Abstract Society is faced with a growing amount of property damage and casualties from man-made and natural disasters. Developing societal resilience to those disasters is critical but challenging. In particular, societal resilience is jointly determined by federal and local governments, private and non-profit sectors, and private citizens. We present a sequence of games among players such as federal, local, and foreign governments, private citizens, and adaptive adversaries. In particular, the governments and private citizens seek to protect lives, property, and critical infrastructure from both adaptive terrorists and non-adaptive natural disasters. The federal government can provide grants to local governments and foreign aid to foreign governments to protect against both natural and man-made disasters. All levels of government can provide pre-disaster preparation and post-disaster relief to private citizens. Private citizens can also make their own investments. The tradeoffs between protecting against man-made and natural disasters – specifically between preparedness and relief, efficiency and equity – and between private and public investment, will be discussed. © 2012 ISCRAM.

Abstract In this contribution, we introduce a prototype of a decision support tool for cost-optimal response in security management. The threat situation of a closed infrastructure, exposed to multiple threats, and the corresponding response actions are modeled by a continuous-time Markov decision process (CMDP). Since the CMDP cannot be solved exactly for large infrastructures, the response actions are determined from a heuristic, based on an index rule. The decision support tool's user interface displays the infrastructure's current threat state and proposes the heuristic response actions to the decision maker. In this way, global situation awareness can be enhanced and the decision maker is able to initiate an almost cost-optimal response action in short time.

Abstract The mankind has passed through a significant historical frontier, including technological processes where hazardous substances are the potential threats for the employees, the public, environment and property and therefore it is inevitable to pay increased attention to the occurrence of the industrial accidents and mainly to their prevention. The area of safety of technical and technological systems is very closely connected not only with the reliability of the processes but also with the technical as well as social, legal and other aspects. There exist several systematic approaches, methods and techniques to assess industrial processes and risks linked to these processes on the European Union level and also on the national level of each member state. We can mention some basic systematic approaches – MOSAR, CPQRA, ARAMIS, PRA (PSA) widely used in this area. But according to the analyst's needs they usually miss structured and systematic approach, how to complete the risk assessment in steps and what the content of each of these steps is. The main focus of this paper is to discuss the theoretical aspects of the risk assessment in industrial processes and to show the possible approach of structured and systematic methods with support of logical diagrams to fulfill all tasks concerning the industrial accident assessment. Last but not least it is to present the research activities of the Department of Crisis Management, University of Žilina in Žilina, Slovakia. © 2012 ISCRAM.

Abstract An important aspect of working in an emergency operations center (EOC) is determining what information is credible and what actions to take based on that information. Information during an emergency may come from various sources and EOC workers may not know the information providers personally. Information may come from electronic sources where the exact source of the information may be unknown and credibility may be affected. For this study, we conducted ethnographic interviews with emergency management subject matter experts to gain insights on credibility. The interviews included a series of questions to learn about the current processes of an EOC, what sources generally provide information about the situation and what factors determine credibility. These interviews are ongoing and this paper provides a summary of the interviews completed at this point. The expected outcome of this study is a potential software system with features to enhance credibility despite weak source information.

Abstract KETALE is a database and web application intended to improve the collaborative decision support of the Finnish Radiation and Nuclear Safety Authority (STUK) and of the Finnish Meteorological Institute (FMI). It integrates distributed modeling (weather forecasts and dispersion predictions by FMI, source term and dose assessments by STUK) and facilitates collaboration and sharing of information. It does so by providing functionalities for data acquisition, data management, data visualization, and data analysis. The report outlines the software development from requirement analysis to system design and implementation. Operational aspects and user experiences are presented in a separate report.

Abstract Alerting the population in time of crises and disasters can be challenging depending on the situational context. One key factor for success is to attract people?s attention to the fact that an alert has been issued. Attracting atten¬tion is affected by the alerting channel and its wake-up effect, but also by the time when an alert is being issued. While the reach as a function of daytime has been studied in-depth for some traditional me¬¬dia like TV (see, for example, Held 2001 for data from Germany), little is known about the impact of time on the efficiency of more recently established alerting channels like short messages (SMS) and e-mail. Furthermore, most exis¬ting stu¬dies rather focus on sending the alert to the recipient, rather than analyzing whether the recipient actually read the incoming message, or do not take into account the effect of time on the alert?s impact. How¬ever, this infor¬mation is helpful for practitioners like se¬curi¬ty and safety planners to better prepare for future incidents, and to optimize their communication strate¬gies. In order to close this gap, a field test to analyze how quickly ordinary people actually notice alerts via SMS and e-mail was conducted in the German county of Lippe. In total, 250 participants were acquired for the test through personal contacts, with the help of regional emergency mana¬gement officials, and via snowballing. The latter was important to reduce potential participant bias. People interested in joining the test registered through a website, where they could also select the alert channel(s) of their pre¬feren¬ce. The actual field test was then conducted during fourteen days, in which three test alerts were sent to registered participants.

Abstract The provision of evacuation plan for people living in populated urban area is necessary to reduce the possible casualties under disasters. Time-varying quickest flow problem (TVQFP), which can simultaneously optimize the evacuation schedule, evacuation locations and evacuation routes, is adopted to optimize the evacuation planning of a city to minimize the clearance time of residents in danger. The integration of optimization model with GIS environment enables emergency managers to easily identify possible bottlenecks and to observe evacuation patterns in vivid pictures for further analysis and evaluation.

Abstract We report the findings of a crisis management survey on the role of IT in the crisis exercising, training and planning activities among companies in 6 different industries in two neighbouring European countries, Belgium and the Netherlands, having at least 50 employees. The survey was sent to 1450 Dutch and 1245 Belgian companies, 245 of which were returned, resulting in a response rate of 9%. The results of the survey show that the role of IT in these activities in both countries is very limited.

Abstract Crisis and disaster management in the Netherlands has made huge leaps forward in recent years with regard to different organisations trying to manage one or more aspects of the safety chain. This research focuses on the information structure of health care during disasters with an aim to improve disaster management and tries to answer the following question: How can location based services improve information services within health care during disasters? Through the use of literature and interviews this thesis describes how disaster management can be improved through the use of Location Based Services (LBS). The scope of this research is aimed at better understanding the organisational processes during somatic health care. By defining a case and on the basis of literature and interviews in the Province of Utrecht, it was possible to develop a three layer graph model (3LGM). This model shows an overview of information processes performed by the health care organisation during the first hour after an accident. In this context, the 3LGM model is used to obtain an overview of the quality of information processing in such a problem area. The organisational structure, which deals with disaster management, consists of a strong co-operation between the police, fire departments, the local government and the 'Medical Aid during Accidents and Disasters' (GHOR). The size of the organisation depends largely upon the scale of the disaster, however the current information structure is not suitable for storing and processing the information in an efficient and effective manner. The same applies when displaying information related to casualties and safety within an area. With the help of location based services consisting of, geographical information systems (GIS), global positioning systems (GPS) and second or third generation telecommunication technologies, the existing information structure can be optimised. Expected advantages are higher accessibility to health care, a safer environment for rescuers, more time for managing the healthcare processes and an improved interdisciplinary co-operation between the police, fire departments, the local government and the GHOR. © Proceedings ISCRAM 2004.

The article contributes to the research development in emergency response information systems and sheds light on the organizational response management practice.

Abstract The present paper describes the C3Fire microworld and the testing capabilities it provides for research in emergency response management. We start with a general description of C3Fire and report extensions that add a new subtask (search and rescue) relevant to the context of emergency response and a vocal communication system. We then describe how various organizational structures can be designed using this task environment and several metrics of major interest for research in crisis management, related to task performance, communication, coordination effectiveness, monitoring effectiveness, recovery from interruptions, detection of critical changes, and team adaptation. The microworld constitutes a highly flexible testing platform for research in team cognition, cognitive systems engineering and decision support for crisis management.

Abstract Concepts such as trust, shared understanding, cultural differences, mental workload, and organizational structure all impact upon the effectiveness of an organization (e.g., Tindale & Kameda, 2000), and even more so in the context of large scale multinational operations (e.g, Smith, Granlund, & Lindgen, 2010). In order to study these concepts we plan a multinational, distributed experiment with participants from three nations collaborating in the same virtual environment: Canadian, British, and Swedish participants will work together as part of a multinational MTS to deal with a complex task and gain control of a crisis situation. Empirical research on MTS remains limited (see, e.g., DeChurch & Marks, 2006) particularly at the multinational level where the investigation of MTS has been so far focused on case studies and exercises (e.g., Goodwin, Essens, & Smith, 2012). Therefore, there is a need to empirically study multinational MTS in order to assess the specific issues that multinational operations face, notably cultural and languages differences. The simulation environment used as experimental platform for this project is C3Fire (www.c3fire.org, Granlund & Granlund, 2011). C3Fire creates an environment whereby teams must work together to resolve a crisis in the firefighting domain, with the goal of evacuating people in critical areas, putting out the forest fire, and protecting buildings and other areas of value from the burning forest fire. This platform makes it possible to study participants' collaborative processes when dealing with a set of crisis scenarios in the context of a simulated emergency response situation. To deal efficiently with the crisis management operation, participants need to prioritize between different objectives, identify and protect critical areas, and plan and implement activities based on given resources. All these tasks are distributed between team members, compelling participants to exchange information and coordinate within and between teams to execute the task. The task is divided into three areas of responsibility as follows: 1) Information and Planning, responsible for situation assessment and providing the operating picture; 2) Operation and Logistic, responsible for intervention and resource management; and 3) Search and Rescue, responsible for research and management of civilians. C3Fire is designed to: 1) achieve an optimal compromise between internal and external validity; 2) show flexibility in scenario configuration (spectrum of units and roles – including search and rescue functions; Tremblay et al., 2010), allowing researchers to capture emergency response and crisis management and rapid response planning; 3) be highly configurable for testing many different types of teams (e.g., hierarchical vs. horizontal organizations); and 4) readily provide objective, non-intrusive metrics for assessing teamwork effectiveness (including macrocognitive functions and team processes) as well as quantitative measures of task performance (that take into account conflicting mission goals). © 2012 ISCRAM.

Abstract Affected locations by flash floods are rich in information for flood management. Usually, there are several types and sources of information which can be related to achieve better reliability to decision-making. However, a major challenge is to achieve the reliability this information within datasets so heterogeneous or complex. For instance, reports of Volunteered Geographic Information (VGI) through a crowdsourcing-based platform can be confirmed by means of images available on site. Thus, we carried out an experiment to identify water level of river through clustering from static images using an evolutionary method of hierarchical data clustering, called DAta-MIning COde REpositories (Sanches, Cardoso, and Delbem, 2011). Our experiment aimed answering the following question: Is DAMICORE able to find matching clusters between static images gathered from the sensor in-situ and water levels provided by the non-automatic interpretation mechanisms in the riverbed? These mechanisms (Figure 1 (a) water level ruler, (b) puppet, and (c) multi-color band) refer to the hazard index at hydrology field and help volunteers to report into the crowdsourcing-based platform (Degrossi, Albuquerque, Fava, Mendiondo, 2014). Moreover, our dataset contains 288 images categorized in (gray) 124 undefined, (orange) 109 acceptable, (red) 17 high, (dark red) 6 very high, and (blue) 32 flood which were obtained from in-situ sensor in a 5-minute temporal resolution on November 23rd, 2015, when a flash flood occurred at 4 p.m. (Figure 1 (d) ) at São Carlos, São Paulo, Brazil. Our preliminaries results have shown a possible matching between clusters found (Figure 2) and interpretation mechanisms of the water level in the riverbed. Therefore, there is evidence that the DAMICORE can support VGI reports collected from dedicated platforms, improving the credibility of information. Nevertheless, further experiments should be performed considering a greater number of images per category and matching between other types of VGI and authoritative data, e.g. social media and sensor.

Abstract This abstract highlights research challenges to improving effectiveness of integrating information and communication technologies during emergencies. Proposed as a research focus is the integration of proven virtual activation processes with an unobtrusive research presence. This positions the research presence during a real-time emergency to glean previously unknown information/rationales on how decision-makers decide and take action. Establishing a collaborative partnership by combining a ?research presence? with the ?virtual operation capability,? is essential. Mutual understanding must embrace the precept of no disruption to first responders in actual response and recovery efforts. Consensus should be reached in identifying measurable outcomes for the research. The collaborative effort opens a groundbreaking area for consideration of study in crisis response and management. It would shed new light on an underexplored, critical area of emergency management and has the potential to further enhance the value of information and communication systems in preparing, responding, and recovering from emergencies.

Abstract Disaster response organizations are ad-hoc assemblies of multiple emergency services that collaborate with the goal to minimize the number of casualties and possible (infra)structural damage. Abstract Emergencies are highly complex situations that require careful consideration of information collected from a variety of sources, by a variety of individuals and agencies. Good situation awareness provides the basis for a highly effective decision-making process requiring large volumes of real time information. Processing this is a highly complex task, and the dynamic nature of emergencies introduces further challenges. Over the years, several initiatives have attempted to address this complexity by proposing a variety of solutions that have contributed to a growing field of research. While progress toward decision-making support has been significant, the process of managing decisions has received less attention. To learn from decisions, there needs to be a process of collecting, curating and analyzing decision-making itself. Information being collected via a large number of resources needs to be formalized and interpreted by the decision maker, who in turn combines the information collected with their own knowledge and experience to make critical, and often life-saving decisions. Many of the decisions need to be taken instantaneously, while some need careful consultation and consideration, in collaboration with experts only once good situation awareness is achieved. This process of taking decisions based on evidence and personal experience is often lost, mostly due to lack of appropriate archiving mechanisms (e.g. not digitizing paper-based decisions or recording informal decisions). Therefore post-event analysis and auditing activities can lose track of how decisions were made, their associated evidences and rationale. Recording decisions in real-time, as they are taken, can provide a step change in the way decision support systems can aid future events or post-event analyses. We address this aspect of decision support by proposing a real-time decision capture and monitoring approach, Decision Graphs. At the core of Decision Graphs resides a decision management framework, employing semantic web techniques to organise decisions, as and when they are taken. While Semantic Web approaches have been employed in the past in Decision-Making for Emergency Response, management of decisions using Semantic Technologies has been largely limited. Lightweight decision loggers are deployed in a variety of ways ? mobile applications available for all types of mobile devices, web browser-based plugins, and a dedicated web site. The decision loggers capture decisions and all related evidence and rationale from the decision maker, and make them available to the decision management framework. Following an event, a decision maker can then retrieve all decisions via a web-based solution. In this poster, we first present requirements gathered from interviews with a variety of stakeholders. We then address this need and propose a decision management framework that employs a variety of pervasive lightweight decision loggers and semantic web technologies for enriching and organizing decisions. Finally, we present our visualisation mechanisms to help look up events and decisions, during follow-up post event analyses activities.

Abstract It is of practical significance and great value to design and develop a novel Early Warning System (EWS), which will be used by the personnel of institutions involved in the drinking water delivery governance model of Ireland. In order to help the users of our EWS in representing and codifying their knowledge on the complex coincidences that may drive Water Treatment Plants (WTP) to failures or to hazardous states we propose in this paper a novel approach of using Domain Specific Modeling (DSM) in the domain of EWS for Water Treatment Plants. The novelty of our DSM approach also lies in providing a standalone open source software application rendering profiling of the water utilities, early warning signals, monitoring mechanisms of signals along with capability of assessing the “tendency” of a WTP towards failure, given a set of observed early warning signals.

Abstract Information security is an important part of almost any kind of Information System. Crisis Management Systems (CMS) are a type of Information System that deals with information which needs to be secure. No matter what kind of crisis, natural disasters, man-made crisis or terrorist attacks, the CMS security should not be compromised. There are many challenges regarding exchange of qualified information and interoperability between various Expert Systems and the CMS. It is important to have strong security in terms of technology, skills, security requirements, sensitivity of information and trust-worthiness (Vural, Ciftcibasi and Inan, 2010). Depending on the type of crisis situation, different sets of security components should be triggered, since the security requirements vary between situations. For example, a terrorist attack has different security requirements in the system compared to a natural disaster or a medical emergency. In this paper, the importance of Information Security in CMS will be discussed. Methods for secure exchange of qualified information are analyzed and a secure and dynamic Crisis Management Information Security System (CMISS) design is introduced. © 2012 ISCRAM.

Abstract The idea on Linked Open Data (LOD) for Disaster Management was stimulated by the experience with the integration of heterogeneous environmental data based on well-known OGC based web services. A lot of spatial data is available 'via the Web' – but not ?really on the web': many datasets can be viewed, queried and downloaded via web services, but it is usually not possible to reference an entity within a dataset, like a web page. However, persistent identifiers and deep and reliable linking between datasets and tools are frequently required, beyond file level, to items ?within? files. This becomes possible using Semantic Web (SW) technologies, such as the ?Resource Description Framework? (RDF), and opens possibilities to integrate or aggregate subsets of datasets based on logical criteria. Ontological modelling is used to represent conceptual knowledge. This SW approach is able to handle SPARQL queries considering property relations and ontological models. Disaster related data is multidisciplinary by nature, and comprises data entities from observations, experiments, surveys, simulations, models, and higher-order assemblies, along with associated metadata. The present work with AGORA´s SDI-NODE focuses on connecting dispersed disaster-relevant data to enable easier and faster discovery and access of disaster-related data. The cloud-based geographical information system is hereby explored in 3 ways: Firstly it serves as a reference implementation for the current state of art in SDI; Secondly it serves as praxis relevant use case for disaster relevant data and information management: it is worldwide developed and earlier versions are already used by many countries for their national disaster preparedness – with regard to its ability in rapid and easy mapping and its flexibility to be quickly adapted to unpredictable and fast changing crisis scenarios, and thirdly because it serves already, “partially”, as a SDI-LOD-bridge: The SDI node is composed by underlying components (like GeoServer, GeoNode and GeoNetWork) and some of the supporting communities are already developing different facilities to promote the desired SDI+LOD integration. Thus, the ?LOD-enabled SDI-node? explores LOD related technologies to query, integrate and aggregate, over distributed datasets, at feature-level. Final example: The LOD-enabled SDI-Node is a highly appropriate approach and solution to integrate, track, map, catalog and serve information on the ZIKA VIRUS, the AEDES MOSQUITOES and their environmental conditions.

Abstract Accident of oil and gas pipeline may result in enormous economic loss, great casualties and severe environmental pollution (Assael and Kakosimos, 2010). In the field of pipeline accident emergency, the Decision Support System (DSS) has been proposed to reduce the loss of an accident (Dey, 2001; Agbenowosi, 2000; Nataraj, 2005). However, their researches are mostly about risk management (Dey, 2001), materials scheduling (Agbenowosi, 2000), theory (Nataraj, 2005) and process of response, which are served for the decision-makers. In fact, though one of the most important steps of emergency response for accident of oil and gas pipeline is maintenance implemented, there is no enough attention paid on the maintenance scheme-making.

Abstract In order to solve such problems as half-structured and non-structured data analysis in enterprise crisis predicting system, a predicting system based on cluster and outlier data mining is put forward. The system organization, frame construction, function and working principles are illustrated. And the working process is showed by an example of cheat predicting. The experimental results show that this method is efficient and it is a new way to solve such problems.

Abstract This paper is directed primarily to investigating the information needs of emergency managers following recognition of a risk of volcanic eruption. These needs include type of information required during the collection, integration, synthesis, presentation, and sharing of information. This will identify and model the processes underpinning the design of an emergency decision support system (EDSS). Exploration of the information needs, flows, and processes involved in emergency decision making can improve the design of EDSS both in terms of their content and the all-important human-system interfaces that determine their usability.The information attributes and flows then lead to the development of a prototype system that can be evaluated to test and refine the concepts.
