Abstract This document describes the OASIS Common Alerting Protocol (CAP) standard, review its history and current status, and propose some directions for its future application and development. This XML content standard specifies a canonical data model for alerting, warning and notification messages. By abstracting the essential elements of effective warning messages from the underlying delivery technologies, CAP simplifies the integration of diverse warning delivery systems and provides a simple template for the creation of alerts and warnings. CAP is being used in a variety of warning systems and applications, but its full potential has yet to be exploited.

Abstract Rapid impact assessment in the immediate aftermath of a natural disaster is essential to provide adequate information to international organisations, local authorities, and first responders. Social media can support emergency response with evidence-based content posted by citizens and organisations during ongoing events. In the paper, we propose TriggerCit: an early flood alerting tool with a multilanguage approach focused on timeliness and geolocation. The paper focuses on assessing the reliability of the approach as a triggering system, comparing it with alternative sources for alerts, and evaluating the quality and amount of complementary information gathered. Geolocated visual evidence extracted from Twitter by TriggerCit was analysed in two case studies on floods in Thailand and Nepal in 2021. The system respectively returned a large scale and a local scale alert, both in a timely manner and accompanied by a valid geographical description, while providing information complementary to existing disaster alert mechanisms.

Abstract In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution.

Abstract The EU FP7 project DRIVER is conducting a number of experiments to assess the feasibility of addressing known deficiencies in crisis management. In this paper, we introduce experiments that investigate two-way communication solutions between crisis managers and citizens or unaffiliated volunteers. In the so-called ?Interaction with Citizens? experiments we are testing the usability and acceptance of the various methods and tools that facilitate crisis communication at several levels. This includes: informing and alerting of citizens; micro-tasking of volunteers; gathering of situational information about the crisis incident from volunteers; and usage of this information to improve situation awareness. At the time of writing this paper, our ?Interaction with Citizens? experiments are still under way. Therefore, this paper reports the lessons learned in the first two experiments along with the experimental setup and expectations for the final experiment.

Abstract There is a growing call for the use of open source content standards for all-hazards, all-media alert and notification systems. This paper presents findings on the implementation of Common Alerting Protocol (CAP) as a content standard for a community-based hazard information network in Sri Lanka. CAP is being deployed as part of the HazInfo project, which has established last-mile networking capability for 32 tsunami-affected villages in Sri Lanka in order to study the suitability of various Information Communication Technologies (ICTs) for a standards-based community hazard information system. Results to date suggest that the basic internetworking arrangement at lower technical layers has proven to be reasonably robust and reliable but that a key challenge remains in the upper layers of application software and content provision. This is evident in the apparent difficulties faced when implementing CAP messaging over multiple last-mile systems that include commercial satellite and terrestrial network technologies (C/L/X-Band, GSM, and CDMA in modes of voice and text). Lessons learned from silent tests and live exercises point to several key bottlenecks in the system where the integrity of CAP messages is compromised due to problems associated with software interoperability or direct human intervention. The wider implication of this finding is that content standards by themselves are not sufficient to support appropriate and timely emergency response activities. Those working with content standards for hazard information systems must consider closely the interoperability issues at various layers of interconnectivity.

Abstract Even though the adoption of emergency alerting systems may improve the safety and security of individuals, participation in existing systems that utilize mobile alerting in universities in USA varies and does not match the high adoption rate of mobile phone technology itself (Sullivan, Häkkinen & Piechocinski 2009; Wu, 2009). As the adoption of mobile alerting system (MAS) can be viewed as a critical life safety benefit, there is motivation to better understand factors that affect the acceptance of MAS. Among the possible, alternative methods of implementing mobile alerting, an opt-in type of system can enable the alerting process to be executed in a way that is more suitable and useful for a diverse community of individuals. As a result of this study, a refined version of technology acceptance model (TAM) is proposed, extended with factors of perceived trust and perceived financial cost to better interpret the acceptance of MAS. This model is being evaluated in ongoing research on MAS in a university and community context.

Abstract In case of sudden and extreme life-threatening situation, the most efficient system fulfils the requirement of mobile phone emergency alerting information services. But how much information and what type of content must be used in a textual message, and how adapt this alert to a large audience and diversified contexts? This paper proposes to address this challenge, 1) by presenting results obtained in France during simulated “alerting days”, with sampling revealing the perception and understanding of SMS and CB by a non-specialized audience (161 respondents), and 2) by comparing findings obtained in different contexts (students and teaching staff in a university, crisis managers and stakeholders in an industrial context, citizens working near high-risky areas). Even if reactions to an alert are individual, similar patterns emerge, suggesting that standardized and non-random needs exist.

Abstract Traditional mobile phones have been used for alerting purposes by utilizing their SMS and cell broadcasting features. They do however not suit for demanding alerting and command purposes, for the observation of special forces, rescue officers and civilians, or for the post-evaluation of the operation. Current 3G and 4G/LTE smartphones can do all this, but the empirical evidence is missing. This article reports of the preliminary tests which the University of Jyväskylä has made with the Finnish Police for alerting civilians and for commanding two special groups of the police with smartphones. Smartphones were also used for observing police officers' position and status and for post-evaluating action during and after the operation. The study supports using smartphones for alerting, command and control purposes. Because of external distractions alerts are noticed better at night than in the daytime. In active hours personal alerts should be given not only by a voice alarm but by stimulating 2-3 senses at the same time. Noticing of smartphone alerts might be improved also by using some additional reception device with the handset.

Abstract For the integration of national tsunami warning systems to large scale, ocean-wide warning infrastructures a specific protocol has been developed enabling system communication in a system-of-system environment. The proposed communication model incorporates requirements of UNESCO Intergovernmental Oceanic Commission tsunami programme to interlink national tsunami early warning systems. The model designed to be robust simple is based on existing interoperability standards. It uses the Common Alerting Protocol (CAP) for the exchange of official tsunami warning bulletins. Sensor measurements are communicated via markup languages of the Sensor Web Enablement (SWE) suite. Both communication products are embedded into an envelope carrying address information based on the Emergency Data Exchange Language Distribution Element (EDXL-DE). The research took place within the context of two European research projects. The reference implementation of the presented results was tested independently in deployments at two early warning centers. © 2012 ISCRAM.

Abstract In this paper we present an ontology-based system for managing emergency alert notifications. Our purpose is to generate emergency alerts that are accessible to different kinds of people, paying special attention to more vulnerable collectives like impaired people. By adapting alerts to different devices and users we can allow Emergency Management Systems (EMS) to communicate with collectives like blind or deaf people whom otherwise will be unreachable by usual channels. Moreover, if we consider the constrains imposed by the nature of the emergency situations we can also improve the information transmission to cope with situational disabilities (e.g. smoke during a fire can cause low vision problems). We centered our system architecture on two characteristics: The first one is an ontology that codifies knowledge about accessibility, devices, disabilities, emergencies and media so the alert notification can be tailored according to different parameters; the second one is the use of an open standard like the CAP (Common Alerting Protocol) that enables our system to interoperate with other existing systems.

Abstract This paper describes the development of a public emergency messaging system in Western Australia. A set of design criteria were identified by a review of relevant published literature, a survey of current practice in Australia, and consultation with local stakeholders. The system should support: Multiple Recipients, Multiple Channels, Multiple Hazards, Multiple Stakeholders, Multiple Senders, Multiple Platforms, and Write Once Message Composition. A prototype system was built according to these design criteria, based on the Common Alerting Protocol version 1.0. The design was validated in trials simulating messages sent during a tropical cyclone and a bushfire. A total of 56 trial participants from identified stakeholder groups were surveyed with regard to their experience of the prototype system. Overall, the prototype system functioned successfully and participants reported high levels of satisfaction. The paper describes this research project and the initial stages of the subsequent development of a production system, called APECS.

Abstract Early Warning Systems (EWS) provide an effective measure for better disaster preparedness, response, and mitigation. The effectiveness of EWS depends highly on the ability to distribute alert message to the persons that will be affected. In this context mobile devices play already a vital role in the ability to reach people in time and at the endangered location. Most existing approaches focus on mass dissemination methods via SMS and Cell-Broadcasting. As these approaches are effective to inform masses about a disaster with one message for all they have their weaknesses in telling the people how to respond according to their location and provide individual guidance (e.g. by maps) within specific communities. Research in disaster management gives strong evidence that the later is often crucial for better disaster response. Accordingly, we witness an increasing demand for more community-centered warnings systems solutions. This paper introduces the general foundations and architecture for alert services on mobile devices that adapt incoming alert information to the profile and situation of user groups and even individual users. The approach is scalable for different communitycentered warning systems. Its first applicability and community engagement effects are shown in the example of the community-centered public disaster alert system in Germany and a target group specific weather hazard alert system, KATWARN and WIND with currently over 2.5 million subscribed users, which was developed by the authors.

Abstract Since 2001, entities in the U.S. have produced studies which address issues regarding the progress of including people with disabilities in emergency planning at the Federal, state and local levels. There is general agreement among these stakeholders that there must be engagement of emergency personnel, robust, reliable and accessible emergency communications to ensure a high quality of public safety. A key step is the development of emergency communication technologies that serve emergency management and public safety personnel's ability to communicate with the public. It is critical that these next-generation warning systems be developed such that persons with disabilities are given equal access to emergency alerts. This paper discusses a research and development effort to identify the accommodations needed by people with disabilities in these next-generation, mobile emergency alerting systems. Prototyping mobile phone-based emergency alert systems are discussed and summative findings from field trials conducted with sensory challenged individuals are presented.

Abstract Social or new media have over the past years become an integrated part of human communication, both as a means to establish and maintain social relationships, but also as a means of sharing and co-creating information. New media comes with an array of possibilities for individuals as well as organisations, corporations and authorities. Within the field of crisis communication new media possibilities, such as online sharing and social networking, has had an impact on the way crisis information is disseminated and updated. This paper addresses the issues related to using new media as a means of communicating crisis information and broadcasting alerting messages to the general population, and also discusses the role of new media in future pan-European alerting. It focuses on current and on-going research on social media for crisis communication. An extensive systematic literature review was done to identify factors that affect the use of social media for alerting and warning. These factors were mirrored in experiences, collected through interviews, in crisis communication organisations in three European regions (Sweden, Czech Republic and Spain). The factors finally form the basis for suggestions regarding the design of technological tools for both communication and information collection as part of a pan-European alerting system. © 2012 ISCRAM.

Abstract The Canadian Multi-Agency Situational Awareness System (MASAS) is rapidly becoming Canada's national system for exchanging emergency management incident-relevant information amongst multiple agencies and jurisdictions. Through the use of structured information aligned with open standards, and a centrally managed open architecture, MASAS provides a trusted virtual community with the ability to seamlessly exchange emergency management information. MASAS offers an information exchange architecture that is based around a highly resilient system of data aggregation hubs that are easily accessible directly or through third party commercial tools by emergency management officials at all levels, from the smallest community in the most remote areas of Canada's north to key federal stakeholders such as the federal Government Operations Centre or the Canadian military. This paper highlights the key design principles, experimental activities, and technology implementation strategies that are positioning MASAS as a Canadian success story in the making – from coast to coast to coast. © 2012 ISCRAM.

Abstract Broadcasting methods, such as the radio, the television and sirens, have been the main choices for delivering emergency announcements (EA)-Also called public warnings, emergency alerts or citizens warnings-during the last 60 odd years. Unfortunately, broadcast EAs do not reach all people, and the reason for the EA and the actions required can remain unclear. Today, the high penetration of personal mobile phones offers new options to authorities. As a result, a new research and implementation area, Mobile Emergency Announcement (MEA), has emerged. The GSM Short Message System (SMS) is already deployed for MEA delivery. Simultaneously, in the World Wide Web (WWW) a novel news delivery technology, called Really Simple Syndication 2.0 (RSS) is spreading. This paper describes a concept for how RSS can be harnessed for MEA use. First, MEA requirements are briefly reviewed. Second, the eXtended Markup Language (XML) based Common Alerting Protocol (CAP) and the syndication protocol RSS 2.0 are presented. Third, the central implementation issues are presented. Finally, the proposed solution is critically reviewed.

Abstract Public officials have the responsibility of giving public directions and issuing warnings in the event of an emergency. Traditionally, siren systems, radio and television have been used as the primary means for issuing public alerts. Recently, there has been increased interest in evaluating the Internet's suitability for issuing public alerts during times of emergency. This paper presents a Canadian experience with the design and trials of an Internet-based emergency public alerting system (IPAS). We discuss a proposed set of requirements and system architecture. We also include a discussion of the challenges to be overcome in developing such systems and report on experiments and field trials using the IPAS system developed during this project. Our objective is to provide motivation for future research and industry work in this area.

Abstract Advancements in technology have provided new opportunities for the delivery of emergency messages. However, some of the issues concerning data security and technical solutions are quite different from the problems of the traditional means of communication. The Internet poses its own set of challenges. This paper presents a few emergency messaging system proposals made by other researchers and also introduces a new proposition put forward by the authors of this paper. This will demonstrate how to use client-server architecture to deliver emergency alert messages in IP-based networks. The proposed system uses Atom feeds to deliver alert messages and also provides a feedback channel for client data. In this scenario clients could have any kind of device from mobile terminals to desktop computers.

Abstract The New Jersey Institute of Technology (NJIT) developed an Electronic Disease Reporting & Management System (EDRMS) that has the capability for the rapid collection, analysis, and dissemination of suspected outbreaks including Chemical and Bio-Terrorism events. Prior to EDRMS, agencies relied on dis-jointed phone and fax reporting and rudimentary methods for data collection, dissemination, follow-up, and remuneration. The objective of this system is to allow collaborative recognition across all the hospitals and public health offices in the state of New Jersey to detect as soon as possible an epidemic occurring of a known or unknown type.

Abstract In the recent decade the evolvement and widespread success of new technologies in particular in the field of computing power, network bandwidth, mobile networks and wearable devices have prepared the foundation for completely new approaches in crisis management. Currently, we are at the edge that such new technologies for crisis management are becoming a real and practically applicable option, e.g. in the field of alerting, crowdsourcing, and crowdtasking. In parallel, we witness in the recent years that citizens are more and more willing to help during crisis and disasters, thus providing a large – yet unused – potential for agile support in disaster preparation and response. In many disaster situations the emergency personnel reach the limits of their capabilities. In particular during the isolation phase the support of such volunteers can be a valuable benefit for disaster response. With the help of new technologies crisis management can provide current on-site information via mobile devices in real time as well as organize and coordinate the activities of the volunteers at specific locations. In this paper we present the results of the research project ENSURE: a general architecture and a system design for the coordination of spontaneous volunteers for agile disaster response. With the expected broader implementation of such systems in disaster management in the future it is inevitable to elaborate such common technological foundations for practical mass applications.

Abstract Telephone calls are the predominant telecommunication mode in Sri Lanka. Leveraging voice-based applications for disaster communication would be acceptable and sustainable. The findings in this paper are from an experiment concerning interactive voice for connecting community-based emergency field operatives with their central coordination hub. Challenge was in interchanging the Freedom Fone (FF) Interactive Voice Response (IVR) generated, Sinhala and Tamil language, speech data with the text-based 'Sahana' disaster management system for analysis and decision support. Emergency Data Exchange Language (EDXL) interoperable content standard was adopted for mediation. Low quality voice data resulting in incomplete information was a barrier to automating transformations between text and speech. Replacing those processes with human procedure significantly degrades the reliability. Moreover, human interaction with decoupled software systems, to accomplish the sequence of tasks, points to instabilities. This paper discusses the complexities and usability shortcomings discovered through controlled-exercises in Sri Lanka. © 2012 ISCRAM.

Abstract The Common Alerting Protocol (CAP) is an open standard, which is universally used for early warning systems and other emergency information systems. Future early warning systems will also disseminate CAP warning messages to location aware Internet devices, such as notebooks, Internet phones or Internet-enabled television sets. These Internet devices have the option to acquire their current location as a Presence Information Data Format – Location Object (PIDF-LO) document by the protocols and means developed by the Internet Engineering Task Force (IETF). When an Internet device receives a CAP message, determination of whether this alert is relevant to the user at the current location is crucial. However, the civic address format of PIDF-LO is not interoperable with CAP. This paper describes these interoperability issues, which were collected during a prototype implementation and proposes a mapping of PIDF-LO location elements to CAP to achieve interoperability.
