Abstract All phases of emergency management activities – that we will reference hereafter as eResponse activities – depend on data from a variety of sources and involve a range of different organizations and teams at various administrative levels with their own systems and services. The existence of numerous and different actors, policies, procedures, data standards and systems results in coordination problems with respect to data analysis, information delivery and resource management.. In this paper we present a novel approach based on interaction models distributed through a peer to peer infrastructure and we show how it can be applied in the context of crisis management to support coalition formation and process coordination in open environments. In particular, a prototype eResponse simulation system – built on a P2P infrastructure – has been developed to execute interaction models describing common coordination tasks in emergency response domain. Preliminary evaluation of the proposed framework demonstrates its capability to support such eResponse tasks.

Abstract Emergency scenarios are characterised by the participation of multiple and diverse organisations which come from different areas. This diversity is enriching in terms of expertise and approaches to tackle problems, however, it also provokes misunderstandings caused by semantic interoperability problems. There are some approaches which propose tackling these problems by using domain adaptation algorithms. Nevertheless, it is not trivial their application in emergency scenarios where the term “domain” is used in many different ways, not being clear either what it means or which domains are involved in these scenarios. In this paper, we identify semantic domains involved in emergency scenarios by analysing papers published in proceedings of ISCRAM and ISCRAM-med conferences. As a result, a categorisation of these domains has been developed, with the aim of providing a resource that can be used by domain adaptation algorithms to tackle problems such as those involving semantic interoperability.

Abstract Emergency response scenarios are characterized by the participation of multiple agencies, which cooperate to control the situation and restore normality. These agencies can come from diverse areas of expertise which entails that they represent knowledge dierently, using their own vocabularies and terminologies. This fact complicates the automation of the information-sharing process, creating problems such as ambiguity or specialisation. In this paper we present an approach to tackle these problems by domain-aware semantic matching. This method requires the formalisation of domain-specific terminologies which will be added to an existing system oriented to emergency response. Concretely, we have formalised terms from the UK Civil and Protection Terminology lexicon, which gathers some of the most common terms that UK agencies use in these scenarios.

Abstract This paper describes the CHAIn system, which is designed to facilitate data sharing between disparate organisations during emergency response situations by resolving mismatches in their data. It uses structured data matching to reformulate failed queries in cases where these failed because of incompatibilities between the query (derived from the source schema) and the schema of the queried datasource (the target schema). This reformulation is done by developing matches between the source schema and the target schema. These matches are then used to reformulate the query and retrieve responses relevant to those expected by the original query. Despite the growing interest in intelligent query answering, integration of data matching into query answering is novel, and allows users to successfully query datasources even if they do not know how the data in that source is organized, which is often the case during emergency responses. We describe the proof-of-concept system we have developed and an encouraging initial evaluation.

Abstract The 17th annual conference on Information Systems for Crisis Response and Management (ISCRAM 2020) was scheduled to be held in Blacksburg, Virginia from May 24th-27th, 2020. Unfortunately, due to the widespread impacts of the COVID-19 pandemic, the conference organizers and the ISCRAM Board decided to postpone the conference until May 2021. Even though we could not hold the conference as originally planned, all papers accepted for presentation at ISCRAM 2020 are published in the conference proceedings presented here, and the authors of these papers will have the opportunity to present their papers at the 2021 conference. The 2021 conference will once again be hosted at Virginia Tech in Blacksburg, Virginia, and it will take place during the week of May 23rd, 2021.

The theme of ISCRAM 2020 is �Bringing Disaster Resilience into Focus.� These proceedings seek to highlight resilience in Crisis and Emergency Management and to stimulate discussions that enable the design of crisis and emergency management systems that contribute to more resilient organizations and communities. We are pleased to present the accepted papers for ISCRAM 2020, which consist of excellent contributions on a wide range of topics.
