additional or advanced capabilities. We provide an overview of the portal's capabilities, followed by technical details on the system architecture and implementation. We describe the experience of deployment of the system in the recent California wildfires. Finally we describe work in progress on several advanced capabilities.

Abstract: The Smart Mature Resilience Project is a European research Project aimed at developing a Resilience Management Guideline. The guideline is composed of five tools developed in the project. They help to determine the level of resilience of a city and how to improve it. The Resilience Information Portal, one of these five tools, must support and integrate the different tools. It is also used as an engagement and communication tool. The tool had to be built before the finalization of the requirements, so a double approach was pursued in this project. First, a fast prototype was built based on a CMS, and second, a solution was built from scratch. The paper explains this process, compare both approaches, and how the long way can be more efficient. The final version has shown to be easy to use, and powerful enough to respond to the requirements of the users of the portal.

Abstract: The main focus of the preparing electronic portal “eSEC – Competency Based e-portal of Security and Safety Engineering” – eSEC-portal, is to establish web system, which would be new tool in process of learning for students and professionals in fields focusing on security studies, safety studies and crisis management. eSEC-portal aims on preparing connections among students, teachers, professionals and experts. This interface will bring qualitative improvement for learning process of students and we suppose more activities from them in professional and scientific work. Students will have possibility to compare actual questions and problems on other institutions, in scientific and professional environment. Teachers will be able to get feedback from professionals, colleagues and students. Through the e-portal will increase the employability of the e-portal users by directly linking competencies required by employers with competencies which are available for students on the e-portal and which are not a part of the educational system.
