Title Evaluation of crisis management operations using Reconstruction and Exploration Type Conference Article
Year 2008 Publication Proceedings of ISCRAM 2008 – 5th International Conference on Information Systems for Crisis Response and Management Abbreviated Journal ISCRAM 2008
Volume Issue Pages 118-125
Keywords Information systems; After action review; Computer tools; Crisis management; Debriefing; Distributed tactical operations; Multimedia services
Abstract In this paper we present the Reconstruction and Exploration approach (R&E) and F-REX tool and their applications in a field exercise with the Swedish Rescue Services Agency with the purpose of investigating features needed for a computer supported approach for evaluation of large scale crisis management operations. After the exercise several interviews and one seminar were held to evaluate R&E as a representative for computer supported evaluation approaches for crisis management operations. Initial results indicate that multimedia presentation of key events from an operation can be very valuable not only to stimulate the participants to reflect on their own performance, but also to document and share lessons learned to non-participants.

Title Using Volunteers for Emergency Response in Rural Areas – Network Collaboration Factors and IT support in the Case of Enhanced Neighbors Type Conference Article
Year 2017 Publication Proceedings of the 14th International Conference on Information Systems for Crisis Response And Management Abbreviated Journal Iscram 2017
Volume Issue Pages 985-995
Keywords Emergency response; IT suppor; volunteers; policy network collaboration
Abstract In public services, there is a trend to increasingly utilize collaborations with non-professional volunteers for certain tasks, one example being emergency response. In many of these collaborations, information technology (IT) is an essential tool, and inadequate IT support can have far-reaching consequences--including even the loss of lives. Since a volunteer is a different type of actor, and may have different technical requirements, compared to professionals, there is a need to explore how collaborations between professionals and volunteers can be successfully developed. This paper is based on a case study of the Enhanced Neighbor project, which uses volunteers as first responders in emergency response. The study highlights important factors to consider when involving volunteers, including how IT can foster the collaboration, and the volunteers' needs for IT support.

Title Identifying functions for smartphone based applications in volunteer emergency response Type Conference Article
Year 2019 Publication Proceedings of the 16th International Conference on Information Systems for Crisis Response And Management Abbreviated Journal Iscram 2019
Volume Issue Pages
Keywords Voluntary emergency response, ICT, smartphone application, end users, co-production.
Abstract Emergency response organisations struggle with resource constraints and thereby faces challenges in providing

high-quality public services. Utilising voluntary first responders is one way to address these challenges. There

are different types of volunteers who can help at an emergency site, e.g. citizen volunteers or voluntary

professionals from other occupations. To successfully engage with and utilise these resources, adequate

information and communication technology (ICT) is necessary. In this meta-study, combining and further

exploring two previous studies, the aim is to identify, analyse and evaluate suitable functions for smartphone

applications that can be used to dispatch and support volunteers. The results show that the functions can be

divided into essential ones that are necessary for the response to work at all, and others that might contribute to a

more effective response. The study also shows that the same functions can be used for different volunteer

groups.

Title ?It?s More Important to be Fast than to be Informed? – Gender, Age, Disability and Ethnicity in Relation to IT in the Swedish Rescue Services Type Conference Article
Year 2016 Publication ISCRAM 2016 Conference Proceedings ? 13th International Conference on Information Systems for Crisis Response and Management Abbreviated Journal ISCRAM 2016
Volume Issue Pages
Keywords Swedish Rescue Services; IT; Gender; Age; Disability; Ethnicity
Abstract This study is work in progress starting with the point of departure that everyday accidents strike unjust, and with the purpose to explore how gender, age, disability and ethnicity are understood, and included ? or excluded ? in relation to the information systems involved in rescue operations performed. Empirical material was gathered through interviews mainly at the Swedish Rescue Services, and the analysis shows that this kind of information is not included in the involved information systems, and that it is considered rather irrelevant. On the other hand, it is indicated that this information might well be relevant for the performance of rescue operations, discussed in terms of how gender, age, disability and ethnicity are reconfigured in the organization, something that opens up for the design of information systems that are more attentive to these issues, and that might possibly contribute to better supporting those in vulnerable positions.

Title Emerging communities of collaboration: Co-location in emergency response systems in the 'Safety house' in Sweden Type Conference Article
Year 2014 Publication ISCRAM 2014 Conference Proceedings – 11th International Conference on Information Systems for Crisis Response and Management Abbreviated Journal ISCRAM 2014
Volume Issue Pages 546-555
Keywords Houses; Information systems; Risk management; Colocations; Emergency management; Emergency response systems; Emergency response time; Emergency situation; Joint decision making; Network governances; New forms; Emergency services
Abstract Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept.

Abstract Using actors from different societal sectors can improve the response operation quality in emergency management. The different roles, tasks and responsibilities these actors have in response operations and the legal frameworks they work within influence their needs for proper information system support. There is thus a substantial need to study and systemize the concept of “new actors” before providing them with technical solutions. In this study, a framework is constructed showing 14 dimensions of new actors that need to be considered when new actors are studied in more detail.

Title Barriers to Digitalized Co-production: the Case of Volunteer First Responders Type Conference Article
Year 2022 Publication ISCRAM 2022 Conference Proceedings – 19th International Conference on Information Systems for Crisis Response and Management Abbreviated Journal Iscram 2022
Volume Issue Pages 782-790
Keywords digitalization; co-production; ICT; volunteers; emergency response
Abstract Information and communication technology (ICT) and digitalization are often seen as enablers of co-production. But if its potential is not implemented, technology will rather act as a barrier. In Sweden, new types of “hybrid” co-production initiatives that engage civil citizen volunteers as first responders emerged a decade ago. Even though the benefits are recognized, the initiatives’ expansion are hampered by the ICT solutions. In this study, we explore why, by comparing the perspectives of national authorities, needs-owners, suppliers, and end-users. We describe the barriers, e.g., insufficient geofencing, to develop ICT for various mobile platforms, unavailability of a joint API, competitiveness and double roles among stakeholders, and ICT costs. We suggest how to address the barriers and argue that digitalized co-production of the type presented will likely increase. Here our study can contribute to the successive accumulation of knowledge.

Title Turning Common Operational Picture Data into Double-loop Learning from Crises – can Vision Meet Reality? Type Conference Article
Year 2021 Publication ISCRAM 2021 Conference Proceedings – 18th International Conference on Information Systems for Crisis Response and Management Abbreviated Journal Iscram 2021
Volume Issue Pages 417-430
Keywords Common operational picture, situation awareness, double-loop learning, crisis management, map-based evaluation
Abstract This study proposes a framework for double-loop learning from crises, using common operational pictures (COP). In most crises, a COP is of outmost importance to gain a common understanding among inter-organizational response. A COP is typically expressed through a map visualization. While the technologies to support COP progress rapidly, the corresponding practice of evaluating the COP and situational awareness is not yet established. Tools that enable responders to learn after the crisis, look back in time on the COP devel-opment and detect the barriers that prevent the COP establishment, still seem absent. Double-loop learning is an organizational practice to learn from previous actions widely adopted in the safety domain, and lately used in crisis management. This paper addresses the perceived gap by presenting the technical, organizational and structural requirements derived from document analysis, observation, and a workshop with multiple crisis management stakeholders, and integrating them to an initial framework.

Title Exploring service-oriented C2 support for emergency response for local communities Type Conference Article
Year 2008 Publication Proceedings of ISCRAM 2008 – 5th International Conference on Information Systems for Crisis Response and Management Abbreviated Journal ISCRAM 2008
Volume Issue Pages 159-166

Abstract The increased impact of natural disasters and terror attacks on our society has augmented the awareness of needs for advances in emergency response. For local communities it is vital to make use of existing resources. Service-oriented technology provides new possibilities for the enhancement of command and control (C2) systems. However, to gain full use of the technology, it must harmonize with the supported organizations and their work procedures. This paper explores the possibilities and usefulness of service oriented C2-systems for emergency response at the local community level. The study was performed in five steps: (1) literature study, (2) interviews, (3) scenario design, (4) prototyping service-oriented C2 systems, and (5) a scenario based evaluation. The results show that service-oriented C2 systems would support and enhance emergency response at the local community level. Still, several issues that need to be further considered remain, not the least the ability of quality assurance of services.

Volume Issue Pages
Keywords Cross-Sector Collaborations; Community Stakeholders; Daily Emergency Response; ICT Development
Abstract The term semi-professional can be used to denote occupational groups that do not have emergency response as their primary profession but who get additional responsibilities within rescue and response, e.g. by performing a first response or assisting the professional emergency services. In this study, four different groups of possible semi-professional resources are analyzed and compared. Similarities and differences between the four groups are discussed. Factors, important for the successful implementation of a cross-sector collaboration of this kind, are highlighted. The preliminary results show that all four groups have the potential to act as semi-professional resources within emergency response. Interestingly, the basic requirements are the same for all groups, despite different prerequisites.

Title Managing Natural Hazards in Sweden – Needs for Improved Information and Decision Support Systems Type Conference Article
Year 2022 Publication ISCRAM 2022 Conference Proceedings – 19th International Conference on Information Systems for Crisis Response and Management Abbreviated Journal Iscram 2022
Volume Issue Pages 376-384
Keywords Emergency response; extreme weather events; command and control; needs analysis
Abstract This paper explores opportunities for information systems to support emergency response to multiple natural hazards. Interviews were conducted with 12 representatives from actors of the Swedish emergency response system about response to multiple natural hazards. Challenges and needs connected to five themes influencing the response effort were identified: Cooperation, Resource management, Command and control, Common operational picture, and Risk management. The results illuminate a lack of technology to support decisions and analyses during emergency response to both single and multiple natural hazards. Based on this, the paper suggests and discusses information systems and decision support tools to assist in satisfying the identified needs. The findings can inform policy makers in emergency response of where to concentrate the development of collaborative preparedness and response work, and the scientific community of future research directions.
