  Abstract Communication between first responders is vital to the success of large scale disaster management. But communication technologies used by first responders today do not scale well due to heterogeneity, point-topoint connections, and centralized communication structures. As the popularity of devices equipped with Wi-Fi grows, the number of access points (APs) in city centers increases as well. This communication infrastructure exists and should be used in city wide disasters as it is readily available in areas with high population density. In this paper, we investigate Wi-Fi access points in 5 major cities deployed in stores, bars, and restaurants. We want to answer the question if these APs can be used as a mesh networking backbone in disaster response. The main contributions of this paper are (i) the surveyed and analyzed public Wi-Fi layout of five major cities and (ii) the connectivity analysis of the city wide network topology.

  Abstract A crucial aspect for large-scale disaster management is an efficient technology support for communication and decision-making processes in command and control centers. Yet, experiences with the introduction of novel technologies in this setting show that field professionals tend to remain attached to traditional workflows and artifacts, such as pen and paper. We contribute the results of a comprehensive field study which analyzes how the information flow is currently performed within different units and persons in the command and control center. These findings provide insights into key aspects of current workflows which should be preserved by novel technological solutions. As our second contribution, by using a participatory design approach and based on our findings, we present a novel approach for computer support in command and control centers. This relies on digital pens and paper and smoothly integrates traditional paper-based workflows with computing, thereby combining the advantages of paper and those of computers.

  Abstract Communication is crucial for first responders. Crisis management is nearly impossible without good means of communication. Unfortunately the communication technology used by first responders today does not scale well. Also most of the given infrastructure, such as cell towers, might be destroyed. In recent research ad-hoc and peer-to-peer based communication has been proposed to solve the problem of resilient communication. Most mobile devices are equipped with wireless transceivers that make them suitable to participate in ad-hoc networks. But node density might be too small for a connected topology. In this paper we, therefore, discuss the implications of an emergency switch for private wireless routers allowing them to transition to an emergency mode to create a supportive wireless mesh network. To analyze if such a network would result in a resilient topology real data from wireless routers in a city is gathered. We calculate the locations of private and public routers from GPS traces and compare the resulting networks with each other. © 2012 ISCRAM.

  Abstract Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness.
