Abstract In this paper, we describe methodologies for using portable, solar powered charging kiosks to provide mobile phone charging to communities following a disaster. We do not strive to provide a comprehensive alternative to grid power, rather we focus on charging mobile phones and other battery-powered devices. The small size of portable solar systems come with a trade-off: demand for power may exceed battery capacity and solar power generation. In such cases, power output must be regulated in order to maintain the functionality of the system, or the system may be modified to produce more power by adding more solar panels, or to store more power by adding additional batteries. We model user demand for power and kiosk power generation, battery status, and power output to inform the development, deployment, operation and reconfiguration of such kiosks following a disaster.

Abstract Online social media has been recognized as a valuable information source for disaster management whose volume, velocity and variety exceed manual processing capacity. Current machine learning systems that support the processing of such data generally follow a human-in-the-loop approach, which has several inherent limitations. This work applies the human-is-the-loop concept from visual analytics to semi-automate a manual content moderation workflow, wherein human moderators take the dominant role. The workflow is instantiated with a supervised machine learning system that supports moderators with suggestions regarding the relevance and categorization of content. The instantiated workflow has been evaluated using in-depth interviews with practitioners and serious games. which suggest that it offers good compatibility with work practices in humanitarian assessment as well as improved moderation quality and higher flexibility than common approaches.

Abstract During a disaster event there are many actors, some officially, others unofficially involved in the event. This paper explores the relationships between these individuals and between them and the activities performed during the response time. We claim that understand the roles and these relationships is an important starting point for developing information systems for response management. Many systems focus on the supporting activities played by these roles and not on the communication channels that enable a better understanding of the system requirements. This article describes a preliminary study towards this goal.

Abstract The EU FP7 project DRIVER is conducting a number of experiments to assess the feasibility of addressing known deficiencies in crisis management. In this paper, we introduce experiments that investigate two-way communication solutions between crisis managers and citizens or unaffiliated volunteers. In the so-called ?Interaction with Citizens? experiments we are testing the usability and acceptance of the various methods and tools that facilitate crisis communication at several levels. This includes: informing and alerting of citizens; micro-tasking of volunteers; gathering of situational information about the crisis incident from volunteers; and usage of this information to improve situation awareness. At the time of writing this paper, our ?Interaction with Citizens? experiments are still under way. Therefore, this paper reports the lessons learned in the first two experiments along with the experimental setup and expectations for the final experiment.

Abstract Governments have strongly recognized that the proper functioning of critical infrastructures (CIs) highly determines the societal welfare. If a failed infrastructure is unable to deliver services and products to the others, disruptive effects can cascade into the larger system of CIs. In turn, decision-makers need to understand causal interdependencies and nonlinear feedback behaviors underlying the entire CIs network toward more effective crisis response plans. This paper proposes a novel block building modeling approach based on System Dynamics (SD) to capture complex dynamics of CIs disruptions. We develop a SD model and apply it to hypothetical scenarios for simulation-based impact analysis of single and multiple disruptive events. With a special focus on temporal aspects of system resilience, we also demonstrate how the model can be used for dynamic resilience assessment. The model supports crisis managers in understanding scenarios of disruptions and forecasting their impacts to improve strategic planning in Critical Infrastructure Protection (CIP).

Abstract This empirical analysis examines the use of the live-streaming application Periscope in three crises that occurred in 2015. Qualitative analyses of tweets relating to the Amtrak derailment in Philadelphia, Baltimore protests after Freddie Grey?s death, and Hurricane Joaquin flooding in South Carolina reveal that this recently deployed application is being used by both citizens and journalists for information sharing, crisis coverage and commentary. The accessibility and immediacy of live video directly from crisis situations, and the embedded chats which overlay on top of a video feed, extend the possibilities of real-time interaction between remote crowds and those on the ground in a crisis. These empirical findings suggest several potential challenges and opportunities for responders.

Abstract This abstract discusses the methods of data interoperability among various first responder and associated agencies. The main motivation is to support the rescuers facing operational problems in accessing information from various sources and providing advanced features for command and control centers. Useful information is often heterogeneous and distributed among many organizations in the diverse information sources with the different access rights and with the different qualities. Timely exchange of relevant information among competent authorities, a common understanding of data and a swift transmission of knowledge can save the lives and protect properties. The discussed approaches are researched in the scope of REDIRNET project, which focuses on enhancing the first responder agencies interoperability through the cost-effective solution. Interoperability methods, proposed in REDIRNET, try to overcome closed (non-interoperable) information systems by creating the plug-ins for various types of devices and providing the guidelines for legacy data integration. Developed plug-ins may be reused later by different agencies that use compatible technologies.

Abstract Social media are now widely used by affected members of the public during an emergency. As these platforms have become mainstream, governments have responded to the public?s expectation that information is available online, particularly during disasters. Emergency management organizations (EMOs) now widely use social media to communicate with the public alongside occasional intelligence gathering. While EMOs increasingly use social media, breakdowns in internal communication can inhibit the dissemination of timely information to their online followers. Drawing on a two-year ethnography at the Queensland Fire and Emergency Services (QFES), an Australian EMO, this paper outlines how the organization uses social media to disseminate information during emergencies and identifies the internal tensions around its use. These tensions include the prioritization of operational duties over public information responsibilities, and the difficulties around requesting and receiving information from operational personnel located on the ground.

Abstract The FLUIDE Framework supports development of flexible emergency response user interfaces, meeting the special challenges when developing such user interfaces. This paper presents the FLUIDE Framework with particular emphasis on its specifications languages. We demonstrate the FLUIDE Framework by giving examples from the FLUIDE specification of the user interface of an application supporting management of unmanned vehicles in search and rescue operations. We also report the findings from an experiment investigating how easy FLUIDE specifications are to understand for systems developers not knowing FLUIDE.

Abstract Availability and access to information is critical for providing a highly effective response to an ongoing event ? however, often information reported by citizens over the phone may be unclear, inaccurate, biased or subjective, based on the context of the reporter. This can often lead to inadequate response to an emergency, which can in turn result in loss of property or worse, lives. On the other hand, excessive response to an emergency can also result in a highly expensive exercise. Our solution to address this problem is to make the citizen act as a camera for the control room by exploiting the user?s mobile camera. The system is designed to provide a live view of the citizen?s immediate surroundings, while control room personnel can provide instructions. In this paper, we introduce the system and share initial insights from a focus group evaluation conducted within a separate but closely related domain.

Abstract Early warning systems are an important means of improving the efficiency of disaster response and preparedness. However, in its analysis of the technological aspects of the infrastructure, the literature has failed to carry out an investigation of early warning process. This paper has sought to take a step toward understanding this issue by carrying out a qualitative analysis of the early warning process in disaster management. This has involved participatory observations and conducting interviews with practitioners from the National Center for Monitoring and Early Warning of Natural Disasters (CEMADEN). The results have shown that this research area is a promising way of increasing efficiency and reducing the response time to warnings. This might be achieved by conducting a process analysis, which could provide evidence and information about bottlenecks or investigate the misuse of information systems or tasks by the players involved.

Abstract This work aims to analyse an emergency response tabletop simulation exercise undertaken as part of Rio de Janeiro (Brazil) State?s Fire Department?s officer training program and conducted at Rio de Janeiro State?s Command and Control Center (CICC). Eleven groups of three officers acting as one played the roles of unit commanders. The exercise concerned the use of a set of SOPs and our research sought to identify sources of resilience and brittleness. From an initial scenario, the inserts escalated the action so as to require the commanders? responses to exercise 12 different SOPs, many simultaneously. This provided the context for the simulation´s main goal, which was to exercise and verify the knowledge, use, and suitability of the procedure related to the management of operational events of larger scale, duration, or complexity. Data collection and analysis followed cognitive task analysis methodology and included audio and video recording of the simulation and parts of its two preparation workshops. The simulated exercise showed the relationship between standardization and resilience. Not all of the expected SOPs set were utilized, in part due to the exercise design, in part due to gaps in participants? knowledge of SOPs, and in part due to acknowledged limitations of SOPs to deal with all cases real world contexts. This need for adaptation is an aspect increasingly present in complex systems, such as the one studied here, as the unexpected variability arising from the interaction between the many different elements that compose them can exceed the capacity of the SOPs to deal with it. Knowledge and analysis of the need for adaptation can contribute on different fronts: (i) better training for more conscious and safer recognition, planning and implementation of adjustments; (ii) the design or reformulation of SOPs better able to deal with real activity by considering aspects revealed by brittleness; and (iii) artefacts design to support these demands for recognition and enforcement, ensuring increasingly resilient, efficient and secure systems.

Abstract Topological structure vulnerability assessment approach for Urban Metro Networks (UMNS) was proposed in order to decrease the impact caused by incidents. Failure scale of stations and sections random failure and target attacks was evaluated. The results show that UMNS is more vulnerable to target attacks on stations than random failure on stations. But UMNS is less vulnerable to target attacks on sections than random failure on sections. Additionally, UMNS is more vulnerable to station failure than sections. It could be concluded as more resources should be put on big transfer stations in UMNS operation management to avoid large scale impacts. The proposed methodology is not intended to predict the occurrence of events but rather to be used a management tool. Results from the evaluation are valuable elements in planning UMNS. They can be used for network planning, further detailed hazard studies, deciding on the arrangement of emergency resources.

Abstract Fostering community resilience in the aftermath of a disaster constitutes a significant challenge and requires an adequate understanding of the community?s specific capabilities and vulnerabilities. We carried out a field study in Nepal as a multi-disciplinary research team that explored how the humanitarian response enabled community resilience after the devastating earthquakes. We explored three elements of resilience: persistence, adaptability and transformability by zooming in and out between the local community and humanitarian organizations operating at the national level. Our combined insights from three disciplines, social sciences, information management and logistics, show that humanitarian organizations operating in Nepal still primarily aimed to (re)build community resilience ?from above? instead of enabling communities to strengthen their own resilience in a bottom up way. In this paper we contend that fostering an inclusive and networked response has the potential to strengthen the adaptive capacity of humanitarian organizations and community groups and boost local resilience.

The prototype system is based on the notion of assurance cases, which have been recently widely used for system assurance in safety and security critical systems.

Abstract The heavy rains that hit Natal city, Brazil, on June 14th, 2014, during the 2014 FIFA World Cup, caused an intense landslide in Mãe Luíza neighborhood, that resulted in a huge crater, affecting the life of 187 families, and 26 of them had their homes completely destroyed. It made explicit the weakness and unpreparedness of government and nongovernmental organizations and community to deal with crisis management. This paper highlights the relevance of a situated and participatory design framework for the development of an ICT solution for an early warning system for disaster situations to be used by members of communities and agents through low cost mobile devices. Community Ergonomics method was used to understand the community demands, to model the current early warning system, and finally to propose a new framework to develop and test a new early warning app for disaster risk and orientation during evacuation. It is expected that it will actually help to improve the global resilience of the city in face of the risks and disasters.

Abstract When Hurricane Sandy swept over the US eastern seaboard in October 2012, it was the most tweeted about event at the time. However, some of the most affected areas were underrepresented in the social media conversation about Sandy. Here, we examine the hurricane-related experiences and behaviors shared on Twitter by residents of Far Rockaway, a New York City neighborhood that is geographically and socioeconomically vulnerable to disasters, which was significantly affected by the storm. By carefully filtering the vast Twitter data, we focus on 41 Far Rockaway residents who offer rich personal accounts of their experience with Sandy. Analyzing their first-person narratives, we see risk perception and protective decision-making behavior in their data. We also find themes of invisibility and neglect when residents expressed feeling abandoned by the media, the city government, and the overall relief efforts in the aftermath of Sandy.

Abstract In July 2014, Sweden?s full crisis response system engaged in a major operation as a small forest fire spun out of control, turning into the largest forest fire in Sweden in modern times. A number of investigations have been undertaken to understand the course of the fire and identify lessons for future crisis management. This paper presents one approach to identifying such lessons, the lessons learned process applied by the Swedish Armed Forces. The paper also highlights some of the major crisis response lessons from the fire, the most important being the failure to learn from lessons identified after previous forest fires. Results also show that the crisis response effort was negatively affected by a poor understanding of relevant actor?s competencies and resources, as well as lack of continuity in the initial chain of command, and identifies the need for national prioritization of resources at times of major crises.

Abstract Micro-blogging has become an important communication channel for public opinion topics with its own characteristics such as openness, timeliness and interactive and so on. Studying the propagation rules for public opinion topics in micro-blogging is important to monitor and understand Micro-blogging public opinion. In this paper, we study the spreading process of public opinion in micro-blogging, identify key elements in the process and propose an Mb-RP (Micro-blogging Read-Post) propagation model based on the traditional SIR (Susceptible- Infective-Recovered) epidemic model. Through statistical analysis of a case on Sina Weibo, we assign values to parameters in the model and conduct simulations. Simulation results show that the model established in this paper can well fit real data. Further study of the model indicates that, compared with the attention cycle and the average amount of readings per post, the forwarding rate has the most influence on Micro-blogging information propagation.

Abstract In the past few years, volunteered geographic information (VGI) has emerged as a new resource for improving the management of emergencies. Despite the growing body of research dedicated to the use of VGI in crisis management, studies are still needed that systematically investigate the incorporation of VGI into practical emergency management. To fill this gap, this paper proposes a research design for investigating and planning the incorporation of VGI into work practices and decision-making of emergency agencies by means of simulation exercises. Furthermore, first lessons are drawn from a field study performed within a simulation exercise of an urban fire in Coimbra, Portugal, implemented together with local civil protection agents. Emergency management practitioners identified a high potential in the pictures taken in-situ by volunteers for improving situational awareness and supporting decision-making. They also pointed out to challenges associated to processing VGI and filtering high-value information in real-time.

Abstract This study is work in progress starting with the point of departure that everyday accidents strike unjust, and with the purpose to explore how gender, age, disability and ethnicity are understood, and included ? or excluded ? in relation to the information systems involved in rescue operations performed. Empirical material was gathered through interviews mainly at the Swedish Rescue Services, and the analysis shows that this kind of information is not included in the involved information systems, and that it is considered rather irrelevant. On the other hand, it is indicated that this information might well be relevant for the performance of rescue operations, discussed in terms of how gender, age, disability and ethnicity are reconfigured in the organization, something that opens up for the design of information systems that are more attentive to these issues, and that might possibly contribute to better supporting those in vulnerable positions.

Abstract The paper presents results from a validation process of OpenStreetMap (OSM) rapid mapping activities using crowdsourcing technology in the aftermath of the Gorkha earthquake 2015 in Nepal. We present a framework and tool to iteratively validate and update OSM objects. Two main objectives are addressed: first, analyzing the accuracy of the volunteered geographic information (VGI) generated by the OSM community; second, investigating the spatio-temporal dynamics of spontaneous shelter camps in Kathmandu. Results from three independent validation iterations show that only 10 % of the OSM objects are false positives (no shelter camps). Unexpectedly, previous mapping experience only had a minor influence on mapping accuracy. The results further show that it is critical to monitor the temporal dynamics. Out of 4,893 identified shelter camps, 54% were already empty/closed six days after the first mapping. So far, updating geographical features during humanitarian crisis is not properly addressed by the existing crowdsourcing approaches.

Abstract This paper explores the difficulties of collaboration between Volunteer and Technical Communities (V&TCs) and Humanitarian Response Organisations (HROs). The phenomenon of digital volunteers and their role in collecting and analyzing social media data provided by disaster affected populations has brought unprecedented opportunities and challenges to the humanitarian system. Central to these processes are the risks and vulnerabilities that these transformations might bring to existing humanitarian actors. Thus, this paper draws upon the work of Anthony Giddens regarding trust to account for the ongoing relational dynamics, and the unpacking of both it's institutional and inter-personal dimensions. The paper identifies two major approaches underlying their collaborative efforts. The first approach concerns a top-down and centralized process of developing a institutionalized forms of interfacing; while the second concerns the development of interpersonal relational infrastructure.

Abstract This paper presents preliminary analysis from a validation study of a novel emergency medicine command and control training and evaluation simulator: DIGEMERGO®. The simulated emergency scenario was a surge capacity event at a generic emergency department, in which the participants took on a management role as the emergency department?s coordinating head nurse. A between group validation design with medical expert and novice participants was used. Initial analysis examined three triage measures associated with surge capacity management performance: time to triage, amount of patients triaged, and triage accuracy. The results show that experts were significantly more accurate at triaging in-hospital patients, but not incoming trauma patients. No significant differences in time or number of patients triaged was found. These initial results partially indicate simulator validity, but trauma patient triage accuracy suffered from a confounding variable in the triage system used. Analysis of additional measures is undergoing to further investigate validity claims.

Abstract We are interested in recurrent disaster forecasts; these are events such as annual cyclones in the Caribbean, earthquakes along the Ring of Fire and so on. These crises, even small- or medium-sized, are, in fact, critical for the emergency response of humanitarian organizations inasmuch as the sum of casualties and losses attained are as deadly as those that are considered exceptional. The aim of our research is to show that it is possible to use traditional forecasting methods such as: causal methods (which include the use of linear regression functions, non-linear, multivariate, etc.), time series (which include simple moving average, weighted moving average, exponential smoothing, trend-adjusted exponential smoothing, etc.) and so on, if the historical data keeps, among other criteria, its patterns, frequency, and magnitude, in a sustainable manner. Finally, an example to forecast recurrent earthquakes in Peru is presented.
