Abstract |
In this paper we present the Reconstruction and Exploration approach (R&E) and F-REX tool and their applications in a field exercise with the Swedish Rescue Services Agency with the purpose of investigating features needed for a computer supported approach for evaluation of large scale crisis management operations. After the exercise several interviews and one seminar were held to evaluate R&E as a representative for computer supported evaluation approaches for crisis management operations. Initial results indicate that multimedia presentation of key events from an operation can be very valuable not only to stimulate the participants to reflect on their own performance, but also to document and share lessons learned to non-participants. |

Abstract |
Development of information systems support for crisis management in local communities must be based on the needs of the crisis management actors as well as capabilities of information technology (IT). IT provides extensive possibilities, but is difficult to adapt to the users' needs. A profound exploration of the needs of systems for crisis management is often neglected. Hence, the management of major crisis has been held back because of the lack of useful tools. This paper presents an architecture for system for the local communities. The development of the architecture was based on a needs analysis, including interviews with crisis management at a local community level. The architecture is also based on novel design issues that have lead to the development of a conceptual model structure called the mission support model whose main concepts mainly include (1) user roles, (2) services and (3) views. |

Abstract |
It is commonly assumed that conducting exercises will contribute to better crisis management. However, the exact mechanisms of cause and effect are hard to isolate empirically. The objective of this paper is to compile and analyze the recommendations in the literature on inter-organizational exercises and learning. While not claiming to meet the strict scientific demand of empirical validation and general applicability, the compilation may nevertheless provide some guidance from research to practitioners. Forty-four papers about learning in interorganizational exercises were analyzed. Out of the analyzed papers, 28 discussed obstacles or success factors.
However, the recommendations applicable in one setting are not automatically valid in others, and some are even contradictory. The recommendations have therefore been categorized according to two criteria; when in the exercise cycle and for whom they apply. Several recommendations concern individual learning, but maximizing individual learning can sometimes hamper learning on the organizational level. |

Abstract |
Local emergency-response organizations must maximize their use of existing resources. Therefore, emergencyresponse organizations need appropriate command-and-control (C2) systems to coordinate not only their own resources, but also to take advantages of other local actors. The local nature of response coordination imposes additional challenges for the development of C2 systems. In particular, the C2 systems must support coordination across organizational boundaries at the local level. Service-oriented architectures (SOA) provide new technologies for the development of C2 systems. This approach is based on a set of loosely-coupled services offered by multiple actors rather than a single monolithic system. This work reports the result of a prototype SOA implementation that builds on a previous requirements engineering study for service-oriented C2 systems for local emergency response. The results illustrate how it is possible to develop lightweight C2 systems using state-or-the art Web and SOA technologies. However, there are still remaining organizational and maintainability challenges. |

Abstract |
Exercises are stated to be an important means to learn how to handle crises. However, it has been discussed who should participate and what can be learnt from them. Several roles are involved in the planning, execution and evaluation of exercises, such as participants, observers, facilitators and evaluators. This paper presents an empirical study of the differences in learning experiences between participants and observers. The study was based on interviews with participants and observers involved in a series of exercises at municipality level. The result shows that the participants? learning relates to individual experiences and how well they felt they performed the task. Meanwhile, the observers? learning experiences concerned organisational issues. The findings suggest that to achieve variation in learning experiences, which is important for inventing new solutions, crisis management organisations need to allow their personnel to try different roles in the exercises to increase the learning outcome. |

Abstract |
Crises are infrequent, unpredictable and complex events. Managing such events requires well-prepared and well-coordinated efforts by several response organizations. Hence, a sufficient inter-organizational crisis management (ICM) capability is critical for sustainable societies. To ensure the ICM capability, approaches for enhancing and evaluating it are needed. The objective of this study was to identify and elaborate a clearly defined set of capabilities that constitutes ICM capability. The study was performed by an explorative literature study, where identified capabilities related to ICM were clustered. The cluster of capabilities was iteratively evaluated and refined. The study resulted in 14 capabilities that constitute ICM capability, which were divided into core, supportive, and enabling capabilities. The set of capabilities may provide a foundation for a framework of ICM capability with the ability to support assessment of ICM performance both in exercises and in real ICM operations, as well as in the design of ICM exercises. |

Abstract |
Information systems have great potential to support emergency management. However, development of such systems is difficult, due to the complexity of emergency management. The ability to be able to reveal the needs for support are essential for successful system developments. The emergency responders at the local community level are the main actors when it comes to emergency management. The objective of this paper is to explore the rationale for emergency management systems at the local community level. This is done by an extensive needs assessment based on 12 interviews with representatives for local as well as regional emergency organizations and 49 governing documents. The analysis uncovers ten areas where emergency management systems can enhance the ability of local communities' to manage emergencies. © 2012 ISCRAM. |

Abstract |
Models are important means to represent, explore, evaluate, and develop systems, such as interorganizational crisis management (ICM) systems. The objective was to explore how ICM systems are represented in the scientific literature, i.e., how ICM systems are modelled. The study was carried out as a systematic literature review. The results are presented as (1) organizational descriptions or models of ICM systems, (2) functional components of ICM systems, (3) analytical approaches used to model ICM systems, and (4) changes of ICM systems. The results revealed that ICM systems are described in various ways, and that descriptions of models are rather based on entities developed by the authors of the publications than on a common framework for describing ICM systems. The identified information on models, functional components, analytical approaches, and changes of the ICM systems provide important input to future work, e.g. comparing different models to determine their strengths and weaknesses. |

Abstract |
Societies need the ability to respond to crises such as terrorism, pandemics and natural disasters. Hence, it is essential to ensure that the capability of crisis management is attained, maintained, and developed. Since large crises cannot be handled by single organizations, collaborative crisis management capability is needed. The objective of this work was to provide support by an instrument for assessment of collaborative crisis management capability. The work was iteratively performed in a workgroup. The outcome was two templates with sets of generic questions, one for assessment of the actual capabilities and one for assessment of the preconditions of the capabilities. The templates mainly focus on assessment of collaborative crisis management capability. However, since the questions are generically formulated, they should be usable for assessments of any type of crisis management capability. |

Abstract |
Exercises are considered as vital to develop and sustain crisis management capabilities. An exercise may have a role both as a provider of knowledge about the crisis management system, and its performance, and as a driver of change through training of individuals, groups and organizations. However, the relationship between the design and characteristics of a specific exercise, and the usability of its results in the development of the crisis management system is not well-understood. The objective of this paper is to explore if a morphological field can be used to investigate this relationship. Such a field was designed and evaluated. Even though this field was relatively simple, it was concluded that it provides results that deepen the understanding of how different types of exercises can contribute to the development of the crisis management system. |

Abstract |
The increased impact of natural disasters and terror attacks on our society has augmented the awareness of needs for advances in emergency response. For local communities it is vital to make use of existing resources. Service-oriented technology provides new possibilities for the enhancement of command and control (C2) systems. However, to gain full use of the technology, it must harmonize with the supported organizations and their work procedures. This paper explores the possibilities and usefulness of service oriented C2-systems for emergency response at the local community level. The study was performed in five steps: (1) literature study, (2) interviews, (3) scenario design, (4) prototyping service-oriented C2 systems, and (5) a scenario based evaluation. The results show that service-oriented C2 systems would support and enhance emergency response at the local community level. Still, several issues that need to be further considered remain, not the least the ability of quality assurance of services. |
