Abstract In our modem society, the impact of large-scale spfety and security incidents can be large and diverse. Yet. this societal impact is makeable and controllable to a limited extent. At best, the effect of concrete response actions is that the direct damage is somewhat reduced and that the recovery is accelerated. Proper crisis communication can make the biggest difference with respect to overall societal impact. We argue that crisis communication must strike a balance between a directive approach of chaos, command and control and a more empathic approach of continuity, coordination and cooperation. On the basis of a concrete case we analyze how crisis communication reflects the incident response approach and how societal impact is affected.

Abstract Complex and multifaceted problems such as emergencies typically require coordinated effort by a network of different organisations. These networks typically rely less on formal hierarchical structures and instead have a stronger focus on allowing the dynamics to emerge in the process of collaboration. A balance has to be achieved between the internal dynamics of the various member organisations that make up the network on the one hand, and the emerging dynamics of the network collaboration itself on the other ? and the precise nature of this balance will depend on the context. To help those making decision on how to achieve that balance, we have developed a framework describing four archetypal networked organisations: fragmented, deconflicted, coordinated, and collaborative and agile. The four archetypes have two purposes. Firstly, they can be used to guide networked organisations as they adapt to changing administrative and societal contexts. Secondly, they can be used to express the dynamics of the development of a response organisation in a particular emergency situation.

Abstract In crisis management involvement of a large number of organizations is required. Not only the first responders need to take action, but also organizations and entities like civil authorities, public utility and crisis teams are responsible for critical infrastructures as well as the community. A key element for effective collaboration is situation awareness; having a common operational picture. So far research has mainly focused on situation awareness. However, several incidents show that situation awareness alone is not sufficient for reaching effective collaboration among the organizations involved. Collaboration awareness is a second key element. Knowing the needs, goals, expectations, culture, capabilities and procedures of the crisis management partners makes collaboration more effective. In this paper we elaborate our research focusing on what organizations need to know about each other in order to collaborate effectively. Finally, we describe the possible measures for increasing the collaboration awareness. © 2012 ISCRAM.

Abstract Large-scale safety and security incidents typically require the coordinated effort of multiple organisations. A networked organisation is generally seen as the most appropriate structure for coordination within safety and security collaborations. Such networks generally are mixed-sector networks in the sense that the strategic orientations of the contributing organisations differ. Our research focuses on how to prevent, overcome and cope with the tensions resulting from this mixed-sector nature. We studied cases of three major Dutch events and our preliminarily findings were that an active network governance approach contributes to a more decisive and more purposive organisation. The flexibility and decisiveness of the networked organisation can be enhanced if in addition informal network governance measures are applied. Moreover, a purposive information infrastructure, directed towards a limited number of clear priority issues, is a key enabler of the functioning of the network.
