Abstract |
Emergency situations are characterized by their complexity and the heterogeneity of the available information. Emergency managers are frequently confronted with redundant or irrelevant information, causing the problem of information overload. Evidence of this problem was identified in an exploratory survey conducted in the Center for Integrated Command and Control of Rio de Janeiro (CICC-RJ). In this paper, we present a conceptual architecture that allows a user to handle this influx of information. From a set of available data, a manager can select those of interest, which can then be transformed and mapped into one or more views, and organized in a dashboard. The whole process is interactive, allowing the manager to redefine his/her dashboard as needed. In addition, we provide collaborative mechanisms, given that, at times, it is not possible for a single user to handle such large datasets alone. |

Abstract |
The COVID-19 pandemic has had a global impact om society. Different countries and organizations have chosen different approaches to manage this crisis. This paper aims to describes how public Swedish actors (county administrative boards, municipalities, and regional councils) evaluated their management of the COVID-19 pandemic. Also, the paper aims to suggest improvements for crisis management strategies. Applying a meta-evaluation approach to open reports from the public organizations means collecting evaluation reports, determining if they fit the inclusion criteria, and if so, include them in the analysis. Included reports were categorized and given points indicating different types of merits. In addition, a thematic analysis of conclusions was conducted. 110 evaluation reports from 98 different organizations are included in the analysis. The importance of evaluating, having a structure for data collection, analysis, and reporting is reflected in the quality of the reports. Four identified themes offer an understanding of areas in need for development among Swedish regional councils, municipalities, and county administrative boards. |

Abstract |
This paper presents work in progress on developing a meta-theory of C2 in emergency management. Most research in C2 focuses just on one or two scientific disciplines. Just one paper has been found that gives a systematic overview of the science of C2. The approach taken employs entity-relationship modelling, yielding a set of scientific disciplines. These disciplines are compared with five military C2 doctrine publications. Doctrine found in at least four publications corresponded to the disciplines of decision theory, leadership theory, organizational theory, psychology, and the degree of delegation. Some topics not covered by the disciplines were found, indicating that analysis should be extended to C2 processes, resilience, and agility, permitting the development of guidance for practitioners. Further work is needed to compare the disciplines with civilian doctrine. Moreover, the disciplines could be compared to ICCRTS and ISCRAM conference proceedings, yielding an assessment of the maturity of C2 research. |

Abstract |
Quantitative evaluations are valuable in the strive for improvements and asserting quality. However, the field of Command & Control (C2) evaluations are hard to navigate, and it is difficult to find the correct measurement for a specific situation. A comprehensive Scoping Study was made concerning measurements of C2 performance and effectiveness. A lack of an existing appropriate framework for discussing C2 evaluations led to the development of the Crisis Response Management (CRM) Matrix. This is an analysis tool that assigns measurements into categories, and each category display unique strengths, weaknesses and trends. The analysis yielded results proving to be too rich for a single article, thusly, this is the first of two articles covering the results. In this article, the Practitioners Guide focus on results valuable for someone interested in evaluating C2. Each evaluation has specific requirements that, for best result, ought to be reflected in the chosen measurement. |

Abstract |
Information sharing is crucial in responding to and managing crises. A great variety of organizations respond to crises, ranging from international organizations, through non-governmental organizations, commercial suppliers, government ministries, and the media, to individual volunteers. At best, they collaborate to combine their respective strengths in creating synergy. At worst, they deconflict their operations so that the one does not get in the way of the other. In either case, the organizations must communicate with one another. Previous research has shown that this communication takes the form of an information market. This paper considers the possible mechanisms for information markets in humanitarian and military coalitions. While there has been work on market mechanisms in the economics literature, this needs to be adapted for the exchange of information and information services instead of physical goods and services. This paper proposes a taxonomy of market mechanisms that is tailored to information sharing within coalitions. © 2012 ISCRAM. |

Abstract |
In complex crises, coordination between organizations is challenging. Knowledge needed to coordinate, like responsibilities, capabilities and interdependencies between tasks are often not known or not communicated systematically. As a result, coordination develops gradually and causes confusion. In this paper we describe an approach and tool called 'Profiler', that focuses on quickly increasing knowledge and understanding about the participating organizations while preparing for, or at the beginning of a crisis. Profiler was evaluated during an exercise of 1 Civil Military Coordination Battalion (1CIMICbat). Teams consisting of functional specialists performed a damage and needs assessments after a flooding. The results show that participants that used Profiler increased their knowledge and integrated understanding, when this was initially lacking. Further, participants with improved knowledge and integrated understanding, coordinated more within and between teams, when they perceived to be interdependent. Our results point in the direction that coordination effectiveness and efficiency may be improved with our approach. |

Abstract |
As part of the National Center for Border Security and Immigration (NCBSI) led by the University of Texas at El Paso (UTEP), researchers from the University of Washington, Wayne State University, and UTEP conducted a three-site study of border security operations and the role of command, control and communication (C3) systems in support of those operations. While inevitably bringing some positive capability to the environment, if C3 systems are not consciously aligned with desired practices and decision-making, the implications will not always be for the better. This is especially true of C3 systems in the border security environment because these systems are intimately intertwined with complex and critical workflow and decision-making processes, often in the context of complex and, at times, competing missions. |

Abstract |
This paper presents an analysis of situation reports used and created by a crisis management team within the Swedish healthcare sector during the early phase of the COVID-19 pandemic. The analysis was conducted through a deductive content analysis, where categories were identified based on the concepts of common operational pictures, sensemaking, and situation awareness. In the analysis, support for all identified categories was found. Based on the analysis and the concepts, future recommendations regarding what type of information that ought to be included in situation reports were created. These recommendations include, amongst others, the categories of consequences, how it is perceived by the public, objectives, status and implications of information, future scenarios, actions, resources, and work procedures. |

Abstract |
Disaster response operations require communication and coordination between agencies that seldom occurs in everyday workday situations. Furthermore, in such hybrid environments it is necessary to establish a common operational picture for the responders involved to support collaborative decision-making. The emergency responders must gain situational awareness, and this can further affect the quality of how they deal with the situation. Training in emergency situations is shown to be efficient for learning. In order to understand the complexity of working in unpredictable environments, an analysis of an audio-log from a large-scale drill was carried out. Moreover, this paper provides a definition of several categories for identifying the processes to establish situational awareness and a common operational picture among emergency responders. The analysis process revealed how the actors communicate and revealed an overall communication pattern. |

Abstract |
Crisis response organizations and military units must be agile and able to adapt to dynamic situations. The ability to adapt includes command and control agility, organizational adaptability and individual adaptability. An exploratory study of these adaptability traits were undertaken during a naval exercise. The exercise scenario was designed to progressively become more challenging, suggesting decreased performance and adaptability over time. The study objectives were to develop a data collection approach for adaptability traits and to investigate association between these traits and performance. Data collected from four command teams were evaluated in terms of response rate and item variation. Principal component analysis was used to explore latent structures and relationships. The results indicate acceptable survey response rates and trends showing a decrease in organizational adaptability and C2 agility over time while individual adaptability increased. The analysis also identified five partially independent components in the latent structure. |

Abstract |
The ability to learn from crises is vital in order to strengthen the capability of societies to manage severe events. This paper presents the initial analysis of a systematic literature review regarding capability assessment of inter-organizational crisis management systems. Inter-organizational crisis management capability is a diverse concept, touching on several related concepts such as resilience, situation awareness and operational performance. During a systematic review process 73 publications were identified. The different aspects of crisis management capability found in the publications were clustered, using an exploratory approach. Nine thematic clusters were identified: interaction, relationships, coordination/C2, system performance, preparedness, situation awareness, resilience, decision making and information infrastructure. A conclusion is that crisis response capability encompasses a multitude of aspects associated with a wide range of assessment methods. The identified publications to a large extent explored aspects of collaboration and coordination, while the actual outcome (system performance) was less explored. |

Abstract |
The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors. |

Abstract |
Societies need the ability to respond to crises such as terrorism, pandemics and natural disasters. Hence, it is essential to ensure that the capability of crisis management is attained, maintained, and developed. Since large crises cannot be handled by single organizations, collaborative crisis management capability is needed. The objective of this work was to provide support by an instrument for assessment of collaborative crisis management capability. The work was iteratively performed in a workgroup. The outcome was two templates with sets of generic questions, one for assessment of the actual capabilities and one for assessment of the preconditions of the capabilities. The templates mainly focus on assessment of collaborative crisis management capability. However, since the questions are generically formulated, they should be usable for assessments of any type of crisis management capability. |

Abstract |
Measuring situation awareness (SA) and situation understanding (SU) is an important topic for Command & Control research. Virtual simulations (VS) have been proposed as a suitable method for measuring SA/U, but, there is little research into how to build scenarios for VS so that SA/U can be measured reliably. In this study, we used two different VS scenarios and the Quantitative Analysis of Situation Awareness (QASA) method to measure, and provide feedback on, actual and perceived SA/U. Two VS scenarios were tested in Estonia with 36 trainees. The results of the different scenarios were compared to establish whether the scenario storylines and authoring process resulted in differences in SA or SU. We conclude that reliable assessment results were produced with both authoring processes, and further suggest that the Collaborative Authoring Process Model for Virtual Simulations (CAPM) be used for VS creation. |

Abstract |
A novel, 'net-centric' approach to disaster management is challenging traditional forms of command and control, through technology-supported, self-directed networks of heterogeneous stakeholders including affected citizens. Citizen involvement in crisis response can strengthen the resilience of local communities, and improve the relevance and delivery of response, evidenced by increasingly important Web2.0-based platforms. While netcentric responses show promise as a principle, it remains unclear how networks can be integrated in shared response infrastructures. We draw on the concepts of 'programming' and 'switching' to suggest a different perspective by which to explore the potential and consequences of interconnected networks. Finally, we propose a research agenda that can help identify and understand switching points in disaster response, comparing a weakly formalized management structure, but strong in citizen involvement, with a strongly formalized management structure, but weak in citizen involvement. We thereby suggest how response organizations can relinquish their reliance on control and command approaches, increasing their adaptive capacity to capitalize on citizen-based information. |

Abstract |
Many organizations train and educate their staff to prepare for crisis. One approach is train-the-trainer (ToT; Training of trainers) concept. It is based on the idea that someone can be trained as a trainer, who in turn train their colleagues. The philosophy resembles a pyramid scheme that allows for a fast and efficient spread of knowledge and skills. This study focused on perceptions of the ToT concept through interviews with ToT trainers. Two learning theories, organizational learning (4I) and experiential learning theory (ELT) were used to conceptualize the ToT-concept. It was found that the ToT-concept can be used as the method to conduct ELT to achieve organizational learning and knowledge (4I). Furthermore, the study also presents how participants perceives ToT using thematic analysis. This resulted in four themes: Common understanding of ToT, Learn-by doing, No grounding in ToT, and Difficult to ensure quality. |

Abstract |
Forecast and plan response to incidents are fundamental to create a Command and Control Center (C2 Center). However, some incidents are considered chaotic and are completely understood only after happening. These unforeseen incidents pose challenges to plans of such centers and if not properly managed, may result in failures. This article describes how the Integrated C2 Center of Rio de Janeiro City (CICC-RJ) responds to violent, unexpected and improbable events, especially related to protests that took place during the 2013 FIFA Confederations Cup. It aims to describe from the resilience engineering point of view how the CICC-RJ function to cope with incidents, where the structure has proved to be resilient, where it holds brittleness, and to suggest possible actions to help the center to become more resilient to upcoming events. |

Abstract |
The dynamic nature of crisis response operations and the rigidity of workflow modelling languages are two things that do not go well together. A recent alternative approach to workflow management systems that allows for more flexibility is the iTask system. It uses an embedded functional language for the specification of workflow models that integrates control-flow with data-flow in dynamic data-dependent workflow specifications. Although there is a variety of publications about the iTask workflow definition language (WDL) and its implementation, its applications have been limited to academic toy examples. To explore the iTasks WDL for crisis response applications, we have developed an iTask specification of the Search And Rescue (SAR) workflow of the Netherlands Coast Guard. In this specification we capture the mix of standard procedures and creative improvisation of which a SAR operation exists. |

Abstract |
After large-scale disasters, diverse partner agencies rely heavily on an information-sharing environment that supports collaborative work. In the U.S., this occurs under the Incident Command System (ICS), a structured organizational framework for coordinated action. We explore obstacles to information sharing and coordinationobserved at a county-level Emergency Operations Center (EOC) operating under ICS during the response phase of a large-scale regional disaster exercise. Textual observations collected in situ are analyzed for both the effect/manifestation and cause/source of barriers to information sharing. Two-thirds of barriers that manifest as computational issues are not caused by technology breakdowns, and a third caused by unclear processes manifest as computational issues. Overall, obstacles to collaborative work that appear to be related to computational issues are generally attributable to non-technical causes. This indicates that resources directed at improving collaborative management of disasters by enhancing technological capabilities are likely to be misdirected. |

Abstract |
This is a work in progress paper on work and IT usage in distributed crisis management. The data presented in this paper has been collected at a one-day tabletop exercise with four Swedish municipalities. Four members of the four municipalities’ crisis organizations were invited to the exercise, which was designed as one scenario divided into two cases. At the start of each case of the exercise, each municipality was split into two separate rooms, to simulate a distributed crisis management. During the first case they could communicate using phone, TETRA radio, and the Internet. During case two in the scenario, there was no Internet connection. The study indicates that all the municipalities managed to organize and solve the given tasks using primarily voice communication, in case one using phone or, e.g., Teams, and in case two using TETRA radio. Information sharing using IT was non-existing. |

Abstract |
In crisis management involvement of a large number of organizations is required. Not only the first responders need to take action, but also organizations and entities like civil authorities, public utility and crisis teams are responsible for critical infrastructures as well as the community. A key element for effective collaboration is situation awareness; having a common operational picture. So far research has mainly focused on situation awareness. However, several incidents show that situation awareness alone is not sufficient for reaching effective collaboration among the organizations involved. Collaboration awareness is a second key element. Knowing the needs, goals, expectations, culture, capabilities and procedures of the crisis management partners makes collaboration more effective. In this paper we elaborate our research focusing on what organizations need to know about each other in order to collaborate effectively. Finally, we describe the possible measures for increasing the collaboration awareness. © 2012 ISCRAM. |

Abstract |
This case study examines collaborative information seeking in a public-safety answering point during a 911 call surge that occurred when a man fired an assault rifle at police officers and evaded capture for nearly an hour in March 2020. Overwhelmed by questionable and imprecise reports from 911 callers, telecommunicators and on scene responders began working together to conduct broad and deep searches for the shooter. Whereas broad searches improved the scope of information gathering by identifying multiple, albeit questionable and imprecise, reports of the suspect’s location, deep searches improved the quality of information gathering by investigating 911 callers’ reports using drone, helicopter, and patrol units. These findings suggest requirements for collaborative information seeking in public-safety answering points, including capabilities to conduct broad and deep searches using next-generation 911 technologies, and command and control requirements for triaging these search tasks within inter-organizational emergency response systems. |

Abstract |
Coalitions are the rule in crisis management and military operations. Although the partners do not form part of an organizational hierarchy, they need to share information to find their place in the coalition, to prepare plans collaboratively, to synchronize their actions, to evaluate their achievements, and to negotiate changes in their relationships. Interviews of experienced military officers have shown that information sharing in coalitions is more complex than one-way information transmission. It has the characteristics of an information market in which security regulations give information a scarcity value, with both sources and recipients initiating action. The emerging literature on information markets includes few process models. The purpose of this paper is to propose a theoretical, four-stage process model for information sharing between coalition partners in the context of Network Enabled Capabilities. The model combines information sharing and seeking, integrates intelligence collection, and supports a range of market mechanisms. |

Abstract |
Emergency situations call for the timely collaboration and error free communication of first responder (FR) teams from their Command Posts (CP) and between themselves. First responder teams must form and adapt their plans and actions as a real-time critical situation unfolds. This paper presents an advanced Command Post application that manages a diversity of FR teams during an emergency. Data from biometric, fire and/or gas sensors in addition to received annotated videos from first responders on site, carrying personal digital assistants (PDAs), are simultaneously managed. The presented system provides properly configured access to and alert-dependent visualization of real time location, biometric, gas, fire and annotated video data from FRs in the field to allow for effective reaction and decision support from CP personnel. Additionally, the system forms an information management system for all necessary information to be quickly handy during emergency handling, such as FR information, critical infrastructure information, historical information, etc. This system has been validated through qualitative analysis in a field trial at the M30 tunnel in Madrid by participating end users. |

Abstract |
This paper describes five problem areas of communication that occur during crisis response. These areas are communication infrastructure, situation awareness, individual and organizational common ground, form and content of messages, and communication paths through organizations. Five focus groups with Swedish field personnel from national and international crises were performed. The main contribution of this article is a hypothesis, based on the outcomes of the focus groups, about the relation between communication problems and how they interact with crisis response work. |
