Abstract |
When crisis management plans are described in natural language documents, they may contain logical inconsistencies or ambiguities that are not immediately apparent. To allow automated early detection of such errors, they need to be described in a well defined formalism. C2Sketch is a tool for modeling command and control systems that provides such a structure for formalizing (crisis management) plans. However, C2Sketch is in active development and to what extent real-world crisis management plans can be expressed in it is unknown. In this exploratory study the unstructured text of a small sample of publicly available regional-level crisis management plans was translated systematically into structured C2Sketch mission-plans to uncover limitations and opportunities for further development of the tool. The plans contained enough information to largely capture the networks of actors and their tasks therein, but did contain enough operational information to develop complete C2Sketch models from. |

Abstract |
Face mask scarcity in the United States hindered early infection control efforts during the COVID-19 pandemic. Areas with a history of racial segregation and poverty experienced differential COVID-19 death and morbidity rates. Supplying masks equitably and rapidly became an urgent public health priority. A partnership between a local manufacturer with available polypropylene fabric and the Medical College of Wisconsin, which had the capability to assemble and distribute masks, was formed in April, 2020. An improvised logistics framework allowed for rapid distribution more than 250,000 masks, and later facilitated hand-off to other organizations to distribute over 3 million masks. Using an action research framework three phases of the effort are considered, 1) initial deliveries to community clinics, 2) equitable distribution to community agencies while under “safer at home” orders, and 3) depot deliveries and transfer of logistics management as larger agencies recovered. A multi-actor view was used to interrogate the information needs of faculty and staff remotely directing distribution, medical student volunteers delivering masks, and the manufacturer monitorng overall inventory. Logistics information was managed using Google Sheets augmented with a small SQLite component. A phenomenological view, toggling back and forth from the “socio” to the “technical” provides detailed insight into the strengths and limitations of digital solutions for humanitarian logistics, highlighting where paper-based processes remain more efficient. This case study suggests that rather than building bespoke logistics software, supporting relief efforts with non-traditional responders may benefit from extensible components that augment widely used digital tools. |

Abstract |
Crisis management information often has a geospatial dimension that allows it to be visualized on a map. As
more and more systems are developed as web-based applications, maps have also become a common sight in such
applications. The de-facto solution to add maps to web-based applications is to integrate a third-party service.
For web-based crisis management information systems, this approach has two disadvantages. First, the third-party
service must be available and reachable. Second, by using third-party services you implicitly share what you are
viewing, with the risk of unintentionally exposing sensitive location information. In this Tool Talks paper, we show
how to create a robust and private alternative for web-based maps using open source tools and open data. |

Abstract |
The dynamic nature of crisis response operations and the rigidity of workflow modelling languages are two things that do not go well together. A recent alternative approach to workflow management systems that allows for more flexibility is the iTask system. It uses an embedded functional language for the specification of workflow models that integrates control-flow with data-flow in dynamic data-dependent workflow specifications. Although there is a variety of publications about the iTask workflow definition language (WDL) and its implementation, its applications have been limited to academic toy examples. To explore the iTasks WDL for crisis response applications, we have developed an iTask specification of the Search And Rescue (SAR) workflow of the Netherlands Coast Guard. In this specification we capture the mix of standard procedures and creative improvisation of which a SAR operation exists. |

Abstract |
Current process support technology for crisis management is often limited to either sharing of information or hard-coded process support through dedicated systems. Workflow management systems have the potential to improve crisis response operations by automating coordination aspects. Unfortunately most contemporary systems can only support static workflows, hence yielding inflexible support systems. Recent work on the use of functional programming techniques for workflow modeling has led to the development of the iTask system. It uses function combination to model dynamic data-driven processes and generates executable workflow support systems. Because of its focus on dynamic processes it appears promising for development of flexible crisis response systems. In this paper we present an initial discussion of the potential of the iTask system for crisis management applications. We give an overview of the iTask system, and discuss to what extent it meets the requirements of the crisis management domain. |
