Abstract |
This paper describes the design of an Internet of Things (IoT) system for building evacuation. There are two main
design decisions for such systems: i) specifying the platform on which the IoT intelligent components should be
located; and ii) establishing the level of collaboration among the components. For safety-critical systems, such as
evacuation, real-time performance and evacuation time are critical. The approach aims to minimize computational
and evacuation delays and uses Queuing Network (QN) models. The approach was tested, by computer simulation,
on a real exhibition venue in Alan Turing Building, Italy, that has 34 sets of IoT sensors and actuators. Experiments
were performed that tested the effect of segmenting the physical space into different sized virtual cubes. Experiments
were also conducted concerning the distribution of the software architecture. The results show that using centralized
architectural pattern with a segmentation of the space into large cubes is the only feasible solution. |

Abstract |
The increasingly sophisticated sensors supported by modern smartphones open up novel research opportunities, such as mobile phone sensing. One of the most challenging of these research areas is context-aware and activity recognition. The Smart Rescue project takes advantage of smartphone sensing, processing and communication capabilities to monitor hazards and track people in a disaster. The goal is to help crisis managers and members of the public in early hazard detection, prediction, and in devising risk-minimizing evacuation plans when disaster strikes. In this paper we suggest a novel smartphone-based communication framework. It uses specific machine learning techniques that intelligently process sensor readings into useful information for the crisis responders. Core to the framework is a content-based publish-subscribe mechanism that allows flexible sharing of sensor data and computation results. We also evaluate a preliminary implementation of the platform, involving a smartphone app that reads and shares mobile phone sensor data for activity recognition. |

Abstract |
The University of Agder, Norway, has recently founded a Centre for Integrated Emergency Management (CIEM). The centre brings together a highly multi-disciplinary group of local and international researchers in technology and the social sciences. This paper presents an interdisciplinary vision for large-scale integrated emergency management that has been inspired by the transition from platform centric to Integrated Operations in the oil and gas fields, which uses remote emergency control centers collaborating virtually with local responders. The paper discusses some of the most salient research challenges for Integrated Emergency Management. © 2012 ISCRAM. |

Abstract |
The effectiveness of 'close to reality' training simulations is due to the fact that they provide a sense of immersion and allow several participants to interact naturally. However, they are expensive, time-consuming, difficult to organise and have a limited scope. We present a virtual reality training simulator which overcomes these disadvantages. We describe the approach and methodology and conclude with a discussion of the most crucial challenges when developing such a system. In this paper we would like to introduce the notion of cultural technologies which produce a sense of social as well as cultural immersion. We will discuss the main ingredients of such an immersion, in particular the notion of situated virtual interaction (how interactions in a virtual world can be comparable with human interactions in real situations). We also discuss on the role of interfaces (real time motion capture) and emotional expression in the design of such environments. © Proceedings ISCRAM 2004. |

Abstract |
Human behaviour during crisis evacuations is soial in nature. In particular, social attachment theory posits that proximity of familiar people, places, objects, etc. promotes calm and a feeling of safety, while their absence triggers panic or flight. In closely bonded groups such as families, members seek each other and evacuate as one. This makes attachment bonds necessary in the development of realistic models of mobility during crises. In this paper, we present a review of evacuation behaviour, theories on social attachment, crises mobility, and agent-based models. We found that social attachment influences mobility in the dierent stages of evacuation (pre, during and post). Based on these findings, we intend to develop a multi-agent model of mobility during seismic crises, using the belief, desire and intention (BDI) agent architecture. |

Abstract |
We describe a socio-technical system designed to train different organisations in emergency management during the preparedness phase. In this system, both humans and the system work together in building organisational context awareness. The system uses a normative multi-agent system and a tangible table for user interaction. Real time virtual feedbacks are used to draw users? attention to the validity of their actions with respect to the emergency plan. Feedback allows the actors to be aware of the other factors that impact the validity of their action (actions of other actors, environment etc.) and to identify the behaviour that is expected of them by the other organisations. The system is still in its prototype phase. Its behaviour is illustrated by example scenarios, showing that it is possible to support collaboration amongst distant actors, in a way that only relevant information is shown. |

Abstract |
Information Systems (IS) increasingly are used in Emergency Management (EM), so it is prudent to include IS study in EM education. This paper presents the results of analyzing the responses to a survey that proposed potential courses for programs at the master's level. The survey was completed by 373 practitioners, academics and/or researchers with EM experience. All proposed courses were rated above 4 on a 7-point scale for how essential they are to the curriculum. However, there were disagreements. Qualitative analysis of volunteered comments indicate that some low ratings were due to disagreement with the content of the course as described, or with the need for an entire course to cover the topic. An unexpected finding was that a substantial number of respondents spontaneously expressed opposition to the use of IS for EM in general. The findings are discussed and a preliminary curriculum is proposed. |

Abstract |
Citizens and Emergency Managers need to be able to distinguish “fake” (untrue) news posts from real news posts on social media during disasters. This paper is based on an online survey conducted in 2018 that produced 341 responses from invitations distributed via email and through Facebook. It explores to what extent and how citizens generally assess whether postings are “true” or “fake,” and describes indicators of the trustworthiness of content that users would like. The mean response on a semantic differential scale measuring how frequently users attempt to verify the news trustworthiness (a scale from 1-never to 5-always) was 3.37. The most frequent message characteristics citizens' use are grammar and the trustworthiness of the sender. Most respondents would find an indicator of trustworthiness helpful, with the most popular choice being a colored graphic. Limitations and implications for assessments of trustworthiness during disasters are discussed. |

Abstract |
Human behaviour is influenced by many psychological factors such as emotions, whose role is already widely recognised. Another important factor, and all the more so during disasters where time pressure and stress constrain reasoning, are cognitive biases. In this paper, we present a short overview of the literature on cognitive biases and show how some of these biases are relevant in a particular disaster, the 2009 bushfires in the South-East of Australia. We provide a preliminary formalisation of these cognitive biases in BDI (beliefs, desires, intentions) agents, with the goal of integrating such agents into agent-based models to get more realistic behaviour. We argue that taking such “irrational” behaviours into account in simulation is crucial in order to produce valid results that can be used by emergency managers to better understand the behaviour of the population in future bushfires. |

Abstract |
In this paper we describe the design and development of an interactive and generic agent based simulator, providing valuable support for organizing the emergency rescue plans of a large-scale accident. Analysis of real rescue activities has been conducted in collaboration with medical experts in order to understand the collaborative process and the involved actors and features. Based on the emergency analysis, an agent-based model and simulator was constructed including (1) the autonomous Agents – representing victims with evolving illness and rescuers (doctors, nurses, fireman) collaborating to rescue the first ones; (2) the Environment -representing the accident site having obstacles and dangerous areas and where the victims are initially spread and the doctors move to explore -perceive – treat and helpers evacuate; (3) the Interactions between rescuers – exploring collectively, evacuating by pairs, communicating directly or via artefacts- (4) the Organization of actors as distributed “independent” sub-teams in various site sub-zones or as a centralized whole team conducted by the rescue chief; and (5) the User interfaces allowing mainly initial configuration of the simulations (e.g. number of victims and states, followed strategies, rescuers behaviours), continuous visual control of the process of rescuing (e.g. site overview with acting-interacting agents, graphics, text descriptions), dynamic changes of parameters of an on-going simulation (e.g. adding new victims, adding new rescuers, or adding dangerous zones or new obstacles on sites) as well as step-by-step simulation. This simulation shows that it is possible to create a virtual environment with cooperating agents interacting in a dynamic environment. On-line and off-line analysis of simulation traces and results enable us first understanding complex situations in rescuing activities in large-scale accidents, and than planning for responding to crisis situation. This simulation approach is useful for identifying the best scenarios and eliminating potential catastrophic combinations of parameters and values, where rescue performance could be significantly impacted. © Proceedings ISCRAM 2004. |

Abstract |
Traditional seismic risk assessment approaches focus on assessing the damages to the urban fabric and the resultant socio-economic consequences, without adequately incorporating the social component of risk. However, the human behavior is essential for anticipating the impacts of an earthquake, and should be included in quantitative risk assessment studies. This paper proposes an interdisciplinary agent-based modeling framework for simulating pedestrians' evacuation in an urban environment during and in the immediate aftermath of an earthquake. The model is applied to Beirut, Lebanon and integrates geo-spatial, socio-demographic, and quantitative behavioral data corresponding to the study area. Several scenarios are proposed to be explored using this model in order to identify the influence of relevant model parameters. These experiments could contribute to the development of improved of emergency management plans and prevention strategies. |
