Abstract: Stakeholder perspectives on crisis management provide a useful descriptive framework for analyzing crises and making crisis narratives. However, their actionability for crisis management, i.e. possibility to use stakeholder management models into operational crisis management processes, remains an under-investigated question. The purpose of this article is to discuss the operational value of stakeholder frameworks for crisis management. Drawing on a qualitative case study of a successful crisis management process in a public transportation company, we investigate the activities set up by the crisis cell to manage internal and external stakeholders during the crisis. In our case, successful stakeholder management relied on: 1) good diagnosis capabilities for the design of an appropriate corporate positioning; 2) an ability to manage coherently a set of emerging and heterogeneous issues involving stakeSholders ; 3) the capacity to set up a tightly coupled form of organization, involving both crisis cell members and various anchorage points, i.e. specific actors involved in the project before the crisis, who were already in contact with key stakeholders as part of their day-to-day activities. We then discuss the practical and theoretical implications of this analysis and the potential value stakeholder perspectives for crisis management.

Abstract: One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Moreover, since the RBAC meta-model is embedded into a web engineering method, we put into practice a holistic process which addresses different design perspectives (structure, navigation, presentation, interaction and access) in an integrated way.

Abstract: The increasing use of social media as an information source brings further challenges – social media platforms can be an excellent medium for disseminating public awareness and critical information, that can be shared across large populations. However, misinformation in social media can have immense implications on public health, risking the effectiveness of health interventions as well as lives. This has been particularly true in the case of COVID-19 pandemic, with a range of misinformation, conspiracy theories and propaganda being spread across social channels. In our study, through a questionnaire survey, we set out to understand how members of the public interact with different sources when looking for information on COVID-19. We explored how participants react when they encounter information they believe to be misinformation. Through a set of three behaviour tasks, synthetic misinformation posts were provided to the participants who chose how they would react to them. In this work in progress study, we present initial findings and insights into our analysis of the data collected. We highlight what are the most common reactions to misinformation and also how these reactions are different based on the type of misinformation.

Abstract: Understanding that disasters and conflicts do not occur in a vacuum, but are integrally linked to the broader context in which they take place, building resilience within both state and society structures becomes a crucial tool to speed recovery and lessen the likelihood of recurrence as local and institutional capacities are put in place to respond to, manage and reduce emerging risks. Since, 2008, United Nations Development Programme in Sudan has through its Crisis and Recovery Mapping and Analysis Project been developing a participatory mapping and analysis methodology to enhance crisis responsiveness and evidence-based strategic planning both within the United Nations system and national government. Using innovative technologies and GIS, sensitive issues are contextualized and depoliticized through novel correlations and visualisations, allowing previously contesting state and society actors to jointly identify priorities for intervention and response. The process has fostered an open dialogue, strengthening the capacities of local actors to respond to emerging crises in a timely and appropriate manner. Participatory mapping has thus become a key tool in managing complexities in peacebuilding and recovery in post-crisis settings. © 2012 ISCRAM.

Abstract: In this paper we present the Reconstruction and Exploration approach (R&E) and F-REX tool and their applications in a field exercise with the Swedish Rescue Services Agency with the purpose of investigating features needed for a computer supported approach for evaluation of large scale crisis management operations. After the exercise several interviews and one seminar were held to evaluate R&E as a representative for computer supported evaluation approaches for crisis management operations. Initial results indicate that multimedia presentation of key events from an operation can be very valuable not only to stimulate the participants to reflect on their own performance, but also to document and share lessons learned to non-participants.

Abstract: Recent findings from fieldwork conducted at emergency operation centers (EOC) suggest that currently deployed emergency management information systems (EMIS) are not supporting properly the anticipation of individual actions in cooperative work. We present these findings in this paper and introduce joint action theory as an interaction approach to design technologies that explicitly provide for this kind of support. Our main arguments are: (1) contemporary EMIS are affecting negatively cooperative work at EOCs due to their lack of support for the anticipation of individual actions; (2) Available theory that emphasizes the role of anticipation on cooperative work is not impacting on the design of EMIS due to misalignments between the theory and contemporary situations; (3) Joint action theory provides an alternative framework to correct these misalignments; and (4) Joint action theory provides designers of EMIS with guides for an interaction design that supports anticipatory actions in EOCs.

Abstract: In this paper, we introduce Tweedr, a Twitter-mining tool that extracts actionable information for disaster relief workers during natural disasters. The Tweedr pipeline consists of three main parts: classification, clustering and extraction. In the classification phase, we use a variety of classification methods (sLDA, SVM, and logistic regression) to identify tweets reporting damage or casualties. In the clustering phase, we use filters to merge tweets that are similar to one another; and finally, in the extraction phase, we extract tokens and phrases that report specific information about different classes of infrastructure damage, damage types, and casualties. We empirically validate our approach with tweets collected from 12 different crises in the United States since 2006.

Abstract: During large-scale crisis events special emergency management structures are put in place in order to execute administrative-strategic and/or technical-tactical functions for potentially large geographical areas. The adequacy of information systems and the communication capabilities within such management structures largely determine the quality of situation awareness and are thus crucial for the effectiveness and efficiency of the emergency managers' work. In this field, this paper makes a threefold contribution: In the first part we provide a description of the organizational structure and the tasks in an emergency operation center (EOC) from a practitioner's perspective. Based on this primer, in the second part we propose four guidelines which help to design human-computer interfaces, especially adequate smart room technology, for this domain. Third, we present a system we designed along these guidelines. We specifically discuss the introduction of a Digital Map Table with Fovea-Tablett® into an EOC as “smart furniture” supporting both team and individual work.

Abstract: Recent years have witnessed multiple international protest movements which have purportedly been greatly affected by the use of Twitter, a micro-blogging platform. Social movement actors in Iran, Moldova, Kyrgyzstan and Thailand are thought to have utilized Twitter to spread information, co-ordinate protest activities, evade government censorship and, in some cases, to spread misinformation. We propose a framework for conceptualizing and analyzing Twitter data related to contentious collective action crises. Our primary research goal is to delineate a framework informed with a social movements lens and to demonstrate the framework by means of Twitter usage data related to the Thailand protests of 2010. Our proposed framework concerns itself with two aspects of protest activities and Twitter usage, namely, analyzing the content and structure of messages and our construct of Twitter protest waves.

Abstract: During unforeseen situations of crisis such as disasters and accidents we usually have to rely on local news reports for the latest updates on casualties. The information in such feeds is in unstructured text format, however, structured data is required for analysis and visualization. This paper presents a system for automatic extraction and visualization of casualty information from news articles. A prototype online system has been implemented and tested with local news feed of road accidents. The system extracts information regarding number of deaths, injuries, date, location, and vehicles involved using techniques like Named Entity Recognition, Semantic Role Labeling and Regular expressions. The entities were manually annotated and compared with the results obtained from the system. Initial results are promising with good accuracy overall. Moreover, the system maintains an online database of casualties and provides information visualization and filtering interfaces for analysis.

Abstract: Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. However, there is a general lack of understanding about how to describe and assess the complex and dynamic nature of emergency management tasks and how knowledge integration help managers improve emergency management task performance. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance. The overall research agenda, approaches, challenges and the advantages of utilizing a virtual Emergency Operations Center (vEOC) for this line of research are discussed.

Abstract: Relief agency managers show growing interest in dashboards for assessing multi-agency disaster preparedness. Yet, there is a dearth of research on the development and use of dashboards for disaster preparation. Consequently, information system architects in the disaster management domain have little guidance in developing dashboards. Here, dashboards refer to digitalized visualizations of performance indicators. In this paper, we discuss the experiences gained from an action research project on the development of dashboards for assessing disaster preparedness. The objective of this paper is to discuss experiences and tradeoffs extracted from the development of dashboards in practice. We organized a two-day gaming-simulation with relief agency managers for the evaluation of the dashboards. While the relief agency managers acknowledged the usefulness of dashboards in the disaster preparation process and expressed their intention to use these in practice, they suggested that the formulation and clustering of performance indicators requires further research.

Abstract: Despite increasing focus on user involvement among the developers of crisis management technologies, the diffusion of these solutions in target user communities is slow. This paper discusses to what extent the Living Lab approach, based on open innovation and co-creation between users and developers, could facilitate the diffusion of crisis management solutions. Our analysis shows correspondence between the core principles of the Living Labs approach and the user interaction focus in development research in ISCRAM. However, the task urgency and criticality of crisis situations limits the possibility for testing and experimenting with technology in real use situations. Instead, the main distinguishing principle of the Living Lab approach is the nature and scope of stakeholder involvement. By creating an arena where community stakeholders participate equally with developers and researchers in sharing ideas and testing new technological solutions, chances for successful diffusion of these solutions in real use practice could be strengthened.

Abstract: In complex socio-technical systems, robustness is achieved through interaction between the technical structure of the system and the social and organizational structure of the operators who run the system. While the need for human oversight of complex systems is widely recognized, the impact of organizational factors on the effectiveness of the oversight function is not well understood. We have studied the social interactions between supervision and maintenance operators of the largest French telecom operator, using techniques from the sociology of organizations. Detailed analysis of the social network formed by these operators has allowed us to identify a number of factors that contribute positively or negatively to the robustness of the system.

Depending on the kind of incident and its extent, different assets are to be used. The more diverse these assets are, the more complex their simultaneous use and coordination. Therefore, integrated solutions are needed which comprise all necessary components such as power supply, communication infrastructure, data acquisition and processing, decision support and information dissemination. In this paper, an architecture for an open framework is proposed and its advantages over dedicated solutions are discussed. Abstract: In an emergency, people need to be able to report and find relevant information quickly. Fulfilling these information needs is the design goal of E-SOS: Emergency Situation Overview and Synthesis, a research project in progress. E-SOS will consist of (1) a website where users can report information, (2) web services that find and synthesize related information from multiple sources, and (3) interface tools that visualize and display links to this information. In this paper we describe three of these services and tools: the topic, geographic, and information space awareness tools. When a user writes a report, the topic awareness tool will execute a federated search and display links to related information. The information space awareness tool will highlight these links in a visualization of the information space. If the user refers to a location, the geographic awareness tool will focus a map on this location and display topic-related icons.

Abstract: Disaster risk management practitioners have the responsibility to make decisions at every phase of the disaster risk management cycle: mitigation, preparedness, response and recovery. The decisions they make affect human life. In this paper, we consider the current state of the use of AI in information extraction (IE) for disaster risk management (DRM), which makes it possible to leverage disaster information in social media. We consolidate the challenges and concerns of using AI for DRM into three main areas: limitations of DRM data, limitations of AI modeling and DRM domain-specific concerns, i.e., bias, privacy and security, transparency and accountability, and hype and inflated expectations. Then, we present a systematic discussion of how explainable AI (XAI) can address the challenges and concerns of using AI for IE in DRM.

Abstract: In the past a crisis event was notified by local witnesses that use to make phone calls to the special services. They reported by speech according to their observation on the crisis site. The recent improvements in the area of human computer interfaces make possible the development of context-aware systems for crisis management that support people in escaping a crisis even before external help is available at site. Apart from collecting the people's reports on the crisis, these systems are assumed to automatically extract useful clues during typical human computer interaction sessions. The novelty of the current research resides in the attempt to involve computer vision techniques for performing an automatic evaluation of facial expressions during human-computer interaction sessions with a crisis management system. The current paper details an approach for an automatic facial expression recognition module that may be included in crisis-oriented applications. The algorithm uses Active Appearance Model for facial shape extraction and SVM classifier for Action Units detection and facial expression recognition.

Abstract: In crisis situations different organizations have to cooperate to gain shared situation awareness and to take accurate decisions. However, several evaluation studies of crisis mitigation processes indicate that it is hard to effectively coordinate efforts of all organizations involved. The goal of our project is to improve coordination in crisis management teams, by improving the interaction processes in a crisis management team. The project consists of two main steps. First, the development of MIRROR, i.e. an overview of 16 relevant factors that influence team interaction. Second, the development of a training based on MIRROR. We expect MIRROR and its training module to be a useful tool for team members of crisis teams. In addition, MIRROR has the advantage that it can be applied in non-crisis teams, during daily situations, as well. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems.

Abstract: In this paper we present a role-playing workshop in a firefighting scenario conducted within the frame of a multidisciplinary consortium. Our work focuses on developing a navigation ubicomp infrastructure leveraging the cognitive skills of firefighters. Technology for navigation must understand existing navigation practices in order to provide adequate support. To deal with the complexity of this process, we use a participatory design approach based on a strong synergy among partners. We argue that a key aspect for the creation of this synergy is the construction of a bond of empathy allowing technology experts to understand the needs of the users of technology and also allowing firefighters to understand the role and activities of technology developers in the process. We present an account of the workshop conducted and some insights of the role that this method can play for complex, multidisciplinary teams working on developing safety-critical technology.
