Abstract |
In this paper we describe a disaster management system. It is assumed that each individual in the field is equipped with a PDA (Personal Digital Assistant) and that can communicate with other PDAs in the vicinity. Together the PDAs form an ad-hoc network. Users can enter their own observations to the PDA, like the position of victims, or a description of the current situation at particular location (e.g. smoke, emergency exits, traffic congestion). This information is entered in a special iconic language. Reversibly, the PDAs inform the users on the overall current situation of the crisis. In order to come to a shared view of the world, the knowledge that is present in the network has to be shared and fused. The proposed way to communicate is via a shared blackboard. This approach facilitates communication in a time and place independent way. |

Abstract |
The routing in complex buildings is provided by information systems. But during a crisis situation, these systems may collapse due to certain incidents like an explosion, a fire or sabotage. The task of guiding people in this situation has to be handled in some way. In this paper we present a possible solution to this problem. We use a multi-agent system in a mobile ad-hoc network, without the need of any infrastructure. The main idea of the paper is that just by exploring the damaged building, the data of the changing environment becomes available and the challenge is how to fuse this data from different observers. We focused on the way of building, sharing and merging topological maps, using observations from individuals present in this infrastructure-less network. Besides a more efficient exploration of the building, the system presented in this paper can provide the rescue teams with additional services like finding the nearest exit. Some results of the tests we run with our system are also presented. |

Abstract |
This paper presents the results of our research on the development of a Dialog Action Manager-DAM as part of a complex crisis management system. Imagine the utility of such an automatic system to detect the crisis and to provide support to people in contexts similar to what happened recently at the underground in London and Madrid. Preventing and handling the scenarios of terrorism and other crisis are nowadays maybe the most important issues for a modern and safe society. In order to automate the crisis support, DAM simulates the behavior of an employee at the crisis centre handling telephone calls from human observers. Firstly, the system has to mimic the natural support for the paradigm 'do you hear me?' and next for the paradigm 'do you understand me?'. The people witnessing the crisis event as well as human experts provide reports and expertise according to their observations and knowledge on the crisis. The system knowledge and the data communication follow the XML format specifications. The system is centered on the results of our previous work on creating a user-centered multimodal reporting tool that works on mobile devices. In our paper we describe the mechanisms for creating an automatic DAM system that is able to analyze the user messages, to identify and track the crisis contexts, to support dialogs for crisis information disambiguation and to generate feedback in the form of advice to the users. The reasoning is done by using a data frame and rule based system architecture and an alternative Bayesian Network approach. In the paper we also present a series of experiments we have attempted in our endeavor to correctly identify natural solutions for the crisis situations. |

Abstract |
In the past a crisis event was notified by local witnesses that use to make phone calls to the special services. They reported by speech according to their observation on the crisis site. The recent improvements in the area of human computer interfaces make possible the development of context-aware systems for crisis management that support people in escaping a crisis even before external help is available at site. Apart from collecting the people's reports on the crisis, these systems are assumed to automatically extract useful clues during typical human computer interaction sessions. The novelty of the current research resides in the attempt to involve computer vision techniques for performing an automatic evaluation of facial expressions during human-computer interaction sessions with a crisis management system. The current paper details an approach for an automatic facial expression recognition module that may be included in crisis-oriented applications. The algorithm uses Active Appearance Model for facial shape extraction and SVM classifier for Action Units detection and facial expression recognition. |

Abstract |
Many services provide weather forecasts, including severe weather alerts for the marine. It proves that many ships neglect the warnings because they expect to be able to handle the bad weather conditions. In order to identify possible unsafe situations the Coast Guard needs to observe marine vessel traffic 24 hours, 7 days a week. In this paper we propose a system that is able to support the Coast Guard. Ships can be localized and tracked individually using the Automatic Identification System (AIS). We present a system which is able to send a personal alert to ships expected to be in danger now or the near future. Ships will be monitored in the dangerous hours and routed to safe areas in the shortest time. The system is based on AIS data, probabilistic reasoning and expertise from the Coast Guard. A first prototype will be presented for open waters around the Netherlands. |

Abstract |
During recent disasters such as tsunami, flooding, hurricanes, nuclear disaster, earthquake people have to leave their living areas for their own safety. But it proves that some people are not informed about the evacuation, or are not willing or able to leave or don't know how to leave the hazardous areas. The topic of the paper is how to adapt current video surveillance systems along highway and streets to semi-automatic surveillance systems. When a suspicious event is detected a human operator in the control room has to be alerted to take appropriate actions. The architecture of the system and main modules are presented in the paper. Different algorithms to detect localize and track people are published by the authors elsewhere but are summarized in the current paper. The system has been tested in a real life environment and the test results are presented in the paper. |

Abstract |
One of the goals of the crowd control project at Delft University of Technology is to detect and track people during a crisis event, classify their behavior and assess what is happening. The assumption is that the crisis area is observed by multiple cameras (fixed or mobile). The cameras sense the environment and extract features such as the amount of motion. These features are the input to a Bayesian network with nodes corresponding to situations such as terroristic attack, fire, and explosion. Given the probabilities of the observed features, by reasoning, the likelihood of the possible situations can be computed. A prototype was tested in a train compartment and its environment. Forty scenarios, performed by actors, were recorded. From the recordings the conditional probabilities have been computed. The scenarios are designed as scripts which proved to be a good methodology. The models, experiments and results will be presented in the paper. |

Abstract |
Recent terrorist attacks and natural disasters have forced humanity to respond to crisis situations effectively as possible. In these situations especially the first hours rescue workers cannot always rely on existing communication infrastructure. Knowledge about the situation is to be gathered to obtain an aggregate world model of the situation. Decisions can be taken based on this world model. The solution we propose consists of using a Mobile Ad-Hoc Network (MANET), in which the nodes are organized in a topology in order to facilitate the necessary functionalities. Communication between the nodes takes place via a distributed blackboard structure. This architecture supports services developed with the purpose of assisting rescue workers. The agents (humans/sensors) in the network provide data as input to the network. Our approach takes care of processing of this input data to provide users with appropriate information and to obtain a shared world model. As a proof of concept we implemented a prototype of our approach on a number of mobile devices and tested the idea in real life. |

Abstract |
In recent years, we have developed a framework of human-computer interaction that offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting/drawing, gesture, text and visual symbols. The framework allows the rapid construction of a multimodal, multi-device, and multi-user communication system within crisis management. This paper reports the approaches used in multi-user information integration (input fusion) and multimodal presentation (output fission) modules, which can be used in isolation, but also as part of the framework. The latter is able to specify and produce contextsensitive and user-tailored output combining language, speech, visual-language and graphics. These modules provide a communication channel between the system and users with different communication devices. By the employment of ontology, the system's view about the world is constructed from multi-user observations and appropriate multimodal responses are generated. |

Abstract |
An experimental automated dialogue system that plays the role of a crisis hotline dispatcher is currently developed. Besides controlling the communication flow, this system is able to retrieve information about crisis situations from user's input. It offers a natural user interaction by the ability to perceive and respond to human emotions. The system has an emotion recognizer that is able to recognize the emotional loading from user's linguistic content. The recognizer uses a database that contains selected keywords on a 2D “arousal” and “valence” scale. The output of the system provides not only the information about the user's emotional state but also an indication of the urgency of his/her information regarding to crisis. The dialogue system is able to start a user friendly dialogue, taking care of the content, context and emotional loading of user's utterances. |

Abstract |
Unreliable communication networks, chaotic environments and stressful conditions can make communication during crisis events difficult. The current practice in crisis management can be improved by introducing ICT systems in the process. However, much experimentation is needed to determine where and how ICT can aid. Therefore, we propose a framework in which predefined modules can be connected in an ad hoc fashion. Such a framework allows for rapid development and evaluation of such ICT systems. The framework offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting and drawing, body gesture, text and visual symbols. It provides mechanisms to fuse these modalities into a context dependent interpretation of the current situation and generate appropriate the multimodal information responses. The proposed toolbox can be used as part of a disaster and rescue simulation. We propose evaluation methods, and focus on the technological aspects of our framework. |

Abstract |
In recent years, we have developed a visual communication interface for reporting observations in which messages can be constructed using a spatial arrangement of icons. Each icon on the interface represents a concept or idea. This paper reports about research on a visual language interface, which allows users to create structured messages of icon strings simultaneously in a two-dimensional parallel and spatial configuration. The developed system provides drawing tools and predefined sets of icons that support a free and natural way to sketch and describe crisis situations. A coherent and context dependent interpretation of the icon configuration can be constructed by the employment of ontology. In addition, the interface is also able to convert the interpretation into crisis scenarios as feedback to the user on his/her input. |

Abstract |
Experiments in crisis management are expensive and difficult to realize. There is also a lack of training facilities in real crisis environments. Serious games and simulation can provide an alternative. We developed a system which enables interactive simulation for crisis management. It is called IMACSIM (Interactive Multi Agent Crisis Simulator Interpreter and Monitor). It is composed of the following components: First a software based platform for dynamic simulating of disasters. Next an event generator which can generate different crises situations. We designed a communication infrastructure that allows agents participants in the simulation to exchange messages. Every agent is able to observe the results of crisis events, process these events and initiate appropriate actions via a waypoint system. The decision making process is distributed among autonomous agents. Some actions may have an impact on the event generator, so there is an interaction between agents and event generator. We developed a first prototype. The design and test results will be described in this paper. |

Abstract |
The emotional qualities of a report play an important role in the evaluation of eye witness reports in crisis centers. Human operators in the crisis center can use the amount of anxiety and stress detected in a spoken report to rapidly estimate the possible impact and urgency of a report and the appropriate response to the reporter. This paper presents ongoing work in automated multi-modal emotion sensing of crisis reports in order to reduce the cognitive load on human operators. Our approach is based on the work procedures adopted by the crisis response center Rijnmond environmental agency (DCMR) and assumes a spoken dialogue between a reporter and a crisis control center. We use an emotion model based on conceptual graphs that is continually evaluated while the dialogue continues. We show how the model can be applied to interpret crisis report in a fictional toxic gas dispersion scenario. |
