Title A service elicitation process for crisis management technologies Type Conference Article
Year 2006 Publication Proceedings of ISCRAM 2006 – 3rd International Conference on Information Systems for Crisis Response and Management Abbreviated Journal ISCRAM 2006
  Volume Issue Pages 352-361
Keywords Information systems; Requirements engineering; Crisis management; Design Methodology; Gss; Service elicitation; Technological applications; User groups; Design
Abstract New information technological applications, that aim to support better professional responses to incidents and crises' are being developed at an increasing rate. We observe in almost any disaster that actions by civilians also contribute substantially to alleviation of the effects of a crisis. We are largely unaware what crisis management services would be of use to civilians under these particular circumstances; just as it is difficult for users to specify requirements for services based on novel technologies. These insights guided the design of a service elicitation approach that can be repeatedly used for different user groups. In this paper we introduce a design methodology and discuss outcomes of a first test-session. We reflect in the conclusions on improvements to the design.

Title Identifying and confirming information and system quality requirements for multi-agency disaster management Type Conference Article
Year 2009 Publication ISCRAM 2009 – 6th International Conference on Information Systems for Crisis Response and Management: Boundary Spanning Initiatives and New Perspectives Abbreviated Journal ISCRAM 2009
  Volume Issue Pages
Keywords Disaster prevention; Disasters; Information analysis; Information systems; Interoperability; Disaster management; Improving systems; Information quality; Information systems success; Multi agencies; Poor information; System quality; Technical measures; Information management
Abstract This paper investigates the relevance and assurance of information and system quality as requirements for information systems success during disaster management. Despite the many examples of poor information quality and poor system quality, research on the relevance and assurance of these requirements is sparse. In order to design successful information systems for disaster management, a context related understanding of the organizational and technical measures for achieving these requirements is necessary. Accordingly, the goal of this paper is to identify and confirm information and system quality requirements for the design of information systems for disaster management. The results of our interviews with information architects indicate that while information quality requirements are considered to be very relevant, these are hard to measure and assure, and that currently much effort is being put into improving system quality requirements such as interoperability and ease of use.

Title Integrating technology in crisis response using an information manager: First lessons learned from field exercises in the Port of Rotterdam Type Conference Article
Year 2007 Publication Intelligent Human Computer Systems for Crisis Response and Management, ISCRAM 2007 Academic Proceedings Papers Abbreviated Journal ISCRAM 2007
  Volume Issue Pages 63-70
Keywords Information systems; Crisis management; Incomplete information; Information managers; Information structures; Integrating information; Integrating technology; Operational command; Situational awareness; Managers
Abstract Integrating information technology (IT) in crisis management networks is a difficult and long-term endeavor. First responders must establish situational awareness and take decisions under time pressure with incomplete information. Partly, this can be mitigated by adopting more advanced IT, however practice shows that adoption is hampered because of the required change in routines and procedures. We believe that we can moderate a change in routines and stimulate the adoption of technology by introducing a new role: the information manager (IM). This paper presents some results of the first round of field observations. The main conclusion is that the IM is instrumental where it concerns, speeding up the process of establishing situational awareness and improving the information structures. In order to further improve the production of situational awareness we suggest that further research should address the issues of the internalization of process guidelines and enhancing the adaptability of information systems.
