Title Multidisciplinary cooperation in crisis management teams: A tool to improve team situation awareness Type Conference Article
Year 2011 Publication (up) 8th International Conference on Information Systems for Crisis Response and Management: From Early-Warning Systems to Preparedness and Training, ISCRAM 2011 Abbreviated Journal ISCRAM 2011
  Volume Issue Pages
Keywords Information systems; Competencies; Cooperation; Crisis management; Multi-disciplinary teams; Network-centric; Team situation awareness; Human resource management
Abstract When a crisis occurs, people from different organizations, on different hierarchical levels have to deal with unexpected situations that require coordinated effort. The goal of this research is to improve multidisciplinary cooperation for crisis management teams. We developed a tool, the Multi-mono guide, which helps team members to share information at the right time, with the right person, in the right way. A pre-test post-test intervention experiment was conducted with 8 professional teams to evaluate the effect of the tool on individual competencies, team situation awareness and process satisfaction. The experimental group was more satisfied with the meetings and about the way they shared information. Participants reported that the Multi-mono guide makes them aware of sharing information. We didn't find significant differences for individual competencies and team situation awareness. This is may be because the teams that participated were very experienced. Participants did find the Multi-mono guide useful for trainees.

Title Using CrisisKit and MOPED to improve emergency management team training Type Conference Article
Year 2004 Publication (up) Proceedings of ISCRAM 2004 – 1st International Workshop on Information Systems for Crisis Response and Management Abbreviated Journal ISCRAM 2004
  Volume Issue Pages 161-166
Keywords Civil defense; Disasters; Feedback; Information systems; Risk management; Distributed team training; Emergency management; Evaluation; Observers; Human resource management
Abstract In order to reduce the effects of a disaster, people in the emergency management organization have to be trained. In recent years training emergency management teams has become a bigger issue. A realistic and effective training of emergency management teams however is a difficult matter. We search for ways to improve this kind of training and to reduce the costs. In this paper two tools that can be used to improve emergency management training, CrisisKit and MOPED, will be discussed. © Proceedings ISCRAM 2004.

Title A PC-based virtual environment for training team decision-making in high-risk situations Type Conference Article
Year 2005 Publication (up) Proceedings of ISCRAM 2005 – 2nd International Conference on Information Systems for Crisis Response and Management Abbreviated Journal ISCRAM 2005
  Volume Issue Pages 195-200
Keywords Fire extinguishers; Information systems; Personnel training; Virtual reality; Effectiveness and efficiencies; Firefighters; High-risk situations; Making decision; Team decision-making; Team training; Training program; Virtual training environments; Risk perception
Abstract Live team training of firefighters has several disadvantages. Firstly, it is costly because many team members and training staff are involved. Secondly, not all team members have the same competency level, and some individuals may just not be ready to train in a team context. Thirdly, live training in high-risk situations is difficult and dangerous. Consequently, critical situations can not be trained adequately. Following a scenario-based and a rapid prototyping approach, we are designing and developing a pc-based virtual training environment to train individual firefighters in making decisions in a team context operating in high-risk situations. This individual training program can better prepare the firefighters for live training, enhancing the effectiveness and efficiency of these team-training exercises. In this paper we describe the training-method, we outline how this is technologically implemented and discuss how we are planning to test the prototype.

Title Network centric operations in crisis management Type Conference Article
Year 2008 Publication (up) Proceedings of ISCRAM 2008 – 5th International Conference on Information Systems for Crisis Response and Management Abbreviated Journal ISCRAM 2008
  Volume Issue Pages 764-773
Keywords Hardware; Crisis management; Information supplies; Nec; Netherlands; Network centric operations; Network-centric approach; Network-centric environment; Verbal communications; Information systems
Abstract This paper describes the approach to implement network centric operations (NCO) in the Dutch crisis management domain. NCO resolves a number of important shortcomings related to the supply and flow of information experienced in current verbal communication-based crisis management. First, we provide a description of the crisis management organization in the Netherlands and the nature of information supply problems. Second, we explain how a network centric approach would be implemented in this domain. Next, we describe how between 2005 and 2008 several regions in the Netherlands have made efforts to implement a network-approach, and we evaluate their experiences. The NCO approach reduces the need for reliability checks of verbal communication. Consequently procedures can be optimized with NCO. This paper concludes with next steps, such as continuing to explore the effects of NCO on the current way of working and train people to work in a network centric environment.
