Abstract Information delivery and sharing are vital for survival during and following a disaster. Information and communication technology (ICT) is supposed to support these processes effectively. To promote information delivery and sharing, the primary actors in charge of conducting a disaster relief operation at all levels of government have invested in developing a supposedly disaster-proof communication channel to be used exclusively when catastrophes hit. In 2011, the biggest earthquake on record hit Japan. ICT services were suspended because of a huge tsunami. This made it impossible for officials to respond as per the existing disaster management plan. The plan turned out not to be useful in response to such an unexpected event. This paper shows how municipal governments responded to the disaster and leads us to propose that unpredictable, large-scale disasters need communication systems that are founded in familiar contexts rather than technological complexity.

Abstract This paper proposes a capital model for disaster resilience. A central notion to this effect is viewing an organization as a capital conversion and capital creation system (Mandviwalla et al. 2014). Systems resilience was originally defined as the measure of a system?s persistence and ability to absorb disturbances (Holling 1973). Our approach corresponds to ?resilience-1; Resilience as rebound from trauma and return to equilibrium as,? which according to Woods (2015) is one of the four main categories of disaster resilience. We develop a system dynamics model expressing the main features observed in selected municipalities affected by the Great East Japan Earthquake. We show that the model is able to describe qualitatively the processes of capital destruction by the earthquake with the associated tsunami and the subsequent capital recreation. We discuss how the system dynamics model can be used to further increase our understanding of capital conversion processes in disaster resilience.

Abstract The Smart Mature Resilience Project is a European research Project aimed at developing a Resilience Management Guideline. The guideline is composed of five tools developed in the project. They help to determine the level of resilience of a city and how to improve it. The Resilience Information Portal, one of these five tools, must support and integrate the different tools. It is also used as an engagement and communication tool. The tool had to be built before the finalization of the requirements, so a double approach was pursued in this project. First, a fast prototype was built based on a CMS, and second, a solution was built from scratch. The paper explains this process, compare both approaches, and how the long way can be more efficient. The final version has shown to be easy to use, and powerful enough to respond to the requirements of the users of the portal.

Abstract Cities face a wide range of risks. Potential threats range from natural disasters and the (relatively slow) environmental change, to man-made issues like extremism. To overcome such threats, cities ought to be resilient, capable of resisting problems, of adapting to new situations, and overcoming crises. Effective communication is particularly crucial for a resilient city. Rather than trusting that relevant stakeholders, municipal staff and citizens will intuitively communicate in the ideal way, cities should see communication as a strategic aspect of their resilience development. Thus, how resilient cities communicate should be strategically managed. In this paper, we present immediate results from an ongoing European project called Smart Mature Resilience. In this project, we work with seven cities towards the ultimate goal of developing a Resilience Management Guideline for all European cities. Moreover, we intend to set up a resilience backbone in Europe, which will be driven by effective communication between cities.
