Abstract |
The application of event processing methods and systems carries high potential for the domain of crisis management and emergency response for different use cases and architectural aspects. This hypothesis is based on the general event based characteristics of the domain as well as former research approaches. Resource management represents a complex task for decision makers; therefore it is taken as a basic use case for this work. It builds up on foundations of resource management (use case and demand side) and event processing (technology and supply side). Methods and results are presented for the identification, definition and validation of events that happen in reality and corresponding event objects which are processed by information systems. |

Abstract |
The semantics of things represent the central problem of the heterogeneous domain of emergency response. Both the communication between human actors and the interface between information systems face this hurdle with high impact on the efficiency in mission and time critical command and control processes. The integration of applications and information sharing based on semantic technologies promise added value for a solution to this problem. Therefore a model of the domain is essential; this paper contributes a domain ontology for fire protection. The scientific discussion as well as expert interviews built the basis for a new modeling approach. The selection of ontology languages is one of the important design issues presented in this paper. |

Abstract |
This paper presents the EU project SHARE which aims at developing a mobile service architecture to support large-scale rescue operations with multimedia communication and information services. The task of planning and controlling large-scale rescue operations requires flexible and robust tools which help the rescue forces to do their search and rescue work with maximum efficiency. Resource planning tools and cartographic information about the operation site are essential to fulfill the complex task of operation management. The Interactive Resource Management and MAP3D are two modules which have been developed in the SHARE project to enable the rescue operation leadership to do efficient coordination of their forces during an operation. Our paper will focus on features and interdependencies of both tools taking into account innovative feedback and interaction mechanisms. |

Abstract |
In order to perform serious research on reliable data from emergency operations and trainings, technological support is essential. Therefore we present an architecture for distributed, event-driven systems for the collection and analysis of data in emergency operations and trainings. The logical as well as the technical architecture will be presented. Most important design decisions, e.g. regarding extensibility, will be described. The architecture has been implemented as a system, which is composed out of a core server and distributed sensors sending data. The system is running since two years in two big European cities. © 2012 ISCRAM. |

Abstract |
This work focuses on the requirements engineering process of an event-based system in the domain of emergency management. The goal is to identify events which occur and have an effect on the actions and decision making during an operation. We outline a case study to apply scenario-based requirements engineering processes to describe and identify events. Under the special circumstances of the case study one important result is the need of integrating multiple sources into the scenario generation activities due to the singular characteristics of many operations. |

Abstract |
In the past a lot of researchers have defined criteria to determine information quality. Various criteria and dimensions have been identified and examined in different contexts. But very few of them focused on information quality in the context of complex situations, especially in the domain of crisis management. These complex situations demand for an extensive level of information as a basis to the difficult decisions an officer-in-charge has to make. Therefore, if we want to support the decision-making of the leading officers through an at least semi-automated process, we need first of all to find a set of criteria to assess the information quality considering the special requirements of such complex situations. In this paper we describe our approach of defining a criteria set by identifying the characteristics of complex situations, then we analyze existing models of information quality and map their aggregated criteria to the identified characteristics and finally first results of interviews to evaluate the set through the involvement of domain experts are presented. |
