Abstract |
Communication between first responders is vital to the success of large scale disaster management. But communication technologies used by first responders today do not scale well due to heterogeneity, point-topoint connections, and centralized communication structures. As the popularity of devices equipped with Wi-Fi grows, the number of access points (APs) in city centers increases as well. This communication infrastructure exists and should be used in city wide disasters as it is readily available in areas with high population density. In this paper, we investigate Wi-Fi access points in 5 major cities deployed in stores, bars, and restaurants. We want to answer the question if these APs can be used as a mesh networking backbone in disaster response. The main contributions of this paper are (i) the surveyed and analyzed public Wi-Fi layout of five major cities and (ii) the connectivity analysis of the city wide network topology. |

Abstract |
Crisis response relies on information dissemination and decisions made from real-time data. Sensor networks, especially in an environmental context, are a source of real-time data and used in both military and industrial applications for information gathering. However, sensor data usage for more pervasive system applications, especially mobile applications outside the battlefield, is limited. Mobile devices play key roles in crisis management, but little research exists on their effectiveness under duress. This research extends a previous study on user (responder) preparation in crisis management to mobile device readiness and real-time data acquisition. This paper steps beyond application use to focus on mobile device capabilities and the interface with wireless sensor networks towards an integrated mobile system framework that provides information and real-time decision data for crisis management. In particular, the approach being proposed incorporates novel strategies for maintaining battery life and connectivity among sensors and portable communication devices that are ideally suited for crisis management applications where “staying connected” is critical. |

Abstract |
Voice, analogue mobile radio, and paper have een successfully used for decades for coordination of emergencies and disasters, but although being simple and robust this approach cannot keep pace with todays requirements any more. Emerging and established digital communication standards open the door to new applications and services, but the expected benefit needs to be carefully evaluated against robustness, interoperability, and user-friendliness. This paper describes a framework for IT-supported management of mass casualty incidents, which is currently under implementation and study. The four pillars of the concept are handheld devices for use both in daily rescue operations and in disasters, autonomous satellite-based communication infrastructure, a distributed database concept for maximal availability, and psychological acceptance research. |

Abstract |
In disaster scenarios, emergency operators/first responders need to collaborate in order to reach a common goal. The use of mobile devices and applications in these scenarios is very valuable as they can improve collaboration, coordination, and communication amongst team members. But there are also risks involved while using these mobile applications, e.g., decreasing of performance. Most of the tasks are highly critical and time demanding, e.g., saving minutes could result in saving people's life. Therefore, it is unacceptable to use systems that lack proper interaction principles. In this paper, we provide some suggestions, in the form of lessons learned and/or hints for possible future research activities, on how to effectively support on-the-field collaboration of emergency operators. Such suggestions are based on the authors' experience in a recently concluded successful research project on the use of mobile devices for supporting first responders. |
