Abstract: This paper investigates the relevance and assurance of information and system quality as requirements for information systems success during disaster management. Despite the many examples of poor information quality and poor system quality, research on the relevance and assurance of these requirements is sparse. In order to design successful information systems for disaster management, a context related understanding of the organizational and technical measures for achieving these requirements is necessary. Accordingly, the goal of this paper is to identify and confirm information and system quality requirements for the design of information systems for disaster management. The results of our interviews with information architects indicate that while information quality requirements are considered to be very relevant, these are hard to measure and assure, and that currently much effort is being put into improving system quality requirements such as interoperability and ease of use.

Abstract: In this paper, we present a model that identifies seven success factors for the development of crowdsourcing platforms for disaster recovery. This model integrates two existing theories. The first theory focuses on success factors of crowdsourcing initiatives in general. The second theory states how disaster relief operations can improve when they take the psychological components of resilience into account. By merging the core principles of these two theories and adding additional knowledge gained from literature study, we constructed an integrated success factor model for use in the development of crowdsourcing applications for disaster recovery. An initial validation of the success factor model was conducted within a case study on a crowdsourcing platform for disaster recovery which is currently being developed. Conclusions are drawn with regards to the applicability of the model to guide development of crowdsourcing platforms for disaster recovery.

Abstract: Reliable communication systems are one of the key success factors for a successful first response mission. Current crisis response communication systems suffer from damaged or destroyed infrastructure or are just overstressed in the case of a large scale disaster. We provide an outline for a distributed communication approach, which fulfills the requirements of first responders. It is based on a layered network topology and current technology used in research projects or already established products. In addition, we propose a testing framework for the evaluation of a crisis response communication system.

Abstract: There is significant gap in the literature and past research on Knowledge Management Systems (KMS) in the domain of disasters. This PhD research work is an action research to design and implement a web-based knowledge management system that aims to fill this theoretical gap in KMS for disasters and to improve the disaster planning and response efforts within an institutional context. The diagnostic stage results imply that the organisation can benefit from the implementation of an information system to support its disaster planning and response efforts. Current scenario at the State Crisis and Security Council (SCSC) in Malaysia revealed some real challenges pertaining to communication, coordination and knowledge processes between SCSC and its district level officers (DO). The proposition of this research is that a well-defined knowledge management system can successfully support disaster planning and response effort in organizations.

Abstract: Researchers and emergency management system designers constantly find ways to produce suitable systems that have best fit between technology, and tasks. However, there is significant gap in the literature on designing information system that places greater emphasis on situational qualities. We posit that situational qualities are as important as information system success qualities such as system quality, information/knowledge quality and service quality. This research work aimed to fill this theoretical gap in designing IS for disaster management and to contribute towards guiding design decisions for future emergency management information systems development. A prototype system called CEMAS was designed and developed to support current challenges in disaster management. The underlying guiding theory for CEMAS was situational qualities interweaved within information system success factors in the form of knowledge management system. This paper presents the evaluation results of CEMAS in a simulated environment for flood.

Abstract: Natural or man-made disasters frequently occur in different countries and disaster types and consequences might differ immensely depending on that country's unique characteristics. While probability of a man-made disaster occurrence will be high for technologically advanced countries as a result of using technology in almost every aspect of daily life, probability of natural disaster occurrence will be dependent on geological, geographical, and climate related factors. Based on their different risk types and levels, each nation should create their own National Emergency Management Model (NEMM) and because of country specific conditions each plan must be unique. Thus, for each country NEMM should be focusing on different factors which are important and should show that country the importance list of factors. As a result, countries may better distribute their limited resources to reach optimum emergency management plan and execution. In this study, our goal is to three fold. Our first goal is to come up with full list of categories and factors which are important for a successful National Emergency Management Model. In order to achieve this goal, we determined our categories and factors based on our analysis of previous disasters and literature review. The second goal is to determine the importance level of each category and defining critical success factors for different countries. For this purpose, we are planning to use experts from different countries. This part of study is still underway. Finally, we analyze how information systems might be utilized for each category and factors to support a better National Emergency Management Model. This is a first step of a multi-step research.

Abstract: Processes in disaster response management (DRM) and business processes are similar due to their general structure and goals. This encourages us to analyze the suitability of business process management tools and methods in the domain of DRM. One main challenge is the coverage of disaster specific aspects by existing process modeling languages. Since interdependencies between time, activities, and place are critical for process planning, we discuss the necessity for model extension. A special focus lies on the integration of place-related information as well as interdependencies resulting from stationary and mobile activities and resources. The integration of such place-related information is discussed as pre-condition for effective and efficient planning of disaster response processes and their successful management by disaster response workflow management systems.
