Title Towards a distributed crisis response communication system Type Conference Article
Year 2009 Publication ISCRAM 2009 – 6th International Conference on Information Systems for Crisis Response and Management: Boundary Spanning Initiatives and New Perspectives Abbreviated Journal ISCRAM 2009

Abstract Reliable communication systems are one of the key success factors for a successful first response mission. Current crisis response communication systems suffer from damaged or destroyed infrastructure or are just overstressed in the case of a large scale disaster. We provide an outline for a distributed communication approach, which fulfills the requirements of first responders. It is based on a layered network topology and current technology used in research projects or already established products. In addition, we propose a testing framework for the evaluation of a crisis response communication system.

Title City mesh – Resilient first responder communication Type Conference Article
Year 2011 Publication 8th International Conference on Information Systems for Crisis Response and Management: From Early-Warning Systems to Preparedness and Training, ISCRAM 2011 Abbreviated Journal ISCRAM 2011
Volume Issue Pages
Keywords Disaster prevention; Electric network topology; Information systems; MESH networking; Population statistics; Wireless ad hoc networks; City area; Communication infrastructure; Communication structures; Communication technologies; Connectivity analysis; High population density; Large scale disasters; Resilience; Disasters
Abstract Communication between first responders is vital to the success of large scale disaster management. But communication technologies used by first responders today do not scale well due to heterogeneity, point-topoint connections, and centralized communication structures. As the popularity of devices equipped with Wi-Fi grows, the number of access points (APs) in city centers increases as well. This communication infrastructure exists and should be used in city wide disasters as it is readily available in areas with high population density. In this paper, we investigate Wi-Fi access points in 5 major cities deployed in stores, bars, and restaurants. We want to answer the question if these APs can be used as a mesh networking backbone in disaster response. The main contributions of this paper are (i) the surveyed and analyzed public Wi-Fi layout of five major cities and (ii) the connectivity analysis of the city wide network topology.

Title Towards computer support of paper workflows in emergency management Type Conference Article
Year 2010 Publication ISCRAM 2010 – 7th International Conference on Information Systems for Crisis Response and Management: Defining Crisis Management 3.0, Proceedings Abbreviated Journal ISCRAM 2010
Volume Issue Pages
Keywords Civil defense; Disaster prevention; Disasters; Human computer interaction; Information systems; Risk management; Command and control centers; Decision making process; Efficient technology; Emergency management; Large-scale disasters; Participatory design; Technological solution; User study; Paper
Abstract A crucial aspect for large-scale disaster management is an efficient technology support for communication and decision-making processes in command and control centers. Yet, experiences with the introduction of novel technologies in this setting show that field professionals tend to remain attached to traditional workflows and artifacts, such as pen and paper. We contribute the results of a comprehensive field study which analyzes how the information flow is currently performed within different units and persons in the command and control center. These findings provide insights into key aspects of current workflows which should be preserved by novel technological solutions. As our second contribution, by using a participatory design approach and based on our findings, we present a novel approach for computer support in command and control centers. This relies on digital pens and paper and smoothly integrates traditional paper-based workflows with computing, thereby combining the advantages of paper and those of computers.
