Abstract We discuss decision support tools used for more efficient planning of fire and rescue services. The methodology considers small and flexible units and includes dynamic utilization of the existing resources. We develop a quantitative measure for preparedness and use it as a basis for decision support. By constantly accounting for the current situation and using intelligent strategies to locate and allocate resources that support good preparedness, response times can be shortened. The tools will be tested using an experimental setup that includes human-in-the-loop simulations, and the results will compare situations that occur when the decision makers have and do not have access to the developed tools. © 2012 ISCRAM.

Abstract The hypothesis of this study is that collaboration between fire and rescue services and new actors, with basic rescue skills, might be a cost effective way to improve emergency response. Interview studies of collaborations between fire and rescue services and security officers in three Swedish municipalities are presented. Seven semi-structured interviews are conducted with representatives from the security officer companies, the fire and rescue services and security managers at the municipalities. The method used to evaluate the collaborations quantitatively is Cost-benefit analysis. The collaborations have positive economic effects for society that most likely outweighs the costs. There also exist several external effects that are not possible to value monetarily, but that represent positive values for society. The results and their generalizability are discussed, as well as the possibility for these new collaborations to improve crisis management.

Abstract In public services, there is a trend to increasingly utilize collaborations with non-professional volunteers for certain tasks, one example being emergency response. In many of these collaborations, information technology (IT) is an essential tool, and inadequate IT support can have far-reaching consequences--including even the loss of lives. Since a volunteer is a different type of actor, and may have different technical requirements, compared to professionals, there is a need to explore how collaborations between professionals and volunteers can be successfully developed. This paper is based on a case study of the Enhanced Neighbor project, which uses volunteers as first responders in emergency response. The study highlights important factors to consider when involving volunteers, including how IT can foster the collaboration, and the volunteers' needs for IT support.

Abstract Emergency response organisations struggle with resource constraints and thereby faces challenges in providing

high-quality public services. Utilising voluntary first responders is one way to address these challenges. There

are different types of volunteers who can help at an emergency site, e.g. citizen volunteers or voluntary

professionals from other occupations. To successfully engage with and utilise these resources, adequate

information and communication technology (ICT) is necessary. In this meta-study, combining and further

exploring two previous studies, the aim is to identify, analyse and evaluate suitable functions for smartphone

applications that can be used to dispatch and support volunteers. The results show that the functions can be

divided into essential ones that are necessary for the response to work at all, and others that might contribute to a

more effective response. The study also shows that the same functions can be used for different volunteer

groups.

Abstract The purpose of this study was to develop a simulation model to evaluate bleeding control kit location strategies for a mass casualty incident scenario. Specifically, the event simulated was an explosion at a large sports arena. The model included a representation of the arena itself, simulated crowd movements following the detonation of an improvised explosive device, injuries and treatments, and different ways for immediate responders to help injured patients using tourniquets. The simulation model gave logically consistent results in the validation scenarios and the simulation outcomes were in line with the expected outcomes. The results of the different tourniquet location scenarios indicated that decentralized placement (more than one location) is better, easy access is important (between rather than at emergency exits) and that an increased number of available tourniquets will result in an increased number of survivors.

Abstract In this study, security and safety in rural parts of Sweden is investigated. New ways of organizing for efficient response can be found in the extended collaboration between societal sectors and in utilizing the local social capital. New categories of first responders and their requirements are identified and we propose non-technical and technical solutions as support. Abstract Using sensors to collect data at emergency incident sites can facilitate analysis of the logistic operations. This can be used to improve planning and preparedness for new operations. Furthermore, real-time information from the sensors can serve as operational decision support. In this work in progress, we investigate the requirements on the sensors, and on the sensor data, to facilitate such an analysis. Through observations of exercises, the potential of using sensors for data collection is explored, and the requirements are considered. The results show that the potential benefits are significant, especially for tracking patients, and understanding the interaction between the response actors. However, the sensors need to be quite advanced in order to capture the necessary data.

Abstract The term semi-professional can be used to denote occupational groups that do not have emergency response as their primary profession but who get additional responsibilities within rescue and response, e.g. by performing a first response or assisting the professional emergency services. In this study, four different groups of possible semi-professional resources are analyzed and compared. Similarities and differences between the four groups are discussed. Factors, important for the successful implementation of a cross-sector collaboration of this kind, are highlighted. The preliminary results show that all four groups have the potential to act as semi-professional resources within emergency response. Interestingly, the basic requirements are the same for all groups, despite different prerequisites.

Abstract A model is developed, which can predict the travel time for volunteers that are dispatched as first responders to emergencies. Specifically, the case of lay responders to out of hospital cardiac arrest is studied. Positions from historical responses is used to estimate the real response times, which are used to train and evaluate the new travel time model. The new model considers the road network and the transport mode most likely used by the volunteers. The results for the new model are compared to a model used in an existing volunteer initiative. They show that the new model can make better predictions in 59.7% of the cases. This can be used directly as a base for improving the travel time estimates in existing volunteer initiatives, and to improve the input data to the continuously evolving volunteer resource management systems.

Abstract This paper explores opportunities for information systems to support emergency response to multiple natural hazards. Interviews were conducted with 12 representatives from actors of the Swedish emergency response system about response to multiple natural hazards. Challenges and needs connected to five themes influencing the response effort were identified: Cooperation, Resource management, Command and control, Common operational picture, and Risk management. The results illuminate a lack of technology to support decisions and analyses during emergency response to both single and multiple natural hazards. Based on this, the paper suggests and discusses information systems and decision support tools to assist in satisfying the identified needs. The findings can inform policy makers in emergency response of where to concentrate the development of collaborative preparedness and response work, and the scientific community of future research directions.
