  Abstract In emergencies, exceptions to data protection raise concerns that data may become available to unexpected actors during and after a crisis, resulting in privacy intrusion and social sorting. Apart from ethical issues, there are legal issues, for example around data minimization and issues around social and cultural practices of sharing information. This paper explores key ethical, legal and social issues (ELSI) in utilizing cloud computing for disaster response and management and some examples of innovative design.

  Abstract This work focuses on the requirements engineering process of an event-based system in the domain of emergency management. The goal is to identify events which occur and have an effect on the actions and decision making during an operation. We outline a case study to apply scenario-based requirements engineering processes to describe and identify events. Under the special circumstances of the case study one important result is the need of integrating multiple sources into the scenario generation activities due to the singular characteristics of many operations.

  Abstract This paper presents the EU project SHARE which aims at developing a mobile service architecture to support large-scale rescue operations with multimedia communication and information services. The task of planning and controlling large-scale rescue operations requires flexible and robust tools which help the rescue forces to do their search and rescue work with maximum efficiency. Resource planning tools and cartographic information about the operation site are essential to fulfill the complex task of operation management. The Interactive Resource Management and MAP3D are two modules which have been developed in the SHARE project to enable the rescue operation leadership to do efficient coordination of their forces during an operation. Our paper will focus on features and interdependencies of both tools taking into account innovative feedback and interaction mechanisms.

  Abstract The semantics of things represent the central problem of the heterogeneous domain of emergency response. Both the communication between human actors and the interface between information systems face this hurdle with high impact on the efficiency in mission and time critical command and control processes. The integration of applications and information sharing based on semantic technologies promise added value for a solution to this problem. Therefore a model of the domain is essential; this paper contributes a domain ontology for fire protection. The scientific discussion as well as expert interviews built the basis for a new modeling approach. The selection of ontology languages is one of the important design issues presented in this paper.

  Abstract Training is a prerequisite for effective and efficient emergency response and management. Information technology (IT) offers high potential to support various educational methods and environments. One example for interdependent use cases is given by planning, controlling, observation and debriefing of training exercises. Dedicated IT systems are available to support these use cases; nevertheless, there is no joint understanding of system use cases, types and functionality as a fundament for scientific and technological progress. This work in progress paper presents results of literature and market research complemented by expert interviews leading to a taxonomy of relevant IT components and systems.

  Abstract The application of event processing methods and systems carries high potential for the domain of crisis management and emergency response for different use cases and architectural aspects. This hypothesis is based on the general event based characteristics of the domain as well as former research approaches. Resource management represents a complex task for decision makers; therefore it is taken as a basic use case for this work. It builds up on foundations of resource management (use case and demand side) and event processing (technology and supply side). Methods and results are presented for the identification, definition and validation of events that happen in reality and corresponding event objects which are processed by information systems.

We demonstrate how co-design methods are particularly valuable for eliciting ethical, legal, and social issues that would otherwise go unconsidered.

  Abstract Information management in disaster situations is challenging, yet critical for efficient response and recovery. Today information flows are difficult to establish, partial, redundant, overly complex or insecure, besides the interoperability between heterogeneous organisations is limited. This paper presents a novel system architecture that enables combining of several communication technologies in a secure manner. This supports creation of a pan-European ?Common Information Space? by rescue organizations that can enable more efficient and effective information management in disaster response. Moreover, this technology can be used for disaster preparedness (e.g., training, tutorials). The modular architecture is designed to consider future evolutions of technology by defining interfaces for the integration of new technologies and services.
